NOTICE:  Due to the Governor's continuing Emergency Proclamation of March 17, 2020, which prohibits community gatherings of more than 10 people at all locations or venues; and due to Section Nine of the Governor's Emergency Proclamation of March 19, 2020 addressing the temporary suspension of certain provisions of the Iowa Code impacting public meetings and public hearings; and further, in accordance with the Board Resolution regarding Pandemic Response and Emergency Suspension of Policy adopted March 23, 2020; the place of the Board's regular meetings, at the Educational Service Center, remains temporarily inaccessible to the public as the Board has determined that a full Board meeting at a physical place is impossible or impracticable and all Board meetings for the time being may be conducted electronically, either in whole or in part.

The instructions for public access to such meetings are set forth below:

Public Comment Forms may be accessed on line at  https://www.siouxcityschools.org/series-200/  and must be submitted no later than 4:00 p.m. on the day of the meeting.

If a person wishes to be heard during the meeting, a phone number must be provided on the Public Comment form so the speaker can be called at the time of Citizen Input or during the designated Public Hearing or other Agenda item as noted on their form.

Individuals who have submitted timely Citizen Input forms on line may be given the opportunity to speak by phone, in accordance with the policy changes necessitated by the Governor's Emergency Pandemic Declaration. A.Proposed Sioux City School Budget for FY2021 – Patty Blankenship

Notice was published in the Sioux City Journal on March 27, 2020 that a budget hearing would be held on April 14, 2020, at 6:00 p.m. local time.

 

Any interested party may appear and file objections and any information for or against same will be heard on the above-named budget with the final decision of the Board of Education a matter of record.

RECOMMENDATION:  That the Board of Directors acknowledges the hearing on the proposed Sioux City School Budget for FY2021. 

B.Hail Damaged Metal Window Sills Replacement Project - Brian Fahrendholz

Notice was provided that a hearing would be held at 6:00 p.m., local time, at the Educational Service Center, 627 4th Street, Sioux City, Iowa, on the 14th day of April 2020, to receive public input on the proposed plans, specifications, and Engineer’s estimated cost of $459,860.00, for the Hail Damaged Metal Window Sills Replacement Project at Loess Hills, Morningside and Spalding Park Elementary Schools.

 

Any interested party may appear and file objections and any information for or against same will be heard on the above-named project with the final decision of the Board of Education a matter of record.

RECOMMENDATION:  That the Board of Directors approves the proposed plans, specifications, and Engineer’s estimated cost of $459,860.00, for the Hail Damaged Metal Window Sills Replacement Project at Loess Hills, Morningside and Spalding Park Elementary Schools.

C.High School Baseball ADA and Parking Additions Project – East High School - Brian Fahrendholz

Notice was provided that a hearing would be held at 6:00 p.m., local time, at the Educational Service Center, 627 4th Street, Sioux City, Iowa, on the 14th day of April 2020, to receive public input on the plans, specifications, and estimated costs, including architectural fees, provided by DGR Engineering of Sioux City, Iowa, of $188,137.43 for the High School Baseball ADA and Parking Additions Project – East High School.

 

Any interested party may appear and file objections and any information for or against same will be heard on the above-named project with the final decision of the Board of Education a matter of record.

RECOMMENDATION:  That the Board of Directors approves the plans, specifications, and estimated costs, including architectural fees, provided by DGR Engineering of Sioux City, Iowa, of $188,137.43 for the High School Baseball ADA and Parking Additions Project – East High School.

RECOMMENDATION:  That the Board of Directors acknowledges the property tax levy rate information presented.

B.FY2021 Budget Adoption – Patty Blankenship

RECOMMENDATION:  That the Board of Directors certifies the FY2021 budget with an expected maximum tax rate of $13.52558 per $1,000 of assessed value and an income surtax rate of 2 percent.

RECOMMENDATION:  That the Board of Directors approves the Human Resources Report(s).

D.Boundary Adjustment Recommendations – Dr. Brian Burnight

RECOMMENDATION:  That the Board of Directors approves the elementary boundary adjustments recommendations for 2022-2023.

E.Acceptance of Tentative Agreement Between SCEA and the SCCSD – Dr. Rita Vannatta

RECOMMENDATION:  That the Board of Directors approves the recommendation by the administration to accept the tentative agreement between the Sioux City Education Association (SCEA) and the Sioux City Community School District (SCCSD). 

F.Acceptance of Tentative Agreement Between SCESPA and the SCCSD – Dr. Rita Vannatta

RECOMMENDATION:  That the Board of Directors approves the recommendation by the administration to accept the tentative agreement between the Sioux City Educational Support Personnel Association (SCESPA) and the Sioux City Community School District (SCCSD).

G.Acceptance of Tentative Agreement Between Operations & Maintenance Employees and the SCCSD – Dr. Rita Vannatta

RECOMMENDATION:  That the Board of Directors approves the recommendation by the administration to accept the tentative agreement between the Operations & Maintenance Employees International Union of Operating Engineers (IUOE) Local 234 and the Sioux City Community School District (SCCSD).

H.Acceptance of Tentative Agreement Between the American Federation of State, County and Municipal Employees AFL-CIO, Local 212 (AFSCME) Bus Drivers Association and the SCCSD - Dr. Rita Vannatta

RECOMMENDATION:  That the Board of Directors approves the recommendation by the administration to accept the tentative agreement between the American Federation of State, County and Municipal Employees AFL-CIO, Local 212 (AFSCME) Bus Drivers Association and the Sioux City Community School District (SCCSD).

I.Acceptance of FY21 Total Package Increases for Non-Union Groups – Dr. Rita Vannatta

RECOMMENDATION:  That the Board of Directors approves the recommendation by the administration to accept the FY21 total package increases for the five non-union groups.

RECOMMENDATION:  That the Board of Directors approves the above Board policies for first reading. 


K.Employment of Classified Employees and Payment of Wages during Pandemic - Dr. Rita Vannatta

RECOMMENDATION:  That the Board of Directors approves an option for our nonessential, non-exempt hourly employees.

L.Payment of Long-Term Substitute Teachers’ Wages during Pandemic – Dr. Rita Vannatta

That the Board of Directors approves payment for long-term substitute teachers that were previously assured of and working in long-term teaching assignments (six weeks or longer), from April 14 until the end of their scheduled assignment, to be paid by the District.  All long-term substitute teachers must make appropriate application through the Payroll Department to receive payment.
