SO I KNOW AND HAVE WORKED WITH A GOOD MANY OF YOU.

MY APPEARANCE TODAY IS NOT TO ALARM ANYONE OR FRIGHTEN ANYONE.

YOU CAN ALL WELL DO THAT FOR YOURSELVES.

BUT MY CONCERN IS IN THE PENDING VIOLENCE THAT WE SEE IN OUR COUNTRY AND THAT WE FEAR FOR OUR SCHOOLS AND THAT WE'VE SEEN IN OUR SCHOOLS, OUR DISTRICTS MECHANISM TO PREVENT VIOLENCE RIGHT NOW, AMONG OTHERS, IS MENTORS AND VIOLENCE PREVENTION.

AND IT HAS BEEN IN EXISTENCE, I UNDERSTAND, FOR A NUMBER OF YEARS.

I THINK MENTORS IN VIOLENCE PREVENTION COULD WORK AS A PERFECT TOOL WITH THE ADDITION OF CONFLICT MEDIATION AND ITS MEDIATION THAT I CHOOSE TO SPEAK ABOUT TODAY.

FOR AROUND 13 YEARS IN SIOUX CITY, I RAN THE MEDIATION PROGRAM IN AT WEST HIGH SCHOOL, AND SEVERAL OF YOU HERE HAVE EXPERIENCE WITH THAT.

AND SO WITH THIS PIECE OF PAPER THAT I'VE DISTRIBUTED, I HAVE ON ONE SIDE THE CONFLICT MEDIATION PROCESS.

AND ON THE REVERSE SIDE, SOME BACKGROUND ABOUT WHAT MEDIATION SEEKS TO DO AND HOW IT HOW IT WORKS.

I EXPLAINED IN THE FIRST PARAGRAPH SOME OF MY BACKGROUND.

AND I'D LIKE TO SEE CONFLICT MEDIATION ESTABLISHED OR CONSIDERED AS A TOOL FOR THIS DISTRICT.

MEDIATION ESTABLISHES TRAINS AND SUPERVISES A BODY OF STUDENT MEDIATORS IN MIDDLE AND HIGH SCHOOL.

MEDIATORS. PRIMARY PURPOSE IS TO HELP CLASSMATES REACH RESOLUTION TO INTERPERSONAL CONFLICT.

EACH MEDIATOR WORKS WITH A PARTNER DURING THE SCHOOL DAY WHEN CONFLICTS ARISE BY FACILITATING AND REFEREEING THE MEDIATION SESSION TO STUDENTS IN DISPUTE, HAVE A CHANCE TO GET THE ISSUES OUT, EVENTUALLY UNDERSTAND THEIR ADVERSARIES POINT OF VIEW, APOLOGIZE AND RESOLVE THE CONFLICT.

MEDIATION IS SIMPLE, UNLIKE LITIGATION OR ARBITRATION.

MEDIATION PUTS THE ARGUMENT IN THE DECISION PROCESS BACK ONTO THE PARTICIPANTS WHO EQUALLY OBSERVE THE RULES AND SPEAK FOR THEMSELVES.

THE MEDIATION RULES ARE SIMPLE BUT MUST BE STRICTLY FOLLOWED.

SO IT'S A VERY STRUCTURED PROCESS AND THE STRUCTURE IS A VERY GOOD TOOL TO KEEP OK ONE THEY HAVE TO AGREE TO SOLVE THE PROBLEM.

TWO, THEY HAVE TO ENTER.

THEY HAVE TO AGREE NOT TO INTERRUPT EACH OTHER WHEN THEY'RE TALKING.

THREE THEY HAVE TO BE AS HONEST AS POSSIBLE AND FOUR, THEY HAVE TO REFRAIN FROM NAME CALLING AND PHYSICAL FIGHTING.

EACH SCHOOL SHOULD HAVE A STAFF MEMBER WHO OVERSEES THE STUDENT MEDIATORS, AS I DID AT WEST HIGH.

THE BUILDING'S PRINCIPALS WEREN'T DIRECTLY INVOLVED WITH THE MEDIATION PROCESS.

ULTIMATELY, THEY WOULD PROBABLY KNOW WHO THE TWO DISPUTANTS ARE, BUT THEN THEY WOULD OFTEN COME TO MY ROOM AND DURING THE CLASS DAY THEY'D KNOCK ON THE DOOR.

THEY'D ASK ANY AVAILABLE MEDIATORS.

MR MCGAFFIN.

I'D HAVE A LIST OF 20 TO 25 MEDIATORS AND I'D PULL THOSE TWO MEDIATORS, OR THE PRINCIPALS, RATHER, WOULD GET THE NOTES TO FIND THOSE MEDIATORS IN CLASSES THAT AREN'T REAL ANALYTIC OR NOT REAL ACADEMICALLY CHALLENGING OR CHALLENGING AT THAT POINT.

MAYBE STUDY HALL, MAYBE A MIXED CHORUS OR A BAND THAT THEY COULD LEAVE FOR A FEW MINUTES TO CONDUCT THIS MEDIATION ON.

SO EACH SCHOOL SHOULD HAVE A STAFF MEMBER THAT'S INVOLVED IN THE MEDIATION PROCESS AND KNOWS WHO THE STUDENTS ARE AND WHERE THEY ARE.

AT PARTICULAR TIMES, IT'LL BE CONDUCTING THE MEDIATION.

NUMBER ONE, ACQUAINT.

SO IN ORDER TO ESTABLISH THIS MEDIATION PROCESS, I THINK THE FOLLOWING POINTS ONE THROUGH SEVEN COULD BE FOLLOWED, COULD BE USEFUL.

AS I HAVE LOOKED THE PAST COUPLE OF WEEKS SINCE TALKING TO MS. SCOLARO ABOUT ATTENDING TO THE MEETING, I SEE A GREAT WEALTH OF TRAINING MANUALS AND INFORMATION VIDEOS.

THERE ARE TRAINERS THAT CAN COME TO SCHOOLS, BUT I DON'T KNOW IF THAT'S NECESSARY.

BUT THE VIOLENCE HAS ME SCARED.

IT HAS ALL OF US SCARED.

IT'S SEEMS TO JUST RADIATE.

AND JUST BEFORE LEAVING THE LIBRARY A FEW MINUTES AGO, I WAS PLEASED TO READ THAT IN CALIFORNIA, A LARGE POLL HAS FOUND THAT QUITE IRONICALLY, IN THE LAST TEN YEARS, THE SCHOOLS IN CALIFORNIA HAVE SEEN LESS VIOLENCE.

LESS GUNFIRE.

SO PERHAPS WE'RE SCARING EACH OTHER STRAIGHT.

BUT IN SOCIETY AT LARGE, I'M AFRAID WE CAN SEE THAT'S NOT TRUE.

AS EDUCATORS, WE KNOW THAT IN THE SCHOOLS, OFTEN THE FIRST ONES TO KNOW OF SOMETHING ARE THE STUDENTS THEMSELVES.

SO I THINK WE CAN ENTRUST OUR STUDENTS AND LOOK TO THEM TO LEAD US BACK TO SOME SANITY.

AND SOME DAYS WHEN WE DON'T FEAR FOR OUR LIVES AND THE LIVES OF OF OUR KIDS.

ON THAT DAY, SHE WAS PERFECTLY REMEMBERED AND EULOGIZED BY SISTER MARY DAY.

IT WAS A BEAUTIFUL SEND OFF FOR AN INCREDIBLE PERSON.

THOUGHTFUL, KIND, FIERCE, COMPASSIONATE, TENACIOUS, LOVING, REAL WORDS TO DESCRIBE HER POSITIVE IMPACT ON OUR COMMUNITY ARE INFINITE.

IN BRIEF, SHE WAS A FORCE OF NATURE.

SHE WALKED THE WALK GRACEFULLY.

PURPOSEFULLY. ALWAYS WITH OTHERS, ESPECIALLY THE UNDERDOG, FIRST IN HER THOUGHTS.

SHE WAS A FRIEND, THE BEST KIND OF FRIEND.

SHE TOLD ME WHEN SHE THOUGHT I HAD DONE OKAY, AND SHE WAS VERY CLEAR.

IF I VENTURED TOWARD SOMETHING, ANYTHING SHE VIEWED AS NONSENSE.

I SO WANTED HER TO BE PROUD OF ME.

SHE WAS A MENTOR, A TRUE NORTH.

I SOUGHT HER COUNSEL IN BOTH MY PRIVATE AND PUBLIC LIFE.

BUT WHAT I ALWAYS VALUED WITH FLORA IS WE HAVE A LOT OF PEOPLE IN THIS COMMUNITY THAT LIKE TO COMPLAIN AND THEN THEY DON'T LIKE TO TAKE THAT NEXT STEP. FLORA WAS SOMEONE WHO NEVER COMPLAINED.

SHE JUMPED RIGHT TO STEP TWO AND SHE HELPED ME.

WHEN I FIRST GOT ELECTED, SHE STEPPED OUT OF I MEAN, SHE DID NOT HAVE TO.

SHE HELPED ME.

AND I THINK IF SIOUX CITY, IOWA AND THE NATION AS A WHOLE HAD MORE FLAWS, WE WOULD BE IN A FAR BETTER PLACE.

OTHER THAN THAT, ME, MY WIFE AND I ATTENDED THE SPINAL BIFIDA ASSOCIATION OF IOWA AND EDUCATIONAL FORUM LAST WEEKEND ON OUR ONE YEAR OLD DAUGHTER WAS BORN WITH A FORM OF SPINAL BIFIDA, AND ONE OF THE SPEAKERS WAS A STATE REP REPRESENTATIVE FROM COUNCIL BLUFFS, AND HE'S THE FIRST PERMANENTLY DISABLED ELECTED STATE OFFICIAL IN STATE HISTORY, ALSO BORN WITH THE SAME AFFLICTION THAT WE ARE DEALING WITH AT OUR HOUSE.

SO I THINK WE'VE TALKED A LOT ABOUT BULLYING.

I THINK WE'VE TALKED A LOT ABOUT TOLERANCE.

AND THIS IS JUST AS MUCH MY FAULT AS ANYONE ELSE'S FAULT.

I THINK A PORTION OF OUR COMMUNITY AND A PORTION OF OUR SCHOOL THAT WASN'T TALKED ABOUT A WHOLE LOT, BUT CERTAINLY NOT FORGOTTEN IN TERMS OF THE POLICIES THAT WE WROTE.

BUT IT WASN'T TALKED ABOUT AS MUCH BY ME AND I WILL TAKE THAT HEAD ON, IS OUR STUDENTS THAT FACE DISABILITIES, WHETHER THAT BE MENTAL AND MENTAL.

GOT A LOT OF TALK. I DON'T THINK PHYSICAL DISABILITIES GOT AS MUCH TALK.

SO I WOULD LOVE MOVING FORWARD.

I KNOW THAT WE JUST MISSED THE PHYSICAL DISABILITY MONTH.

IT WAS BACK IN MARCH AND AGAIN, I WAS NOT VERY GOOD AT BRINGING THAT AWARENESS FORWARD.

I WOULD LIKE TO PARTNER WITH THE SCHOOL DISTRICT AND MAYBE SET ASIDE A PHYSICAL DISABILITY AWARENESS DAY, MAYBE BRING SOME PEOPLE IN THE COMMUNITY WHO ARE PHYSICALLY DISABLED.

AND WE ARE LEARNING AS PARENTS AND AS NEW PARENTS THAT IT IS OUR JOB TO SPREAD AWARENESS AND BE ADVOCATES NOT ONLY FOR PARKER BUT EVERYONE WHO HAS A PHYSICAL DISABILITY.

SO I PROMISED HER AND MY WIFE THAT I WOULD TALK ABOUT IT.

SO MOVING FORWARD, I WOULD LIKE TO EXPLORE HOW WE COULD POTENTIALLY ADVOCATE MORE AS A SCHOOL BOARD AND A SCHOOL DISTRICT.

SO OTHER THAN THAT, WE CAN'T SAY ENOUGH ABOUT FLORA AND OTHERS HAVE AND WILL SAY IT MUCH MORE ELOQUENTLY THAN I.

I'M NOT I HAVE NOT HAD SO MUCH OF AN IMPACT ON THE COMMUNITY THAT THAT REALISTICALLY LIKE A FUNERAL AT SEEING ORPHEUM THEATER BECAUSE OF ALL THE PEOPLE AND THE IMPACT SHE'S HAD IN OUR COMMUNITY.

BUT UNDERSTAND THAT IF YOU CAN JUST HAVE AN IMPACT ON ONE PERSON OR ONE FAMILY AS A TEACHER OR A STUDENT OR AS AN ADMINISTRATOR, THAT'S IMPORTANT.

ONE FAMILY AT A TIME OR ONE PERSON AT A TIME IS JUST AS SUCCESSFUL.

SO KEEP THAT IN MIND AS AS WE ALSO CELEBRATE THE FLOORS OF THE WORLD, EACH OF US CAN MAKE AN IMPACT.

I ALSO ATTENDED GSA'S NORTH HIGH SCHOOL'S GSA CLUB TO TALK TO THEM AGAIN ABOUT HOW WE CAN SUPPORT THEM GOING FORWARD.

THEY WERE HEADING TO THE GOVERNOR'S CONVENTION OR CONFERENCE THAT THEY HAVE EVERY YEAR, AND I ASKED THEM TO COME BACK AND BRING ME BRING US SOMETHING, BRING US, YOU KNOW, FIND OUT FROM WHAT'S GOING ON ACROSS THE STATE ABOUT WHAT OTHER DISTRICTS ARE DOING OR WHAT WE CAN DO TO HELP SUPPORT THEM.

I ALSO, AGAIN, DID SOME SUBBING AT WEST HIGH SCHOOL IN THE ALTERNATIVE ROOM.

I ALSO WANTED TO DO A SHOUT OUT TO MACKENZIE CRAWFORD, AN EAST HIGH STUDENT WHO WAS ON THE GRAND OLD OPRY STAGE WITH KRISTIN CHENOWETH SINGING FOR GOOD.

WHEN HE LEFT, I HELPED A LITTLE BIT TO KIND OF KEEP CONFLICT MEDIATION GOING.

AND IT'S A GREAT PROGRAM IN THAT IT TOOK KIND OF THE IT TOOK UPPERCLASSMEN WHO WANTED TO WORK WITH KIDS AND HELP STUDENTS. IT GOT THEM TO SIT DOWN WITH UNDERCLASSMEN AND EVEN MAYBE SOMETIMES THEIR OWN KIDS IN THEIR SAME CLASS AND HAD THEM WORK THROUGH SOME BASIC HE SAID SHE SAID KINDS OF PROBLEMS. AND THE NICE THING ABOUT THAT IS IT TOOK THE KIND OF THE ALMOST THE KIND OF THE DAY TO DAY DRAMA SOMETIMES THAT COUNSELORS GET INVOLVED WITH SCHOOL COUNSELORS GET INVOLVED WITH WHEN THEY COULD BE DOING SOME OTHER MAYBE SOME OTHER STUFF.

AND IT GOT INVOLVED WITH JUST DOING IT AT PEER LEVEL UNLESS IT NEEDED MORE INTERVENTION.

IT'S AN EXCELLENT PROGRAM.

IT'S CERTAINLY SOMETHING AS WE'RE LOOKING AT BEHAVIOR SUPPORTS AND THINGS THAT I CERTAINLY HOPE IT'S LOOKED AT.

BUT I WOULD RESPECTFULLY ASK OUR BOARD POLICY COMMITTEE TO POTENTIALLY LOOK INTO A NEW BOARD POLICY THAT PROHIBITS FIREARMS FROM COMING ON SCHOOL PROPERTY OTHER THAN LAW ENFORCEMENT AGENCY OR FOR THE TEACHING OF A HISTORY CLASS OR SOMETHING LIKE THAT.

BUT IT SERVES NO, IN MY OPINION, IT'S JUST MY OPINION.

ONE BOARD MEMBER. IT'S MY OPINION THAT HAVING GUNS ON SCHOOL PROPERTY SERVE NO GOOD PURPOSE WHATSOEVER, EVEN IF THEY'RE IN LOCKED IN THE TRUNK OF THE CAR, EVEN IF THEIR TEACHERS HOLD THEM.

IT'S JUST SERVES NO PURPOSE IN OUR DISTRICT.

AND IT'S SOMETHING I THINK ASKED THE POLICY COMMITTEE TO TAKE A LOOK AT BECAUSE I CAN'T SEE ANY GOOD COMING OUT OF THAT ANY GOOD AT ALL.

THE SECOND THING IS, YOU KNOW, WE'RE ALMOST THROUGH THE SCHOOL YEAR.

WE HAVE GRADUATIONS ON THE 27TH AS AS PEOPLE WELL KNOW, A LOT OF PEOPLE LIKE TO IF THEY HAVE A CHILD OR A NIECE OR A NEPHEW OR POTENTIALLY A GRANDCHILD GRADUATING, THEY LIKE TO HAND THEM THE DIPLOMA.

I THINK WE WOULD LIKE TO DO THAT.

I THINK WHAT HAPPENED LAST YEAR GOT A LITTLE BIT OUT OF CONTROL.

WE WERE STUMBLING AROUND ON THE STAGE AND WE HAD SEVERAL PEOPLE WHO WERE TRYING TO GET THEIR PICTURES TAKEN AND WE HAD PEOPLE STANDING IN FRONT OF THEM BECAUSE THAT LINE MOVES QUICKLY. SO IF YOU'RE GOING TO DO THAT THIS YEAR, PLEASE GIVE ME A SHOUT AND WE'LL MAKE SURE THAT IT'S COORDINATED A LITTLE BIT BETTER THAN IT WAS LAST YEAR.

WE DON'T WANT THE DANCING BEARS UP THERE.

THANK YOU. JUST A FEW THINGS.

HAD THE OPPORTUNITY, AS MONIQUE STATED, TO MEET WITH THE NAACP AND THE URBAN NATIVE YOUTH GROUP.

PARENTS AND COMMUNITY MEMBERS WERE THERE.

WE HAD A GOOD TURNOUT AND IT WAS A GOOD LISTENING TO PEOPLE AND GETTING THEIR PERSPECTIVE.

AND WE DID SHARE SOME DATA WITH THEM AS WELL.

SO I'M LOOKING FORWARD TO DOING THAT AGAIN IN THE FUTURE.

ATTENDED THE KIWANIS TOP 5%.

THAT'S A VERY NICE CELEBRATION OF THE TOP STUDENTS IN THE SIOUXLAND AREA AND RECOGNIZING THEM WITH SOME OF THE OTHER DISTRICT LEADERSHIP TEAM MEMBERS. WE ATTENDED SOME TRAINING THAT THE SIOUX CITY POLICE DEPARTMENT WERE HAVING AT THE REGIONAL TRAINING CENTER AND IT HAD TO DO WITH ACTIVE SHOOTERS. AND IT WAS IT WAS SOME PRETTY INTENSE STUFF THAT THEY WERE SHOWING AND GOING OVER.

SO IT WAS NICE FOR US TO SIT AND LISTEN AND LEARN FROM THEM ON HOW THEY APPROACH THINGS IN THOSE TERRIBLE SITUATIONS.

ATTENDED SMARTER THAN A FOURTH GRADER.

IT WAS A GREAT EVENT.

STAFF APPRECIATION WEEK WAS LAST WEEK, MAY 1ST THROUGH THE FIFTH, AND WE DID CELEBRATE THAT AND DID SOME THINGS FOR THE STAFF MEMBERS THROUGHOUT THE WEEK.

ATTENDANCE NORTHWEST AA SUPERINTENDENT MEETING THE LAST ONE OF THE YEAR AND I WAS THE CHAIR OF THAT GROUP THIS YEAR SO I WILL TURN THAT CHAIR POSITION OVER. THIS MONTH OF MAY IS SCHOOL BOARD RECOGNITION MONTH SPONSORED BY THE IOWA ASSOCIATION OF SCHOOL BOARDS TO CELEBRATE THE CONTRIBUTIONS OF BOARD MEMBERS TO PUBLIC EDUCATION.

THE SIOUX CITY COMMUNITY SCHOOL DISTRICT IS CELEBRATING THE WORK OF SCHOOL BOARD MEMBERS WHO ARE DEVELOPING IOWA'S FUTURES IN PARTNERSHIP WITH SCHOOL, COMMUNITY, FAMILIES AND CITIZENS. AS YOU KNOW, IT'S A BIG TIME COMMITMENT, LONG HOURS, A LOT OF PHONE CALLS FROM PEOPLE
