I'M HERE TONIGHT BECAUSE I CAN'T BE AT THE JULY 24TH MEETING.

AND SO I WANTED TO INTRODUCE MYSELF TO THE SCHOOL BOARD AND LET YOU KNOW THAT I AM INTERESTED IN THE TEMPORARY APPOINTMENT TO THE SCHOOL BOARD POSITION THAT'S GOING TO BE OPEN. I'M A LONG TIME SIOUX CITY RESIDENT.

I JUST COMPLETED 40 YEARS AS A HIGH SCHOOL TEACHER.

I JUST RETIRED A FEW WEEKS AGO, 37 OF THOSE YEARS WITH THE SIOUX CITY SCHOOL DISTRICT AS A GEN ED TEACHER AND A SPECIAL EDUCATION TEACHER.

SO I HAVE A LOT OF BACKGROUND.

EVEN IN A TEMPORARY POSITION, I THINK I COULD BE A GOOD ASSET TO THE SCHOOL BOARD ON A TEMPORARY APPROVAL.

I DO PLAN ON RUNNING FOR A SCHOOL BOARD POSITION IN THE FALL.

WHAT I WOULD LIKE TO SAY IS A FEW YEARS BACK, I DON'T THINK I'D BE INTERESTED IN BEING ON THE SCHOOL BOARD, BUT THIS CURRENT SCHOOL BOARD OR ADMINISTRATION, I'VE SEEN SOME GREAT THINGS. YOU GUYS ARE WORKING TOGETHER.

YOU'RE TAKING US DOWN A GREAT EDUCATIONAL PATH.

ONE OF THE EXAMPLES I WANT TO GIVE WHEN THIS SCHOOL BOARD PUT INTO PLACE THE DISTRICT WIDE CELL PHONE POLICY, I SAW OUR BEHAVIORS IN OUR HIGH SCHOOL IMPROVE IMMENSELY.

THE ON TASK ACADEMIC BEHAVIORS WERE GREAT, AND IT WAS ALMOST AS IF OUR STUDENTS WERE WAITING FOR A POLICY TO BE PUT IN PLACE SO THAT THEY HAD TO PUT THEIR PHONES AWAY.

SO I THINK YOU'RE WORKING TOGETHER AND GOING DOWN SOME GREAT PATHS.

40 YEARS I'VE SEEN THE GOOD AND I'VE SEEN THE PROGRESSIVE THINGS THAT HAVE COME OUT FROM THE FUTURE.

I ALSO LIKE THE DIRECTION THAT YOU GUYS ARE TALKING ABOUT IN SOME NEW DELIVERY FOR OUR STUDENTS AND OUR SPECIAL ED STUDENTS.

I THINK SOME OF THE THINGS WE'RE DOING ARE GREAT RIGHT NOW, BUT I THINK THERE COULD BE SOME CHANGES TO MAKE THE DELIVERY FOR THOSE STUDENTS EVEN BETTER.

SO THOSE ARE SOME OF THE THINGS AS FAR AS I ALSO OWN A SMALL PRIVATE BUSINESS.

SO I UNDERSTAND THE FINANCIAL RESPONSIBILITY FOR BEING ON A SCHOOL BOARD AND THE DIVERSITY IN OUR SCHOOLS HERE.

OVER ALMOST 40 YEARS, I'VE SEEN IT CHANGE IMMENSELY AND I'VE EMBRACED THAT DIVERSITY.

I'VE BEEN INVOLVED IN A LOT OF VOLUNTARY GROUPS TO HELP KIDS BE PROUD OF WHO THEY ARE, THEIR BACKGROUND.

I ACTUALLY WORE ONE OF MY SHIRTS FROM ONE OF THOSE MANY GROUPS THAT I'VE BEEN VOLUNTARILY INVOLVED IN OVER THE YEARS, SO I'M STRONGLY INVOLVED IN DIVERSITY.

AND FROM A PERSONAL NOTE, I'VE HAD MANY PEOPLE ASK ME, WHY DID I STAY TEACHING FOR 40 YEARS WHEN I COULD HAVE RETIRED MANY YEARS EARLIER? I GREW UP IN A FEDERAL HOUSING AREA, EXTREMELY POOR AREA, SINGLE MOM HOME.

I WAS BUSSED TO SCHOOL AFTER SCHOOL AFTER SCHOOL.

EVERY YEAR WE WERE BUSSED TO A NEW SCHOOL.

WHOEVER COULD TAKE IN KIDS FROM THAT NEIGHBORHOOD, WE WERE THE KIDS BACK THEN WHO WERE EXPECTED TO DROP OUT OF SCHOOL BY A LOT OF PEOPLE BY NINTH GRADE AND SURELY NEVER GO ON TO HIGHER EDUCATION.

AND THROUGH SOME GREAT TEACHERS AND COACHES, I WAS GIVEN A VISION THAT NO MATTER WHAT MY BACKGROUND, THAT I COULD SET GOALS AND ACHIEVE THAT.

AND I DID BECOME THE ONLY PERSON FROM MY FAMILY TO EVER GRADUATE FROM HIGH SCHOOL.

AND I WANT TO BE PART OF THAT.

AND I WANT EVERY KID TO HAVE THAT OPPORTUNITY AND EVERY STUDENT IN THIS SCHOOL DISTRICT.

SO IN CLOSING, I JUST WANTED TO INTRODUCE MYSELF, AND I BELIEVE I'VE SENT EVERY ONE OF YOU AN EMAIL ABOUT WHO I AM, A LITTLE BIT OF MY BACKGROUND, AND I DO THINK I COULD DO A

MAYBE A LITTLE BIT. I DO WANT TO PREFACE THIS BY SAYING THAT A LOT OF THIS INFORMATION I'M GOING TO TALK ABOUT IS OLD, BUT IT DOES HAVE RELEVANCE BECAUSE IT IS AN ISSUE THAT IS FACING NOT JUST THIS SCHOOL BUT THIS COUNTRY AS WELL.

MR. CRESTO, WOULD YOU GIVE YOUR NAME AND ADDRESS, PLEASE, FOR THE RECORD? CRYSTAL 117 SOUTH RUSTON.

AS MANY OF THE BOARD ARE AWARE, IN LATE 2019, MY THEN FOUR YEAR OLD DAUGHTER WAS ASSAULTED IN THE BATHROOM BY ANOTHER STUDENT WHILE SHE WAS ENROLLED AT LEEDS ELEMENTARY SCHOOL IN A PRE-K PROGRAM.

THIS HAPPENED DURING THE ELLEN HUMAN INVESTMENT PARTNERSHIPS BEYOND THE BELL.

AFTER NUMEROUS ISSUES WITH THE SCHOOL DISTRICT REFUSING TO INVESTIGATE THE ASSAULT, REFUSING TO ALLOW THE MOTHER OF MY DAUGHTER TO BE THE SERVICE DOG HANDLER BECAUSE OF COVID EXPELLING MY DAUGHTER'S SERVICE DOG ANIMAL, LEAVING MY DISABLED DAUGHTER AT THE TOP OF THE STAIRS WITH HER BRITTLE BONES BEFORE MORNING RUSH, HARASSING MY FAMILY FOR TRESPASSING, MY WIFE LYING TO RESPONDING OFFICERS, WHICH WE HAVE RECORDS OF THREATS THE FIGHTING FOR MASK EXEMPTION WHEN THE SCHOOLS WENT BACK INTO SESSION, THE LIST GOES ON AND ON.

IT BECAME OBVIOUS THAT THE SCHOOL DISTRICT, POLICE DEPARTMENT, SHIP AND CITY OFFICIALS WOULD STOP AT NOTHING TO MAKE THIS GO AWAY.

AND THE MORE MISSTEPS THAT WERE MADE, THE WORSE IT LOOKED ON ALL INVOLVED.

ONCE I BEGAN PUBLIC CONTACTING THE SCHOOL BOARD, POLICE DEPARTMENT, CITY AND SHIP BY SPEAKING OUT AT SCHOOL BOARD MEETINGS, SPEAKING OUT AGAINST MASKS DURING THE RETURN FROM COVID, THE FIRST RESPONSE WAS POLICE BEGAN SHOWING UP TO THESE MEETINGS.

AFTER TALKING TO CHIEF REX, I FOUND OUT THAT IT WAS BECAUSE A BOARD MEMBER HERE ASKED FOR THEM TO.

AFTER THAT DIDN'T WORK.

I WAS CONTACTED BY NONE OTHER THAN SPECIAL AGENT OF THE FBI, STEVEN FRIEND.

THE SAME FBI AGENT WHO TESTIFIED TO THE US CONGRESS ABOUT THIS VERY SITUATION.

INITIALLY I THOUGHT IT WAS PERTAINED TO MY COMPLAINT TO THE US DEPARTMENT OF JUSTICE AND THE US DEPARTMENT OF EDUCATION.

HOWEVER, I WAS CORRECTED BY SPECIAL AGENT STEPHEN FRIEND AND LEARNED THAT IT WAS THE CHIEF OF POLICE, REX MUELLER, WHO REACHED OUT TO HIM.

AFTER I EMAILED THE CITY AND SPOKE AT THE SCHOOL BOARD CONNECTING EVERYONE IN LOCAL GOVERNANCE AND THE LIKELY COLLUSION AGAINST MY FAMILY.

FOR US AS A FAMILY, THIS SITUATION DIED AFTER WE SETTLED WITH THE SCHOOL DISTRICT.

THAT ISN'T WHAT THIS IS ABOUT, BUT IT WAS REAWAKENED WHEN SPECIAL AGENT STEPHEN FRIEND CAME FORWARD ABOUT BEING DIRECTED TO INVESTIGATE PARENTS AT SCHOOL BOARD MEETINGS. HAVE HERE THE EMAILS BETWEEN AGENT FRIEND AND MYSELF.

THIS IS REAL. AFTER THE SEEING THE DESTRUCTION OF HIS CHARACTER AS A US ARMY VETERAN, I FELT IT WAS MY RESPONSIBILITY AND DUTY TO EXPOSE THE TRUTH BECAUSE NOT OF IT'S NOT JUST MY WORD ANYMORE.

THIS IS THE WORD OF THE SPECIAL AGENT OF THE FBI.

SO NOW I WANT TO EXPOSE THE WRONGDOING OF THE AGENCIES INVOLVED BECAUSE LIGHT IS THE BEST DISINFECTANT.

I WANT EVERYONE TO KNOW THAT THIS GOVERNING BODY WAS PART OF THE PROBLEM.

THE WORST PART IS THIS IS HAPPENING ACROSS THE COUNTRY.

SO MUCH SO THAT SPECIAL AGENT FRED AND OTHER FBI WHISTLEBLOWERS TESTIFIED TO THE US CONGRESS.

THESE MEN GAVE UP THEIR CAREERS TO EXPOSE THIS KIND OF CORRUPTION.

I CAN'T TELL YOU HOW MANY PARENTS CAME TO ME WITH HORROR STORIES DEALING WITH THIS DISTRICT.

NOW, AGAIN, PREVIOUS GOVERNANCE AND I UNDERSTAND THAT THEY KNOW THE LENGTHS THAT THIS LOCALITY WILL GO TO CRUSH THESE TYPES OF ISSUES.

THEY KNOW YOU PROMOTE THOSE WHO TOW THE LINE.

YES, YOU TOOK MINE TO THE EXTREME.

BUT THEY CRUSHED NUMEROUS PARENTS AND STAFFS WITH THESE METHODS.

I ASKED THE FOUR MEMBERS WHO REMAIN FROM THAT TIME WHO AMONGST YOU PARTICIPATED IN WEAPONIZING THE FBI AGAINST ME? A PARENT WHO WAS JUST TRYING TO FIGHT FOR MY DAUGHTER.

HOWEVER, WE'RE STILL UNDER THE PROPERTY AND CASUALTY PERIOD WHERE WE'VE HAD SIGNIFICANT LOSSES.

THE INSURANCE COMPANY HAS HAD SIGNIFICANT PRIOR YEAR LOSSES AND WITH THAT, RATES HAVE BEEN GOING UP SUBSTANTIALLY OVER THE LAST 3 OR 4 YEARS.

THAT'S GOING TO CONTINUE THIS YEAR.

THE QUESTION IS WHAT CAN WE SWITCH? AND THE ANSWER IS NO, NOT PRACTICALLY, BECAUSE ALL CARRIERS WOULD ARE HIT WITH THE SAME THING AND THE RATES WOULD BE RELATIVELY THE SAME.

THE INCREASES WOULD BE RELATIVELY SAME IF WE WENT WITH ANY OTHER CARRIERS.

THEY'RE ALL PARTICIPATING IN THE MARKET.

SO IT'S SOMETHING THAT WE DON'T LIKE.

HOWEVER, THERE WERE VERY SUBSTANTIAL LOSSES ACROSS IOWA OVER THE SEVERAL PRECEDING YEARS THAT THEY'RE NOW TRYING TO NOW TRYING TO RECOVER FROM.

SO THAT IS THE BIG INCREASE ON THE PROPERTY AND CASUALTY.

AS I SAID, WORKER'S COMP HAD GONE DOWN.

OUR LOSS, TREND HAS DONE NICELY FOR WORKER'S COMP.

THAT'S THE ONLY ONE THAT I HAD.

THERE ARE SOME LARGE DOLLAR ITEMS IN HERE, YOU KNOW, SOME SOFTWARE LICENSES, SOME ESSER BUDGET, MOST OF THOSE WE'VE TALKED ABOUT PREVIOUSLY.

AND AND THE REST OF THEM ARE SOME ROUTINE, ROUTINE TYPE OF ITEMS. BUT ANY OTHER QUESTIONS FOR THE BOARD HAVE? I DO HAVE A QUICK QUESTION AND IT'S FOR REGARDING THE CALENDAR.

I HAD HEARD THAT IT WAS A THE TYSON CENTER HAD BEEN PREVIOUSLY LOOKED, AS I SAY, BECAUSE IT WAS MORE COST EFFECTIVE FOR US TO DO IT IN ONE DAY VERSUS THREE EVENINGS.

SO I SPENT ABOUT 45 MINUTES WITH THOSE YOUNG STUDENT ATHLETES JUST TALKING ABOUT LEADERSHIP, TALKING ABOUT MY EXPERIENCES WITH EDUCATION WITH GROWING UP IN RURAL IOWA AND HOW ATHLETICS AND EDUCATION OPENED THE DOORS FOR ME TO BE WHERE I AM TODAY. SO THAT WAS A GREAT OPPORTUNITY FOR ME TO GET TO KNOW THOSE STUDENT ATHLETES.

SPENT TODAY WITH DISTRICT LEADERSHIP TEAM ON SAFE AND SILVER LEADERSHIP TRAINING.
