[00:00:02]
GOOD EVENING AND WELCOME TO THE REGULAR MEETING OF THE SIOUX CITY COMMUNITY SCHOOL DISTRICT.
[I. Call to Order]
IT'S JULY 24TH, 2023 AT 6:15 P.M..WELCOME TO EVERYBODY WHO'S ONLINE AND THOSE HERE IN THE ROOM WITH US.
I HEREBY CALL THIS MEETING TO ORDER.
PLEASE, WOULD YOU JOIN ME FOR THE PLEDGE OF ALLEGIANCE? ALL RIGHT, SEANICE. WOULD YOU PLEASE CALL THE ROLL? ALL RIGHT BOARD MEMBERS, YOU HAVE IN FRONT OF YOU AN AGENDA FOR THIS EVENING'S MEETING.
[IV. Approval of Agenda]
IS THERE A MOTION TO APPROVE THE AGENDA? SO MOVED. SECOND.WE HAVE A MOTION, A SECOND TO APPROVE THE AGENDA.
ANY DISCUSSION BOARD MEMBERS? ALL THOSE IN FAVOR OF APPROVING THE AGENDA SIGNIFY BY SAYING AYE.
I HAVE BAD HEARING, SEANIECE. THANK YOU.
OKAY. AN AGENDA IS APPROVED AT THIS TIME IS ITEM FIVE ON OUR AGENDA, WHICH IS CITIZEN INPUT.
[V. Citizen Input]
THE BOARD OF DIRECTORS INVITES INDIVIDUALS OR DELEGATIONS TO COME FORWARD AND SPEAK ON ANY ISSUE RELATED TO SCHOOL DISTRICT OPERATIONS THAT ARE NOT INCLUDED IN TODAY'S MEETING AGENDA. CITIZEN INPUT ON ACTION AND DISCUSSION ITEMS WILL BE ACCEPTED AT THE TIME OF DISCUSSION OF EACH AGENDA ITEM.SO IF YOU WANT TO SPEAK ON AN AGENDA ITEM, YOU'RE WELCOME TO DO SO.
THIS IS THE PORTION THEY CALL OPEN MIC.
SO SEANIECE, ARE THERE ANY PARTICIPANTS? YES. GEORDIE CANBERRA.
OKAY. MR. CABRERA, WOULD YOU PLEASE STATE YOUR NAME AND ADDRESS FOR THE RECORD, PLEASE? YEAH. MY NAME IS JORDI CAMARA, 2612 ROSS STREET.
I JUST GRADUATED FROM SIOUX CITY WEST HIGH SCHOOL.
I WILL BE ATTENDING THE UNIVERSITY OF SOUTH DAKOTA THIS FALL.
I'M HERE ON BEHALF OF A PROJECT I'VE BEEN WORKING ON WITH THE SIOUX CITY SCHOOLS.
I'VE BEEN SINCE ABOUT JANUARY.
I'VE BEEN SUPPLYING ONE OF THE BATHROOMS IN MY SCHOOL WITH PEER PRODUCTS.
BUT I WAS LIKE, OH, I FACED AN ISSUE.
SO I WENT OUT AND I DECIDED TO SEEK OUT HELP FROM LOCAL ORGANIZATIONS AND AND SEEK ADVICE.
I SOON STARTED I OPENED MY OWN GOFUNDME, ME.
I'M RIGHT NOW OVER $2,700, 16,000 TAMPONS FROM THE BRAND TAMPAX AND ALWAYS AND HAVE ENOUGH TO SUPPLY THE THREE HIGH SCHOOLS AND THE THREE MIDDLE SCHOOLS FOR THE ENTIRE YEAR. AND AND THESE PRODUCTS ARE GOING TO BE RESUPPLIED WEEKLY.
AND YOU MAY ASK, WHY AM I DOING THIS? WELL, I WAS I'M A PART OF A YOUTH ADVISORY COUNCIL, THE STATE OF IOWA YOUTH ADVISORY COUNCIL, OR SCIAC, WHICH WAS UNDER THE DEPARTMENT OF HUMAN RIGHTS, BUT IS NOW UNDER THE DEPARTMENT OF HEALTH AND HUMAN SERVICES.
AND WE WERE A 21 YOUTH FROM ACROSS THE STATE OF IOWA WHO ADVOCATE FOR ISSUES.
AND OBVIOUSLY THIS IS ONE OF THE TOPICS THAT CAME UP.
AND I'M LIKE, WELL, I'M LIKE, I'M LIKE, WELL, I DID MY RESEARCH AND THE TERM PEER POVERTY CAME UP AND I'M LIKE, WHOA, LIKE, WHAT IS THAT? YOU KNOW? AND I WAS SO INTERESTED BECAUSE I'M JUST LIKE, I DID NOT KNOW THAT WAS A THING.
AND SO ME ALSO BEING A BIG BROTHER WAS LIKE, WOW, YOU KNOW, LIKE MY SISTER'S SIX.
SO WHEN I LOOK AT HER AND I'M LIKE, I DON'T WANT HER TO GO THROUGH SOMETHING LIKE THIS.
SO OBVIOUSLY THIS KIND OF IMPACTS ME BECAUSE I'M LIKE, WELL, I GO AROUND MY PEERS AND STUFF AND THEY THIS IS SOMETHING THEY GO THROUGH AND THEY SOMETHING SOMETIMES THEY TELL ME LIKE, OH, I'VE SKIPPED CLASS. SO THIS IS SOMETHING AS WELL THAT IF THEY HAD THIS, THEY WOULD THEY WANT TO HAVE TO SKIP CLASS.
SO THEY WOULD AND THEY CAN CONTINUE ON THEIR ACTIVITIES.
BUT RIGHT NOW, THAT'S SOMETHING THAT I WANT TO BRING TO THE BOARD BECAUSE I'M LIKE, THIS IS SOMETHING THAT SHOULD BE IN OUR SCHOOLS ANYWAYS BECAUSE IT'S SOMETHING THAT THEY NEED, SOMETHING THAT THEY GO THROUGH EVERY SINGLE MONTH AND IT'S SOMETHING THAT THEY SHOULD HAVE.
JUST A JUST A COUPLE OF QUESTIONS.
SO YOU'RE MOVING ON TO COLLEGE.
THANK YOU. CONGRATULATIONS. AND THANK YOU FOR TAKING THIS PROJECT ON.
[00:05:05]
WE'RE NOT GOING TO DELIBERATE OR TALK ABOUT IT.BUT ARE YOU ASKING US TO DO ANYTHING WITH A THE FUNDS YOU HAVE OR CONTINUATION OF THE PROGRAM? I'M NOT SURE I HEARD AN ASK, NO.
AND SO IT'S OBVIOUSLY I WANT TO BE I WANT YOU GUYS TO BE AWARE THAT THIS IS HAPPENING AND YOUR GUYS'S SCHOOLS AND AS WELL AS SOMETHING THAT I JUST WANT TO ENFORCE IS AND TELL YOU GUYS THAT, WELL, THIS IS SOMETHING THAT, YOU KNOW, WE DO NEED THIS IS SOMETHING THAT OUR COMMUNITY NEEDS.
AND SO IT'S SOMETHING THAT'S VERY IMPORTANT.
SO AS WELL, I'M NOT ENTIRELY SURE WHAT, BUT I KNOW THAT I KNOW THAT THERE'S A WAY THAT I CAN HELP AT LEAST, YOU KNOW, MAYBE WORK WITH THE BOARD AND SAY HOW TO CONTINUE THIS ON BECAUSE OBVIOUSLY I WANT THIS IS SOMETHING THAT I WANT TO CONTINUE ON EVERY SINGLE YEAR AND THEY SHOULD BE IN THE BATHROOMS. OKAY. THANK YOU.
THANK YOU SO MUCH FOR TAKING THIS PROJECT ON FOR YOURSELF AND FOR THE FOR OUR STUDENTS.
AND I THINK WHAT WE'LL DO IS WE'LL TURN THIS OVER TO THE ADMINISTRATION AND LET THEM CONTACT YOU AND WORK WITH YOU TO SEE IF THERE'S A COOPERATIVE WAY WE CAN WORK TOGETHER IN THE FUTURE. SO THANK YOU SO MUCH FOR COMING FORWARD.
AND ONCE AGAIN, THANKS FOR YOUR SERVICE AND AND PUTTING THIS TOGETHER.
SO CURRENTLY IN OUR SCHOOLS, ARE THEY NO LONGER IN THE BATHROOMS FOR A COST OF MINIMAL COST? NO, THEY ALL THE DISPENSERS HAVE BEEN REMOVED? YEAH. THERE'S NOTHING IN THE BATHROOMS. THEY ARE PROVIDED BY THE NURSE'S OFFICE.
BUT NURSE'S OFFICE, YOU KNOW, THE QUALITY IS NOT HIGH.
SO THAT'S THAT'S A BARRIER RIGHT THERE.
BUT EVEN IN THE BATHROOMS, IT BREAKS THAT BARRIER BECAUSE IT'S JUST THERE FOR THEM TO GRAB.
AND IT'S NOT EMBARRASSING TO HAVE TO GO ASK A TEACHER OR A PRINCIPAL OR OR A NURSE BECAUSE OF IT.
AND IT'S OBVIOUSLY RIGHT THERE AVAILABLE FOR THEM.
SO THAT'S WHY I ASKED CLARITY.
I WAS A LITTLE DUMBFOUNDED THAT THEY'RE NOT IN THERE.
THANK YOU FOR TAKING THE LEADERSHIP AND THE INITIATIVE.
ALL RIGHT. THANK YOU. ALL RIGHT SEANICE, SO WE HAVE A SECOND SPEAKER, BOB HENDERSON.
MR. HENDERSON. WE HIT THAT STRANGE AFTERNOON.
I LIVE AT 4540 TALBOT ROAD, BUT I'M HERE BECAUSE I'M CURRENTLY AN IOWA STATE LEGISLATOR.
I WAS ELECTED FROM DISTRICT TWO, WHICH IS A LARGE PART OF SIOUX CITY AS PART OF ITS DISTRICT.
I'M ALSO A 35 YEAR CAREER TEACHER AND I SPENT ABOUT 20 YEARS TEACHING IN THE SIOUX CITY DISTRICT, SO I THOUGHT IT WOULD BE APPROPRIATE AT KIND OF MIDSUMMER FOR FOR ONE OF US ANYHOW TO COME AND JUST SIMPLY ADDRESS THE BOARD ON ISSUES THAT NOT ALL THE ISSUES, OF COURSE, THAT WE HAD GONE OVER IN EDUCATION, BUT SOME OF THE THINGS AND SOME OF THE PHILOSOPHIES THAT HAS GUIDED US IN EDUCATION DOWN THERE.
SO THAT'S WHAT I WANTED TO DO THERE, JUST KIND OF GENERAL.
A LITTLE BIT ABOUT ME. I HAVE A BACHELOR'S DEGREE AND A MASTER'S DEGREE IN MATHEMATICS.
I HAVE A DOCTORATE IN EDUCATIONAL ADMINISTRATION AND POLICY.
AND SO AS YOU CAN IMAGINE, A MAJOR INTEREST AND LEGISLATIVE INTEREST OF MINE IS ONE IN WHICH I WAS ELECTED, AND THAT WAS EDUCATIONAL POLICY, ESPECIALLY AS IT RELATES TO OUR PUBLIC EDUCATION SYSTEM.
I'VE ALWAYS CONSIDERED THE PUBLIC EDUCATION SYSTEM TO BE SOMETHING THAT WE HAVE TO WORK HARD TO MAINTAIN, AS IT WILL ALWAYS SERVE TO BE THE CONDUIT FOR THE LARGEST PORTION OF OUR POPULATION.
THE THRUST OF OUR EDUCATIONAL FOCUS OVER MY TENURE IN TEACHING HAS SHIFTED DRAMATICALLY FROM THAT OF ACADEMIC THEORY AND SKILL TO THAT OF SOCIAL DYNAMICS.
THE RESULT OF THAT HAS BEEN PRETTY MUCH A STEADY DECREASE IN THE INTELLECTUAL TRAINING AND OF THE GRADUATES OF OUR PUBLIC SCHOOLS, ESPECIALLY IN UNIVERSITIES, LEADING REALLY TO A SOCIETY IN WHICH WE HAVE A HIGHLY CREDENTIALED NUMBER OF PEOPLE WHO ARE NOT VERY, VERY WELL EDUCATED AND THEY'RE NOT PREPARED TO MAKE RATIONAL DECISIONS, WHICH IS SOMETHING THAT HAD HAPPENED BEFORE.
THAT SHIFT HAS BEEN MORE FULLY RECOGNIZED, I BELIEVE, IN THE LAST COUPLE OF YEARS BECAUSE OF THE THINGS THAT WE'VE GONE THROUGH AND AND THE PUBLIC HAS BECOME AWARE OF IT.
[00:10:01]
AND AND THEY HAVE REALLY PUT FORTH A LOT OF COMMENT ON THE ELIMINATION OF THE SOCIAL AGENDA, MORE IN FAVOR OF ACADEMIC ACHIEVEMENT.AND IT'S CAUSED QUITE A BIT OF OF, I SUPPOSE, CONSTERNATION AMONG OUR PUBLIC.
THE EVIDENCE, HOWEVER, IS CLEAR, ESPECIALLY IN EVIDENCE IN EDUCATION, NEW LAWS REGARDING SCHOOL CHOICE, CURRICULUM MANDATES AND SOCIAL PROHIBITIONS HAVE RESULTED FROM THIS.
ACTUALLY, THOSE SHOULD BE THE RESPONSIBILITIES OF LOCAL BOARDS OF EDUCATION.
BUT IN THE ABSENCE OR THE RESISTANCE OF THESE DECISIONS AT THE LOCAL LEVEL, STATE LEGISLATORS ACROSS THE COUNTRY ARE STEPPING INTO THE POLICY AREAS. I'M NOT CERTAIN THAT THAT'S THE BEST REMEDY, BUT IT IS A REMEDY THAT IS BECOMING MORE ACCEPTED BY THE POPULACE, ESPECIALLY THOSE IN THE PRIVATE SECTOR. WHEN WHEN YOU AS POLICY MAKERS BEGIN TO LOOK AT PASSIONATE DISAGREEMENT ON POLICY MATTERS BY CONSTITUENTS, YOU'RE SERVING AS AND YOU TREAT THEM AS AS AREAS OF THREAT OR TERRORISM, YOU FURTHER DEPART FROM WHAT YOU SHOULD BE FOCUSED ON THE FOUNDATIONAL SKILLS AND THE ACADEMIC PROWESS OF STUDENTS IN THE COMMUNITY THAT YOU SERVE.
I DON'T VIEW THAT AS THE BEST WAY TO CONDUCT LOCAL SCHOOL MATTERS, BUT IT IS AN ATTEMPT TO REVERSE A TREND WHICH EMPHASIZES THE PUBLIC REPUTATION OF THE SYSTEM OVER THE ACADEMIC BENEFITS OF THE STUDENTS.
AND I WOULD CAUTION YOU ABOUT TAKING ACTIONS THAT ARE KIND OF EASILY VIEWED AS POLITICIZED IN DEALING WITH MATTERS SUCH AS THIS AND STRONGLY, STRONGLY URGE YOU TO FOR A SERIOUS CONSIDERATION OF DEVELOPING REALLY CLEAR POLICIES THAT WOULD GUIDE THE CONDUCT AND THE THOUGHT PROCESS OF THE LEADERSHIP IN EDUCATION.
THIS WILL HELP YOU AND HELP ALL OF US TO RETURN TO A FOUNDATIONAL BASIS.
I BELIEVE THAT REALLY, TRULY BENEFITS OUR STUDENTS AND OUR COMMUNITIES.
THANK YOU. THANK YOU, MR. HENDERSON. THAT WAS A QUICK TIME.
SEANIECE. ANY OTHER ANY OTHER PARTICIPANTS? NO. ALL RIGHT. THANK YOU, BOARD MEMBERS.
IT IS, IT'S OUR PRIVILEGE AND PLEASURE TO HAVE A SPECIAL REPORT THIS EVENING.
[VI. Special Report(s):]
AND THE THREE MUSKETEERS SHOWED UP.AND YOU KNOW KAREN HARRISON, SKIP HURLEY AND CHRISTY FINNEGAN.
SO WOULD YOU PLEASE GIVE US YOUR UPDATE ON THE SIOUX CITY PUBLIC SCHOOLS FOUNDATION? I WILL MAKE A MAKE A COUPLE OF COMMENTS BEFORE BEFORE YOU START IS, YOU KNOW, DURING THE LAST YEAR, IT'S BEEN A PLEASURE TO WORK MORE CLOSELY WITH THE FOUNDATION AND WORK MORE CLOSELY WITH THE ADMINISTRATION.
IT SEEMS LIKE WE HAVE A TEAM, WE HAVE A TEAM NOW.
SO I JUST WANT TO SAY, MISS HARRISON, YOU'VE BEEN LEADING THAT PROCESS.
THANK YOU VERY MUCH AND JOB WELL DONE.
THANK YOU. SO SKIP HURLEY, 524, PELLETIER, SIOUX CITY, IOWA.
YOUR NAME FOR THE RECORD? KAREN HARRISON 1100 MEADOW VIEW UNIT TWO, SIOUX CITY, IOWA.
THANK YOU. I WAS JUST THINKING HOW GLAD I AM THAT I DIDN'T HAVE TO FOLLOW JORDY.
AND I WAS THINKING BACK TO WHAT I WAS DOING AS A SENIOR IN HIGH SCHOOL AND IT, AND IT WASN'T LEADING AN EFFORT TO, TO HELP OUR FELLOW CLASSMATES IN MY SCHOOL OR COMING TO THE SCHOOL BOARD AND TALKING ABOUT THAT.
SO HE'S A REALLY IMPRESSIVE YOUNG MAN.
AND SO I FEEL GOOD THAT THERE WAS A LITTLE BREAK BETWEEN HIM AND ME.
SO ANYWAY, AS YOU SAID, MR. GREENWELL, YOU KNOW, A LOT'S CHANGED IN THE LAST YEAR.
AND AND WE'RE REALLY HAPPY TO SAY THAT THOSE HAVE HAPPENED.
THIS LAST YEAR HAS BEEN A YEAR OF TRANSITION FOR OUR ORGANIZATION.
[00:15:02]
WHEREAS A FEW YEARS AGO WE HAD A STAFF OF ABOUT SEVEN OR SO AT ONE TIME, I THINK.I MEAN, WE ARE WE ARE WORKING WITH VERY, I'M GOING TO SAY LIMITED STAFF.
SO THANK YOU, KAREN, FOR DOING AN AWESOME JOB.
AND YOU'RE GOING TO HEAR SOME REALLY GREAT THINGS TONIGHT IN HER REPORT.
I ALSO WANT TO THANK OUR BOARD.
I THINK WE'RE THE ONLY ONES HERE THAT I SAW.
CHRISTIE HAS BEEN INVALUABLE AND A REAL SUPPORT WAY BEYOND HER SORT OF OFFICIAL ROLE.
AND I WANT TO THANK ALL OF YOU FOR FOR WHAT YOU'VE DONE.
AND AND DR. EARLEYWINE, YOU'VE BEEN GREAT TO WORK WITH.
THIS HAS REALLY BEEN, AS I SAID, A YEAR OF TRANSITION AND STARTING WITH OUR BOARD BETWEEN COVID AND NOW, WE HAVE SWITCHED OUR FISCAL YEAR AND WE'RE TO YOUR YEAR.
AND THAT RESULTED IN SOME CHANGES IN SORT OF BOARD TERMS. AND WE FOUND OURSELVES ON OUR EXECUTIVE TEAM THAT WE HAD THREE OUT OF THE FOUR EXECUTIVE TEAM MEMBERS THAT WERE ALL GOING OFF AT ONE TIME.
SO WE DID SOMETHING A LITTLE UNUSUAL AND WE JUST ADDED THREE CO EXECUTIVE BOARD MEMBERS.
AND YOU'LL SEE THAT ON OUR LIST OF BOARD MEMBERS.
SO SO WE NOW HAVE A SORT OF AN INCOMING TEAM WORKING WITH THE OUTGOING TEAM FOR THE NEXT YEAR.
AND AND SO I THINK THAT WILL ALLOW US TO TRANSITION THE LEADERSHIP A YEAR FROM NOW TO AN EXPERIENCED TEAM INSTEAD OF THREE OUT OF THE FOUR OF US ALL GETTING REPLACED AT THE SAME TIME.
SO THAT'S BEEN A BIG TRANSITION.
WITH ALL OF YOUR SUPPORT, GETTING KAREN MOVED INTO THIS BUILDING HAS BEEN HUGE.
AND THAT'S BEEN REALLY AWESOME.
WITH THAT, I REALLY THINK I'M EXCITED FOR YOU GUYS TO HEAR AND SEE THE REPORT THAT WE HAVE PUT TOGETHER FOR YOU OF SOME OF THE GREAT THINGS THAT ARE GOING ON. SO CHRISTIE AND KAREN, DO YOU WANT TO TAKE IT AWAY, PHILIP, CAN YOU SEE THE PRESENTATION? PHIL, CAN YOU SEE THE PRESENTATION? OKAY, YOU'RE ON SILENT PHIL.
THANK YOU. GREAT. YEAH, I HAVE IT.
I SEE IT. I HAVE THE POWERPOINT UP.
AND LIKE SKIP ALLUDED TO AS WELL, IT REALLY HAS JUST BEEN A GREAT YEAR.
AND SO I REMINDED OF THE SAYING, OUT OF SIGHT, OUT OF MIND, BEING HERE HAS JUST BROUGHT A WHOLE NEW WAY OF OPPORTUNITIES WITH BOTH TEAMS THAT WE CAN WORK TOGETHER BECAUSE OF COURSE THE FOUNDATION EXISTS TO HELP THE DISTRICT WITH ALL THE NEEDS YOU HAVE.
SO WE WANT TO MAKE SURE WE'RE DOING THAT.
AND OF COURSE, VACATIONS ARE GOING ON TOO, SO THEY SEND THEIR APOLOGIES.
WE HAVE SKIP, WHO IS OUR CURRENT BOARD PRESIDENT.
WE HAVE CHRISTY, WHO IS OUR VICE PRESIDENT.
AND CHRISTY BOTH ARE JUST A CONSTANT RESOURCE AND HELP TO US MOVING FORWARD.
JOHN STEWART THEN IS OUR CO-PRESIDENT WITH SKIP.
TIM TREVER IS OUR TREASURER AND OUR CPA, JOHN MAFERA HAS JOINING HIM IN THAT ROLE.
DAN LIND IS OUR SECRETARY AND DR.
MICHAEL ROLINA OVER AT WHITT IS ALSO AN ALUMNI AS WELL, IS ALSO HELPING IN THAT ROLE.
AND OUR PAST PRESIDENT IS CASEY MILLS.
MARIA GONZALEZ IS NEW TO OUR BOARD.
EARLYWINE. WE DO HAVE, AS A REMINDER, A VACANT SPOT FOR THE BOARD OF EDUCATION, BRENDA ZAUNER AND LESLIE HYUN AND DR. DORA YOUNG WITH EQUITY.
YOU'RE LOOKING YOU'RE LOOKING FOR AN EX-OFFICIO BOARD MEMBER, IS THAT CORRECT? CORRECT. SO YES, WE'VE TALKED ABOUT THAT AND KIND OF PUT THAT ON HOLD AND AT SOME POINT WHENEVER YOU'RE READY, WE'RE I BELIEVE WE'RE LIKELY LIKELY AFTER THE ELECTION, LET'S SAY THAT.
BUT I THINK A YEAR AGO I WOULD HAVE SAID WE REALLY WEREN'T READY.
BUT I THINK TODAY WE ARE OKAY.
ALL RIGHT. AND IT'S IMPORTANT.
[00:20:01]
OKAY. AGAIN, OUR MISSION IS TO HELP THE DISTRICT AND PROVIDE INNOVATIVE PROGRAMING TO INCREASE OUR STUDENT ENGAGEMENT AND ACHIEVEMENT THAT CAN'T BE ACHIEVED THROUGH OUR LIMITED STATE FUNDING. SO SIMPLY PUT, WE HELP FILL IN THE GAPS THAT EXIST, AND THAT IS TRULY WHY WE EXIST.OUR PURPOSE THEN IS TO UTILIZE OUR RESOURCES THAT WE HAVE TO PROVIDE STUDENTS WITH THE MAXIMUM OPPORTUNITY, BOTH ACADEMIC AND FOR ACADEMIC AND LIFELONG SUCCESS.
AND OUR FOUNDATION IS CONSTANTLY WORKING WITH THE DISTRICT ON THE NEEDS.
THE BEST WAY WE CAN EXPLAIN EQUITY IS EQUITY IS LEVELING THAT PLAYING FIELD.
IT'S LIKE MASLOW'S HIERARCHY OF NEEDS THAT WE LEARNED BACK IN SCHOOL.
HOW CAN A CHILD PARTICIPATE WHEN THEIR STOMACH IS GROWLING? HOW CAN A CHILD PARTICIPATE WHEN THEY'RE WORRIED ABOUT WHERE THEY'RE SPENDING THEIR NEXT NIGHT? WE DO HAVE HOMELESS STUDENTS WITHIN OUR DISTRICT, AND IT'S WE UNDER THAT EQUITY PIECE ARE WORKING TO LEVEL THAT PLAYING GROUND.
SO THEY START OFF WITH THE SAME ADVANTAGES AS EVERYONE ELSE HAS.
A CHILD SHOULDN'T HAVE TO WORRY ABOUT SUCH ADULT PROBLEMS. I'M PROUD TO SAY UNDER THIS AREA WE'VE ALSO FOUND A NEW WAY TO WORK WITH THAT.
FOR EXAMPLE, OUR CLOTHING CLOSET.
WE HELP GET CLOTHING TO KIDS WHO ARE IN NEED.
THIS LAST YEAR WE HAD SEVERAL FIRES THIS LAST YEAR AND WE HAD A LOT OF KIDS WHO WERE DISPLACED FROM FIRES BECAUSE MY BECAUSE OF MY FATHER WAS A RETIRED FIREFIGHTER.
MY SIGNIFICANT OTHER JUST RETIRED FROM THE FIRE DEPARTMENT.
I HAD SEVERAL CALLS JUST AT OUR HOME OF FIREFIGHTERS KNOWING THAT I WAS INVOLVED WITH THE SYSTEM.
WE WERE ABLE TO GET CLOTHES FOR ENTIRE FAMILIES.
BUT ONE NEW AREA WE DISCOVERED WE COULD WORK WITH THE DISTRICT ON WAS THE LIFE ACADEMY PROGRAM.
AND HONESTLY, I HAVE TO ADMIT, I DID NOT KNOW ABOUT THE LIFE ACADEMY PROGRAM UNTIL I WAS HERE.
THOSE ARE OUR ADULTS WHO HAVE DIFFERENT ABILITIES AND DIFFERENT DISABILITIES, AND THEY'RE CONSTANTLY WORKING ON TRUE LIFE SKILLS TO HOPEFULLY BE ABLE TO LIVE INDEPENDENT OR SEMI INDEPENDENT LIVES LIVES.
SO THEY ARE LEARNING HOW TO DO LAUNDRY, LEARNING HOW TO SORT CLOTHES.
AND SO WE HAVE BEEN ASKED IF THEY CAN HELP WITH OUR CLOTHING CLOSET AND SORTING THE CLOTHES BECAUSE THEY'RE TEACHING THEM THOSE SKILLS THEY'RE GOING TO NEED TO LIVE ON THEIR OWN. WHAT NEEDS TO BE HUNG UP? WHAT NEEDS TO BE FOLDED? HOW DO YOU FOLD CLOTHES? THESE ARE THINGS THAT WE TAKE FOR GRANTED THAT THESE STUDENTS NEED TO WORK ON EVERY DAY.
SO THIS SPEAKS TO MY HEART AND I'M GLAD THAT WE CAN HELP THAT PROGRAM.
AND THIS LAST YEAR WE WERE ABLE TO RAISE OVER $2,000 TOWARDS THAT.
OF COURSE, THE SUPPLIES ARE JUST LIKE THE CLOTHING AND THE OTHER NEEDS.
WE DON'T MEET THE STUDENTS DIRECTLY.
IT'S KIND OF LIKE THE HIPAA OF SCHOOLS, IF YOU WILL.
IT'S DONE DISCREETLY THROUGH THE EQUITY DEPARTMENT OR THROUGH THE SCHOOLS.
AND THAT'S THE WAY IT SHOULD BE TO TO DATE, WE'VE RAISED OVER $6,000 NOW FOR CLOSE THE GAP.
WE HAVE NOW RELOCATED OUR CLOSET.
SO THE EQUITY DEPARTMENT, IF I'M NOT AVAILABLE, CAN ALSO ACCESS IT.
BUT OUR GOAL IS TO NOT HAVE A LOT OF THOSE CLOTHES SITTING UP THERE.
WE'VE ALSO FORMED A NEW RELATIONSHIP WITH PARTNERS LIKE GOODWILL.
THEY HAVE A PROGRAM EVERY YEAR WHERE THEY ARE COLLECTING NEW SOCKS AND SHOES, AND AT THE END OF THAT, THEN WE HAVE BEEN ABLE TO WORK WITH THEM AND GET THEM INTRODUCED TO OUR EQUITY DEPARTMENT, WHO IS NOW GETTING NEW SHOES AND SOCKS OUT TO THE KIDS TOO.
SO OUR ADOPTED GRAD PROGRAM THIS YEAR, WE HAD OVER 99 STUDENTS THAT NEEDED HELP WITH CAPS AND GOWNS.
WE TRIED TO LAUNCH SOMETHING NEW THIS YEAR.
THAT IS WHERE WE'RE COLLECTING THE CAPS AND GOWNS BACK FOR ANYONE WHO WANTS TO PAY IT FORWARD.
SORRY, I DID HAVE ONE MOM COME UP AND HUGGED ME AND ASKED TO HUG ME AND SAID THAT IF IT HADN'T HAVE BEEN FOR THE CAP AND GOWN THAT THEY RECEIVED, SHE WOULDN'T HAVE BEEN ABLE TO DO THE CAKE.
SO BECAUSE. AT THE CAP AND GOWN.
SHE COULD BUY HER SON A HUG AND SHE JUST WANTED TO TELL US THANKS.
[00:25:01]
SO TO ME, I'LL SIT THERE ALL DAY LONG JUST TO HEAR THAT.SO IT WAS GREAT TO KNOW THAT IT SERVES A PURPOSE.
I THINK WHEN KIDS GOING FORWARD WITH THAT ONE, I THINK WE'LL CONTINUE TO DO THAT.
I THINK WE'LL CONTINUE TO COLLECT FOR ANYONE WHO WANTS TO DONATE IT.
I THINK THE DAY OF I THINK THEY'RE GRADUATING WHEN THEY'RE GRADUATING, THEY'RE SO EXCITED.
THEY'RE JUST NOT READY TO GIVE THEM BACK YET.
SO WE'LL WE'LL SEE HOW THAT PROGRAM GOES.
BUT I HAVE ESTABLISHED A PARTNERSHIP WITH A LOCAL DRY CLEANER WHO'S WILLING TO DRY CLEAN THEM FOR US, AND THEN WE'LL PUT THOSE IN OUR CLOTHING CLOSET AND WRAP THEM UP FOR THE NEXT YEAR. UNPAID LUNCH BALANCES.
THIS IS SOMETHING THIS LAST YEAR WE HAD AN OVERWHELMING RESPONSE TO.
WE'RE STILL WORKING ON SOME FINAL PAYMENT TO RICH LUCY AND HIS DEPARTMENT.
AGAIN, JUST GETTING EVERYTHING STRAIGHTENED IN.
WE'RE PART OF TRANSITIONING OVER IS THE OPERATION SIDE AND PART OF THAT IS GOING THROUGH OUR ACCOUNTS AND MAKING SURE THAT EVERYTHING IS THERE AND IN ORDER AND THEN GETTING THAT SQUARED UP SO WE CAN HELP WITH THAT.
WE'RE CURRENTLY SUPPORTING THE DISTRICT.
CAREER ACADEMY, OF COURSE, EXISTS AND ALL ALL OUR TEACHERS ARE PREPARING OUR KIDS IN THE WAY THAT THEY ARE GRADUATING WITH JIM VAN DER LOO ALWAYS SAYS WE'RE GETTING THEM READY TO GRADUATE WITH A PLAN AND A DIPLOMA AND A PLAN FOR THE FUTURE.
I LOOK BACK TO WHEN I GRADUATED FROM SIOUX CITY SCHOOLS AND IT WAS JUST A LITTLE DIFFERENT.
WE'RE WE'RE WORKING WITH THEM A LOT MORE ON DIFFERENT CAREER PATHS AND TRYING THINGS AND MORE.
SO WE'RE SUPER EXCITED TO HELP WITH THAT AND WE'RE PROUD TO SAY THAT WE ARE JUST HAVE VOTED IN OUR LAST BOARD MEETING TO GRANT THE SIOUX CITY SCHOOL DISTRICT A $100,000 TOWARDS THE NEEDED TOOLS AND THE NEEDED SUPPLIES TO OPEN THE DOORS.
SO WE JOIN YOU AND WE LOOK FORWARD TO CELEBRATING THAT WITH YOU IN SEPTEMBER.
SO THEY GET AN INTRODUCTION TO THAT.
BUT I THINK THE TRADES BUILDING WILL BE JUST PERFECT FIT.
AND I THINK HONESTLY, I THINK IT WAS THE PIECE THAT WAS REALLY MISSING.
SO WE'RE REALLY EXCITED ABOUT THAT.
ARE YOU SMARTER THAN OUR FOURTH GRADERS WAS THE BEST ONE WE'VE HAD YET.
I DON'T KNOW HOW ELSE TO PUT IT.
AND I'M PRETTY I'M A PRETTY BIG EMPATH.
SO WE HAD SOME REALLY EXCITING THINGS.
SO I JUST HAVE TO PAUSE AND TELL YOU A STORY.
ONE OF OUR CONTESTANTS THIS YEAR FORMED A FORMED A GREAT RELATIONSHIP WITH THE KIDS ON STAGE.
AND AFTER THIS PROGRAM HE HAPPENED TO WORK FOR HE HAPPENED TO WORK FOR A LOCAL HEALTH COMPANY.
AND ONE OF OUR STUDENTS BROKE HIS FOOT AND THEY DIDN'T REALIZE IT WAS BROKEN AT FIRST.
AND ALL HE WANTED TO DO WAS GO FIND NOLAN THAT WORKED AT THIS, AT HONESTLY WORKED AT CNO.
SO HE JUST WAS CONCENTRATING ON FINDING NOLAN.
I KEPT SAYING, WELL, WAS HE HURT? COULD HE WALK IN? HIS MOM'S LIKE, OH, YOU WOULD NEVER KNOW.
HE JUST WANTED TO FIND WHERE NOLAN WAS.
HE MADE SUCH AN IMPRESSION ON HIM.
AND A LOT OF THESE STUDENTS HAVE ALREADY TOLD US THAT WHEN THEY GROW UP, THEY WANT TO BE CONTESTANTS ON ARE YOU SMARTER, TOO? I THINK THE OTHER THING THAT WAS VERY IMPRESSIVE WAS TO SEE HOW MANY TEACHERS HELPED US THIS YEAR AND HOW MANY ADMINISTRATORS SHOWED UP WITH THEIR TEACHERS OF THE YEAR.
ARE YOU SMARTER THAN OUR FOURTH GRADERS IS WHERE WE DO RECOGNIZE THE TEACHERS OF THE YEAR.
I'VE SAID IT BEFORE, I COME FROM A FAMILY OF EDUCATORS.
MY ENTIRE MOST OF MY FAMILY ARE EDUCATORS.
IT'S NOT IT IS NOT A 9 TO 5 JOB.
I CAN TELL YOU BACK IN THE DAY WHEN I WAS ALLOWED, I GREW UP HOLDING A RED PEN IN MY HAND.
[00:30:02]
SO THAT'S JUST THE START OF WHAT THEY DO.THERE WERE TWO CONNECTIONS REALLY FORMED THIS YEAR AND THAT WAS VERY THAT WAS VERY CLEAR.
AND THE PARTICIPATION WE HAD, WE HAD PRE-SOLD TICKETS.
SO AND WE ALSO RAISED THE MOST WE'VE EVER RAISED.
WE RAISED OVER $35,000 THIS YEAR FOR THAT.
WE HAD A GIFT DROPPED IN OUR LAP THAT WAS UNEXPECTED.
AT THE LAST MINUTE, I HAD ALL THREE NEBRASKA HEISMAN TROPHY WINNERS WILLING TO COME TO OUR EVENT.
THAT THEN LED IN TURN TO OTHER FORMER NEBRASKA PLAYERS HEARING ABOUT IT WANTING TO COME, INCLUDING THERE'S SOME OTHER PLAYERS FROM SOME OTHER BIG UNIVERSITIES, OKLAHOMA WANTING TO COME AS WELL.
SO WE'LL PUT THAT ON FOR NEXT YEAR.
BUT NEXT MONDAY AT THE SIOUX CITY GOLF AND COUNTRY CLUB, WE'RE PROUD TO SAY THAT WE'RE GOING TO HAVE OVER THESE SIX FORMER NEBRASKA PLAYERS, INCLUDING THREE HEISMAN AND JOHNNY RODGERS.
YOU'RE GOING HAVE A SCRIMMAGE. SO JUST SO YOU KNOW AND YOU KNOW WHAT? WHAT A GREAT WAY IT'S BRINGING ATTENTION TO OUR SIOUX CITY SCHOOLS.
IT'S PUTTING US ON THE MAP AND.
AND WHO MIGHT HAVE TURNED AWAY ANY GIFT THAT WANTS TO HELP US HELP OUR KIDS.
SO WE'RE REALLY EXCITED ABOUT THIS EVENT, TOO.
THIS IS ONLY OUR THIRD YEAR AND HERE WE ARE AND WE JUST CONTINUE TO GROW.
AND JUST AS WE CONTINUE ON, I SEE JUST REALLY GREAT THINGS THAT HAVE HAPPENED IN THE LAST YEAR.
AND I CAN I CAN SEE THAT ONLY CONTINUING TO GET BETTER.
SO IF YOU WANT TO GO GET SIGNED UP QUICK, YEAH, THERE'S, THERE'S NOT MANY LEFT.
THERE'S GOOD PARTICIPATION, THERE'S NOT MANY LEFT.
SO IN THE NEW FISCAL YEAR, WE WANT TO CONTINUE TO WORK WITH THE DISTRICT LEADERSHIP.
WE WANT TO CONTINUE TO SUPPORT OUR TEACHERS AND OUR KIDS.
AND QUITE HONESTLY, WHEN WE'RE SUPPORTING OUR KIDS, WE ARE SUPPORTING OUR TEACHERS.
I DON'T KNOW THAT DOESN'T PUT IN THEIR OWN PERSONAL MONEY TO HELP.
I NEVER REMEMBER ONE YEAR OF MY MOM NOT GOING TO GET HER BILLBOARD STUFF IN DES MOINES.
AND THAT'S JUST THE START OF IT, YOU KNOW, JUST ALL THE NEEDS THEY HAVE CLEANING SCHOOL SUPPLIES.
JORDY, CAN I CAN I MAKE A COMMENT ON THAT? WE HAVE MONEY AVAILABLE FOR SCHOOL SUPPLIES FOR CLASSROOMS. SO IF ANY TEACHERS ARE THINKING ABOUT BUYING, HAVING TO SPEND THEIR OWN MONEY FOR SUPPLIES, PLEASE COME FORWARD TO THE ADMINISTRATION.
WE HAVE ADEQUATE MONEY AVAILABLE FOR SUPPLIES FOR CLASSROOMS. WE REALLY DO.
WE HAVE SOME ESSER MONEY LEFT OVER.
WE HAVE SOME OTHER STUFF. SO I WOULD PLEASE ASK TEACHERS NOT TO SPEND THEIR OWN MONEY FOR SUPPLIES.
WE HAVE AVAILABLE FUNDS AND THAT'S GREAT TO HEAR.
WE CAN HELP GET THAT WORD OUT.
BUT I WILL TELL YOU THAT WHEN IT COMES TO A TEACHER AND A TEACHER, SEEING A CHILD NEED SOMETHING, YOU'RE PROBABLY NOT GOING TO STOP THAT TEACHER'S HEART FROM WANTING TO DO IT BECAUSE NO TEACHER GOES INTO TEACHING FOR FOR THE THE GIANT PAYCHECK OR THE THEY GO BECAUSE THEY HAVE A SERVANT'S HEART AND THAT'S WHERE THEY ARE. SO THERE ARE OTHER NEEDS.
I'M ALSO HAPPY TO SAY THAT WE HAVE BEEN WORKING WITH GEORDIE.
GEORDIE JUST DID A PRESENTATION.
A FEW THINGS I WANT TO HIGHLIGHT THAT MAYBE GEORDIE DIDN'T TOUCH ON.
GEORDIE SAID TO ME WHEN I MET HIM, YOU KNOW, KAREN, I'M A BIG BROTHER AND HE SAID TO ME, NONE OF US WOULD BE HERE IF IT HADN'T HAVE BEEN FOR OUR BIOLOGICAL MOMS HAVING A PERIOD.
IT IS A BIG IT'S SOMETHING THAT ALL OF US GIRLS HID FROM.
WE, YOU KNOW, I CAN'T EVEN TELL YOU HOW MANY TIMES THE FIRE TRUCK PULLED UP WITH MY LUNCH.
HERE'S YOUR LUNCH, SWEETHEART.
AND THAT'S THE POINT HE WAS TRYING TO DRAW HOME, WAS THAT THE ADMINISTRATION SUPPLIES ARE VERY EXPENSIVE, SO HE'S TRYING TO GET THEM PROVIDED IN ALL THE SCHOOLS TO AVOID THAT. AND ALSO THEN HAVING TO ASK A TEACHER IF SOMEBODY IS SO HUMILIATING.
SO WE'LL CONTINUE TO WORK ON DIFFERENT PROJECTS LIKE THAT, TOO.
WE WANT TO CONTINUE, CONTINUE THEN COLLABORATING.
SO WE HOPE TO CONTINUE TO MAXIMIZE OUR EFFORTS AS WE CONTINUE FORWARD.
I THINK I JUST WANT TO COMMENT ON THAT BECAUSE, MONIQUE, YOU WERE ASKING ABOUT THAT AND I ASSUMED YOU WERE A LITTLE SURPRISED THAT WE'RE NOT PROVIDING THOSE. AND MAYBE BY THIS COOPERATION THAT WE'RE HAVING, WE CAN BRING SOME OF THOSE THINGS TO LIGHT.
[00:35:10]
YOU KNOW, THIS IS A PRIDE OF OWNERSHIP.THIS IS ABOUT GETTING THE RIGHT THING DONE.
AND SOMETIMES, YOU KNOW, WE WE JUST MIGHT BE IN A POSITION TO HEAR THINGS OR SEE THINGS.
AND, AND AS LONG AS WE COMMUNICATE AND TALK TO EACH OTHER, WE CAN GET TO THE RIGHT SOLUTION.
AND ALSO TOUCHING BASE ON THAT BACK WHEN WE WERE IN SCHOOL, THEY COST MONEY.
AND AGAIN, SOME OF THE SOME A LOT OF OUR STUDENTS ARE IN POVERTY.
AND, YOU KNOW, I MEAN, THEY MIGHT HAVE BEEN $0.10 OUT THE DAY.
I DON'T KNOW WHAT THEY'D BE NOW, BUT MONEY IS MONEY AND IT'S NOT ALWAYS THERE.
NOW WE HAVE ENOUGH FOR THE HIGH SCHOOLS AND THE MIDDLE SCHOOLS.
WE'LL CONTINUE TO WORK WITH DR.
AND ONE THING THAT JORDY DID LEAVE OUT THAT I WANT TO MENTION, TOO, IS JORDY DID GRADUATE FROM WEST HIGH, BUT HE FAILED TO MENTION THAT HE'S GOING TO GO ON TO USC AND HE'S DECIDED HE WANTS TO BE A DOCTOR.
AND ON TONIGHT'S AGENDA, ON THE CONSENT AGENDA, WE'LL SEE THAT THAT $100,000 THAT YOU GUYS WERE SO KIND TO SO KIND TO CONTRIBUTE TO THE NEW TRADES BUILDING FOR THE TOOLING.
THANK YOU. THANK YOU VERY MUCH.
I MIGHT HAVE TO GO OUT THERE AND BORROW SOME OF IT NOW, BUT BUT THANKS SO MUCH FOR THAT.
IT'S A GENEROUS, VERY GENEROUS GIFT.
ALL RIGHT, BOARD MEMBERS, SPEAKING OF SPEAKING OF CONSENT AGENDA, IT'S NEXT ON OUR AGENDA.
IT'S SOMEWHAT LENGTHY, SO BEAR WITH ME.
[VII. Consent Action Item(s)]

[00:40:01]
SCHOOLS. AND THE CURRICULUM IS REALLY A CURRICULUM FOR READING THE SCIENCE OF READING.WE'RE ADOPTING A NEW CURRICULUM, BUT THIS WAS JUST A SMALL PORTION OF THAT NEW CURRICULUM.
AND I THINK I ASK THAT WE INFORM THE BOARD OF WHAT THE TOTAL COST IS GOING TO BE BECAUSE WE'RE ANTICIPATING BUYING THE REST OF IT BEFORE THIS FISCAL YEAR END. AND I DIDN'T SEE THAT IN THE BOARD MATERIALS.
SO COULD YOU GIVE US AN IDEA OF WHAT THIS IS GOING TO BE? I MEAN, I JUST A FUNDAMENTAL PREMISE THAT IF WE'RE YOU KNOW, I'LL USE THIS ANALOGY, IF WE'RE BUYING A HOUSE, WE NEED TO KNOW MORE THAN WHAT THE DOWN PAYMENT IS GOING TO BE.
WE NEED TO KNOW THE TOTAL PRICE OF THE HOUSE.
AND RIGHT NOW I ONLY KNOW THE DOWN PAYMENT, WHICH IS THE AMOUNT THAT'S IN THIS MEETING.
WE HEARD THE PRICE AT THE FINANCE COMMITTEE MEETING, BUT I THINK THE ENTIRE BOARD NEEDS TO KNOW WHAT WE'RE SIGNING UP FOR HERE AND THE TOTAL PRICE OF THIS NEW CURRICULUM, THE SCIENCE OF READING.
SO WITH THAT, GIVE US THE PRICE OF THE HOUSE.
SO 60 TEACHERS ARE GOING TO BE INITIALLY IMPLEMENTING.
SO IT'S A SLOW ROLLOUT RATHER THAN CALL IT A PILOT, A SLOW ROLLOUT.
AND THAT LEAVES 238 TEACHERS TO CONTINUE TO BE TRAINED AND TO ROLL OUT IN THE FOLLOWING SCHOOL YEAR.
AND SO THE TOTAL COST WILL BE $800,000.
IT'S NOT IN THE WORDS HERE, BUT WE'RE PUTTING THE DOWN PAYMENT ON IT.
AND YOU'RE GOING TO COME TO US BEFORE THE END OF THE FISCAL YEAR AND ASK FOR THE RESIDUAL AMOUNT.
CORRECT. BUT THE TOTAL ALL IN PRICE IS ROUGHLY $800,000.
NO, I UNDERSTAND. I UNDERSTAND YOUR BIFURCATION BETWEEN IT.
YOU'RE REALLY ASKING US TO SIGN UP? WE'RE COMMITTING WE'RE REALLY COMMITTING TO THE SCIENCE OF READING AS OUR NEW CURRICULUM FUNDING.
WHAT'S OUR FUNDING SOURCE FOR THIS? ISL, SO THE INSTRUCTIONAL SUPPORT LEVY.
OKAY. YEAH. SO IF I REMEMBER CORRECTLY, I BELIEVE MR. GREENWELL, YOU ASKED FOR THAT TOTAL PRICE.
I DID IN THE FINANCE COMMITTEE MEETING, YES.
AND I ASKED TO BE INCLUDED IN THESE MATERIALS.
OKAY. SO WE APOLOGIZE FOR THAT.
I GUESS IT'S JUST A SMALL WAY OF SAYING DO BETTER.
IF YOU'RE MAKING A COMMITMENT, LET US KNOW WHAT THE TOTAL COMMITMENT IS REALLY GOING TO BE.
YEP. THANK YOU. GOOD FINANCIAL PRACTICES.
ALL RIGHT. ANY OTHER QUESTIONS? BOARD MEMBERS ON THE CONSENT ACTION ITEMS. ALL RIGHT, WE HAVE A MOTION AND A SECOND.
ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
AYE. PHIL, DID WE HEAR FROM YOU? ALL RIGHT. OKAY. THANK YOU VERY MUCH.
OKAY, BOARD MEMBERS, MOVING ON TO BOARD MEMBER REPORTS AND FUTURE MEETINGS.
[VIII.Board Member Reports / Future Meetings]
MR. HAMMOND, I'M NOT GOING TO PUT YOU FIRST, BUT I'M GOING TO PUT YOU SECOND.SO GET READY FOR BOARD MEMBER REPORT.
MS.. GUERRERO, CAN I PUT YOU FIRST? SURE, SURE.
FIRST OF ALL, I ATTENDED VIA TEAMS, THE BOARD POLICY COMMITTEE MEETING.
I DO WANT TO CONGRATULATE PHIL HAMMOND, OUR NEW BOARD MEMBER.
HE HE BRINGS A LOT OF EXPERIENCE IN THE DISTRICT.
AND SO WELCOME, WELCOME TO THE BOARD.
I ALSO WANTED TO GIVE A QUICK SHOUT OUT AND THANK YOU TO DIRECTOR SCARLETT, WHO ANNOUNCED THAT SHE WILL NOT BE RUNNING IN THIS ELECTION COMING UP, AND THERE'LL BE MORE COMING FOR THAT.
I ALSO WANTED TO TOUCH BASE WITH REGARDS TO WHAT JORDI SAID AGAIN, AND I KNOW THAT THERE SINCE REPRESENTATIVE HENDERSON IS IN THE AUDIENCE, I KNOW THAT JORDI HAD TALKED ABOUT I THINK IT'S HOUSE FILE 74, WHICH HAD TO DO WITH WHAT THE FOUNDATION JUST MENTIONED.
AND I DON'T THINK IT WENT ANYWHERE THIS YEAR.
BUT I HOPE THAT'S SOMETHING THAT MAYBE CAN BE A BIPARTISAN AGREEMENT.
I ALSO WANTED TO THANK YOU FOR COMING.
I THINK IT'S IMPORTANT THAT OUR REPRESENTATIVES COME TO THE SCHOOL BOARD, SO I APPRECIATE THAT.
[00:45:08]
THE LOCAL SCHOOL BOARD LEVEL.AND AGAIN, IT'S JUST, I GUESS, A MATTER OF NEEDING TO TRUST US AS WELL THAT WILL DO WHAT'S HOPEFULLY WHAT'S BEST FOR THE DISTRICT AND THE DECISIONS THAT WE MAKE FOR OUR STUDENTS AND FOR OUR TEACHERS.
BUT I DO THANK YOU FOR FOR COMING FORTH AND SPEAKING TODAY.
AND WITH THAT, I CLOSE MY REPORT.
ALL RIGHT. THANK YOU VERY MUCH, DIRECTOR SCHOOL DIRECTOR HAMMOND, YOU'RE UP.
ANY COMMENTS FROM YOU? WELL, I JUST WANT TO SAY THAT I'M VERY THANKFUL TO BE MOVING INTO THIS NEXT STAGE OF MY LIFE AND TRYING TO HELP STRENGTHEN EDUCATION.
I WAS VERY IMPRESSED WITH A LOT OF THE CANDIDATES.
AND I JUST WANT TO THANK ALL OF YOU BOARD MEMBERS FOR GIVING ME THE OPPORTUNITY.
AND AGAIN, THOSE CANDIDATES THAT WERE UP, I WAS VERY, VERY IMPRESSED WITH SO MANY OF THEM.
AND I'M JUST HUMBLED TO HAVE BEEN CHOSEN OVER SUCH GREAT CANDIDATES.
AND IF I COULD FILL I WILL BE IN TOUCH WITH YOU VERY SOON, OR YOU CAN SHOOT ME AN EMAIL AND WE NEED TO GET TOGETHER AND JUST DO SOME ONBOARDING TO PREPARE YOU FOR YOUR FUTURE ROLE.
MY FOCUS, MY FOCUS FOR THE LAST COUPLE OF WEEKS HAS BEEN GOING THROUGH ALL THE DIFFERENT CANDIDATES.
SO WITH THAT, I END MY REPORT.
THAT'S WHAT I WAS SPENDING MY TIME.
ALL RIGHT. THANK YOU. DIRECTOR SCARLETT.
THANK YOU. I JUST WANT TO CONGRATULATE PHIL.
SO JAN WILL INFORM YOU OF ALL OF THAT.
I WANT TO THANK OR CONGRATULATE ACTUALLY, I WANT TO CONGRATULATE THE SIOUX CITY NORTH HIGH SCHOOL FOOTBALL TEAM STANDOUT DEMARCO YOUNG, WHO MADE AN IMPACT ON THE FIELD NOW AND OFF UNVEILING THE DONATION BOXES AND BOARD MEMBERS AT THE SIOUXLAND COMMUNITY HEALTH CENTER FOR HIS PROFIT FOUNDATION SUPPORTING UNDERSERVED STUDENT ATHLETES.
I HAD AN OPPORTUNITY OF A LITTLE OVER A MONTH AGO AT THE BLOCK PARTY TO VISIT WITH THIS YOUNG MAN.
YOU KNOW, HE HAS THE HE'S DEAF.
AND WE HAD PEOPLE WORKING WITH HIM IN OUR DISTRICT.
AND SO HE IS TURNING AROUND ALREADY.
AND I HEARD SKIP SAY, YOU KNOW, AT 18, 19 YEARS OLD, I WASN'T THINKING ABOUT THINGS LIKE THIS, BUT THAT JUST SHOWS YOU THE FUTURE THAT THESE CHILDREN ARE ALREADY GIVING BACK TO THEIR COMMUNITIES.
SO I WANT TO CONGRATULATE HIM AND DR.
JULIAN LEE, WHO WITHDREW HIS NAME.
BUT HE HAS BEEN AN INSTRUMENTAL PART IN MAKING THIS HAPPEN.
SO CONGRATULATIONS TO MARKELL YOUNG AND DR.
LEE. AND I APOLOGIZE AHEAD OF TIME.
I HAD MY REPORT AND I'VE LOST THE OTHER PIECE OF IT.
I APOLOGIZE TO YOU IF YOU ARE WATCHING YOUR PARENTS WATCHING BECAUSE I HAD IT ALL WRITTEN OUT.
AND SO CONGRATULATIONS TO THAT YOUNG LADY.
AND WITH THAT, I WILL SAY ANYTHING ELSE FOR THE NEXT FEW MONTHS.
BUT THANK YOU, DIRECTOR SCOLARO AND TO THIS BOARD THAT I SERVE ON.
BUT I'LL SAVE ANY REMARKS LATER ON THAT CLOSES MY REPORT.
ALL RIGHT. THANK YOU VERY MUCH, DIRECTOR GEORGE.
WELL, THANK YOU, PRESIDENT GREENWELL.
AGAIN, I DO APOLOGIZE FOR BEING LATE AGAIN.
FAMILY IS FIRST READING THROUGH ALL THOSE RESUMES.
MAY MADE ME FEEL GOOD ABOUT MAKING THE DECISION OF RUNNING FOR THE BOARD MYSELF.
PEOPLE ARE WILLING TO VOLUNTEER THEIR TIME WITH NO WITH NO MONETARY PAYBACK ON THAT.
[00:50:09]
YOU DO GET A LOT OF PAYBACK, THOUGH, IS ONE OF THEM.YOU GET TO SEE KIDS STEP UP AND TAKE LEADERSHIP ROLES.
AND SOMETIMES US ADULTS, WE GET SO CAUGHT UP IN THE EVERYDAY WORLD.
WE SOMETIMES FORGET THE LITTLE THINGS.
I'M ACTUALLY GOING TO GO FIND MY DAUGHTER AND SIT SO I CAN EMBARRASS HER.
THAT'S YOU KNOW, THAT'S A FATHER'S PREROGATIVE.
BUT NO, THANK YOU FOR STEPPING IN AND TEACHING OUR THE STUDENTS OF SIOUX CITY.
WE HAVE A GREAT COMMUNITY HERE.
HATS OFF TO THE COMMUNITIES THAT PUT TOGETHER A LOT OF THE RAGBRAI STUFF.
SO I JUST WANT TO SAY THANK YOU, SIOUX CITY, FOR PUTTING ON A QUITE, QUITE A SHOW THERE.
YES. THERE WILL BE A THERE WILL BE A JUBILEE NEW ORLEANS STYLE COMING UP.
AND WITH THAT, I END MY REPORT.
ALL RIGHT. THANK YOU VERY MUCH.
A COUPLE OF ITEMS I HAVE TONIGHT.
SO I THINK IT'S IMPORTANT TO TALK ABOUT THE LENGTHY ONE.
AND IT LOOKS AT LEAST PRELIMINARILY, IT LOOKS LIKE THAT WE HAD 22 STUDENTS TRANSFER OUT.
BUT THE GOOD SIDE IS WE HAD 32 COMING INBOUND.
SO NET NET WE'RE A LITTLE BIT AHEAD FOR FOR NEXT YEAR.
SO 22 OUT 32 IN WERE NET UP TEN RIGHT NOW.
BUT THAT DOES FLUCTUATE SIGNIFICANTLY AS SCHOOL GETS CLOSER.
SO THAT'S THE THAT'S THE IMPACT SO FAR ON THE ESSAYS TO OUR DISTRICT.
THE OTHER THING THAT I WANT TO TALK ABOUT IS SOMETHING THAT'S QUITE LENGTHY, BUT IT'S SOMETHING I THINK IT'S IMPORTANT THAT WE THAT WE ACKNOWLEDGE FROM TIME TO TIME IS AT THE BEGINNING OF DR.
ERLEWINE'S EMPLOYMENT AS INTERIM SUPERINTENDENT, WE ASKED HIM TO UNDERTAKE EQUITY INITIATIVES, OTHER TYPE OF THINGS. AND WITH THAT, I'VE BEEN PRETTY DILIGENT IN GOING THROUGH ALL THE COMMITTEE NOTES AND MATERIALS THE EQUITY COMMITTEE, THE FINANCE COMMITTEE, STUDENT ACHIEVEMENT COMMITTEE BOARD MEETING, THE ESSER SPENDING, ALL OF THAT KIND OF STUFF.
AND I JUST WANTED TO GO THROUGH THAT.
AND NOW THAT WE'RE IN THE NEW YEAR, FIRST MONTH IN THE NEW YEAR, I WANT TO BRIEFLY GO THROUGH THOSE.
THE FOCUS WILL BE ON THE TRIBES THAT SURROUND THE SIOUX LAND AREA.
CONSISTENT CONSISTED OF A TEAM OF DIRECTOR OF EQUITY, CIA AND CONSULTANT TEACHERS.
AGAIN, FOCUS ON CULTURES, NATIONALITIES, EXPLICIT AND IMPLICIT BIAS.
CREATE A PROCESS FOR CHOOSING LIBRARY BOOKS AND ALL THE SCHOOLS.
WE IMPLEMENTED A RESEARCH BASED TOOL TO DETERMINE THE DISPROPORTIONALITY.
WE'VE TALKED ABOUT THAT ON BEHAVIOR REFERRALS AND THEN STUDENT ACHIEVEMENT AND CORRELATING THOSE.
AND THEN HOW DO WE HANDLE DISCREPANCIES AND ANY POTENTIAL DISPROPORTIONALITY.
FIRST TIME EVER THAT ALL STAFF MEMBERS RECEIVE PROFESSIONAL DEVELOPMENT THROUGH SAFE AND CIVIL SCHOOLS AND TRAINING RECEIVED A INCLUDING BUS DRIVERS, LUNCH STAFF AND CUSTODIANS.
HOW TO ENGAGE ALL LEARNERS AND RESPOND TO STUDENT BEHAVIORS AND THE LIKE.
ALL TEACHING STAFF HAVE BEEN TRAINED ON THIS MODEL.
[00:55:08]
THE DISTRICT LEADERSHIP RECEIVED EIGHT HOURS PER MONTH OF IN-PERSON TRAINING ON HOW TO LEAD A DISTRICT THROUGH EQUITABLE PRACTICES.SO CONTINUING EDUCATION FOR OUR DISTRICT LEADERSHIP TWO WEEKS.
WE'VE HIRED EIGHT ADDITIONAL CLASSROOM NURSES FOR THAT PROCESS.
WE PURCHASED A NEW CURRICULUM FOR SPECIAL ED, CREATED CLASSROOMS AND TRAINED TEACHERS TO ADDRESS LANGUAGE NEEDS OF OUR EARLY OF OUR EARLY AGE STUDENTS THAT WE SAW THAT ARE ARE YOU KNOW ELL RATIO WAS ABSOLUTELY OUT OF LINE COMPARED WITH THE OTHER UN SCHOOLS.
AND OF COURSE THAT WAS, YOU KNOW, WE CREATED THE ELL TASK FORCE TO ADDRESS THESE AND WE'RE ADDING.
NINE ESL TEACHERS TO ENSURE THAT ALL STUDENTS CAN ACCESS A HIGHLY TRAINED ELL TEACHER.
TITLE NINE TRAINING AND EQUITY AND EDUCATION TRAINING, BULLYING AND ALL THAT KIND OF INFORMATION.
THE HUMAN RESOURCES DEPARTMENT IS MONITORING THAT.
ALL BUILDINGS HOW TO CREATE A PLAN ON HOW TO ADDRESS INEQUITIES.
WE'RE TRANSFERRING TEACHERS THIS YEAR WHERE WE HAD HOLES IN STAFFING OF CERTAIN SPECIALTIES.
WE HAD TEACHERS THAT WERE TRAINING BUT TRAINED TO TEACH THOSE CLASSES.
BUT WE HAD THEM IN ANOTHER AREA AND WE SAID, WAIT A MINUTE, WE HAVE GAPS.
AND SO THOSE KIDS WHO NEEDED THE MOST HELP AND THE MOST SERVICES WERE JUST GETTING SUBSTITUTES.
AND WE FILLED FOR 30 POSITIONS.
WE WEREN'T WE WERE JUST HIRING SUBSTITUTES, NOT FULL TIME.
NOW WE'RE PUSHING FULL TIME TEACHERS OVER THERE SO THOSE KIDS GET SERVICED PROPERLY.
THE KINDERGARTEN REGISTRATION WAS REIMAGINED TO HELP IMPROVE OUR L L L L POPULATION.
WE'VE TALKED ABOUT THAT QUITE A BIT TO TRY TO ENGAGE THE PARENTS AND HAVE SUCCESS WITH STUDENTS WHO HAVE REPEATED REPEATED BEHAVIOR PROBLEMS AND ALTERNATIVE SUPPORT TASK FORCE OF HOW DO WE PROVIDE ALTERNATIVE SUPPORTS WHEN IT MAY NOT BE APPROPRIATE FOR A KID TO BE IN A MAINSTREAM CLASS? WHAT ARE WE GOING TO DO TO SUPPORT THEM? SO WE PUT THAT IN AND HOW DO WE PROVIDE ACCOMMODATION OUTSIDE THE CLASSROOM SETTING FOR ELL AND SPED SUPPORT? BECAUSE SOME OF IT CAN'T BE IN MAINSTREAM CLASSES.
SO HOW DO WE PROVIDE SUPPORT AND PROVIDING THOSE WE'RE CREATING THE NEW FACILITY DOWN HERE FOR KIDS WITH BEHAVIOR ISSUES WHO CAN'T BE MAINSTREAMED IN A CLASSROOM. WE'RE GOING TO HAVE DEDICATED TEACHERS.
THERE'S ALSO GOING TO BE ONLINE COURSES AVAILABLE, SOME VIRTUAL COMBINATION OF IN-PERSON ONLINE.
SO, I MEAN, I'VE BEEN TALLYING IT UP ALL YEAR, YOU KNOW, LOOKING AT THE NUMBERS BEHIND IT.
WHAT IS IT COSTING US? WHAT ARE WE ARE WE MAKING PROGRESS? AND QUITE FRANKLY, YOU KNOW, ACTUALLY JOTTING ALL THESE DOWN AND SUMMARIZING THEM, IT WAS, I THINK, PRETTY IMPRESSIVE OF ALL THE WORK THAT WE'VE UNDERTAKEN IN THE LAST 12 MONTHS AND ALL THE ACTIVITY THAT WE'VE DONE TO IMPROVE OUR DIVERSITY, EQUITY AND INCLUSION IN OUR DISTRICT.
EARLEYWINE, TO YOU AND YOUR STAFF, THANK YOU.
OKAY. MOVING ON TO FUTURE FUTURE BOARD MEETINGS.
BOARD STUDENT ACHIEVEMENT COMMITTEE.
AUGUST 2ND NEW TEACHER ORIENTATION.
MR.. MR.. GEORGE IS BUYING LUNCH FOR US ALL.
AUGUST 7TH BOARD FINANCE AND FACILITIES COMMITTEE.
AUGUST 7TH. REGULAR SCHOOL BOARD MEETING.
AUGUST 14TH BOARD POLICY COMMITTEE MEETING.
BOARD FINANCE AND FACILITIES COMMITTEE MEETING.
AUGUST 21ST BOARD STUDENT ACHIEVEMENT COMMITTEE MEETING.
AND THE REGULAR SCHOOL BOARD MEETING AUGUST 28TH.
WHAT DAY DOES SCHOOL STARTS? THIS AUGUST. ON WHAT DAY?
[01:00:03]
23RD ON THE 23RD.OKAY. AND WITH THAT, WE'LL TURN TO DR.
[IX. Superintendent's Report - Dr. Rod Earleywine]
EARLEYWINE FOR A SUPERINTENDENT'S REPORT.THANK YOU. AND THANK YOU FOR REVIEWING THE WORK THAT THAT WE HAVE ALL TAKEN ON THIS YEAR.
AND AGAIN, IT'S IT'S THE STAFF.
IT'S IT'S IT'S THE LEADERSHIP TEAM.
IT'S IT'S THE PEOPLE IN THE BUILDINGS, THE BUILDING ADMINISTRATORS, THE TEACHERS SUPPORT STAFF.
I MEAN, IT TAKES ALL OF US TO MAKE PROGRESS AND TO MAKE IMPROVEMENTS FOR OUR STUDENTS.
SO I CERTAINLY APPRECIATE ALL THE HELP THAT I RECEIVE ON A ON A DAILY BASIS FROM THE PEOPLE I WORK WITH EACH AND EVERY DAY. WE HAVE A LOT OF GREAT PEOPLE HERE IN SIOUX CITY THAT ARE DEDICATED.
THEY'RE DEDICATED TO STUDENTS.
AND I REALLY BELIEVE THEY THEY HAVE THE STUDENTS AS OUR FOCUS AND OUR MAIN PRIORITY.
AND THAT'S WHERE WE HAVE TO STAY.
SOME THINGS THAT I'VE BEEN DOING.
I HAD THE OPPORTUNITY TO MEET WITH DR.
HE'S THE NEW SUPERINTENDENT IN SOUTH SIOUX.
WE MET FOR A LITTLE OVER AN HOUR.
AND HE IS NEW TO THE SUPERINTENDENCY COMING FROM HIGH SCHOOL PRINCIPAL POSITION IN THE OMAHA AREA.
I ALSO INVITED HIM TO OUR EVERY MONTH THE AREA SUPERINTENDENTS MEET.
WE MEET FOR BREAKFAST AT PERKINS AND JUST TALK ABOUT EDUCATIONAL THINGS THAT ARE GOING ON.
AND WHAT WE FIND OUT IS A LOT OF THE SAME THINGS THAT ARE GOING ON IN IN SOUTH DAKOTA, BECAUSE THE DAKOTA VALLEY SUPERINTENDENT ATTENDS AND IN NEBRASKA BECAUSE THE SOUTH SIOUX SUPERINTENDENT ATTENDS ALONG WITH THE HINTON SUPERINTENDENT LAWTON-BRONSON AND SERGEANT BLUFF AND MYSELF, WE WE MEET AND WE JUST TALK ABOUT EDUCATIONAL ISSUES AND AND WHAT'S GOING ON.
IT'S REALLY NICE TO BE ABLE TO SIT DOWN WITH MY PEERS IN THE TRI STATE AREA AND JUST TALK EDUCATION.
SO DEFINITELY INVITED HIM TO THAT.
AGAIN, THEY CHOSE TO DONATE $100,000 TO THE BUILDING TRADES, WHICH IS AWESOME.
THAT RELATIONSHIP, I WOULD SAY, IS REALLY COMING TOGETHER AND WE ARE ON THE SAME TEAM.
WE ARE ON THE SAME PAGE AND AND THEY'RE ALSO FOCUSED ON THE NEEDS OF OUR STUDENTS.
SO THAT'S THAT'S REALLY A GREAT OPPORTUNITY FOR ALL OF US.
SO I DO APPRECIATE THAT OPPORTUNITY.
THE BEST PART OF MY LAST TWO WEEKS WAS I HAD THE OPPORTUNITY.
THE NATIONAL GUARD CALLED ME AND ASKED IF I WOULD SPEAK TO A LARGE GROUP OF OUR STUDENTS.
THEY WERE OUR FOOTBALL PLAYERS PREPARING FOR THE SEASON.
AND THERE ARE ABOUT 100 STUDENTS THERE.
AND THEY ASKED ME TO COME AND SPEAK FOR ABOUT 15 MINUTES ON LEADERSHIP.
OTHER THINGS THAT ARE GOING ON.
WE ARE WORKING ON FILLING THE LAST, I BELIEVE, 3 OR 4 ADMINISTRATIVE VACANCIES THAT WE HAVE.
WE HAVE SOME TEACHING VACANCIES.
AND SEVERAL ABOUT 30 INSTRUCTIONAL ASSISTANTS THAT WE STILL NEED TO HIRE.
HIRES THUS FAR WE'VE HIRED ABOUT 78 TEACHERS, FIVE SECRETARIES, INSTRUCTIONAL ASSISTANTS, ABOUT 26 AND FOUR OR MORE FOOD SERVICE.
SO THE HIRING PROCESS IS GOING ON.
WE'RE CONTINUING TO RECRUIT AND FIND PEOPLE.
HOPEFULLY IF WE OUT OF THOSE 12, WE CAN END UP WITH TEN SOLID ONES.
SO THOSE THINGS ARE STARTING TO COME TOGETHER.
AND AS PRESIDENT GREENWELL DID MENTION, WE HAVE DONE A LOT OF INVOLUNTARY TRANSFERS.
OUR FOCUS HAS TO BE GETTING TEACHERS IN FRONT OF STUDENTS.
LONG TERM SUBSTITUTES ARE NECESSARY, BUT OUR BEST.
[01:05:08]
AND IT'S BEEN A CHALLENGE, A REAL CHALLENGE.SO I COMMEND THE ADMINISTRATION AND THE TEACHERS FOR BEING SO COOPERATIVE.
AND OUR TEACHERS HAVE BEEN WONDERFUL.
THOSE ARE HARD DECISIONS TO MAKE.
BUT WE HAVE TO AGAIN, FOCUS ON THE STUDENTS WHAT'S BEST FOR OUR STUDENTS.
SO 50 PLUS INVOLUNTARY TRANSFERS AND WHAT THE HR DEPARTMENT DID AND THIS TAKES A LOT OF WORK AS YOU GO THROUGH ALL OF OUR TEACHERS AND YOU CROSS REFERENCE ENDORSEMENTS.
SO YOU HAVE TO LOOK AT ALL THEIR ENDORSEMENTS.
THEY HAVE THEY HAVE SPECIAL ED, ELL MATH, SCIENCE, WHATEVER IT IS.
SO WITH THAT, I'LL END MY REPORT.
THANK YOU. ALL RIGHT. THANK YOU VERY MUCH.
BOARD MEMBERS. IT'S NOW TIME FOR ITEM TEN OUR ITEMS OF PRESENTATION, DISCUSSION AND OR ACTION.
[X.A. UEN 2023 Legislative Priorities End of Session Status – President Greenwell]
AND ITEM EIGHT IS GOING TO BE VERY QUICK.WE'LL PROBABLY WAIT FOR THE UN TO COME OUT WITH THEIRS AND AND THEN WE'LL DEVELOP OURS.
SOMETIMES WE HAVE SOME DIFFERENT THAN THEIRS, BUT WE WILL WE WILL EVENTUALLY DO THAT.
TYPICALLY THEY AND THAT'S ON THE A BOARD MEMBER.
WE NEED TO APPOINT A BOARD MEMBER TO UN, UN, THE SYRIAN COMMITTEE.
THAT'S THE WORK THAT THEY DO AND THEY FINALIZE IT USUALLY AT LIKE THE FIRST WEEK IN NOVEMBER.
PLEASE TAKE A LOOK AT IT, GATHER YOUR THOUGHTS ON IT, AND WE WILL BE TALKING ABOUT THAT.
[X.B. SCCSD Board Member appointed to UEN Steering Committee - Dr. Rod Earleywine RECOMMENDATION: That the Board of Directors appoint a School Board Member to serve on the UEN Steering Committee]
GO DOWN TO DES MOINES OR PARTICIPATE VIA TEAMS ONE OF THE TWO AND DIRECTOR ALARCON FLORY WAS OUR REPRESENTATIVE ON THAT UN STEERING COMMITTEE.SO WITH THAT REALLY KIND OF OPEN IT UP.
THERE ARE SOME ZOOM MEETINGS AND THEN THE REALLY IMPORTANT ONE IS AT THE AT THE CONFERENCE IN NOVEMBER, THE STATE SCHOOL BOARD CONFERENCE, THEY HAVE A FACE TO FACE MEETING WHERE THEY REALLY KIND OF FINALIZE EVERYTHING.
SO IT SHOULD BE SOMEONE THAT IS GOING TO BE WITH US FOR A WHILE.
JAN BOBBY SURE, WHY NOT? ALL RIGHT. THERE WE GO. ALL RIGHT.
I HAVE A VOLUNTEER. OKAY, BOARD MEMBERS WITH THAT WHILE THE WHILE THE IRON'S HOT.
IS THERE A MOTION FOR SUCH? SO MOVED. SECOND, I'M NOT GOING TO HAVE ANY DISCUSSION.
SO ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE? AYE. YEP.
DIRECTOR GEORGE SORT OF CONSCRIPTED OR VOLUNTEERED, I, I HAVE TO TALK TO MY WIFE ON THIS ONE.
[X.C. Summary of ESSER II Expenditures and ESSER III Budget to Actual and Budget Revisions - Dr. Rod Earleywine, Angela Bemus & Patty Blankenship]
AS ALWAYS, WE'RE DONE WITH ESSER ONE, WE'RE DONE WITH ESSER TWO AND WE HAVE SOME MONEY TO SPEND IN ESSER THREE AND THEN THE WELL RUNS DRY AT THE END OF THIS FISCAL YEAR.AND THEN THEN THE WELL'S GOING TO RUN DRY AFTER THAT.
SO THERE WILL BE TOUGH CHOICES TO MAKE IN FISCAL YEAR 24, 25.
AND WITH THAT, I'LL TURN IT OVER TO PATTY.
OKAY. SO FIRST, BILL, DO YOU NEED TO SHARE THIS WITH YOU OR DO YOU HAVE IT? I DON'T THINK HE HEARD YOU.
[01:10:02]
WE HAVE FULLY EXPENDED ALL OF OUR ESSER 2 DOLLARS.OUR ORIGINAL ALLOCATION WAS 17.3 MILLION.
AND THEN YOU CAN SEE BY BY YEAR 21, 22 AND 23 HOW MANY DOLLARS THAT WE SPENT IN FY 2423, WE SPENT ABOUT $5.4 MILLION.
SO YOU CAN SEE THERE ARE A FEW ADJUSTMENTS THAT AND THAT ADJUSTMENTS COLUMN.
SO THAT WAS JUST THERE SO THAT WE COULD FULLY EXPEND ALL OF THAT MONEY.
ANY QUESTIONS ON ESSER TWO? OH, HERE WE GO.
ALL RIGHT, SO JUST TO KEEP JUST TO RECAP FOR PEOPLE WHO ARE ONLINE OR THOSE WITHOUT EAGLE EYES HERE IN THE BUILDING.
ESSER, THE TOTAL ESSER DOLLARS WE RECEIVED ARE A LITTLE BIT NORTH OF $59 MILLION.
THE FIRST YEAR WE SPENT ROUGHLY 2.8 MILLION OF THAT ESSER TWO.
WE SPENT ROUGHLY 17, A LITTLE BIT OVER 17 MILLION, AS PATTY JUST WENT THROUGH.
AND THEN THIS YEAR, FOR ESSER THREE, WE HAVE ROUGHLY $38 MILLION.
IN TOTAL. WE HAVE SPENT ALL BUT 16.16 POINT SEVEN OF IT.
AND SO THAT'S WHAT WE'LL BE IN THIS YEAR'S BUDGET.
AND AS I SAID, ONCE IT'S GONE, IT'S GONE.
IT WAS A GRANT. EFFECTIVELY A GRANT.
AND NOW WE'RE HAVING TO ADJUST CERTAIN THINGS GOING FORWARD.
SO, PATTY, I'M SORRY I INTERRUPTED YOU.
THAT'S RIGHT. SO THEN NEXT, WE'LL LOOK AT ESSER THREE.
AND WE YOU KNOW, AS DIRECTOR GREENWELL WAS SAYING, WE DO HAVE ONE MORE YEAR OF ESSER THREE, $16.7 MILLION LEFT TO SPEND THERE. AND WE SPENT ABOUT 16.2 MILLION IN FY 23.
IF YOU LOOK AT THE ADJUSTMENTS COLUMN, THESE ARE WHICH IS REALLY WHAT I'M ASKING YOU TO APPROVE IS THE IS THE FY 23 FINAL EXPENDITURES AND THEN THE TO ACKNOWLEDGE AND THEN THE ADJUSTMENT COLUMN.
SO WHAT'S IN THAT ADJUSTMENT COLUMN? WHAT I'M DOING IS I KIND OF MADE SOME ADJUSTED ADJUSTMENTS TO THE FY 24 BUDGET BASED ON WHAT THE ACTUAL EXPENDITURES WERE FOR 23.
SO, FOR EXAMPLE, THAT TOP LINE ITEM OF ADDITIONAL TEACHERS, THE FINAL NUMBER FOR 23 WAS 1.9 MILLION.
SO THOSE ARE THE TYPES OF ADJUSTMENTS THAT ARE THAT ARE RUNNING THROUGH THERE.
OR IF WE DIDN'T FULLY UTILIZE ALL OF THE BUDGET IN 23, THEN THAT BUDGET KIND OF WENT BACK INTO INTO THE POT AND THAT WE CAN REALLOCATE TO ANOTHER LINE ITEM OR AND THERE ARE A FEW THINGS LIKE IF WE LOOK AT THIS NEXT PAGE ON THE AIR VENTILATION SYSTEM, WE OUR ACTUAL EXPENDITURES FOR FY 23 WERE ONLY 340,000.
THE ORIGINAL BUDGET FOR 23 WAS A LITTLE BIT WAS MORE THAN THAT.
THE TOTAL DOLLARS HAVEN'T CHANGED.
SO THOSE WERE THE TYPE OF ADJUSTMENTS THAT ARE FLOWING THROUGH THAT ADJUSTMENTS COLUMN.
IF YOU LOOK AT THE VERY BOTTOM, OUR ORIGINAL ALLOCATION OF ABOUT 38.9 MILLION, WE DO HAVE ABOUT 1.1 MILLION THAT WE HAVE NOT ALLOCATED. IT'S NOT BUILT INTO THIS BUDGET YET.
SO IN THESE NEXT COUPLE OF COUPLE OF WEEKS OR SO, WE WILL IRON OUT THE ADMINISTRATION, WILL, YOU KNOW, PROPOSE HOW THEY ARE GOING TO UTILIZE THOSE FUNDS.
AND AS ALWAYS, THIS IS THE PAGE THREE SHOWS THE LEARNING LOSS PORTION.
THE 20% HAD TO BE UTILIZED FOR LEARNING LOSS.
AND FOR 23 WE SPENT ALMOST $6.4 MILLION ON LEARNING LOSS AND WE'RE BUDGETED TO SPEND 5.3 MILLION IN FY 24 ON LEARNING LOSS. AND THIS DOCUMENT, YOU'VE SEEN IT MULTIPLE TIMES.
IT'S KIND OF A OF A MOVING DOCUMENT.
SO THIS IS JUST TO ACKNOWLEDGE THE FINAL FY 22 OR THE THE ESSER TO TO ACKNOWLEDGE THAT THAT ONE IS COMPLETE AND THEN TO ACKNOWLEDGE THESE FEW ADJUSTMENTS IN THE IN THE ESSER THREE AND THEN JUST IN GENERAL, TO GIVE YOU AN UPDATE AS TO WHERE WE'RE AT WITH IT.
[01:15:08]
OKAY. SO CAN I PERMIT ME TO GIVE MY BACK OF THE ENVELOPE SYNOPSIS? LAST TIME HE CAME TO THE FORE FOR THE BOARD, WE HAD AN ESSER THREE BUDGET OF ROUGHLY $38.9 MILLION AND WE THREW ALL THE CATEGORIES THAT ARE LISTED.WE'VE GONE THROUGH THAT AND THERE'S A FEW GIVE AND TAKES ON SOME OF IT.
SO WE'RE GOING TO TAKE THAT OUT OF WHAT WE PREVIOUSLY TOLD YOU.
AND THAT'S MONEY THAT'S GOING TO BE AVAILABLE.
YEAH. SO THEN WHEN WE SCROLL ALL THE WAY OVER AND WE SAY WE'VE GOT $16.7 MILLION ALLOCATED RIGHT NOW FOR FISCAL 24, WE STILL HAVE ANOTHER MILLION, ALMOST ANOTHER MILLION ONE THAT WE'RE GOING TO FIND A HOME FOR THAT WE JUST HAVEN'T FOUND A HOME FOR YET.
AND THE BULK OF THAT NUMBER IS THE TITLE ONE.
BUT WITH THE INCREASE IN THE TITLE ONE ALLOCATION, THEN WE DIDN'T NEED TO DO THAT.
THAT'S REALLY THE CATALYST FOR THE CHANGE FOR THE HEY, SUDDENLY WE HAD IT ALLOCATED.
NOW WE GOT, I'LL CALL IT A WINDFALL FROM TITLE ONE WAY MORE THAN WE EVER EXPECTED.
SO THAT'S THAT'S SORT OF A SYNOPSIS.
BUT THERE'S A REASON THIS MILLION IS AVAILABLE NOW.
BUT ALL IN ALL, THAT'S REALLY THAT'S REALLY THE CHANGE.
WE GOT THE TITLE ONE FUNDING THAT WE DIDN'T EXPECT A LITTLE PUTS AND TAKES HERE AND THERE ON THIS.
BUT THE BIG IS THE TITLE ONE FUNDING THAT'S DRIVING THIS.
SO IS THAT A BACK OF THE ENVELOPE THAT'S ACCURATE THAT A BACK OF THE ENVELOPE WAY OF SAYING IT? ALL RIGHT. YES. OKAY, GREAT.
ANY OTHER QUESTIONS FOR PATTY? IT IS THE RECOMMENDATION THAT THE BOARD OF DIRECTORS ACKNOWLEDGES THE SUMMARY OF ESSER TWO EXPENDITURES AND ESSER THREE BUDGET TO ACTUAL INFORMATION AND APPROVE THE BUDGET REVISIONS.
IT'S JUST WE'RE ACKNOWLEDGING WE DON'T NEED A MOTION OR A SECOND.
WE'RE ACKNOWLEDGING THESE CHANGES AND I WILL CONTINUE ON WITH THE PROCESS.
ANY OTHER QUESTIONS? BOARD MEMBERS.
OKAY, MR. MOSHER, TITLE ONE STAFFING TELLING US TELL US ABOUT THIS UNUSUAL FUNDING THAT WE RECEIVED AND WHAT YOU'RE PLANNING TO DO WITH IT.
[X.D. Title I Staffing Request - Jarod Mozer]
JESUS, HIS FIRST EVER.OH, AND THIS IS THIS IS SORT OF LIKE YOUR INAUGURAL PITCH.
IT IS. SO WE SHOULD ASK YOU LIKE DOZENS AND DOZENS OF DETAILED QUESTIONS.
YOU GUYS GOT YOUR BOOKS? I TOLD THEM NOT TO MESS UP.
THIS IS AN UPDATE ON THE BUDGET ALLOCATION FOR TITLE ONE FOR THE UPCOMING SCHOOL YEAR.
CAN I JUST SAY SOMETHING? YEAH.
WE WERE HAVING A HECK OF A TIME.
HECK OF A TIME FILLING ASSISTANT PRINCIPAL JOBS IN THE ELEMENTARY AND PRINCIPAL JOBS.
NOBODY WANTED TO BE A PRINCIPAL OR AN ELEMENTARY ASSISTANT PRINCIPAL.
UM, AND SINCE YOU'VE COME ON BOARD, THEY'VE BEEN COMING OUT OF THE WOODWORK.
EVERYBODY WANTS TO BE AN ASSISTANT PRINCIPAL OR A PRINCIPAL OF AN ELEMENTARY.
SO ACKNOWLEDGMENT TO YOU THAT, YOU KNOW, A MONTH INTO THE JOB, YOU'RE DOING GOOD THINGS ALREADY.
I ALWAYS GET A LITTLE UNCOMFORTABLE WITH COMPLIMENTS, SO IT'S JUST NOT.
THANK YOU, THOUGH. I APPRECIATE THAT.
AND JUST IT'S BEEN A LOT TO LEARN, BUT IT'S BEEN IT'S BEEN GOOD SO FAR.
AND I'M JUST TRYING TO LEARN AS MUCH AS I CAN.
THIS IS THE UPDATED APPLICATION FOR FOR THE UPCOMING YEAR.
AND I'M GOING TO WHOOPS, THERE WE GO.
[01:20:05]
SO CURRENTLY WE'RE PROVIDING THOSE SUPPORTS AT BISHOP HEELAN, SAINT PAUL'S, THE BOYS AND GIRLS HOME AND THE ROSECRANS JACKSON CENTER THIS YEAR.LIKE PRESIDENT GREENWELL WAS SAYING, THE ALLOCATION IS SUBSTANTIAL AND IT'S SET AT $6,397,757 FOR FY 24.
THAT'S THE HIGHEST THAT IT'S BEEN IN THE LAST 11 YEARS.
AND IT'S A $2,345,835 INCREASE FROM LAST YEAR.
SO THEN ON THE NEXT SLIDE, YOU'RE GOING TO SEE A PROPOSED BUDGET FOR THAT ALLOCATION.
SO THAT PUTS OUR TOTAL ALLOCATION AND CARRYOVER AT $6,570,757.
THOSE NEXT THREE CATEGORIES ARE REQUIRED SET ASIDES FOR TITLE ONE FUNDING.
ON THE NEXT FUNDING ITEM, THERE IS THE READY FOR K PROGRAM AND THAT'S A PROGRAM THAT'S BEEN USED THE LAST SEVERAL YEARS IN THE DISTRICT TO PROVIDE INSTRUCTION, RESOURCES AND MATERIALS FOR FAMILIES AND STUDENTS THAT ARE ENTERING KINDERGARTEN, BASICALLY TRYING TO HELP THEM BE AS PREPARED AS POSSIBLE TO BE AS SUCCESSFUL AS POSSIBLE.
THE NEXT LINE THERE, THE PARENT AND FAMILY INVOLVEMENT.
THAT'S AGAIN, A NECESSARY COMPONENT OF TITLE ONE FUNDING.
LOOKING TO SET THAT AT $63,978.
AND THEN THE NEXT ITEM IS THE PROPOSED CARRYOVER FOR THE NEXT FISCAL YEAR.
AND YOU'LL NOTICE THAT THAT IS INCREASING AT 12% TO 768,000.
BUT THE REASONING BEHIND THAT IS, AGAIN, THIS WAS SUCH A SUBSTANTIAL INCREASE TO THE ALLOCATION.
SO THAT LEAVES $5,214,342 FOR STAFFING FOR THE UPCOMING YEAR.
THE DARK GREEN IS THE TOTAL ALLOCATION.
AND AGAIN, YOU CAN SEE THAT FOR FY 24, THAT'S THAT'S JUST SUBSTANTIALLY HIGHER THAN WHAT IT'S BEEN.
AND THEN THE THE TANNER ORANGISH COLOR, WHATEVER YOU WANT TO CALL IT, THE CARRYOVER FUNDS.
SO YOU CAN SEE THAT COMPARISON, ESPECIALLY FROM FY 23.
THE NEXT SLIDE BREAKS IT DOWN A LITTLE BIT FURTHER.
BUT WITH THAT SUBSTANTIAL INCREASE IN ALLOCATION, WE WOULDN'T DO THAT IN FY 24.
WE'D BE ABLE TO JUST FUND THOSE POSITIONS.
SO THEN THE JUST ONE QUESTION ON THAT.
BUT WHAT WE'RE TRYING TO DO THOUGH, IS WE'RE CARRYING OVER THE MAXIMUM CARRYOVER AMOUNT.
SO WE'RE SAVING SAVING FOR NEXT YEAR.
IS THAT IS THAT A FAIR WAY OF SAYING, YEAH, YEAH, THAT'S SORRY, THAT'S WHAT I WAS TRYING TO SAY.
YEAH. OKAY. SO THE FIRST TRAINING SESSION, IT'S OUR IT'S OUR FIRST TRAINING SESSION.
I GOT MY NOTES DOWN, SO I'M ALL ABOUT LEARNING.
AND YOU'LL SEE THAT DECREASE FROM FY 22 TO FY 23.
BUT THAT COMES BACK AGAIN BECAUSE THERE WAS A SUBSTANTIAL DECREASE IN THAT OVERALL ALLOCATION.
SO WE ARE LOOKING TO INCREASE THAT A LITTLE BIT OVER 9%.
TO FUND TEACHING POSITIONS FOR THE UPCOMING YEAR.
THE RECOMMENDATION WOULD BE THAT THE BOARD APPROVES EIGHT NEW TITLE TEACHING POSITIONS.
THAT'S JUST A REALITY OF WHERE WE ARE.
YEAH. QUESTION IS WE'VE GOT THIS UNPRECEDENTED FUNDING.
IS THERE IS THERE ANY COMMUNICATION? WILL IT CONTINUE? IT'S A ONE TIME LOTTERY WINNINGS OR I MEAN, BECAUSE WHAT WE'RE REALLY TALKING ABOUT IS WHAT WE'VE HISTORICALLY HAD IN THE PAST IS WE GOT WHIPSAWED, WE GOT WHIPSAWED ON ESSER OR ON TITLE ONE MONEY, AND WE HIRED TEACHERS.
WE LET THEM GO. WE HIRED TEACHERS, WE TRANSFERRED THEM.
THE QUESTION IS, IS ARE WE GOING TO GET A SIMILAR AMOUNT OR JUST COMPLETELY UNKNOWN? THE THE FORMULA IS IS A MAGICAL BLACK BOX FORMULA.
WE DON'T KNOW WHAT WE'RE GOING TO GET.
I WOULD SAY AT THIS POINT, IT'S UNKNOWN.
[01:25:01]
I HAVEN'T HEARD ANYTHING ABOUT IT BEING SOMETHING THAT'S GOING TO BE CONSISTENT, BUT THAT'S DEFINITELY SOMETHING I COULD LOOK INTO TO.YEAH, I MEAN, I JUST I GUESS THAT'S WHY WE GOT SUCH CARRYOVER FOR, FOR NEXT YEAR BECAUSE WE WON'T HAVE ESSER FUNDS, WE WON'T HAVE ESSER FUNDS TO SUPPLEMENT TITLE ONE NEXT YEAR. RIGHT.
SO AND IF WE HAVE 700 AND SOME THOUSAND CARRYOVER THAT GENERALLY COVERS COME CLOSE TO COVERING THESE EIGHT, EIGHT ADDITIONAL TEACHERS, I THINK IS IS WHAT WHAT THAT SAYS. SO.
AND ARE YOU GOING TO BE ABLE TO HIRE THEM? YES. OKAY.
