I THINK IT IS IMPORTANT TO BRING UP, UNFORTUNATELY, WHAT ORIGINALLY HAPPENED IN 2019.

THE UNTHINKABLE HAPPENED TO MY THEN FOUR YEAR OLD DAUGHTER WHILE ATTENDING LEEDS ELEMENTARY SCHOOL.

SHE WAS ASSAULTED IN THE BATHROOM.

UNFORTUNATELY, THE SCHOOL NEITHER THE DISTRICT WANTED TO INVESTIGATE THE EVENT, BUT BECAUSE OF THIS I HAD TO BRING THINGS TO THE SCHOOL BOARD LEVEL.

A TARGET WAS PLACED ON MY FAMILY AND I WAS WARNED BY THE TACTICS, BY NUMEROUS PARENTS AND STAFF WHO WOULD WHAT WOULD HAPPEN IF I BROUGHT THIS FORWARD? I WAS TOLD TO BRACE FOR WHAT WAS TO COME, BUT AS AN ARMY VETERAN, I LIVE BY THE ETHOS, NEVER GIVE UP.

SO I DID WHAT I FELT WAS RIGHT.

I CALLED OUT THOSE WHO FAILED TO DO THEIR JOBS, AND AS THE ATTACKS CAME, I, INSTEAD OF COWERING LIKE PARTICULAR INDIVIDUALS WANTED, I STOOD MY GROUND. AND IT WAS THE HARDEST YEARS OF MY FAMILY'S LIVES.

AND DURING THIS UNJUST ENDURING, ALL OF THIS WAS COMPOUNDED BY UNJUST EXPULSION OF MY DAUGHTER'S SERVICE ANIMAL, THEN LEAVING MY DISABLED DAUGHTER AT THE TOP OF THE STAIRS DURING MORNING RUSH.

BUT CONSISTENT HARASSMENT OF MY FAMILY, THE HARASSMENT BY POLICE SCHOOL RESOURCE OFFICERS, THE MISTREATMENT BY SCHOOL ADMINISTRATION, AND THE LIST GOES ON AND ON. WE PLED WITH THE LOCAL CITY AND POLICE FOR HELP, BUT INSTEAD THEY JOINED THE FIGHT AGAINST US.

THEY AGAIN SENT POLICE OFFICERS TO SCHOOL BOARD MEETINGS TO INTIMIDATE US.

IRONICALLY, THE FIRST TIME I SAW THEM AT A SCHOOL BOARD MEETING WAS THE VERY SAME DAY THAT I CAME CALLING OUT THE DISTRICT FOR RETALIATION AGAINST MY FAMILY.

IT IS HARD TO TELL WHAT ATTACK WAS THE MOST HEINOUS, BUT I AM HERE TO ADDRESS THE ONE THAT IMPACTED NOT JUST MY FAMILY AND SECULAR CAREER, BUT ALSO MY REPUTATION IN THE MILITARY.

I WAS TRUSTED WITH OUR NATION'S SECRETS.

I WAS A PATRIOT MISSILE LAUNCHING STATION OPERATOR, ACCORDING TO MY MILITARY OCCUPATIONAL SPECIALTY.

BUT IN MY UNIT I WAS THE DRIVER AND COMMANDER'S AIDE.

I RECEIVED A GOOD CONDUCT SERVICE MEDAL AFTER JUST THREE YEARS OF SERVICE.

THAT MEANS I NEVER GOT IN TROUBLE DURING MY MILITARY CAREER BECAUSE THAT'S THE EARLIEST YOU CAN GET ONE.

I WAS A GREAT SOLDIER AND I LIVED BY THE ARMY ETHOS, BUT IN 2020 MY NAME WAS TARNISHED AND IT IS SOMETHING THAT I THAT MAY NOT BE A BIG DEAL TO OTHERS, BUT IT IS TO ME.

DR. PAUL GAUSMAN, CHIEF OF POLICE REX MUELLER AND MAYOR BOB SCOTT COLLUDED WITH TWO MEMBERS OF THIS BOARD TO INTIMIDATE A FATHER.

WHY? FOR SIMPLY STANDING FOR HIS DAUGHTERS.

AND BECAUSE IT WAS BECAUSE I HAD THE AUDACITY TO SPEAK OUT AGAINST MASK MANDATES.

THIS CONFIRMED WHAT I ALREADY KNEW.

MONIQUE SCARLETT AND PERLA ALARCON-FLORY CHOSE TO COLLUDE WITH THESE INDIVIDUALS AND LABEL ME AS A DOMESTIC TERRORIST.

THAT SAID, BY THE END IT WAS CLEAR I WAS NO THREAT AND IT WAS MORE LIKELY THAT THERE WAS PUBLIC COLLUSION AT FOOT.

FAST FORWARD TO THIS YEAR AND THIS SAME SPECIAL AGENT STEVEN FRIEND TESTIFIED TO US CONGRESS ABOUT THE HAVING TO INVESTIGATE PARENTS SPEAKING OUT AT SCHOOL BOARD MEETINGS.

AS I STATED BEFORE, SPECIAL AGENT STEVEN FRIEND AND HIS COLLEAGUES SACRIFICED THEIR CAREERS TO TOPPLE THIS KIND OF CORRUPTION.

THE INDIVIDUALS INVOLVED CLEARLY VIOLATED MY FIRST AMENDMENT RIGHTS.

AND I'M NOT JUST TALKING ABOUT THE FREEDOM OF SPEECH THAT THEY INTENDED TO INTIMIDATE.

NO, THEY ALSO INTENDED TO TRY AND PREVENT ME FROM PETITIONING MY GOVERNMENT FOR THE REDRESS OF MY GRIEVANCES.

THEY WANTED TO STOP ME FROM COMING FROM SCHOOL BOARD MEETINGS AND TO TELL THE PUBLIC OF THE HORRIFIC THINGS THAT WERE HAPPENING TO MY FAMILY.

THE FBI IS NOT AN ACRONYM FOR THE FEELINGS BUREAU OF INVESTIGATION.

THEY ARE THE PREMIER LAW ENFORCEMENT AGENCY OF THE UNITED STATES OF AMERICA.

THE SAME PEOPLE WHO ALLOWED ME TO HAVE THE SECURITY CLEARANCE TO DEFEND THE COUNTRY.

THE FBI IS NOT HERE BECAUSE SOMEBODY GETS SCARED AND THEIR FEELINGS GET HURT.

MY BIG MY HUGE CONCERN IS THAT IT STATES FOR EDUCATION THE MINIMAL EDUCATION IS A HIGH SCHOOL DEGREE.

AND THAT REALLY CONCERNS ME WITH THE THE JOB AND THAT YOU'RE LOOKING TO SET THESE PEOPLE UP FOR.

IF I LOOK AT A $60,000 JUST OFF THE TOP OF MY HEAD FOR EACH OF THOSE BUILDINGS, YOU COULD HIRE ONE MASTER'S DEGREE SOCIAL WORKER AND PUT THEM INTO A BUILDING.

PEOPLE WHO ARE WELL, EXPERTISE AND HAVE THE EXPERIENCE.

SO MY CONCERN WAS THAT MINIMAL DEGREE.

SO IF YOU CAN SPEAK TO THAT, FIRST OF ALL.

YEAH. SO THE 60,000 IS ACTUALLY THAT'S A COMBINATION OF THE SALARY, THE BENEFITS, THE IDEAS, EVERYTHING THAT GOES INTO THAT.

AT THE SAME TIME, WE DON'T WANT TO TAKE CLASSROOM TEACHERS, HIGHLY EFFECTIVE CLASSROOM TEACHERS OUT OF THE CLASSROOM.

SO I'M REALLY CONCERNED ABOUT THAT.

I HAD THE OPPORTUNITY TO SPEAK AT THE PUBLIC HEARING HELD AT THE STATE CAPITOL REGARDING VOUCHERS.

I HAVE HELPED BRING FORTH RESOLUTIONS OPPOSING VOUCHERS AND THE RESOLUTION AFFIRMING OUR LGBTQ YOUTH IN OUR SCHOOLS.

BOTH RESOLUTIONS HAD THE SUPPORT OF OUR ENTIRE BOARD AND PASSED UNANIMOUSLY.

AND FOR THAT I THANK THE REST OF MY BOARD.

I HAVE VISITED SCHOOLS.

HAD AN ALL ADMINISTRATORS MEETING EVERYBODY BACK TOGETHER WITH OUR NEW ADMINISTRATIVE TEAMS, MET FOR A DAY, HAD A VERY GOOD DAY.

I ATTENDED THE SCHOOL ADMINISTRATORS OF IOWA CONFERENCE IN DES MOINES, ALSO HAD A MEETING WITH THE OTHER UEN SUPERINTENDENTS THAT WE MET TO DISCUSS SIMILAR ISSUES AND LOTS OF TOPICS, INCLUDING LEGISLATIVE ISSUES AND NEW NEW IOWA CODE THAT WAS PUT IN PLACE.

SO IT WAS NICE TO SEE THOSE INDIVIDUALS.

NEW TEACHER ORIENTATION WAS THE OTHER DAY HAD A CHANCE TO INTRODUCE MYSELF TO THAT GROUP, MET WITH OUR NEW DIRECTOR, PHIL HAMMOND, HAD A GOOD CONVERSATION WITH PHIL, HAD AN EXECUTIVE BOARD MEETING WITH THE SIOUX CITY EDUCATIONAL FOUNDATION.

THEY ARE DEFINITELY MOVING IN THE RIGHT DIRECTION.

WE HAD A GREAT FUNDRAISER, DAY OF GOLF WITH THREE HEISMAN TROPHY WINNERS FROM THE UNIVERSITY OF NEBRASKA.

AND AS YOU MOST OF YOU PROBABLY KNOW, I AM A HUSKER FAN.

SO IT WAS A GOOD DAY FOR ME.

DESPITE THAT, IT WAS A GO BIG RED DAY.

SO, YOU KNOW, WE HIRED YOU JUST.

TEACHER FLEX DAY THE TEACHERS HAVE BEEN IN FOR EITHER HALF A DAY OR A WHOLE DAY THAT THEY SCHEDULE WITH THEIR BUILDING PRINCIPAL.

AND THAT HAS WENT WELL AND GOT SOME GOOD FEEDBACK ON THAT, ESPECIALLY FROM TECHNOLOGY DEPARTMENT, BECAUSE THEY HAD ALL THE TEACHERS SHOWING UP ON ONE DAY AND HAVING ALL THESE NEEDS. THEY CAME IN OVER A COUPLE OF WEEKS AND THEN COMMUNICATED THEIR NEEDS WITH THE TECH DEPARTMENT.

SO THAT WAS THAT WAS A POSITIVE TEACHER.

IN-SERVICE DAYS ARE COMING UP AUGUST 17TH, THE 21ST AND 22ND AND SCHOOL STARTS ON AUGUST 23RD.

AND WE ARE ALL LOOKING FORWARD TO HAVING THE STUDENTS BACK IN OUR BUILDINGS AS AS YOU KNOW, WE HAVE A SCHOOL BOARD ELECTION COMING UP ON NOVEMBER 7TH.

WE HAVE FOUR 4 YEAR POSITIONS OPEN AND ONE 2 YEAR POSITION THAT WILL BE OPEN.

AND I'M GOING TO LOOK AT MY ADMINISTRATIVE ASSISTANT JUST TO REMIND ME AND ALL OF US OF THOSE DATES WHEN WE'RE GOING TO COVER IT ON OUR AGENDA ITEM.

EARLEYWINE PUT SOME MATERIALS TOGETHER LOOKING AT OUR OWN THOUGHTS, PLUS THE THE PRIORITIES THAT WE SAW FROM LAST YEAR.

HE'S KIND OF MORPHED THEM INTO THE DOCUMENT THAT YOU SEE IN FRONT OF IT.

BUT THE FIRST ONE ON THE LIST IS STUDENT OPPORTUNITY, PRESCHOOL AND ELL DROPOUT RISK.

AND CLEARLY, WE'RE TRYING TO HELP WITH THE ELL.

WE'RE REVAMPING OUR ELL, HIRING SOME MORE TEACHERS.

AND THE SAME THING WITH STUDENTS AT RISK, ALL THE WORK THAT WE'RE DOING.

AND AS MR. GEORGE MENTIONED, ALL THE ACTIVITIES THAT WE'VE DONE SO FAR THAT WOULD BE ON THE LIST MENTAL HEALTH.

THIS IS AN ONGOING ISSUE THAT WE'VE TALKED ABOUT FOR SEVERAL YEARS NOW.

IT'S STILL ONE THAT'S VERY SIGNIFICANT FOR US AND I THINK FOR THE STATE, FOR THAT MATTER, AND THE COUNTRY, QUITE FRANKLY.

SO THAT'S ANOTHER ONE ON THE LIST.

SPECIAL ED, WE KNEW HERE THAT WE NEEDED TO DO SOMETHING.

WE'VE MADE SOME CHANGES TO THIS YEAR'S PROGRAM, ENHANCING IT AND CHANGING THE NATURE OF IT.

SO, I THINK WE'RE MOVING IN THE RIGHT RIGHT MANNER ON THAT.

WE STILL NEED MORE SPECIAL ED TEACHERS.

IF THERE'S A SHORTAGE OF STAFF, IT'S EASY TO IDENTIFY WHERE IT IS.

OUT OF OUR 30 OPENINGS, TEN OF THEM ARE SPECIAL ED TEACHERS AND OF OUR INSTRUCTIONAL ASSISTANTS, I THINK 14 OUT OF 30 ARE OPENING FOR SPECIAL ED.

SO, STILL SOME WORK TO DO IN THAT AREA.

AND I THINK I'VE TALKED TO DIRECTOR MICHAELSON ON THIS TOPIC AND IT'S KIND OF BOTH OF OUR KICKING IT BACK AND FORTH IS WE REALLY NEED TO DESCRIBE HOW WE'RE GOING TO RUN OUR SPECIAL ED PROGRAM.

WE'RE HOPING THIS YEAR, BY THE END OF THE YEAR OR FIRST PART OF THE YEAR, WE'LL GET A GOOD IDEA ON ON HOW THAT'S WORKING AND WHERE WE CAN WHERE WE CAN MAKE POSITIVE CHANGES TO GET IT BACK TO WHERE TO WHERE IT SHOULD BE.

AND THAT'S A TOPIC THAT WE'RE GOING TO CONTINUE TO DISCUSS AS THE YEAR GOES ON.

TEACHER RECRUITMENT, RETENTION AND LICENSURE.

THAT'S BEEN A FAIRLY BIG FOCUS FOR US, CERTAINLY ACROSS THE STATE.

THAT'S BEEN A BIG ITEM AND ACROSS THE COUNTRY FOR THAT MATTER.

WE'VE BEEN PRETTY LUCKY LAST YEAR AND WE FEEL LIKE WE'RE IN A DECENT POSITION THIS YEAR.

BUT THE THE NEED IS GOING TO BE THERE FOREVER MORE.

I MEAN, WE'RE NOT MAKING AS MANY TEACHERS AS WE USED TO MAKE.

AND THAT'S SOMETHING THAT THAT'S SOMETHING THAT WILL BE WITH US FOR A LONG, LONG TIME.

RECRUITMENT, RETENTION, AND THEN MAKING IT EASIER OR MORE MORE EFFICIENT TO GET LICENSURE, A SUPPLEMENTAL STATE AID.

WE ALL KNOW ABOUT THAT EVERY YEAR.

3% IS WHAT WE RECEIVED LAST YEAR.

I BELIEVE THE YEAR BEFORE IT WAS A LITTLE BIT LESS THAN THAT.

AND, YOU KNOW, IT'S TOUGH.

IT'S VERY TOUGH WITH INFLATION THE WAY IT IS TO CONTINUE TO TO KEEP RECRUITMENT AND RETENTION UP AND ALL THE INCREASED COST OF OUR OPERATIONS.

AT THE SAME TIME, YOU CAN'T JUST TAX TAXPAYERS TO KEEP UP WITH INFLATION RATES.

I MEAN, THEY CAN'T HANDLE THAT BURDEN.

SO, WE'RE IN A PRETTY TOUGH SQUEEZE.

AND I'M HOPEFUL THAT WE CAN GET MORE SUPPLEMENTAL STATE AID GOING FORWARD.

AND THEN OBVIOUSLY, THE PRIVATE SCHOOL CHOICE VOUCHERS, IF YOU WANT TO CALL IT ESAS, WE KNOW THAT THAT'S GOING TO HAVE A COMPOUNDING IMPACT ON US AND ALL PUBLIC SCHOOLS THIS YEAR.

IT DOESN'T APPEAR TO BE THAT SIGNIFICANT THIS YEAR.

I THINK THE 22 WAS THE LAST NUMBER I HEARD THAT STUDENTS THAT NORMALLY WOULD HAVE COME HERE THAT ARE GOING THAT ARE GOING TO PRIVATE SCHOOLS.

BUT THE COMPOUNDING EFFECT OF THAT OVER THE YEARS, AND PARTICULARLY IN YEAR THREE, WHEN IT'S COMPLETELY OPENED UP WITH NO NO INCOME LIMITATION, NO INCOME LIMITATION CRITERIA ON IT, I SUSPECT THAT WILL BE THE FLOODGATE YEAR OF WHEN YOU'LL SEE YOU'LL SEE A LOT OF THAT WHEN THERE'S NO I THINK IT'S 400% POVERTY LEVEL.

THEN NEXT YEAR IS 300% POVERTY LEVEL.

AND THEN YOU'RE FOLLOWING, THERE IS NO LIMITATION WHATSOEVER ON THOSE PRIVATE SCHOOL VOUCHERS OR ESAS.

SO THOSE ARE THOSE ARE THESE ARE THE ITEMS THAT DR.

SO THE ACCOUNTABILITY I MEAN, THE THE BILL PASSED, BUT IT STILL NEEDS SOME TWEAKING, TO SAY THE LEAST, AND THE ACCOUNTABILITY PART OF IT THAT IT DOES NOT EXIST CURRENTLY NEEDS TO HAPPEN.

SO AND I THINK THE AA GOT SHORTCHANGED ON THIS BECAUSE THEY DON'T GET TO COUNT THE PRIVATE SCHOOL KIDS.

IS THAT CORRECT? I FOR THEIR FUNDING, I'M NOT SURE ABOUT THAT.

BUT DO THEY HAVE TO PROVIDE SERVICES TO THEM? YEAH. YEAH.

WORDS THAT I DON'T KNOW IF THEY WERE LEFT OUT INTENTIONALLY OR NOT, BUT LOCAL CONTROL IS STILL AN ISSUE TO ME THAT I THINK WE SHOULD BE HAMMERING THEM ON IN THREE AREAS.

ON SCHOOL SAFETY, THEY PASSED OR TRIED TO PASS A LOT OF BILLS THAT WOULD HAVE TAKEN A LOT OF CONTROL OUT OF OUR SCHOOL DISTRICT'S HANDS TO PROTECT ITS SCHOOLS SURROUNDING.

GUNS SURROUNDING LANGUAGE TOWARDS STUDENTS, SURROUNDING WHAT CAN BE IN OUR SCHOOLS.

SO LOCAL CONTROL IN TERMS OF SCHOOL SAFETY, LOCAL CONTROL IN TERMS OF THE MATERIALS WE HAVE WITHIN OUR SCHOOLS.

I THINK THAT'S A BIG THING AND REALLY JUST TRUST OUR TEACHERS TO RUN THEIR CLASSROOMS, TRUST OUR PRINCIPALS TO RUN THEIR BUILDINGS, TRUST OUR ADMINISTRATORS TO RUN THEIR DISTRICT AND TRUST THE SCHOOL BOARD TO RUN THEIR ADMINISTRATORS.

AND I THINK THE LAST FOUR YEARS IN DES MOINES, WE'VE STRAYED SO FAR FROM THAT KIND OF SIMPLE CONCEPT THAT I THINK WE NEED TO TALK ABOUT THAT HERE. BUT JUST MY OPINION.

WOULD YOU WOULD YOU BE WILLING TO PUT TOGETHER SOME PROPOSED LANGUAGE FOR THAT? AND IF YOU HAD ADDITIONAL ACCOUNTABILITY LANGUAGE, DO YOU WANT TO TRY TO ADD SOMETHING TO TO THAT AND WORK WITH DR.

AND ONE OF THEM IS A BOX ON THERE SAYS, ARE YOU RUNNING TO FULFILL A TERM OR A PERSONAL TERM? SO BEFORE YOU GATHER YOUR SIGNATURES, YOU NEED TO MAKE SURE THAT THAT PETITION IS MARKED AS TO WHAT POSITION YOU'RE RUNNING FOR.

AND I'VE BEEN TOLD THAT IF YOU WANT TO RUN FOR BOTH POSITIONS, YOU CAN ONLY GET TO TURN ONE IN, BUT YOU CAN COLLECT SIGNATURES, ONE WITH THE FOUR YEAR TERM, ONE WITH THE TWO YEAR TERM.

AGAIN, THE ELECTION IS ON NOVEMBER 7TH.

I THINK WITH THE APPOINTMENT POSITION, THE NUMBER OF FOLKS THAT APPLIED WAS WAS REMARKABLE AND ACTUALLY VERY ENCOURAGING THAT I THINK PEOPLE ARE REALLY, REALLY INTERESTED IN PUBLIC EDUCATION.

THEY WANT TO BE PART OF IT.
