[I. Call to Order]
[00:00:05]
IT'S AUGUST 14TH, 2023 AT 6:02 P.M.
I HEREBY CALL THIS MEETING TO ORDER.
PLEASE, WOULD YOU JOIN US FOR THE PLEDGE OF ALLEGIANCE? . SEANIECE, WE GOT A FULL HOUSE TODAY.
WOULD YOU CALL ROLL, PLEASE? BOARD MEMBERS, WE HAVE AN AGENDA IN FRONT OF US THIS EVENING.
IS THERE A MOTION TO APPROVE THE AGENDA?
[IV. Approval of Agenda]
SO MOVED. SECOND.WE HAVE A MOTION AND A SECOND TO APPROVE THE AGENDA.
ANY DISCUSSION? THE ACCOUNTS. NOT THE AGENDA.
YOU WANT TO WAIT TILL THE CONSENT?> OKAY.
SO, OKAY, WE HAVE A MOTION AND A SECOND FOR THE APPROVAL OF THE AGENDA.
ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
AYE. AND MOTION CARRIES AN AGENDA IS APPROVED AT THIS POINT.
IT'S ITEM FIVE ON OUR AGENDA, CITIZEN INPUT.
[V. Citizen Input]
IS THERE ANYONE WHO'S SPEAKING TONIGHT? CHAD CRASTEL.OKAY, MR. CRASTEL, YOU KNOW THE RULES.
STEP FORWARD, PLEASE. GIVE YOUR NAME AND ADDRESS AND YOU HAVE FIVE MINUTES.
MY NAME IS CHAD KRASTEL, 117 SOUTH RUSTON STREET.
I THINK IT IS IMPORTANT TO BRING UP, UNFORTUNATELY, WHAT ORIGINALLY HAPPENED IN 2019.
THE UNTHINKABLE HAPPENED TO MY THEN FOUR YEAR OLD DAUGHTER WHILE ATTENDING LEEDS ELEMENTARY SCHOOL.
SHE WAS ASSAULTED IN THE BATHROOM.
A TARGET WAS PLACED ON MY FAMILY AND I WAS WARNED BY THE TACTICS, BY NUMEROUS PARENTS AND STAFF WHO WOULD WHAT WOULD HAPPEN IF I BROUGHT THIS FORWARD? I WAS TOLD TO BRACE FOR WHAT WAS TO COME, BUT AS AN ARMY VETERAN, I LIVE BY THE ETHOS, NEVER GIVE UP.
SO I DID WHAT I FELT WAS RIGHT.
I CALLED OUT THOSE WHO FAILED TO DO THEIR JOBS, AND AS THE ATTACKS CAME, I, INSTEAD OF COWERING LIKE PARTICULAR INDIVIDUALS WANTED, I STOOD MY GROUND. AND IT WAS THE HARDEST YEARS OF MY FAMILY'S LIVES.
AND DURING THIS UNJUST ENDURING, ALL OF THIS WAS COMPOUNDED BY UNJUST EXPULSION OF MY DAUGHTER'S SERVICE ANIMAL, THEN LEAVING MY DISABLED DAUGHTER AT THE TOP OF THE STAIRS DURING MORNING RUSH.
BUT CONSISTENT HARASSMENT OF MY FAMILY, THE HARASSMENT BY POLICE SCHOOL RESOURCE OFFICERS, THE MISTREATMENT BY SCHOOL ADMINISTRATION, AND THE LIST GOES ON AND ON. WE PLED WITH THE LOCAL CITY AND POLICE FOR HELP, BUT INSTEAD THEY JOINED THE FIGHT AGAINST US.
THEY AGAIN SENT POLICE OFFICERS TO SCHOOL BOARD MEETINGS TO INTIMIDATE US.
IT IS HARD TO TELL WHAT ATTACK WAS THE MOST HEINOUS, BUT I AM HERE TO ADDRESS THE ONE THAT IMPACTED NOT JUST MY FAMILY AND SECULAR CAREER, BUT ALSO MY REPUTATION IN THE MILITARY.
I WAS TRUSTED WITH OUR NATION'S SECRETS.
I WAS A PATRIOT MISSILE LAUNCHING STATION OPERATOR, ACCORDING TO MY MILITARY OCCUPATIONAL SPECIALTY.
BUT IN MY UNIT I WAS THE DRIVER AND COMMANDER'S AIDE.
I RECEIVED A GOOD CONDUCT SERVICE MEDAL AFTER JUST THREE YEARS OF SERVICE.
I WAS A GREAT SOLDIER AND I LIVED BY THE ARMY ETHOS, BUT IN 2020 MY NAME WAS TARNISHED AND IT IS SOMETHING THAT I THAT MAY NOT BE A BIG DEAL TO OTHERS, BUT IT IS TO ME.
WHY? FOR SIMPLY STANDING FOR HIS DAUGHTERS.
AND BECAUSE IT WAS BECAUSE I HAD THE AUDACITY TO SPEAK OUT AGAINST MASK MANDATES.
I HAVE HERE THE INFORMATION FROM THE FBI.
THIS CONFIRMED WHAT I ALREADY KNEW.
[00:05:03]
THEY DID SO BY USING THE AWESOME POWERS OF THE FBI.IN EARLY NOVEMBER 2020, I WAS CONTACTED BY FBI SPECIAL AGENT STEVEN FRIEND.
ORIGINALLY I BELIEVED IT WAS AS A RESULT OF MY COMPLAINTS ABOUT THE SCHOOL DISTRICT, BUT I WAS ONCE I WAS BEHIND CLOSED DOORS, IT WAS CLEAR THAT I WAS THE SUBJECT MATTER.
FAST FORWARD TO THIS YEAR AND THIS SAME SPECIAL AGENT STEVEN FRIEND TESTIFIED TO US CONGRESS ABOUT THE HAVING TO INVESTIGATE PARENTS SPEAKING OUT AT SCHOOL BOARD MEETINGS.
THE INDIVIDUALS INVOLVED CLEARLY VIOLATED MY FIRST AMENDMENT RIGHTS.
AND I'M NOT JUST TALKING ABOUT THE FREEDOM OF SPEECH THAT THEY INTENDED TO INTIMIDATE.
THE FBI IS NOT AN ACRONYM FOR THE FEELINGS BUREAU OF INVESTIGATION.
THEY ARE THE PREMIER LAW ENFORCEMENT AGENCY OF THE UNITED STATES OF AMERICA.
THE SAME PEOPLE WHO ALLOWED ME TO HAVE THE SECURITY CLEARANCE TO DEFEND THE COUNTRY.
THE FBI IS NOT HERE BECAUSE SOMEBODY GETS SCARED AND THEIR FEELINGS GET HURT.
I AM NOT A DOMESTIC TERRORIST.
AND TO SUGGEST OTHERWISE IS SLANDEROUS.
THIS IS A WASTE OF GOVERNMENT RESOURCES AND TAXPAYERS MONEY.
I EARNED MY GLOBAL WAR ON TERRORISM EXPEDITIONARY MEDAL.
I KNOW WHAT A REAL TERRORIST IS.
I LOVE MY COUNTRY AND I LOVE MY COUNTRYMEN.
I WOULD NEVER AND WILL NEVER CONDONE, PARTICIPATE, OR EVEN THINK ABOUT DOMESTIC TERRORISM.
FOR THOSE WHO MAY NOT KNOW WHAT TERRORISM MEANS, IT IS THE UNLAWFUL USE OF VIOLENCE AND INTIMIDATION, ESPECIALLY AGAINST CIVILIANS AND THE PURSUIT OF A POLITICAL AIM.
SO I ASK, WHO IS MORE ALIGNED WITH THIS DEFINITION? THE PARENT PROTECTING THEIR CHILDREN OR THE INDIVIDUALS WHO ABUSE THE POWERS OF THE FBI TO INTIMIDATE A PARENT FOR PROTECTING HIS CHILDREN WITH THE AIM OF SHUTTING DOWN HIS FIRST AMENDMENT RIGHTS.
JUST SOME CLARIFYING QUESTIONS.
YEP. DID YOU EVER THREATEN EITHER VERBALLY OR IN WRITING ANY BOARD MEMBER, ADMINISTRATOR OR TEACHER? NEVER.
DID YOU APPROACH ANY BOARD MEMBER, ADMINISTRATOR OR TEACHER OUTSIDE THIS BOARD ROOM OR IN WRITTEN COMMUNICATION? NO. DID YOU EVER HAVE ANY BOARD MEMBER, ADMINISTRATOR OR STAFF MEMBER APPROACH YOU AND SAY, WE'RE SCARED OF YOUR LANGUAGE? IT SOUNDS THREATENING? NO, THANK YOU, MR. CRASTEL. I HAVE CLARIFYING QUESTIONS AS WELL.
OF COURSE, IN COMMUNICATION WITH EMAILS WITH BOARD MEMBERS, WOULD YOU SAY YOU CAME ACROSS VERY THREATENING? NO. OKAY.
AND I WANT TO CLARIFY THAT YOU HAVE MENTIONED MY NAME.
IS IT BECAUSE OF I WAS IN LEADERSHIP AT THAT POINT? THAT'S A CLARIFYING QUESTION.
ARE YOU ASKING IF YOU WERE IN LEADERSHIP? NO, I'M ASKING I'M SAYING THAT YOU WERE ONE OF THE PEOPLE THAT COLLUDED WITH THESE MEMBERS TO HAVE THE FBI INVESTIGATE ME.
SO, I WANT THAT TO BE ON RECORD.
THANK YOU. SEANIECE, ANYONE ELSE? NO. OKAY.
BOARD MEMBERS, IT'S TIME FOR OUR CONSENT ACTION ITEMS.
[VI. Consent Action Item(s)]
ITEM SIX ON OUR AGENDA.THERE ARE SEVERAL, SO IF YOU'LL BEAR WITH ME, WE'LL GET THROUGH THESE.
IT IS THE RECOMMENDATION THAT THE BOARD OF DIRECTORS APPROVES THE FOLLOWING CONSENT ACTION ITEMS. ITEM A BOARD MEETING MINUTES FROM JULY 24TH, 2023.
ITEM B HUMAN RESOURCES REPORT.
ITEM D, ALTERNATIVE SUPPORT FURNITURE PURCHASE ITEM E, IMAGINE LEARNING ITEM F, FIRE ALARM AND DETECTION EQUIPMENT INSPECTIONS ITEM G.
ITEM H ASPI SOLUTIONS/ BOUND SERVICE AGREEMENT ITEM I CONTRACTS FOR BOARD
[00:10:02]
APPROVAL A SERIES OF THEM.ITEM J MTSS SUPPORT SPECIALIST.
ITEM K LEARNING WITHOUT TEARS.
ITEM L LEXIA LEARNING SYSTEMS, LLC.
BOARD MEMBERS, IS THERE A MOTION TO APPROVE THE CONSENT ACTION ITEMS? SO MOVED. SECOND.
WE HAVE A MOTION AND A SECOND TO APPROVE THE CONSENT ACTION ITEMS. ANY DISCUSSION, BOARD MEMBERS? I DO. I HAVE A COUPLE OF QUESTIONS.
THE FIRST ONE IS WITH, TO MRS. BEMIS ON THE ALTERNATIVE SUPPORT FURNITURE PURCHASE.
THE QUESTION I HAVE IS I WAS LOOKING AT IT AND IT WAS 77,000 AND HAD PURCHASE FOR FURNITURE FOR WEST EAST NORTH AND THE ALTERNATIVE CENTER I THINK THE ESE.
SO THE ALTERNATIVE, THE FURNITURE IS FOR OUR STUDENTS IN THE ALTERNATIVE SUPPORT CLASSROOMS. BUT NOT IT'S NOT FOR HERE, IT'S FOR OUR STUDENTS IN THE ALTERNATIVE.
SO OKAY, WE HAVE WE'RE USING THE ROTC ROOMS. WE'VE TRANSITIONED THOSE INTO THE ALTERNATIVE SCHOOL HERE, AND THEY HAVE NEW FURNITURE, NEW WHITEBOARDS.
EVERYTHING IS WE HAVE EVERYTHING FURNISHED HERE FOR OUR WHOLE SCHOOL.
OKAY. THANK YOU. THAT CLARIFIED THAT.
MY OTHER QUESTION IS IS GOING TO GO TO.
IT'S ON J WITH JARED MOSHER, THE MTSS SUPPORT SPECIALIST.
IT SHOWS THE 60,000 FOR THE THREE DIFFERENT SCHOOLS TO HIRE PEOPLE TO WORK WITH OUR AT RISK STUDENTS IN A WIDE VARIETY OF JOB DESCRIPTIONS.
AND THAT REALLY CONCERNS ME WITH THE THE JOB AND THAT YOU'RE LOOKING TO SET THESE PEOPLE UP FOR.
PEOPLE WHO ARE WELL, EXPERTISE AND HAVE THE EXPERIENCE.
SO MY CONCERN WAS THAT MINIMAL DEGREE.
SO IF YOU CAN SPEAK TO THAT, FIRST OF ALL.
THE BASE SALARY IS 42.5 FOR THOSE POSITIONS.
AND THE POSITIONS, THEY'RE BEING ADDED OBVIOUSLY OUT OF NEED.
RIGHT NOW. WE'RE FACING A SHORTAGE IN THAT REGARD.
MR. MOSHER, CAN YOU GIVE A BRIEF JOB DESCRIPTION OF WHAT THIS INDIVIDUAL WILL DO? YEAH. SO I YEAH, I HAVE ONE.
THEY'RE GOING TO MEET WITH SMALL GROUPS, ISN'T IT? YEAH, IT'S IN OUR MATERIALS TONIGHT.
OKAY. BUT I WANT, I WANT IT ON RECORD.
YEAH. THEY'RE GOING TO MEET WITH SMALL GROUPS OF STUDENTS.
THEY'RE GOING TO THAT HAVE SOME OF THOSE SOCIAL EMOTIONAL NEEDS.
THEY'RE GOING TO HELP PROVIDE TEACHING IN THOSE SKILLS.
IS THAT KIND OF WHAT YOU'RE LOOKING FOR? WELL, IT KIND OF TIE IN WITH.
YES, KIND OF TYING IN WITH MS. SCELERO, I THINK WE WE SHOULD BE LOOKING FOR SOMEONE WITH A SOCIAL WORK DEGREE JUST BASED ON THE FACT THAT WHEN DEALING WITH A A CRISIS SITUATION, NOT SAYING NOT GOING TO DIMINISH ANYONE'S LIFE EXPERIENCE, BUT I JUST THINK THAT THAT WE'LL COVER OURSELVES MOST TRAINED INDIVIDUALS FOR THOSE I'M READING BETWEEN THE LINES HERE.
BUT I HEARD MORE THAN A HIGH SCHOOL DEGREE AND I HEARD A DEGREE IN SOCIAL WORK.
IS THERE A MIDDLE GROUND? COULD WE POTENTIALLY EVEN, LIKE PROPOSE AA DEGREE OR SOMETHING.
I MEAN, I WOULD NOT WANT TO CONSENT TO SOMEONE COMING OUT OF HIGH SCHOOL OR WITH SOMEBODY WITH JUST A HIGH SCHOOL DEGREE AND BEING THROWN INTO A DEALING WITH CHALLENGING STUDENTS.
AND SO I WOULD I'M GOING TO PROPOSE IF WE CAN MAKE THAT EITHER I DON'T KNOW IF A MINIMAL AA DEGREE OR A SOCIAL WORK DEGREE, I'M NOT SURE, BUT I JUST WANT SOMETHING OTHER RIGHT NOW THAN HIGH SCHOOL. BUT WE NEED MORE THAN HIGH SCHOOL DEGREE.
SO I GUESS THE QUESTION IS, BOARD MEMBERS, DO WE WANT TO TRY TO PROPOSE A MODIFICATION TO THE? IT SOUNDS LIKE THE JOB DESCRIPTION TO ME THAT'S CONTAINED IN OUR MATERIALS.
DO WE WANT TO PROPOSE A MOTION TO MODIFY THE JOB DESCRIPTION WITH REGARD TO EDUCATION? OR DO YOU WANT TO TAKE THIS OFF AND TABLE THIS FOR A ANOTHER DISCUSSION OR APPROVE ALL OF THEM EXCEPT FOR J AND THEN COME BACK AND WORK ON J HERE OR HAVE THEM BRING IT BACK TO THE NEXT MEETING? I'M OPEN TO WHAT YOU'D LIKE TO DO.
[00:15:03]
SO, WE'RE LOOKING TO WHAT YOU'RE SUGGESTING, I BELIEVE, IS TO AMEND THE EDUCATION AND OR EXPERIENCE PORTION OF THE JOB DESCRIPTION? YES. YES, FOR J.MR. GEORGE, YOU WERE A LITTLE BIT FURTHER THAN THAT? I THINK, YES, I THINK IT SHOULD BE A DEGREE BECAUSE I THINK YOU'RE DEALING WITH SOME OF THE EMOTIONALLY CHALLENGED STUDENT POPULATION AND TO HAVE SOME BASE KNOWLEDGE OF THE TECHNIQUES AND SKILL SETS, I THINK YOU SHOULD HAVE A.
JUST HAVING BEEN A COUNSELOR, A LOT OF TIMES YOU HAVE A LOT OF DIFFERENT PEOPLE THAT ARE TRYING TO WORK WITH THESE STUDENTS THAT ARE AT RISK AND THEY ALL HAVE THEIR OWN IDEAS AND WHEN THEY'RE NOT TRAINED, THEY'RE REALLY SOMETIMES MISLEADING THESE KIDS.
SO I'M REALLY CONCERNED ABOUT THAT.
FULL DISCLOSURE, I'M MARRIED TO A SOCIAL WORKER.
SHE TRIES TO HELP ME EVERY DAY.
HAVE LIFE EXPERIENCE. EVEN THOUGH.
I WOULD LIKE TO HEAR THE RECOMMENDATION OF HR OR OUR SUPERINTENDENT OR ASSISTANT SUPERINTENDENT.
OUR AIM IS TO ONLY HIRE PEOPLE WITH LIKE A DEGREE IN SOCIAL WORK, PUBLIC SERVICE.
BUT THEN WHY DON'T WE CHANGE THE JOB DESCRIPTION? TO THEN PUT THAT EXPECTATION, I DON'T SEE A PROBLEM WITH THAT AT ALL.
WE DO WANT HIGHLY QUALIFIED INDIVIDUALS.
YEAH. CAN WE AMEND THAT? I DO WANT HIGHLY QUALIFIED INDIVIDUALS.
WE CAN PASS IT. SO, BOARD MEMBERS, WE WOULD NEED A MOTION TO MODIFY.
WE NEED A MOTION TO MODIFY THE JOB DESCRIPTION TO SAY AT A ASSOCIATE DEGREE.
IS THERE A COLLEGE DEGREE? COLLEGE DEGREE IN SOCIAL WORK OR? OR IN A RELATED FIELD.
YEAH, RELATED FIELD. WE JUST, IF WE JUST SAY SOCIAL WORK, WE'RE REALLY LIMITING THE POOL.
WE'RE TRYING TO, AND I UNDERSTAND WHERE WE'RE COMING FROM HERE, AND I UNDERSTAND YOUR CONCERNS.
BELIEVE ME, A LITTLE WIDER THAN THAT, JUST BECAUSE WE KNOW THAT THERE'S NOT.
IT SOUNDS TO ME LIKE WE WANTED MORE THAN JUST A HIGH SCHOOL DEGREE.
SO CAN WE JUST CROSS OUT HIGH SCHOOL? WOULD WE BE COMPLIANT THEN? IF WE WOULD STRIKE MINIMUM EDUCATION REQUIRED AS A HIGH SCHOOL DEGREE? JUST PUT, MINIMUM EDUCATION WOULD BE.
A BACHELOR'S DEGREE FROM AN ACCREDITED COLLEGE OR UNIVERSITY? BERNIE SAID AN ASSOCIATES.
AND I'M GOOD WITH I MEAN, I'M NOT A BACHELOR DEGREE IS WOULD BE GREAT, TOO.
GOMEZ SUGGESTED OR RELATED FIELDS.
I GUESS SAY AT THE MINIMUM WHAT I WOULD SAY IS A MINIMUM OF AN ASSOCIATE'S DEGREE OR A MASTER'S DEGREE IN A SOCIAL WORK RELATED FIELD OR . OR, BUT DO YOU? I THINK THAT'D BE FINE. A MINIMUM OF AN ASSOCIATE'S? YES. AN ASSOCIATE'S DEGREE.
OKAY. AND WE'RE GOOD WITH THE SOCIAL WORK OR RELATED, SOCIAL WORK RELATED FIELD? YES. YES.
RIGHT. ALL RIGHT. SO IS THERE A MOTION TO MODIFY THE JOB DESCRIPTION UNDER ITEM J, MTSS SUPPORT SPECIALISTS TO MODIFY THE JOB REQUIREMENTS TO INDICATE AN ASSOCIATE'S DEGREE.
SO MOVED. SECOND. WE HAVE A MOTION ON THE FLOOR, SO WHAT WE CAN DO IS WE CAN.
MODIFY IT. WE'RE MODIFYING THE MOTION ON THE FLOOR.
AND TO TREAT IT SEPARATELY. BOARD MEMBERS, IS THERE A CONSENSUS TO PULL ITEM J OFF THE AGREEMENT? WE'LL GET CLEAN APPROVAL ON ALL THE OTHERS AND THEN BRING THAT.
SO, IS THERE A? WE HAVE A MOTION ON THE FLOOR TO APPROVE THESE.
IS THERE A MOTION TO REMOVE ITEM J FROM THE CONSENT ACTION LIST AND TO ADDRESS IT SEPARATELY? SO MOVED. SECOND.
OKAY. ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
ANY DISCUSSION, BOARD MEMBERS? ANYTHING FROM THE PUBLIC SINCE? OKAY. ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
OKAY. NOW WE HAVE THE AMENDED CONSENT ACTION ITEMS. ITEM` A, B, C, D, E, F, G, H AND K AND L FOR APPROVAL.
IS THERE A MOTION FOR SUCH? SO MOVED. WE HAVE IT.
WE ALREADY HAVE THAT. THE AMENDED MOTION NOW.
OKAY. ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
OKAY. IS THERE A MOTION TO MODIFY THE JOB DESCRIPTION UNDER ITEM J MTSS SUPPORT SPECIALIST TO SAY MINIMUM JOB REQUIREMENTS ARE AN ASSOCIATE'S DEGREE OR BACHELOR'S DEGREE WITH RELATED EXPERIENCE IN SOCIAL WORK?
[00:20:09]
NO, DEGREE IN SOCIAL WORK OR RELATED FIELD RELATED FIELD.YOU STATED YOU'RE BETTER THAN I AM.
MINIMAL DEGREE OF MINIMAL ASSOCIATE DEGREE IN SOCIAL WORK OR RELATED FIELD.
OKAY. THERE'S A MOTION ON THE FLOOR.
IS THERE A SECOND TO THE MOTION? SECOND. WE HAVE A MOTION.
A SECOND ON THE FLOOR TO MODIFY THE MTSS SUPPORT SPECIALIST JOB DESCRIPTION.
ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
MOTION CARRIES AND JOB DESCRIPTION IS MODIFIED.
MOVING ON TO BOARD MEMBER REPORTS AND THEN FUTURE MEETINGS.
[VII. Board Member Reports / Future Meetings]
BOARD MEMBER REPORTS.MR. MICHAELSON, WOULD YOU LIKE TO GO FIRST, PLEASE? SURE. VERY BRIEFLY.
THANK YOU TO ALL OF YOU GUYS ON THE CABINET.
WITH THAT, I'LL ENTER MY REPORT.
ALL RIGHT. MR. HAMMOND? LAST WEEK, I WENT OVER TO WEST HIGH SCHOOL FOR THE NEW TEACHER ORIENTATION.
EARLEYWINE AND BOARD PRESIDENT GREENWELL GAVE A VERY ENCOURAGING TALK.
SO THAT WAS A NEAT THING BEING OVER THERE WITH WITH THE NEW TEACHERS.
MS. SCARLETT? YES, I LIKE TO CONGRATULATE.
I DID THIS LAST TIME AND I DID NOT HAVE HER NAME.
SO CONGRATULATIONS TO CHLOE ROOP FOR TAKING HOME THE SILVER MEDAL AND THE NATIONAL FASHION SHOW.
ALSO, CONGRATULATIONS TO MR. JIM TILGHMAN FOR A PUBLISHED AFRICAN AMERICAN HISTORY IN SIOUX CITY.
THIS BOOK ACTUALLY HIGHLIGHTS EDUCATORS, THE FIRST AND MANY OF WHICH SERVED IN DIFFERENT CAPACITIES FROM ADMINISTRATION, TEACHERS AND OTHER AREAS IN OUR DISTRICT.
SO, IT'S A GREAT BOOK TO HAVE AND IT'S IN OUR MUSEUM NOW.
FOR THE RECORD, MANY PEOPLE HAVE ACCOMPLISHED QUITE A BIT IN THIS CITY AND WE'RE VERY PROUD OF THAT.
I WANT TO WELCOME ALL THE NEW TEACHERS, EVEN THOUGH I WAS NOT ABLE TO MAKE THE LUNCHEON, BUT WELCOME YOU ALL TO OUR DISTRICT AND BEST WISHES FOR A GREAT YEAR. WISHING EVERYBODY A GREAT UPCOMING 20 2324 SCHOOL YEAR.
THANK YOU, MR. GOODVIN? SORRY, I WAS NOT ABLE TO BE HERE LAST TIME IN PERSON.
AND NOT THAT SORRY THOUGH, BECAUSE WE WENT ON VACATION SO IT WAS GOOD.
ALL I WAS GOING TO TALK ABOUT TONIGHT AND I CAN MAKE IT BRIEF.
I'VE GOTTEN A LOT OF COMMUNICATION FROM STAFF MEMBERS WHO ARE UPSET.
MIGHT NOT BE THE RIGHT WORD, BUT CONFUSED AS TO AS TO THE INVOLUNTARY TRANSFERS.
I THINK IT'S A BOARD'S DUTY TO NOT BE INVOLVED IN THEM.
BUT I ALSO MADE IT CLEAR TO THEM THAT I AM INTERESTED IN THE PROCESS AND THAT WE'RE DOING THE SAME PROCESS FOR EACH BUILDING, FOR EACH POSITION, FOR EACH CLASSROOM . SO, I KNOW I GOT A LOT AND I PROBABLY DIDN'T RESPOND TO EVERY SINGLE ONE OF THEM.
IF THERE'S ANY CONCERNS ON IF YOU THOUGHT YOU WERE TREATED DIFFERENTLY OR FOR WHATEVER REASON.
I DO THINK THAT IS WHERE THE BOARD COULD BECOME INVOLVED ON.
THANK YOU. DIRECTOR SCOLARO? FIRST OF ALL, I WANTED TO LET YOU KNOW THAT I ATTENDED THE NEW TEACHER ORIENTATION LUNCHEON AS WELL.
I ONCE GOT ON THE BACK ARTICLE AND SIOUXLAND WOMEN NEVER GOT THE COVER, SO IT'S VERY IMPRESSIVE.
I ALSO WANTED TO SPEAK FOR I HAVE A STATEMENT.
I'VE TALKED TO PEOPLE INDIVIDUALLY, BUT I WANTED TO SHARE WITH YOU PUBLICLY TODAY THAT WITH REGARDS TO MY NOT RUNNING FOR SCHOOL BOARD IN THE UPCOMING ELECTION, IT HAS BEEN AN HONOR TO SERVE THE STUDENTS, THE FACULTY AND STAFF, THE ADMINISTRATION AND THE COMMUNITY SINCE MY APPOINTMENT A YEAR AGO LAST AUGUST.
[00:25:04]
I'M PROUD OF THE WORK WE AS A BOARD HAVE DONE COLLECTIVELY UNDER PRESIDENT GREENWELL'S LEADERSHIP.I HAD THE OPPORTUNITY TO SPEAK AT THE PUBLIC HEARING HELD AT THE STATE CAPITOL REGARDING VOUCHERS.
BOTH RESOLUTIONS HAD THE SUPPORT OF OUR ENTIRE BOARD AND PASSED UNANIMOUSLY.
AND FOR THAT I THANK THE REST OF MY BOARD.
I HAVE ALWAYS TRIED TO RESPOND TO YOU SO THAT YOU KNEW.
I ALSO HEARD YOU AS NECESSARY.
I SHARED YOUR CONCERNS WITH THE APPROPRIATE PERSONNEL.
I HAVE TRIED TO PROCESS INFORMATION LOGICALLY AND TO BE ENGAGED IN THE ISSUES WITHOUT OVERSTEPPING MY POSITION AS I RESPECT EACH OF YOU AS PROFESSIONALS IN YOUR RESPECTIVE JOBS.
ALTHOUGH I'M LOOKING TO HAVE MORE FLEXIBILITY IN THE FUTURE TO TRAVEL AND SPEND MORE TIME WITH MY 94 YEAR OLD FATHER IN NEW YORK, PLEASE KNOW THAT I STILL HOPE TO CONTINUE CONTRIBUTING TO THIS COMMUNITY AND BEING A VOICE FOR THOSE WHO NEED ONE.
TO THOSE PLANNING ON RUNNING FOR SCHOOL BOARD, YOU SHOULD BE ATTENDING SCHOOL BOARD MEETINGS.
YOU MUST AND NEED TO KNOW THE LOCAL ISSUES, KNOW NOT JUST THE WEAKNESSES OF THIS DISTRICT, BUT KNOW OUR STRENGTHS, KNOW THE STRENGTHS OF THE BOARD MEMBERS AS WELL AS THE WEAKNESSES, AND BE WILLING TO CHALLENGE YOURSELF, THE DISTRICT, THE REST OF THE BOARD, WHEN MAKING DECISIONS FOR THE GOOD OF THE STUDENTS, STAFF AND THE COMMUNITY AND ALWAYS LEAD WITH INTEGRITY.
PLEASE, PLEASE, PLEASE CONTINUE TO FIGHT FOR OUR STUDENTS, ALL OUR STUDENTS.
AND FOR THAT, I CLOSE MY REPORT.
WHEN MS. SCOLARO CAME ON THE BOARD, INITIALLY SHE HAD DOZENS OF QUESTIONS AND THEY WERE ABSOLUTELY WONDERFUL QUESTIONS. AND THERE WERE TIMES WHEN I'M LIKE, MAN, THAT'S A GOOD QUESTION.
HOW THE HECK DOES SHE KNOW THAT? BUT THEN AGAIN, SHE ONLY HAS 25 YEARS OF OF COUNSELOR EXPERIENCE.
BUT BUT I JUST WANT TO SAY IT'S BEEN A PRIVILEGE AND A PLEASURE TO WORK WITH YOU.
AND I ENJOYED EVERY SINGLE ONE OF YOUR QUESTIONS.
THANK YOU. I'LL HAVE SOME MORE.
PRESIDENT GREENWELL, I WANT TO START OFF BY THANKING YOU, MR. GREENWELL, PRESIDENT GREENWELL FOR YOUR STATE OF THE DISTRICT AND BOARD REPORT AT THE LAST SCHOOL BOARD MEETING.
I CANNOT BE AS PROUD AS I AM TODAY OF THIS BOARD.
WE HAVE WEATHERED STORMS AND CONFLICTS TO PROVIDE A DISTRICT.
THIS COMMUNITY CAN BE PROUD OF.
THIS BOARD AND ADMINISTRATIVE, LED BY DR.
EARLEYWINE USES LOGIC, COMMON SENSE AND PASSION TO MAKE THE RIGHT MOVES AND DECISION.
IT IS UNPRECEDENTED THAT A SCHOOL BOARD HAS TO NAME NOT ONE, BUT TWO BOARD MEMBERS TO SERVE.
I BELIEVE THIS BOARD MADE THE RIGHT DECISIONS.
I WANT TO THANK THOSE TWO, MS. SCOLARO AND MR. PHIL HAMMOND, FOR STEPPING UP AND TO SERVE.
THIS IS A THANKLESS JOB WITHOUT MONETARY COMPENSATION OR A PAT ON THE BACK.
I WOULD BE VERY PROUD TO SERVE WITH ANY ONE OF THEM.
AT THE LAST BOARD MEETING, WE HAD A MEMBER OF THE STATE LEGISLATURE, MR. BOB HENDERSON, COME AND SPEAK TO US.
I WANT TO THANK HIM AND ENCOURAGE OTHER ELECTED STATE OFFICIALS TO COME AND VISIT.
MR. HENDERSON GAVE US A BRIEF BREAKDOWN ABOUT THIS PAST YEAR'S LEGISLATION AND IF YOU LISTEN.
POSSIBLE FUTURE LEGISLATION IN STORE FOR THE PUBLIC SCHOOLS.
HE TALKED ABOUT POLICIES I BELIEVE OUR DISTRICT HAS AND WILL CONTINUE TO MAKE DECISIONS ON POLICIES THAT WILL ENHANCE THE STUDENT'S EDUCATIONAL EXPERIENCE WHILE PROVIDING A SAFE ENVIRONMENT FOR THEM.
I ALSO WANT TO CONGRATULATE THE NEW TEACHERS TO THIS DISTRICT.
IT WAS A PRIVILEGE TO ATTEND THE LUNCHEON LAST MONDAY.
I PARTICIPATED IN THE BOARD FINANCE FACILITY COMMITTEE.
AS YOU WILL SEE, THEY HAVE THEY ARE BUSY MAKING THIS DISTRICT A DESTINATION DISTRICT.
[00:30:08]
TITAN IS A RECENT GRADUATE OF WEST HIGH.ALL OF WEST HIGH, ALL OF SIOUX CITY SHOULD BE PROUD OF THIS YOUNG MAN.
AND THIS I CONCLUDE MY REPORT.
I JUST WANT TO SAY THERE'S A COUPLE OF ITEMS ON MY MY LIST TONIGHT.
ONE IS THE NEW TEACHER MEETING.
BUT THE GOING TO THE NEW TEACHER HIRE IS LIKE, THERE'S SO MUCH ENERGY IN THAT BUILDING.
WHEN YOU SIT DOWN AND HAVE LUNCH, IT'S INFECTIOUS AND YOU CAN FEEL THAT THE ADMINISTRATORS ARE EXCITED ABOUT THE NEW TEACHERS BRINGING THE NEW TEACHERS ON AND THEY'RE EXCITED. AND ONE OF THE THINGS THAT I SAID THAT THAT I CAN STILL REMEMBER THE NAMES OF MY FIRST GRADE TEACHERS ALL THE WAY UP AND AND THAT'S THE IMPACT THAT TEACHERS HAVE ON KIDS LIVES.
AND WE WANT TO SAY BEST OF LUCK.
AND I THINK THIS BOARD IS READY TO GIVE THEM OUR SUPPORT AND PUT ALL THE EFFORT INTO IT.
SO, IT WAS IT WAS VERY GOOD TO GO TO THAT TO GO TO THAT MEETING.
MR. CRASTEL APPROACHED ME SOME TIME BACK ABOUT TWO MONTHS AGO, I THINK, AND HE PUT ME ON THE SPOT.
HE SAID, DID YOU OR THE BOARD TURN ME IN TO THE FBI? AND AT THAT POINT I ASSURED MR. CRASTEL THAT THE BOARD NEVER, EVER TALKED ABOUT IN ANY MEETING THAT I WAS IN, NOR ANY COMMITTEE MEETING THAT I WAS IN.
SO I ASSURED HIM THAT, NO, WE DID NOT.
AND FOR WHAT? I DON'T KNOW. I BELIEVE MR. CRASTEL'S RIGHTS ARE PROTECTED BY THE FIRST AMENDMENT BECAUSE MR. CRASTEL CAME BEFORE THE BOARD ON MULTIPLE OCCASIONS AND WE WEREN'T VERY EXCITED ABOUT IT.
BUT HE CAME TO EXPRESS HIS VIEWS ON MASKING AS WELL AS DEFEND HIS CHILD'S RIGHTS.
HE'S OUT OF ORDER. IN SUMMARY, WE HAVE HAD SEVERAL EPISODES OF FORMER LEADERSHIP ON DISPLAY TONIGHT.
LET ME SHARE FOUR SIGNIFICANT EVENTS THAT ILLUSTRATE THIS BEHAVIOR.
THERE ARE MANY OTHERS. NUMBER ONE, TURNING IN MR. CRASTEL AS A DOMESTIC TERRORIST.
NUMBER TWO, RELEASE OF CLOSED SESSION CONTENTS TO HARM STAFF AND THE BOARD.
MR. GREENWELL, MY NAME HAS BEEN MENTIONED IN THERE, AND YOU ARE OUT OF ORDER.
I DID NOT MENTION YOUR NAME AT ALL.
SO, THIS IS VERY MUCH OUT OF ORDER.
GREENWELL, YOU ARE OUT OF ORDER. THIS IS OUT OF ORDER ONCE AGAIN.
ONCE AGAIN, LEGAL SUPERINTENDENT.
WE CAN HAVE A RECESS, IF YOU'D LIKE.
SECOND. OKAY. TAKE A FIVE MINUTE RECESS.
OKAY, BOARD MEMBERS, WE'RE BACK IN SESSION AFTER THE RECESS.
BOARD MEMBERS, I BELIEVE THAT IT'S TIME TO CONCLUDE THE DIRECTOR'S REPORTS AND WISH THESE ITEMS COULD BE RESOLVED AMICABLY.
SO, AT THIS POINT, WE'LL CONCLUDE OUR DIRECTOR'S REPORTS AND MOVE ON TO THE NEXT.
MAY I MAKE ONE STATEMENT? YES, PLEASE. I JUST WANT TO APOLOGIZE TO THE PEOPLE OUT THERE FOR WHAT HAPPENED HERE, AND THAT'S WHY WE TOOK OUR TIME OUT.
SO I ACCEPT MY APOLOGY FOR THAT.
WE HAVE A LOT OF PASSION ON THIS BOARD.
AND I JUST WANT TO MAKE SURE YOU GUYS UNDERSTAND THAT.
BUT SPEAKING FOR MYSELF AND SEVERAL OF THE BOARD MEMBERS, THIS IS NOT US.
YOU KNOW, TARGETING CITIZENS IS NOT US EITHER.
WE'LL MOVE ON TO THE NEXT ITEM.
DR. EARLEYWINE? OH, SORRY. WE'LL TALK ABOUT FUTURE MEETINGS.
THE BOARD POLICY COMMITTEE ON AUGUST 15TH, 2023, THE BOARD FINANCE AND FACILITIES COMMITTEE MEETING ON AUGUST 21ST, THE BOARD STUDENT ACHIEVEMENT COMMITTEE ON AUGUST 23RD. REGULAR SCHOOL BOARD MEETING.
BOARD FINANCE AND FACILITIES COMMITTEE MEETING.
SEPTEMBER 5TH BOARD STUDENT ACHIEVEMENT COMMITTEE MEETING.
THOSE ARE OUR FUTURE BOARD MEETINGS AND COMMITTEE MEETINGS.
[00:35:04]
IT'S NOW TIME FOR ITEM EIGHT ON OUR AGENDA.[VIII.Superintendent’s Report - Dr. Rod Earleywine]
SUPERINTENDENTS REPORT. DR.I ATTENDED THE SCHOOL ADMINISTRATORS OF IOWA CONFERENCE IN DES MOINES, ALSO HAD A MEETING WITH THE OTHER UEN SUPERINTENDENTS THAT WE MET TO DISCUSS SIMILAR ISSUES AND LOTS OF TOPICS, INCLUDING LEGISLATIVE ISSUES AND NEW NEW IOWA CODE THAT WAS PUT IN PLACE.
SO IT WAS NICE TO SEE THOSE INDIVIDUALS.
NEW TEACHER ORIENTATION WAS THE OTHER DAY HAD A CHANCE TO INTRODUCE MYSELF TO THAT GROUP, MET WITH OUR NEW DIRECTOR, PHIL HAMMOND, HAD A GOOD CONVERSATION WITH PHIL, HAD AN EXECUTIVE BOARD MEETING WITH THE SIOUX CITY EDUCATIONAL FOUNDATION.
THEY ARE DEFINITELY MOVING IN THE RIGHT DIRECTION.
AND AS YOU MOST OF YOU PROBABLY KNOW, I AM A HUSKER FAN.
DESPITE THAT, IT WAS A GO BIG RED DAY.
SO, YOU KNOW, WE HIRED YOU JUST.
AND THAT HAS WENT WELL AND GOT SOME GOOD FEEDBACK ON THAT, ESPECIALLY FROM TECHNOLOGY DEPARTMENT, BECAUSE THEY HAD ALL THE TEACHERS SHOWING UP ON ONE DAY AND HAVING ALL THESE NEEDS. THEY CAME IN OVER A COUPLE OF WEEKS AND THEN COMMUNICATED THEIR NEEDS WITH THE TECH DEPARTMENT.
SO THAT WAS THAT WAS A POSITIVE TEACHER.
IN-SERVICE DAYS ARE COMING UP AUGUST 17TH, THE 21ST AND 22ND AND SCHOOL STARTS ON AUGUST 23RD.
AND WE ARE ALL LOOKING FORWARD TO HAVING THE STUDENTS BACK IN OUR BUILDINGS AS AS YOU KNOW, WE HAVE A SCHOOL BOARD ELECTION COMING UP ON NOVEMBER 7TH.
WE HAVE FOUR 4 YEAR POSITIONS OPEN AND ONE 2 YEAR POSITION THAT WILL BE OPEN.
WE GOT AN AGENDA ITEM WE'LL COVER.
ALL RIGHT. WE'LL GET IT TO THAT AT THAT TIME THEN.
AND WITH THAT, I WILL END MY REPORT.
BOARD MEMBERS, WE'VE TALKED ABOUT THE LEGISLATIVE PRIORITIES A COUPLE OF TIMES, AND DR.
[IX.A. 2023-2024 Legislative Priorities - President Greenwell RECOMMENDATION: That the Board of Directors approves the 2023-24 Legislative Action Priorities.]
EARLEYWINE PUT SOME MATERIALS TOGETHER LOOKING AT OUR OWN THOUGHTS, PLUS THE THE PRIORITIES THAT WE SAW FROM LAST YEAR.HE'S KIND OF MORPHED THEM INTO THE DOCUMENT THAT YOU SEE IN FRONT OF IT.
BUT THE FIRST ONE ON THE LIST IS STUDENT OPPORTUNITY, PRESCHOOL AND ELL DROPOUT RISK.
AND CLEARLY, WE'RE TRYING TO HELP WITH THE ELL.
WE'RE REVAMPING OUR ELL, HIRING SOME MORE TEACHERS.
AND THE SAME THING WITH STUDENTS AT RISK, ALL THE WORK THAT WE'RE DOING.
THIS IS AN ONGOING ISSUE THAT WE'VE TALKED ABOUT FOR SEVERAL YEARS NOW.
SO THAT'S ANOTHER ONE ON THE LIST.
SPECIAL ED, WE KNEW HERE THAT WE NEEDED TO DO SOMETHING.
WE'VE MADE SOME CHANGES TO THIS YEAR'S PROGRAM, ENHANCING IT AND CHANGING THE NATURE OF IT.
SO, I THINK WE'RE MOVING IN THE RIGHT RIGHT MANNER ON THAT.
WE STILL NEED MORE SPECIAL ED TEACHERS.
IF THERE'S A SHORTAGE OF STAFF, IT'S EASY TO IDENTIFY WHERE IT IS.
SO, STILL SOME WORK TO DO IN THAT AREA.
AND I THINK I'VE TALKED TO DIRECTOR MICHAELSON ON THIS TOPIC AND IT'S KIND OF BOTH OF OUR KICKING IT BACK AND FORTH IS WE REALLY NEED TO DESCRIBE HOW WE'RE GOING TO RUN OUR SPECIAL ED PROGRAM.
WE'RE HOPING THIS YEAR, BY THE END OF THE YEAR OR FIRST PART OF THE YEAR, WE'LL GET A GOOD IDEA ON ON HOW THAT'S WORKING AND WHERE WE CAN WHERE WE CAN MAKE POSITIVE CHANGES TO GET IT BACK TO WHERE TO WHERE IT SHOULD BE.
AND THAT'S A TOPIC THAT WE'RE GOING TO CONTINUE TO DISCUSS AS THE YEAR GOES ON.
TEACHER RECRUITMENT, RETENTION AND LICENSURE.
THAT'S BEEN A FAIRLY BIG FOCUS FOR US, CERTAINLY ACROSS THE STATE.
THAT'S BEEN A BIG ITEM AND ACROSS THE COUNTRY FOR THAT MATTER.
WE'VE BEEN PRETTY LUCKY LAST YEAR AND WE FEEL LIKE WE'RE IN A DECENT POSITION THIS YEAR.
BUT THE THE NEED IS GOING TO BE THERE FOREVER MORE.
[00:40:04]
I MEAN, WE'RE NOT MAKING AS MANY TEACHERS AS WE USED TO MAKE.AND THAT'S SOMETHING THAT THAT'S SOMETHING THAT WILL BE WITH US FOR A LONG, LONG TIME.
WE ALL KNOW ABOUT THAT EVERY YEAR.
3% IS WHAT WE RECEIVED LAST YEAR.
I BELIEVE THE YEAR BEFORE IT WAS A LITTLE BIT LESS THAN THAT.
IT'S VERY TOUGH WITH INFLATION THE WAY IT IS TO CONTINUE TO TO KEEP RECRUITMENT AND RETENTION UP AND ALL THE INCREASED COST OF OUR OPERATIONS.
AT THE SAME TIME, YOU CAN'T JUST TAX TAXPAYERS TO KEEP UP WITH INFLATION RATES.
I MEAN, THEY CAN'T HANDLE THAT BURDEN.
SO, WE'RE IN A PRETTY TOUGH SQUEEZE.
AND I'M HOPEFUL THAT WE CAN GET MORE SUPPLEMENTAL STATE AID GOING FORWARD.
AND THEN OBVIOUSLY, THE PRIVATE SCHOOL CHOICE VOUCHERS, IF YOU WANT TO CALL IT ESAS, WE KNOW THAT THAT'S GOING TO HAVE A COMPOUNDING IMPACT ON US AND ALL PUBLIC SCHOOLS THIS YEAR.
IT DOESN'T APPEAR TO BE THAT SIGNIFICANT THIS YEAR.
BUT THE COMPOUNDING EFFECT OF THAT OVER THE YEARS, AND PARTICULARLY IN YEAR THREE, WHEN IT'S COMPLETELY OPENED UP WITH NO NO INCOME LIMITATION, NO INCOME LIMITATION CRITERIA ON IT, I SUSPECT THAT WILL BE THE FLOODGATE YEAR OF WHEN YOU'LL SEE YOU'LL SEE A LOT OF THAT WHEN THERE'S NO I THINK IT'S 400% POVERTY LEVEL.
THEN NEXT YEAR IS 300% POVERTY LEVEL.
SO THOSE ARE THOSE ARE THESE ARE THE ITEMS THAT DR.
I THINK WE'RE READY FOR THAT DISCUSSION.
YEAH, THAT'S ONE OF THE BIG REASONS I LEFT IT ON THERE.
I THINK WE NEED TO CONTINUE TO TALK TO OUR LEGISLATORS ABOUT A LEVEL PLAYING FIELD FOR EVERYBODY.
WHAT'S GOOD FOR ONE SHOULD BE GOOD FOR ALL.
SO THE ACCOUNTABILITY I MEAN, THE THE BILL PASSED, BUT IT STILL NEEDS SOME TWEAKING, TO SAY THE LEAST, AND THE ACCOUNTABILITY PART OF IT THAT IT DOES NOT EXIST CURRENTLY NEEDS TO HAPPEN.
IS THAT CORRECT? I FOR THEIR FUNDING, I'M NOT SURE ABOUT THAT.
BUT DO THEY HAVE TO PROVIDE SERVICES TO THEM? YEAH. YEAH.
WORDS THAT I DON'T KNOW IF THEY WERE LEFT OUT INTENTIONALLY OR NOT, BUT LOCAL CONTROL IS STILL AN ISSUE TO ME THAT I THINK WE SHOULD BE HAMMERING THEM ON IN THREE AREAS.
GUNS SURROUNDING LANGUAGE TOWARDS STUDENTS, SURROUNDING WHAT CAN BE IN OUR SCHOOLS.
I THINK THAT'S A BIG THING AND REALLY JUST TRUST OUR TEACHERS TO RUN THEIR CLASSROOMS, TRUST OUR PRINCIPALS TO RUN THEIR BUILDINGS, TRUST OUR ADMINISTRATORS TO RUN THEIR DISTRICT AND TRUST THE SCHOOL BOARD TO RUN THEIR ADMINISTRATORS.
AND I THINK THE LAST FOUR YEARS IN DES MOINES, WE'VE STRAYED SO FAR FROM THAT KIND OF SIMPLE CONCEPT THAT I THINK WE NEED TO TALK ABOUT THAT HERE. BUT JUST MY OPINION.
WOULD YOU WOULD YOU BE WILLING TO PUT TOGETHER SOME PROPOSED LANGUAGE FOR THAT? AND IF YOU HAD ADDITIONAL ACCOUNTABILITY LANGUAGE, DO YOU WANT TO TRY TO ADD SOMETHING TO TO THAT AND WORK WITH DR.
I'LL CERTAINLY WORK WITH YOU GENTLEMEN TO TO DO THAT AND ANYTHING ELSE THAT THE BOARD REQUESTS.
ABSOLUTELY. ANY OTHER DISCUSSIONS? OKAY. I THINK WE NEED TO WORK PRETTY QUICKLY, DON'T WE? BECAUSE THESE ARE DUE TOMORROW.
OH, YOU DIDN'T SAY THAT BEFORE.
YOU MISSED THE LAST MEETING. SORRY.
YOU KNOW, THAT'S WHEN WE SAID THEY WOULD DO BY AUGUST 15TH.
OKAY. OKAY, SO, IF YOU GUYS COULD GET THOSE BEFORE THE END OF THE DAY TOMORROW TO DR.
[00:45:01]
AND I CAN, I HAVE SOME INFORMATION ON THAT ALREADY? YEAH, I WILL. I'LL SHOOT IT OFF TO YOU GUYS IN THE MORNING.ALL RIGHT. YEAH. NOT A PROBLEM.
TO THE ENTIRE BOARD, THANK YOU.
ANY OTHER COMMENTS? DO WE NEED TO? DO WE NEED TO APPROVE THIS TONIGHT? IS THAT? OR CAN WE JUST SUBMIT IT TO THEM WITHOUT BOARD APPROVAL WHEN THERE'S? I WOULD, MAYBE WE COULD AMEND THESE AT THIS TIME TO INCLUDE LOCAL CONTROL THAT DEALS WITH STUDENT SAFETY CURRICULUM AND INSTRUCTIONAL MATERIALS AND DISCIPLINE WITHIN THE SCHOOLS.
I THINK THAT TOUCHES THAT BASE.
AND THEN INCLUDING AMENDING THE PRIVATE SCHOOL CHOICE TO THAT PRIVATE SCHOOL SHOULD BE REQUIRED TO ADHERE TO ALL THE ACCOUNTABILITY MEASURES THAT PUBLIC SCHOOLS.
OKAY. I GOT THE ONE ON LOCAL CONTROL.
I GOT THE ONE ON THE ACCOUNTABILITY.
WHAT WAS THE DISCIPLINE ONE? I MISSED THE DISCUSSION ON THAT ONE.
OKAY. OKAY. SO, IS THERE A IS THERE A MOTION TO APPROVE THIS LIST SUBJECT TO FINAL, FINAL LANGUAGE ON THE LOCAL CONTROL, INCLUDING DISCIPLINE AND ON THE ACCOUNTABILITY ON ESA? SO MOVED.
WE HAVE A MOTION AND A SECOND. ANYTHING FROM THE PUBLIC, SEANIECE? NO. OKAY.
ANYTHING ELSE FROM THE BOARD TABLE? OKAY. THERE'S A MOTION ON THE TABLE TO APPROVE THE THE ITEMS FOR LEGISLATIVE ACTION ITEMS, INCLUDING MODIFICATION TO FINALIZE LANGUAGE ON THE LOCAL CONTROL AND ON THE ACCOUNTABILITY FOR ESAS.
ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
OKAY, MOVING ON TO OUR ITEM B, OUR SECOND AND FINAL READING OF THE BOARD POLICIES.
[IX.B. Second & Final Reading of Board Policies - Dr. Rod Earleywine]
AND I JUST WANT TO MAKE NOTE BEFORE WE START ON THIS SECOND READING THAT AT THE LAST MEETING WE HAD A SERIES OF FIRST READING AND YOU'LL SEE THE LIST THAT NORMALLY FOLLOWS IS THE SECOND READING.BUT THERE WERE FOUR ITEMS AT THE LAST MEETING THAT WE TALKED ABOUT.
THOSE INCLUDE 603.10, WHICH WERE INSTRUCTION INSTRUCTIONAL MATERIALS, 604.7, WHICH WERE LIBRARY PROGRAMS 604.71, WHICH WERE LIBRARY MATERIALS AND 604.72 RECONSIDERATION OF LIBRARY MATERIALS.
THOSE ARE NOT ON THE LIST TONIGHT.
AND THE REASON WE TOOK THEM OFF AFTER WE HAD THE FIRST READING IS THE STATE LAWS.
THEY'RE FINALLY COMING OUT WITH SOME RULES AND SOME GUIDANCE.
AND THESE POLICIES MAY OR MAY NOT HAVE MET ALL THOSE REQUIREMENTS.
WE'RE TAKING A LOOK AT THOSE POLICIES.
SO, WE'VE PULLED THAT FROM TONIGHT.
THOSE FOUR ITEMS ARE MISSING FOR THAT REASON.
SO TONIGHT, WE JUST HAVE THESE THESE SECOND AND FINAL READING OF BOARD POLICIES, AND THEY ARE POLICY 404.5 PROFESSIONAL DEVELOPMENT, 405.8 CHILD ABUSE REPORTING 501.8 WITHIN DISTRICT TRANSFERS, 502.9.
PROCEDURES FOR REPORTING, INVESTIGATING COMPLAINTS OF BULLYING AND HARASSMENT AND HAZING, EMPLOYEE HANDBOOK DISCRIMINATION, BULLYING, HARASSMENT AND HAZING. AND THEN 971 APPROVAL PROCESS FOR CHANGE ORDER REQUESTS.
IS THERE A MOTION FOR SUCH SO MOVED? SECOND, WE HAVE A MOTION A SECOND FOR THE SECOND AND FINAL READING OF THE BOARD POLICIES.
WE JUST WENT THROUGH ANY DISCUSSION BOARD MEMBERS.
THERE IS A LOT OF RED IN A LOT OF THESE ARE THESE JUST CHANGES.
MOST OF THEM TO COINCIDE WITH STATE CODE CHANGES IS LANGUAGE.
WAS THERE ANY SUBSTANTIVE CHANGES ASIDE FROM THAT OF THE BOARD POLICIES?
[00:50:06]
THE. NO, NOT OF ANY PRIMARILY THE MOST, THE BIGGEST CHANGES.WE WERE JUST RECEIVED GUIDANCE ON JULY 30TH FOR OUR LIBRARY AND CURRICULUM GUIDANCE ON HOW TO HOW TO HOW TO ENSURE THAT WE ARE FOLLOWING THE NEW LEGISLATION.
AND SO BUT THE OTHER POLICIES WERE PRETTY MUCH JUST LANGUAGE CHANGES.
HEY, SHE SAID ANYTHING FROM THE PUBLIC ON THIS? NO. OKAY. ALL RIGHT, BOARD MEMBERS, WE HAVE A MOTION AND A SECOND FOR THE SECOND AND FINAL READING OF THE BOARD POLICIES.
ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
AND WE HAVE APPROVED THE POLICIES.
AND JUST FOR THOSE FOLKS WHO ARE LISTENING OR MAY WANT TO LISTEN TO THIS LATER, YOU CAN GET YOUR PETITION APPLICATIONS FROM JANICE HEILMAN, THE BOARD SECRETARY, ADMINISTRATIVE ASSISTANT FOR THE SUPERINTENDENT.
YOU CAN GET THOSE AT ANY TIME.
THEY ARE THE FIRST YOU CAN TURN THEM IN IS ON AUGUST 28TH.
THE THAT'S THE FIRST YOU CAN TURN THEM IN.
THE FIRST THING IN THE MORNING ON AUGUST 28TH.
THAT'S THE EARLIEST THE LATEST THAT YOU CAN TURN THOSE IN IS SEPTEMBER 21ST AT 5 P.M., NOT 5:01 P.M., 5 P.M. AND AS WE'VE TALKED ABOUT AT THE LAST MEETING AND DR.
EARLEYWINE MENTIONED IT AGAIN AT THIS MEETING, WE HAVE FOUR POSITIONS OPEN FOR THE FOUR YEAR TERM AND WE HAVE ONE POSITION OPEN FOR THE TWO YEAR TERM.
YOU CAN'T RUN FOR BOTH POSITIONS.
YOU HAVE TO MAKE A CHOICE WHEN YOU SUBMIT YOUR APPLICATION TO MS. HILEMAN YOU HAVE TO MAKE A CHOICE.
AND ONE OF THEM IS A BOX ON THERE SAYS, ARE YOU RUNNING TO FULFILL A TERM OR A PERSONAL TERM? SO BEFORE YOU GATHER YOUR SIGNATURES, YOU NEED TO MAKE SURE THAT THAT PETITION IS MARKED AS TO WHAT POSITION YOU'RE RUNNING FOR.
AND I'VE BEEN TOLD THAT IF YOU WANT TO RUN FOR BOTH POSITIONS, YOU CAN ONLY GET TO TURN ONE IN, BUT YOU CAN COLLECT SIGNATURES, ONE WITH THE FOUR YEAR TERM, ONE WITH THE TWO YEAR TERM.
AND IF YOU WANT TO WAIT TILL THE LAST MINUTE TO DECIDE WHAT YOU'RE GOING TO RUN, YOU CAN DO THAT.
SO YOU CAN COLLECT SIGNATURES FOR THE FOUR YEAR TERM.
BUT IF YOU DECIDE I DON'T WANT TO RUN FOR THE FOUR YEAR TERM AND YOU ALSO COLLECT SIGNATURES FOR THE TWO YEAR TERM, IF YOU WANT TO TURN THAT ONE IN, THEN THAT'S THE WAY THAT YOU DO IT AND VICE VERSA.
SO, THE PERSON SIGNING HAS TO HAVE KNOWLEDGE OF WHAT POSITION YOU'RE RUNNING FOR.
IF YOU'RE GOING TO RUN FOR THE TWO YEAR TERM THAT YOU'RE FINISHING OUT OR THE FOUR YEAR TERM.
SO YOU'LL NEED TO MAKE SURE THAT THAT'S ABSOLUTELY CLEAR.
AGAIN, THE ELECTION IS ON NOVEMBER 7TH.
THAT'S ELECTION DAY, AND WE ENCOURAGE EVERYONE TO APPLY.
I THINK WITH THE APPOINTMENT POSITION, THE NUMBER OF FOLKS THAT APPLIED WAS WAS REMARKABLE AND ACTUALLY VERY ENCOURAGING THAT I THINK PEOPLE ARE REALLY, REALLY INTERESTED IN PUBLIC EDUCATION.
AND AND WE ENCOURAGE EVERYONE, EVERYONE TO APPLY.
BUT ANYWAY, ANYBODY WHO'S INTERESTED, PLEASE, PLEASE GO TO THE WEBSITES, THE STATE WEBSITES, SEE WHAT YOU NEED TO DO, GET SIGNED UP AND TURN IN YOUR APPLICATION AND RUN.
SO, AGAIN, WE ENCOURAGE FOLKS TO RUN.
NEED, CERTAINLY NEED A ROBUST ELECTION AND ADDING TO THIS BOARD, AS YOU KNOW, FIVE POSITIONS ARE UP, FIVE POSITIONS ARE UP. SO WITH THAT, ANY FURTHER QUESTIONS OR COMMENTS OR ADVICE TO PEOPLE WHO ARE THINKING ABOUT RUNNING? LET THE COMPETITION BEGIN.
THAT'S WHEN THEY CAN PICK IT UP AND SEND IT IN.
AND HE SAID, YOU CAN START GATHERING SIGNATURES NOW.
THE EARLIEST DATE YOU CAN SUBMIT IT IS AUGUST 28TH, I'M ASSUMING AT 8 A.M.
IN THE MORNING. THAT'S THAT'S OFFICIAL HOURS.
SO, YOU CAN START GATHERING SIGNATURES NOW.
AND, YOU KNOW, DOING THAT PROCESS JUST CAN'T TURN IT IN YET.
IT'S THE EARLY BIRD DOESN'T GET THE WORM RIGHT.
[00:55:02]
SO, ANY ANY FURTHER QUESTIONS? COMMENTS BY THE BOARD? OKAY. SEANIECE, ANYTHING FROM THE PUBLIC? NO. OKAY.BOARD MEMBERS, WE'RE NOW AT THE END OF OUR AGENDA.
IS THERE A MOTION FOR ADJOURNMENT? SO MOVED. SECOND.
SECOND. WE HAVE A MOTION AND A SECOND FOR ADJOURNMENT.
ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
AYE. ALL RIGHT. MEETING IS ADJOURNED.
