6:00. MY WORK BOSS.

[I. Call to Order]

[00:00:05]

GOOD EVENING. WELCOME TO THE REGULAR MEETING OF THE SIOUX CITY COMMUNITY SCHOOL DISTRICT IS SEPTEMBER 11TH, 2023 AT 6:01 P.M..

WELCOME TO THE MEETING.

THOSE ONLINE AND EVERYONE HERE AT THE ESC.

I HEREBY CALL THIS MEETING TO ORDER.

PLEASE, WOULD YOU JOIN US FOR THE PLEDGE OF ALLEGIANCE? I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA.

AND TO THE REPUBLIC FOR WHICH IT STANDS.

ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.

SEANIECE WOULD YOU PLEASE CALL THE ROLL? OKAY, BOARD MEMBERS, YOU HAVE AN AGENDA IN FRONT OF YOU FOR TONIGHT'S MEETING.

[IV. Approval of Agenda]

IS THERE A MOTION TO APPROVE THE AGENDA? SO MOVED. SECOND, WE HAVE A MOTION AND A SECOND TO APPROVE THE AGENDA.

ANY DISCUSSION? ALL THOSE IN FAVOR OF APPROVING THE AGENDA SIGNIFY BY SAYING AYE.

AYE. ANYBODY OPPOSED.

AGENDA IS APPROVED.

AT THIS TIME WE'RE READY FOR ITEM FIVE ON OUR AGENDA.

[V. Citizen Input]

CITIZEN INPUT SEANIECE.

DO WE HAVE ANY CITIZENS COMING FORWARD? YES. HEIDI LAWRENSON.

OKAY. HI, MISS LAWRENSON.

JUST THE GENERAL.

GENERAL RULES, IF YOU PLEASE GIVE YOUR NAME YOUR ADDRESS AND YOU HAVE FIVE MINUTES.

ALL RIGHT. THANK YOU. MY NAME IS HEIDI LAWRENSON AND I LIVE AT 1107 34TH STREET.

GOOD EVENING. THE ITEM I WOULD LIKE TO TALK ABOUT IS GRADUATION FOR THIS SCHOOL YEAR.

ON NOVEMBER 28TH, 2022, THE BOARD APPROVED THE RECOMMENDATION FOR THE SCHOOL CALENDARS FOR THE 23-24, 24-25, 25-26 SCHOOL YEARS.

THESE INCLUDED THE DATES FOR THESE YEARS GRADUATIONS TO BE HELD ON MEMORIAL DAY WEEKEND OF EACH YEAR.

ON MAY 24TH, 2023, MY DAUGHTER RECEIVED AN EMAIL FROM HER SCHOOL COUNSELOR STATING, MARK YOUR CALENDARS FOR GRADUATION NEXT YEAR, MAY 20TH, 2024.

IT WILL BE A CHANGE AS WE WILL BE HOLDING IT IN THE EVENING INSTEAD OF ON A SATURDAY.

THIS EMAIL WAS SENT TO A STUDENT, NOT A PARENT OR A GUARDIAN.

ONE MONTH LATER, ON JUNE 26TH, UNDER CONSENT ACTION ITEMS LETTER F TO AMEND THE CALENDAR FOR 23-24 SCHOOL YEAR TO RESCHEDULE THE GRADUATIONS TO MAY 20TH, 21 AND 22 AT APPROXIMATELY 16 MINUTES AND 24 SECONDS INTO THE MEETING, SOMEONE ASKED WHY THE CHANGE AND THE RESPONSE WAS, I BELIEVE THAT WAS A COMMUNITY FEEDBACK AND I BELIEVE THE TYSON CENTER HAD AN EVENT.

TO THOSE TWO STATEMENTS I POSE MY OWN.

FIRST, I WAS NOT AWARE OF ANY COMMUNITY FEEDBACK ASKING FOR THIS CHANGE.

AND SECOND, I CALLED THE TYSON CENTER AND I SPOKE WITH NICK.

HE INFORMED ME THAT THE TYSON CENTER DID NOT ASK TO CHANGE THE DATE THE SCHOOL DISTRICT DID.

SO I WOULD LIKE TO PROPOSE A MOTION TO GET CLARIFICATION ABOUT THIS ISSUE.

THANK YOU. JUST TO JUST TO BE CLEAR, WE CAN'T RESPOND.

THAT'S FINE. WE CAN'T RESPOND TO YOU UNLESS THE BOARD MEMBER HAS A CLARIFYING QUESTION FOR YOU.

SO WE CAN'T TAKE THIS FOR ACTION ON TONIGHT'S MEETING BECAUSE IT'S NOT ON THE AGENDA.

BUT THANK YOU. THANK YOU FOR SPEAKING.

THANK YOU. THANK YOU.

SEANIECE ANY OTHER ANY OTHER SPEAKERS? NO. OKAY.

[VI. Consent Action Item(s)]

ALL RIGHT. WE'LL MOVE ON TO OUR CONSENT ACTION ITEM.

AND WE HAVE SEVERAL FOR FOR TONIGHT'S MEETING.

IT IS THE RECOMMENDATION THAT THE BOARD OF DIRECTORS APPROVES THE FOLLOWING CONSENT ACTION ITEMS. ITEM A BOARD MEETING MINUTES FROM AUGUST 28TH, 2023.

ITEM B, A HUMAN RESOURCE REPORT.

ITEM C FINANCE REPORT.

ITEM D CONTRACTS FOR BOARD APPROVAL.

ITEM E FACILITY RENTAL CONTRACTS FOR BOARD APPROVAL.

ITEM F FISCAL YEAR 24 EXPEDITION PURCHASE.

ITEM G OLSEN'S PEST TECHNICIANS ANNUAL AGREEMENT.

ITEM H MIDDLE SCHOOL, EXPLORATORY EQUIPMENT AND SUPPLIES.

AND THOSE ARE OUR ITEMS ON THE CONSENT ACTION ITEM LIST.

IS THERE A RECOMMENDATION FOR APPROVAL? A MOTION FOR APPROVAL? SO MOVED. SECOND, WE HAVE A MOTION AND A SECOND.

ANY DISCUSSION BOARD MEMBERS? THERE IS ONE ITEM.

I'LL WAIT FOR EVERYBODY ELSE, BUT THERE IS ONE ITEM THAT SOME CITIZENS CALLED ME ON, AND THAT WAS THE EXPEDITION PURCHASE.

IT LOOKS LIKE WE'RE GOING OUT OF TOWN FOR THOSE PURCHASE OF THOSE VEHICLES.

[00:05:03]

AND THERE'S GOOD REASON BECAUSE IN TOWN THEY EITHER DECIDED NOT TO BID OR THEY WEREN'T GOING TO MEET OUR AVAILABILITY TIMEFRAME FOR THE GRANT THAT WE WERE GETTING.

SO IN ORDER TO UTILIZE THE GRANT FOR THOSE PURCHASES AND BY THE WAY, THOSE ARE FOR OUR HOMELESS TRANSPORTATION OF OUR HOMELESS STUDENTS.

THAT'S WHAT THOSE EXPEDITIONS ARE GOING TO BE USED FOR.

WE DID HAVE PUBLIC TRANSPORTATION AND SOME OTHER MEANS OF TRANSPORTATION BEFORE, BUT WE GOT A GRANT AND WE DECIDED THAT THESE WERE ACTUALLY CHEAPER TO OPERATE THAN BUYING ADDITIONAL BUSSES AND TRYING TO RUN BUS ROUTES.

SO BUT THAT'S THE REASON WHY WE DIDN'T GO LOCAL AVAILABILITY.

THAT'S QUITE, QUITE SIMPLE.

BUT THAT'S THE ONLY THAT'S THE ONLY FEEDBACK ON THAT ONE THAT I HAD.

TIM CAN YOU TELL ME, ARE THEY DIESEL OR GAS? GAS. OKAY.

OKAY, BOARD MEMBERS, ANY OTHER QUESTIONS? SHANIECE ANYTHING FROM THE PUBLIC? NO. BUT JUST A REAL QUICK QUESTION ON, G DID WE BID THAT OUT? WAS IT BID OUT? SORRY, I DON'T HAVE THE BACKGROUND.

YES, IT WAS IT WAS BID OUT.

OKAY.

THANKS. ALL RIGHT, BOARD MEMBERS, WE HAVE A MOTION.

A SECOND. ALL THOSE IN FAVOR OF THE CONSENT ACTION ITEMS SIGNIFY BY SAYING AYE.

AYE. ALL THOSE OPPOSED.

AND MOTION CARRIES IN CONSENT ACTION ITEMS ARE APPROVED.

MOVING ON TO BOARD MEMBER REPORTS.

[VII. Board Member Reports / Future Meetings]

MR. HAMMOND.

I WAS JUST GOING TO SAY THAT IN WORKING WITH THE STUDENT ACHIEVEMENT COMMITTEE, YOU KNOW, WE'RE ALWAYS LOOKING AT WAYS TO CONTINUALLY IMPROVE STUDENT ACHIEVEMENT.

A COUPLE OF EXAMPLES.

THE PROPER USE OF ARTIFICIAL INTELLIGENCE AS IT GETS MORE SOPHISTICATED.

WE SEE A LOT OF HIGH SCHOOL KIDS WANTING TO HAVE ARTIFICIAL INTELLIGENCE WRITE THEIR OWN RESEARCH PAPER AND GUIDING THE STUDENTS ON OTHER AREAS OF ACADEMIC INTEGRITY SO THAT THEY'RE BEING GUIDED TO INTEGRITY, PROPER INTEGRITY IN THE CLASSROOM.

THAT'S ALL FOR ME. OKAY.

THANK YOU. MISS SCARLETT.

YES. I WASN'T EXPECTING.

I THOUGHT I WAS GOING TO. BOBBY.

YES. I LIKE TO GIVE MY BOARD REPORT.

FIRST, I'D LIKE TO THANK THE PROGRESSIVE WOMEN FOR AN OPPORTUNITY AND INVITATION TO SHARE WITH THEM ON AUGUST 30TH.

WE HAD A LOT OF GREAT QUESTIONS, AND I HOPE THAT ALL QUESTIONS WERE ANSWERED.

BUT IT WAS A LOT OF GREAT QUESTIONS.

THIS FRIDAY IS OUR DEAF AWARENESS NIGHT AT THE SIOUX CITY NORTH VERSUS SIOUX CITY EAST GAME.

I WANT TO COMMEND THOSE THAT HAVE HELPED AND WORKED DILIGENTLY AND THOSE THAT HAVE WORKED DILIGENTLY WITHIN OUR DISTRICT TO MAKE SURE THIS IS SUCCESSFUL.

IT'S NOT A DISTRICT SPONSORED.

HOWEVER, WE ARE DEFINITELY GOING TO BE THERE TO SUPPORT OUR STUDENTS DURING THE GAME AND MORE AWARENESS ABOUT THE DEAF COMMUNITY AND HOW ATHLETES OR ANYONE FOR THAT MATTER CAN PERFORM WITH THAT DISABILITY.

I WANT TO ALSO JUST PUT IT OUT THERE THAT WE'RE DOING THE EQUITY COMMITTEE INTERVIEWS BEGINNING TOMORROW AND EXCITED ABOUT THAT TO WORK WITH OUR FELLOW BOARD MEMBERS.

THERE'S THREE OF US THAT WILL BE INTERVIEWING CANDIDATES AND SO WE HAVE A FULL DAY OF INTERVIEWS.

AND SO THAT'S GOOD TO KNOW AND GOOD TO SEE.

AND FOR THOSE THAT WANT TO CONTINUE TO VOLUNTEER IN THEIR COMMUNITY, WE WANT TO THANK YOU FOR THAT.

AND THEN LASTLY, JUST TO CONTINUE TO ENCOURAGE CANDIDATES THAT ARE RUNNING TO BE VISIBLE AT MEETINGS.

I DO SEE ONE HERE TONIGHT.

SO DEFINITELY I WOULD ENCOURAGE CANDIDATES, IF YOU'RE WATCHING, TO REACH OUT TO CURRENT BOARD MEMBERS, IF YOU HAVE QUESTIONS, CONCERNS AS YOU'RE GOING INTO A WHOLE NEW ENVIRONMENT.

SO THE MORE QUESTIONS, I THINK YOU'RE GOING TO GET SOME SOLID ANSWERS AND ADVICE.

AND SO I DO RECOMMEND AND SUGGEST THAT YOU DO THAT.

DON'T BE AFRAID TO DO THAT.

SO WITH THAT, I CLOSE MY REPORT.

THANK YOU, MR. MICHAELSON.

I HAVE NO BOARD REPORT.

MRS. SCOLARO. A COUPLE OF THINGS I HAVE RECENTLY ATTENDED.

I DIDN'T GET TO SAY IT LAST TIME, BUT I ATTENDED THE NORTHWEST AEA GRAND OPENING AND GOT A TOUR OF THAT BUILDING AND THAT'S JUST BEAUTIFUL BUILDING.

SO THAT'S BEEN A THAT'S A FANTASTIC THING.

SO CONGRATULATIONS TO THE AEA FOR BEING ABLE TO HAVE THAT.

I'VE BEEN ABLE TO ATTEND A COUPLE OF THE CROSS COUNTRY MEETS AND LET'S NOT THINK LESS OF THOSE.

I'M AMAZED AT THE ATHLETES THAT DO THAT KIND OF RUNNING AND THAT KIND AND THE KIND OF HEAT THAT WE'VE HAD OVER THE LAST COUPLE OF WEEKS.

SO AND AGAIN, I APPLAUD ALL OUR OUR STUDENT ATHLETES ALSO WANT TO MAKE MENTION OF THE NORTH HIGH EAST FOOTBALL GAME THAT IS DOING A KIND OF A DEAF AWARENESS. I THINK THAT'S A GREAT CAUSE AND I'M EXCITED TO TO ATTEND THAT.

I WAS ALSO ABLE TO ATTEND THE LABOR DAY UNION PICNIC AT RIVERSIDE PARK.

I WAS ABLE TO SERVE OUR WORKING MEMBERS AND I AGAIN APPRECIATE ALL THOSE WHO WHO WORK EVERY DAY TO SUPPORT THEMSELVES AND THEIR FAMILY

[00:10:10]

AND APPRECIATE ALL THAT.

UPCOMING INTERVIEWS ARE COMING UP AS AS DIRECTOR SCARLETT SAID.

AND THAT'S IT.

WITH THAT, I'LL CLOSE MY REPORT.

THANK YOU. DR.

GEORGE. WELL, THANK YOU VERY MUCH.

A COUPLE OF THINGS. WEDNESDAY TRADES BUILDING RIBBON CUTTING.

CAN'T WAIT TO GO THERE AND PARTICIPATE WITH THAT.

THE FUTURE OF OUR INDUSTRIAL ARTS TECH PROGRAM.

CUTTING EDGE. GET IT? CUTTING EDGE.

AND YOU'RE SHARP.

I GOT A I GOT AN APP FOR BAD DAD JOKES, TOO.

SO HERE WE GO. THAT'S THE AGONY OF THE VIKINGS.

AND ALSO, I HAVE SENT A LINK OUT TO SOME OF THE PROSPECTIVE BOARD MEMBERS.

THE IOWA ASSOCIATION FOR SCHOOL BOARD HAS A GREAT SITE FOR PEOPLE WHO WANT TO RUN A CAMPAIGN, RUN THEIR SCHOOL BOARD CAMPAIGN, SOME GOOD INFORMATION THAT CAN HELP YOU.

AND WITH THAT, I CONCLUDE MY BOARD REPORT.

ALL RIGHT. I HAVE NO BOARD REPORT.

SO MR. GOODVIN, THAT LEAVES YOU.

I'M LAST TONIGHT WOW.

ON FIRST, I JUST WANT TO ECHO TRADES BUILDING.

I DRIVE BY IT FREQUENTLY.

IT LOOKS AMAZING.

I DROVE BY IT THE OTHER DAY.

THE BIG, HUGE GARAGE DOORS WERE OPEN.

SORRY. THAT ALLOWS THE HOUSES TO COME IN AND OUT.

THAT'S GOING TO BE GREAT.

AND I'M GOING TO ASK YOU TO BEAR WITH ME BECAUSE I STICK WITH A SPEECH ABOUT AS WELL AS I WRITE ONE.

SO I'M GOING TO BOUNCE AROUND HERE.

BUT AS SOME OF YOU KNOW, THE LAST FOUR YEARS UP HERE IN MY LIFE HAS CHANGED A LITTLE BIT SINCE I STARTED.

WE HAD OUR FIRST KID.

I OPENED MY OWN BUSINESS.

THESE FACTORS, IN MY OPINION, HAVE ERODED MY ABILITY TO BE FULLY HERE, AND THAT HAS HURT ME ON I DON'T LIKE IT.

SO I THINK TONIGHT I'M GOING TO ANNOUNCE THAT I'M NOT GOING TO SEEK REELECTION HERE IN A MONTH.

IT'S AN EXTREMELY HARD DECISION.

IT'S ONE THAT I'VE TALKED TO MANY OF YOU ABOUT FOR THE LAST TWO MONTHS.

IT'S THE ONE I'VE TALKED TO MY WIFE EVEN LONGER.

BUT WHILE IT WAS AN EXTREMELY TOUGH CHOICE, IT WAS MADE A LOT SIMPLER BY WHO'S IN THIS ROOM.

I HAVE THE UTMOST CONFIDENCE IN THE FUTURE OF OUR DISTRICT FROM THE BOARD LEVEL, FROM THE ADMINISTRATION LEVEL, FROM THE FROM THE STAFF LEVEL ON. THERE ARE CERTAINLY THINGS THAT I WISH I COULD SEE THROUGH AND WE'VE TALKED A LOT ABOUT THEM TONIGHT.

ON THE FINALIZATION OF ESSER SPENDING ON THE REVAMP OF SPED ELL IS ALWAYS A MOVING TARGET, BUT I KIND OF JUST WANT TO SPEND A LITTLE BIT TALKING ABOUT WHY I RAN, BECAUSE I THINK IT MAY BE ABLE TO HELP THE ONES THAT ARE RUNNING HERE THIS MONTH.

I DID AND I STILL FUNDAMENTALLY BELIEVE THAT IF YOU WANT A GOOD COMMUNITY, YOU NEED A GOOD SCHOOL DISTRICT.

ONE CANNOT HAPPEN WITHOUT THE OTHER.

WE ARE PAID AS MUCH AS WE ARE APPRECIATED.

AND I AND I HAVE LEARNED THAT VERY, VERY STRONGLY THE LAST FOUR, FOUR YEARS.

WE ARE THE LARGEST EMPLOYER IN TOWN.

WE SPEND EIGHT HOURS EVERY DAY WITH 15,000 KIDS.

THERE'S NO ONE ELSE IN TOWN THAT CAN SAY THAT.

WE HAVE ACCOMPLISHED PHENOMENAL THINGS.

I THINK WHEN I RAN, I HEARD FROM TOO MANY STUDENTS, TOO MANY TEACHERS, TOO MANY STAFF MEMBERS, TOO MANY ADMINISTRATORS, FAR TOO OFTEN THAT THE FUNDAMENTAL.

THE FUNDAMENTAL ASSET OF ANY GROUP, ESPECIALLY A SCHOOL DISTRICT, WAS BROKEN.

AND THAT WAS OUR CULTURE.

WE LOST MORALE.

WE LOST STUDENT ACHIEVEMENT, WE LOST RETENTION.

WE LOST OUR ABILITY TO ACQUIRE GOOD STAFF.

AND IT WAS A DOMINO EFFECT.

IN THE LAST FOUR YEARS, I THINK THIS BOARD HAS DONE WHAT OTHER BOARDS DID NOT DO.

WE MADE TOUGH CHOICES.

WE LISTENED.

WE LISTENED TO PEOPLE WHO WEREN'T USED TO BEING LISTENED TO.

THOSE ARE THINGS THAT I WILL ALWAYS BE FOREVER GRATEFUL FOR THAT I WAS I WAS A PART OF.

IF I CAN IT MAY NOT BE BE WORTH A WHOLE LOT, BUT I WOULD LIKE TO OFFER A LITTLE HELP TO PEOPLE WHO ARE THINKING ABOUT RUNNING.

I HEARD A GREAT LINE THE OTHER DAY AND I TOLD HIM THAT I WAS GOING TO STEAL IT.

SO I'M STEALING IT NOW.

RUN FOR SOMETHING.

NOT AGAINST SOMETHING.

WHEN YOU'RE HERE, I WILL TELL YOU FROM PERSONAL EXPERIENCE, THE THINGS THAT I FEEL THE MOST ACCOMPLISHED AND THE MOST PASSIONATE ABOUT ARE TOPICS THAT

[00:15:06]

I DID NOT EVEN KNOW AFFECTED THE SCHOOL DISTRICT WHILE I WAS RUNNING.

I THOUGHT I WAS GOING TO BE THE NUMBERS WONK WHO WOULD EXCEL IN THE EXCEL SHEETS, AND I DIDN'T RESEARCH THAT VERY WELL.

BUT SO DON'T ASSUME.

DON'T ASSUME THAT IT'S A SIMPLE SOLUTION THAT NO ONE UP HERE HAS NEVER THOUGHT OF.

AND DON'T ASSUME THAT IT TAKES ONE MEETING TO FIX SOMETHING.

LISTEN, LISTEN, LISTEN AND LEARN.

YOU WILL DISAGREE.

YOU WILL DISAGREE PASSIONATELY.

YOU WILL SOMETIMES VISIBLY, PASSIONATELY DISAGREE.

EMBRACE IT.

GROW FROM IT.

LEARN TO USE IT AS A TOOL TO BE A BETTER SCHOOL BOARD MEMBER.

I KNOW PROBABLY THERE'S FIVE PEOPLE WATCHING RIGHT NOW, BUT 5,000 PEOPLE WILL HEAR WHAT HAPPENED TONIGHT, TOMORROW.

AND IF IT'S A BAD MEETING, 50,000 WILL HEAR ABOUT IT.

SO I IMPLORE THE BOARD, BOTH SITTING UP HERE AND WHO WILL BE SITTING UP HERE.

I WANT THEM TO REMAIN FOCUSED ON WHAT I THINK WE'VE BEEN FOCUSED ON THE LAST FOUR YEARS THAT IS TRADITIONAL FOUNDATIONAL LEARNING, WHERE WE PRIORITIZE PUTTING THE PEOPLE WHO KNOW WHAT THEY'RE DOING IN A POSITION TO DO WHAT THEY KNOW WHAT THEY'RE DOING.

OUR PERSONAL EXPERIENCES UP HERE ARE A GREAT ASSET.

OUR ABILITY TO COLLABORATE WITH EACH OTHER IS OUR GREATEST ASSET.

I THANK EVERYONE HERE FOR THEIR PATIENCE WITH ME, PATIENCE WITH MY QUESTIONS, PATIENCE WITH MY IMPATIENCE.

AND I THANK THEM FOR THEIR COLLABORATION AND MOST IMPORTANTLY, THEIR KINDNESS.

SO I THAT'S ABOUT TEN MINUTES MORE THAN I SPEAK ON MOST OF THESE.

SO I WILL END IT FOR TONIGHT.

BUT THANKS FOR LISTENING [APPLAUSE].

THANK YOU. ALL RIGHT.

MOVING ON TO OUR FUTURE MEETINGS.

AS SEVERAL OF YOU MENTIONED, THE TRADES BUILDING RIBBON CUTTING 11:30 A.M.

ON WEDNESDAY, SEPTEMBER 13TH, BOARD FINANCE AND FACILITIES COMMITTEE MEETING ON SEPTEMBER 18TH, BOARD POLICY COMMITTEE MEETING ON SEPTEMBER 19TH.

BOARD STUDENT BOARD STUDENT ACHIEVEMENT COMMITTEE MEETING ON SEPTEMBER 20TH.

REGULAR SCHOOL BOARD MEETING SEPTEMBER 25TH.

BOARD FINANCE AND FACILITIES COMMITTEE MEETING OCTOBER 2ND.

BOARD STUDENT ACHIEVEMENT COMMITTEE MEETING OCTOBER 4TH AND A REGULAR SCHOOL BOARD MEETING ON OCTOBER 9TH.

THOSE ARE OUR FUTURE FUTURE ACTIVITIES FOR THE NEXT COUPLE OF WEEKS.

SO WITH THAT, I'LL TURN IT OVER TO ITEM EIGHT ON OUR AGENDA SUPERINTENDENTS REPORT.

[VIII.Superintendent’s Report - Dr. Rod Earleywine]

DR. EARLEYWINE.

THANK YOU. JUST A FEW THINGS.

OUR FIRST ALL ADMINISTRATIVE MEETING WAS LAST WEEK.

I HAD THE OPPORTUNITY TO MEET WITH ALL OF OUR PRINCIPALS AND WE HAVE SEVERAL NEW PRINCIPALS, SO IT WAS ALWAYS, ALWAYS NICE TO MEET WITH THEM AND TALK WITH THEM AND LET THEM KNOW THAT THEY ARE APPRECIATED AS SCHOOL ADMINISTRATORS.

THAT IS A BUILDING PRINCIPAL IS A VERY, VERY TOUGH JOB.

IT'S A HARD JOB.

MANY TIMES IT'S A THANKLESS JOB.

BUT WE DO APPRECIATE EVERYTHING THAT THEY DO.

ALSO HAD THE OPPORTUNITY TO ATTEND PART OF THE ALL ADMINISTRATIVE TRAINING THAT WE HAD WITH THE AEA AND SAFE AND CIVIL SCHOOLS.

GREAT TRAINING.

THE FEEDBACK I RECEIVED FROM THE TRAINER WAS THAT OUR ADMINISTRATORS ARE VERY, VERY ENGAGED, VERY WILLING TO BE OPEN MINDED AND LEARN FROM THOSE OPPORTUNITIES.

I ATTENDED THE NORTHWEST AEA SUPERINTENDENTS MEETING, MET MACKENZIE SNOW, WHO IS THE NEW DIRECTOR OF EDUCATION FOR THE STATE OF IOWA, HAD THE OPPORTUNITY TO SHARE OUR CONCERNS ABOUT THE DEPARTMENT OF EDUCATION, AND I PROBABLY MONOPOLIZED MORE OF THE MEETING THAT I SHOULD HAVE.

BUT I HAD A LOT TO SAY AND A LOT ON MY MIND CONCERNING GUIDANCE AND SUPPORT FROM THE DEPARTMENT OF EDUCATION.

AND SO WE HAD A VERY GOOD CONVERSATION.

SHE WAS VERY, VERY ATTENTIVE, WILLING TO LISTEN.

SO WE'LL SEE WHERE THAT ENDS UP.

AND THE OTHER MEETING I ATTENDED WAS A SIOUX CITY CHAMBER OF COMMERCE GOVERNMENT RELATIONS MEETING LAST FRIDAY IT WAS A GOOD MEETING.

AND AGAIN, THE CHAMBER IS ALWAYS LOOKING ON HOW TO IMPROVE SIOUX CITY AND OUR COMMUNITY FOR ALL OF US.

SO WITH THAT, I WILL END MY REPORT.

THANK YOU. DR. EARLEYWINE.

I WANT TO GO BACK TO ONE ITEM THAT WAS BROUGHT UP, AND I SHOULD HAVE MENTIONED IT AS WE'RE GOING THROUGH THE BOARD POLICY COMMITTEE MEETING ON SEPTEMBER 19TH.

AT THE LAST MEETING, I THINK DIRECTOR MICHAELSON ASKED THAT WE TAKE A LOOK AT DIRECTOR REPORTS AND WE'VE TURNED THAT OVER TO THE POLICY COMMITTEE TO TAKE A LOOK AT THAT POLICY

[00:20:03]

AND COME UP WITH SOLUTIONS TO BRING BACK TO THE BOARD.

SO JUST TO FOLLOW THROUGH ON THAT, I FORGOT TO MENTION EARLIER.

SO. OKAY.

ALL RIGHT. MOVING ON TO OUR ITEM NINE, OUR ITEMS OF PRESENTATION, DISCUSSION AND OR ACTION.

[IX.A. IASB Delegate Assembly - President Greenwell]

THE FIRST ONE IS ITEM A, THE IOWA ASSOCIATION OF SCHOOL BOARD DELEGATE ASSEMBLY.

WE NEED TO APPOINT SOMEONE TO BE OUR ISAB DELEGATE, AND WE'RE LOOKING FOR VOLUNTEERS.

WELL, THERE WE HAVE IT ONE RIGHT AWAY.

SO, MR. GEORGE, ARE YOU VOLUNTEERING TO BE OUR IOWA ASSOCIATION OF SCHOOL BOARDS DELEGATE? YES, I WAS INSTRUCTED TO.

OH, WELL, IT'S NOT QUITE LIKE THE ARMY, BUT ANYBODY ELSE WANTING TO, ANYBODY ELSE WANTING TO ANYONE ELSE WANT TO CHALLENGE HIM FOR THAT DELEGATE POSITION, SEEING NONE BOARD MEMBERS IT IS THE RECOMMENDATION THAT THE BOARD OF DIRECTORS SELECTS A BOARD MEMBER TO SERVE AS THE DISTRICT DELEGATE FOR THE 23-24 SCHOOL YEAR AND DIRECTOR GEORGE HAS KINDLY VOLUNTEERED.

IS THERE A MOTION TO APPOINT MR. GEORGE AS OUR DELEGATE? SO MOVED? SECOND, WE HAVE A MOTION AND A SECOND.

ANY DISCUSSION SEANIECE ANYTHING FROM THE PUBLIC? NO. ALL RIGHT.

A MOTION AND A SECOND. ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.

AYE. AYE.

VIGOROUSLY. THANK YOU.

CONGRATULATIONS, MR. GEORGE.

YOUR ISAB DELEGATE FOR THE 23-24 SCHOOL YEAR.

MOVING RIGHT ALONG.

[IX.B. Second & Final Reading of Board Policies - Dr. Rod Earleywine]

ITEM B IS SECOND AND FINAL READING OF BOARD POLICIES.

WE HAVE BOARD POLICY 400 ROLE AND GUIDING PRINCIPLES FOR EMPLOYEES.

401.3 EQUAL EMPLOYMENT RECRUITMENT SELECTION AND AFFIRMATIVE ACTION POLICY 402.10.

PHYSICAL EXAMINATIONS POLICY 405.5 LICENSED EMPLOYEE WORKDAY POLICY 406.5 EMPLOYEE GROUP BENEFITS POLICY 505.12 STUDENT FEES AND FEE WAIVERS POLICY 710 EMERGENCY OPERATIONS PLANS POLICY 1004.1 COMMUNITY USE OF SCHOOL FACILITIES.

IT IS THE RECOMMENDATION THAT THE BOARD OF DIRECTORS APPROVES THE ABOVE BOARD POLICIES FOR SECOND AND FINAL READING.

IS THERE A MOTION FOR SUCH? SO MOVED. SECOND.

WE HAVE A MOTION AND A SECOND FOR THE SECOND AND FINAL READING OF THOSE BOARD POLICIES.

ANY DISCUSSION BOARD MEMBERS? AND SOMEBODY CAN HELP ME WITH THIS.

SORRY. JUST REAL QUICK ON POLICY NUMBER 505.12.

IT TALKS ABOUT THE USE OF COLLECTION OF PAST DUE STUDENTS ACCOUNTS MAY BE HANDLED BY A COLLECTION AGENCY.

I THINK I KNOW THE ANSWER, BUT I WANT TO MAKE SURE I GOT A PHONE CALL TODAY.

WHAT ARE WE GOING TO COLLECT WHEN IT SAYS STUDENT ACCOUNTS? DOES THAT INCLUDE WHAT DOES THAT INCLUDE? ANY OF YOU GUYS KNOW? THEIR SCHOOL FEES, WHICH ARE ELEMENTARY, MIDDLE AND HIGH SCHOOL.

THEY'RE ALL DIFFERENT, RIGHT? AROUND $100 IN THE MIDDLE AND HIGH SCHOOL.

OKAY. THEY CAN HAVE FEE WAIVER FORMS, THOUGH, RIGHT? BUT IF THEY DON'T FILL OUT THE WAIVER FORM AND THEY DON'T PAY IT, BUT WE DON'T WE DON'T PARTNER WITH THE COLLECTION AGENCY, I THINK THAT'S IN THERE.

RIGHT. IN CASE YOU DECIDE TO.

BUT WE DON'T. OKAY.

YES. JUST DOUBLE CHECKING.

THE ONLY ONE I WANT TO BRING UP AGAIN IS JUST IT'S MORE FOR THE COMMUNITY.

YOU KNOW, WE LIKE FOR OUR FACILITIES TO BE UTILIZED, BUT TYPICALLY WE HAVE TO PROVIDE SOME SUPERVISION THERE, SOME JANITORIAL SERVICES AND THE LIKE.

AND SO WE HAVE TO RECOVER THAT COST OF PROVIDING THOSE SERVICES.

SO YOU'RE GOING TO SEE THE FEES MOVE UP A LITTLE BIT FROM WHAT THEY HISTORICALLY HAVE BEEN.

AND WE THINK IT'S, YOU KNOW, WE TRY TO KEEP THE COST AS LOW AS WE CAN JUST TO MAKE SURE IT'S COST NEUTRAL, BUT WITH THE COST OF EVERYTHING AND WE HAVEN'T INCREASED THEM FOR YEARS. SO WE HAVE MOVED RECENTLY MOVED THOSE UP.

AND THAT'S THAT'S WHAT YOU'RE SEEING IN POLICY 101.4 OR 1004.1 COMMUNITY USE OF SCHOOL FACILITIES.

AND IT'S REALLY JUST TO COVER OUR COST.

THAT'S REALLY ALL IT IS.

SO I JUST WANTED TO POINT THAT OUT TO EVERYONE.

SEANIECE ANYTHING FROM THE PUBLIC? NO. OKAY.

BOARD MEMBERS, ANYTHING FURTHER FROM THE TABLE? OKAY. WE HAVE A MOTION AND A SECOND.

ALL THOSE IN FAVOR FOR THE SECOND AND FINAL READING OF THE BOARD POLICY SIGNIFY BY SAYING AYE.

AYE. ALL THOSE OPPOSED AND MOTION CARRIES.

AND SECOND AND FINAL READING OF THE POLICY IS APPROVED.

WE HAVE ITEM C ON OUR AGENDA NINE C DELEGATION OF BOARD POLICY OR DELETION.

[IX.C. Deletion of Board Policy 405.2 - Dr. Rod Earleywine]

SORRY, DELETION OF BOARD POLICY 405.2.

IT IS THE RECOMMENDATION THAT THE BOARD OF DIRECTORS APPROVE THE REMOVAL AND DELETION OF BOARD POLICY 405.2 LICENSED EMPLOYEE

[00:25:03]

QUALIFICATIONS RECRUITMENT SELECTION, THE INFORMATION AND BOARD POLICY 405.2 IS ALREADY STATED AND BOARD POLICY 401.3 EQUAL EMPLOYMENT, RECRUITMENT, SELECTION AND AFFIRMATIVE ACTION.

SO ONCE AGAIN, IT IS THE RECOMMENDATION THAT THE BOARD REMOVE AND DELETE POLICY 405.2 BECAUSE IT'S ALREADY COVERED IN 401.3. IS THERE A MOTION FOR THAT RECOMMENDATION? SO MOVED. SECOND, WE HAVE A MOTION AND A SECOND FOR THAT.

SEANIECE ANYTHING FROM THE PUBLIC? NO. OKAY. ANYTHING FROM THE BOARD? SO THEN JUST TO ANSWER QUESTIONS BEFORE THEY POP UP.

THERE'S NO SUBSTANTIVE CHANGES TO LICENSE EMPLOYEE QUALIFICATIONS, RECRUITMENT AND OR SELECTION.

OKAY. OKAY.

SO BOARD MEMBERS, WE HAVE A MOTION AND A SECOND HEARING, NO DISCUSSION.

IT'S TIME FOR A VOTE. ALL THOSE IN FAVOR FOR THE RECOMMENDATION TO DELETE POLICY 405.2 SIGNIFY BY SAYING AYE.

AYE. ALL THOSE OPPOSED AND MOTION IS APPROVED AND POLICY IS DELETED.

THE LAST THING ON OUR AGENDA TONIGHT, WHICH IS WOW.

[IX.D. November 2023 School Board Election - President Greenwell]

BEFORE 6:30. SO WITH RECORD SPEED IS THE NOVEMBER 23RD SCHOOL BOARD ELECTION.

SEVERAL FOLKS HAVE MENTIONED IT UP HERE ALREADY.

THE PETITIONS ARE DUE IN ON THE 21ST OF SEPTEMBER AT 5 P.M., NOT 5:01 P.M.

THEY HAVE TO BE VALID PETITIONS.

AND I'VE ASKED MR. PAT GILL OR TO COME AND SPEAK TO US TONIGHT A LITTLE BIT ON COMPLETION OF THE APPLICATION FORMS, GATHERING SIGNATURES AND THE ELECTION ITSELF.

SO. MR. GILL THANK YOU. THANK YOU.

IT'S A PLEASURE TO BE HERE.

AND IT'S NICE TO SEE A LOT OF FOLKS THAT I'VE KNOWN FOR A LONG TIME AND SOME OF THEM THAT I'VE ONLY TALKED TO ON THE PHONE I CAN PUT A FACE TO NOW BUT THAT'S THAT'S A GOOD THING.

PRESIDENT GREENWELL ASKED ME TO COME HERE TO EXPLAIN A LITTLE BIT ABOUT THE PROCESS THAT WE GO TO WHEN WE ARE ACCEPTING NOMINATION PAPERS.

AND WE HELD A TRAINING EARLIER THIS YEAR.

WE HELD WITH THE CITY CLERKS AND SCHOOL SECRETARIES, SCHOOL BOARD SECRETARIES, CITY CLERKS.

WE GO AHEAD AND DELEGATE TO THEM THAT THEY ARE THE FILING OFFICERS FOR COUNCIL RACES.

BUT THE STATE LAW PRESCRIBES THAT THE SCHOOL SECRETARY IS THE FILING OFFICER FOR THE SCHOOL BOARDS, AND SEANIECE ATTENDED THAT TRAINING.

AND IT WAS EXCELLENT TRAINING, WASN'T IT? THE BUT AND ACTUALLY THIS CAN YOU KNOW, IT GETS TO SOMETIMES WHEN YOU'RE BUTTING HEADS WITH FOLKS OVER THAT THAT PROCESS AND IT'S JUST IMPORTANT THAT IT'S DONE PROPERLY BECAUSE THEN IT'S DONE FAIRLY.

OKAY. AND SO WHEN YOU'RE FILING NOMINATION PAPERS, THE TWO THINGS THAT ARE IS YOUR AFFIDAVIT OF CANDIDACY AND YOUR PETITIONS.

OKAY. AN AFFIDAVIT OF CANDIDACY, YOU HAVE TO FILL OUT AND SAY WHAT POSITION YOU'RE RUNNING FOR AND YOU SIGN IT AND IT'S NOTARIZED.

AND THAT CAN BE CORRECTED RIGHT AT THE TIME OF FILING.

IF THERE'S SOMETHING WRONG THERE, YOU CAN FILE, YOU CAN RIP THAT ONE UP AND YOU CAN FILE ANOTHER ONE WITH IT AS LONG AS THE SIGNATURE THERE.

BUT PETITIONS ARE DIFFERENT PETITIONS THAT IT'S VERY IMPORTANT THAT HEADING ON THAT PETITION IS FILLED OUT CORRECTLY BEFORE YOU GATHER SIGNATURES, BECAUSE IF YOU GATHER SIGNATURES AND THAT'S NOT COMPLETE, IT CAN LEAD TO HEADACHES, ESPECIALLY WHEN YOU HAVE A POSITION THAT YOU THAT IS A TWO YEAR VACANT POSITION THAT YOU'RE RUNNING ALONG WITH THE REGULAR FOUR YEAR TERMS. AND THE BEST WAY I CAN EXPLAIN THIS TO YOU WHY IT'S IMPORTANT IS SEVERAL YEARS AGO WHEN I FIRST CAME IN AS CITY SERGEANT BLUFF, THERE WAS AN ISSUE THERE WHERE YOU HAD THE EXACT SAME SITUATION.

THREE PEOPLE WERE RUNNING FOR THE FULL FOUR YEAR TERM AND ONE PERSON WAS AND THERE WAS A POSITION OPEN FOR TO FILL A VACANCY FOR TWO YEARS.

WELL, THE CITY CLERK AT THAT TIME, I WON'T MENTION ANY NAMES AND NO LONGER WITH US, BUT THAT PERSON MANIPULATED THOSE PETITIONS, RIGHT WHILE PEOPLE WERE TURNING THEM IN AND ACTUALLY WHITED OUT SOME OF THE TOPS OF THOSE PETITIONS.

AND IT YOU KNOW, IT BLEW UP.

IT WAS IT WAS A BAD DEAL.

AND THAT'S WHY IT'S IMPORTANT THAT EVERYTHING IS DONE CONSISTENTLY AND CORRECTLY WHEN YOU FILE THOSE PETITIONS.

SO IN THIS SITUATION, IT'S ACTUALLY YOU CAN YOU COULD FILE YOU COULD COLLECT SIGNATURES ON PETITIONS FOR BOTH THE TWO YEAR TERM AND YOU COULD DO IT FOR THE FOUR YEAR TERM, AND THEN YOU COULD DECIDE AT THE END WHICH ONES YOU WANT TO TURN IN.

THERE'S NOTHING WRONG WITH THAT.

BUT WHAT IT IS WRONG IS IF YOU DIDN'T FILL THAT PETITION THAT OUT CORRECTLY AND THEN CITIZENS ARE SIGNING IT AND THEN AFTER THE

[00:30:09]

FACT, THEN YOU CHECK THE BOX TO DETERMINE WHICH ONE YOU'RE GOING TO RUN FOR AFTER YOU'VE SEEN WHO YOUR COMPETITION IS GOING TO BE.

BASICALLY, THAT'S WHAT IT'S ALL ABOUT.

SO THAT'S WHAT I BELIEVE THAT PRESIDENT GREENWELL ASKED ME TO COME HERE AND EXPLAIN WHY IT'S IMPORTANT TO DO THAT PROCESS CORRECTLY.

WELL, THANK YOU. I THOUGHT I'VE EXPLAINED IT A COUPLE OF TIMES BEFORE AT BOARD MEETINGS, BUT I WANTED TO HEAR IT FROM THE OFFICIAL AND IT WAS CONSISTENT WITH WHAT YOU'VE JUST SAID. SO I JUST WANTED TO HAVE YOU COME AND SPEAK TO THAT TOO, IN A PUBLIC FORUM HERE.

SO THANK YOU. I APPRECIATE THE OPPORTUNITY.

ANY ANY QUESTIONS FOR MR. GILL? SO THEN JUST TO SUMMARIZE IT UP, NO ONE CAN SIGN YOUR PETITION UNTIL YOU DECLARE ON THAT FORM WHETHER THEY'RE SIGNING A TWO YEAR OR A FOUR YEAR.

YES, THERE'S A QUESTION RIGHT ON THAT PETITION THAT SAYS, ARE YOU RUNNING TO FULFILL A VACANCY AND TO FILL A VACANCY? SO THEN THERE'S ABSOLUTELY NOTHING WRONG WITH CARRYING AROUND A TWO YEAR AND A FOUR YEAR AND HAVING THEM SIGN BOTH.

THERE IS NOTHING WRONG WITH THAT.

YOU CAN DO THAT. YEP.

OKAY. SEANIECE ANYTHING FROM THE PUBLIC ON THIS? NO. MR. GILL. THANK YOU. I APPRECIATE YOUR TIME.

I APPRECIATE THE OPPORTUNITY.

GOOD TO SEE YOU ALL. OKAY.

BOARD MEMBERS, ANY OTHER ANY OTHER DISCUSSION ON ON ITEM D? AGAIN, WE ENCOURAGE WE ENCOURAGE PEOPLE TO RUN FOR THE POSITION.

THERE ARE SEVERAL CANDIDATES THAT HAVE FILED ALREADY, AND WE ENCOURAGE A ROBUST ELECTION AND HOPE MORE FILE.

WITH THAT THAT'S THE END OF OUR AGENDA THIS EVENING.

IS THERE ANYTHING ELSE THE BOARD MEMBERS WOULD LIKE TO DISCUSS, OR ARE WE READY TO ADJOURN? I THINK WE'RE READY FOR ADJOURNMENT.

IS THERE A MOTION FOR ADJOURNMENT? SO MOVED. SECOND.

WE HAVE A MOTION AND A SECOND FOR ADJOURNMENT.

ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.

AYE. AND MEETING IS ADJOURNED.

RECORD.
