MS. SCOLARO. I'VE ALSO ATTENDED MY THREE COMMITTEES BOARD, POLICY COMMITTEE I AGREE WITH DIRECTOR SCARLETT ABOUT KIND OF EXCITED ABOUT THE POLICIES THAT THAT ARE BEING PUT IN PLACE.

I'VE ALSO ATTENDED THE EDUCATIONAL EQUITY COMMITTEE, AND WE CONTINUE TO DO GOOD WORK IN THAT REGARD.

AND THEN I ALSO INTEND IN THE SCHOOL IMPROVEMENT ADVISORY COMMITTEE, WHERE WE'RE AGAIN, STARTING OFF A NEW YEAR AND ELECTED SOME STUDENTS AS TO LEAD THAT COMMITTEE, WHICH IS KIND OF ALWAYS AWESOME.

I'VE ALSO BEEN SUBBING SOME AT WEST HIGH SCHOOL AND WILL BE THERE AGAIN TOMORROW.

WE TALKED ABOUT LEGISLATIVE INITIATIVES COMING UP.

MUCH OF IT WILL BE THE SAME AS WHAT WE'VE BEEN HOPING FOR FOR THE LAST FEW YEARS.

WITH A COUPLE OF TWEAKS.

IT'S GOOD TO GET TO KNOW OTHER SUPERINTENDENTS AND BOARD MEMBERS WITH SCHOOL DISTRICTS THE SAME SIZE AS WE ARE, OR BIGGER.

IT'S REALLY A GREAT OPPORTUNITY FOR US TO NETWORK, FINDING OUT THE SCHOOLS HAVE THE SAME SUCCESSES AND ISSUES THAT WE HAVE.

PROBABLY THE KEY, OF COURSE, IS RETENTION AND RECRUITMENT OF TEACHERS THROUGHOUT NORTHWEST IOWA AND IOWA IN GENERAL.

SAFETY, CYBERSECURITY.

IT'S TO GET AN IDEA OF WHAT FUNDS ARE OUT THERE AND WHAT WE'RE GOING TO HOPEFULLY PUSH FOR.

I ATTENDED THE INSURANCE COMMITTEE MEETING LAST WEEK.

THERE'S SOME GOOD NEWS AND SOME NOT SO GOOD NEWS.

THE GOOD NEWS IS CLAIMS ARE DOWN ROUGHLY $961,000 FROM A YEAR AGO.

IF YOU RECALL, WE HAD A BLOWOUT IN CLAIMS, IN PARTICULAR CATASTROPHIC CLAIMS LAST YEAR, AND THAT MOVED OUR RATES UP DRAMATICALLY.

THE GOOD NEWS IS THE CATASTROPHIC CLAIMS ARE DOWN QUITE A BIT.

OVERALL, I SAID OVERALL CLAIMS DECREASE OF $961,000.

THAT'S POSITIVE.

BAD NEWS IS WE HAD TO RAISE PREMIUMS LAST YEAR.

SO PREMIUMS WERE UP A MILLION 245 LAST YEAR.

SO NET NET WE'RE STILL UNDERWATER.

WHEN YOU LOOK AT THE 15% TARGET GAP BETWEEN PREMIUMS AND CLAIMS. SO WE'RE ABOUT $337,000 UNDERWATER TO THAT TARGETED RATE, 1.7%.

SO THE BAD NEWS, THAT WASN'T SUCH BAD NEWS, BUT THE BAD NEWS IS WE ASKED THE GENERAL QUESTION ON MEDICAL INSURANCE, WHAT'S MEDICAL INSURANCE INFLATION? WHAT DO YOU EXPECT IT TO BE? AND THEY SAID, WELL, IT DEPENDS ON THE AREA YOU'RE IN.

RURAL AREA IS PROBABLY MORE METROPOLITAN OR UEN AREAS PROBABLY LESS.

BUT SHE SAID EXPECT BETWEEN 8 TO 10% MEDICAL INFLATION.

THAT'S WITHOUT ANY CLAIMS EXPERIENCE.

THAT'S JUST GENERAL INFLATION FOR MEDICAL CLAIMS. SO YOU KNOW, DESPITE BEING DOWN IN CLAIMS SIGNIFICANTLY, SHE SAID EXPECT, YOU KNOW, 8 TO 10% INFLATION.

AND THAT'S ON ROUGHLY $17.5 MILLION OF CLAIMS. SO 8 TO 10%.

YOU CAN DO THE MATH. THERE'S AN INCREASE IN PREMIUMS RIGHT THERE.

BUT WE'LL WAIT AND SEE.

THERE'S A LOT OF WORK TO BE DONE LOOKING AT PLAN DESIGN, ALL OF THAT KIND OF STUFF.

AND WE WON'T GET THAT DONE UNTIL SOMETIME IN PROBABLY IN JANUARY, I THINK IS WHAT THEY SAID.

SO I GUESS POSITIVE NEWS WE HAD, WE HAD MUCH, MUCH BETTER RESULTS ON CLAIM LOSS THAN WE DID THE YEAR BEFORE.

BAD NEWS AS USUAL ON MEDICAL INFLATION.

SO TO BE TO BE CONTINUED, THAT'S REALLY THAT'S REALLY A DISCUSSION FROM THAT.

THE IASB CONVENTION DELEGATE ASSEMBLY, NOVEMBER 15TH, 16TH AND 17TH, THAT'S IN DES MOINES.

AND WE'RE HEREBY GIVING NOTICE THAT A MAJORITY OF THE MEMBERS OF THE BOARD OF DIRECTORS MAY GATHER IN DES MOINES, IOWA, ON NOVEMBER 15TH, 16TH, AND 17TH TO ATTEND THE IOWA ASSOCIATION OF SCHOOL BOARD'S ANNUAL CONVENTION.

NO DELIBERATION OR ACTION BY THE BOARD IS ANTICIPATED ON ANY POLICY ITEMS, SO THAT'S JUST WANTED TO GIVE PUBLIC NOTICE FOR THAT.

THERE'S ALSO THE UEN ANNUAL MEETING DOWN IN DES MOINES ON NOVEMBER 15TH THAT'S USUALLY HELD WITH A DINNER IN THE EVENING.

A BOARD POLICY, FINANCE AND FACILITIES COMMITTEE MEETING ON NOVEMBER 20TH, A BOARD POLICY COMMITTEE MEETING ON NOVEMBER 21ST, A BOARD STUDENT ACHIEVEMENT COMMITTEE MEETING ON NOVEMBER 22ND, AND THE OUTGOING INCOMING NEW BOARD MEMBER RECEPTION AT ON NOVEMBER 27TH.

SO THAT'LL BE AFTER THANKSGIVING BREAK.

COMING BACK FOR THAT. AND THEN THE ANNUAL ORGANIZATION OF THE NEW BOARD ON THE SAME EVENING.

SO WE'LL HAVE A VERY SHORT BOARD MEETING ON THE 27TH FOR THE CURRENT BOARD THAT'S SITTING .

A FEW THINGS GOING ON.

I ATTENDED THE TRI STATE GOVERNORS CONFERENCE ON OCTOBER 11TH.

IT'S NICE TO HEAR FROM THE OTHER GOVERNORS AND WHAT'S GOING ON IN OUR NEIGHBORING STATES.

INSURANCE COMMITTEE MEETING.

THAT'S THE NUMBERS THAT PRESIDENT GREENWELL TALKED ABOUT ARE ALWAYS CONCERNING.

WHEN YOU'RE LOOKING AT JUST A STRAIGHT INFLATION RATE OF 8 TO 10%.

AND THEN IF WE DON'T HAVE A FAVORABLE YEAR WITH CLAIMS, THEN IT JUST INFLATES IT FURTHER.

I WISH THE STATE WOULD JUST GO TO A STATEWIDE POOL ON INSURANCE, ALL STATE EMPLOYEES INCLUDED.

I THINK THAT WOULD BRING EVERYTHING DOWN, BECAUSE WHEN YOU LOOK AT THE STATE OF IOWA AND THEIR WORKERS AND THEIR INSURANCE AND THEIR RATES, THEIR REASONABLE.

OURS ARE GETTING TO THE UNREASONABLE POINT, WHICH IS VERY CONCERNING TO TO ALL OF US.

I ATTENDED A UEN MEETING.

THE FOUNDING EIGHT, THOSE ARE THE EIGHT LARGEST URBAN SCHOOL DISTRICTS IN THE STATE.

AND AS JAN TALKED ABOUT, IT'S GOOD JUST TO TALK TO THOSE PEOPLE BECAUSE THEY'RE LIKE DISTRICTS THERE.

THE COUNCIL BLUFFS, THE DAVENPORT, THE WATERLOO, DES MOINES.

WE SHARE A LOT OF THE SAME ISSUES WITH MANY OF THOSE SCHOOL DISTRICTS.

SO IT'S NICE TO TALK TO THOSE LEADERS AND REALLY USE THEM FOR IDEAS, CONCEPTS THAT ARE WORKING IN THEIR DISTRICTS SO WE CAN MAKE THE NECESSARY IMPROVEMENTS IN THE SIOUX CITY COMMUNITY SCHOOL DISTRICT.

HAD THE OPPORTUNITY TO VISIT A LOT OF BUILDINGS OVER THE LAST COUPLE OF WEEKS.

BUILDING TRADES. IF YOU HAVE A CHANCE TO GET TO THE BUILDING TRADES, IT'S AWESOME.

THEY'RE BUILDING THE HOUSES NOW, AND THEY'RE GOING UP RATHER QUICKLY AND JUST TALKING TO THE STUDENTS AND THE EXCITEMENT THAT THEY HAVE FOR WHAT THEY'RE DOING EACH AND EVERY DAY IS AMAZING.

A SHOUT OUT TO THE NILES BROTHERS THAT ARE LEADING THAT PROGRAM AND TEACHING THAT PROGRAM THERE.

THEY'RE NOT ONLY TEACHING THE STUDENTS ABOUT THE CONSTRUCTION TRADE, THEY'RE ALSO TEACHING THE SOFT SKILLS.

SO WHEN YOU WALK IN THERE, THE STUDENTS ARE EXPECTED TO GREET YOU, INTRODUCE, SHAKE HANDS, JUST SO SOFT SKILLS THAT ARE SO IMPORTANT IN IN ALL OF OUR BUSINESSES.

ALSO, WHEN YOU TALK TO THE STUDENTS THAT WERE IN THE WELDING PROGRAM THAT HAD A CHANCE TO GO TO UNITY BRYANT, WEST HIGH, WEST MIDDLE, LESS HILLS . TODAY, THIS AFTERNOON AFTER THE ROTARY FORUM, SO THE SCHOOL BOARD CANDIDATES THAT WERE ALL OF THEM THERE WERE THERE TODAY, ALL WERE THERE TODAY.

THANK YOU SO MUCH FOR TAKING PART IN ALL THOSE FORUMS. I KNOW IT'S NOT EASY TO SIT UP IN FRONT OF PEOPLE AND ASK ANSWER THOSE QUESTIONS.

SO THOSE ARE NOT EASY EASY THINGS FOR PEOPLE TO DO.

AND I HAD THE OPPORTUNITY TO REALLY TALK TO TEACHERS.

THEY WERE WORKING IN BETWEEN CONFERENCES AND SOME SMALL GROUPS, SO I HAD THE OPPORTUNITY TO TALK TO THEM ABOUT ISSUES AND CONCERNS THAT THEY HAD.

AND IT'S ALWAYS GOOD TO GET OUT AND LISTEN TO THE TEACHERS AND TALK TO THEM NOT ONLY ABOUT THEIR CONCERNS, BUT WHAT THINGS ARE GOING WELL IN YOUR SCHOOLS.

SO THAT'S, ALWAYS A POSITIVE.

I TALKED TO A COUPLE OF WEEKS AGO ABOUT A NORTH SIDE COMMUNITY GROUP THAT I HAD MET WITH.

THEY ASKED ME TO COME AND SPEAK WITH THEM AND ALSO AT THEIR RECOMMENDATION, WE DID SCHEDULE ANOTHER OPEN HOUSE, AN EVENING FROM 6 TO 7. AND SO PEOPLE THAT MISS THE OPEN HOUSE AT OUR NEWEST ELEMENTARY BUILDING HUNT, NOVEMBER 7TH, THAT'S ELECTION DAY.

SO WE'RE GOING TO OPEN UP THAT BUILDING, AND I'LL BE THERE FOR ANYBODY THAT WANTS TO COME.

ANY COMMUNITY MEMBERS THAT WANT TO SEE THAT NEW BUILDING, A LOT OF THEM SAID THEY DIDN'T HAVE THAT OPPORTUNITY OR MISSED THE OPEN HOUSES FOR WHATEVER REASON.

SO WE'RE GOING TO OPEN IT UP AGAIN FROM 6 TO 7 ON NOVEMBER SEVENTH.

A COUPLE RETIRED TEACHERS THERE, AND THEY REALLY WANTED TO GET INTO THE BUILDING.

SO I SAID I WOULD SET THAT UP AND MAKE IT A COMMUNITY EVENT FOR ANYBODY THAT WANTED TO ATTEND.

[IX.A. FY25 Budget Guiding Principles - Dr. Rod Earleywine & Patty Blankenship]

AND IT'S THAT TIME OF YEAR AGAIN TO KICK OFF THE PROCESS FOR THE BUDGETING.

IT IS THE RECOMMENDATIONS THAT THE BOARD OF DIRECTORS APPROVES THE FISCAL 25 BUDGETARY GUIDING PRINCIPLES.

SO WITH THAT, DR.

EARLEYWINE AND MISS BLANKENSHIP, IT'S YOURS.

YES, I CAN SPEAK THE FIRST ONE PLANNED WITH A MULTI YEAR STRATEGY.

THE CASH POSITION OF THE SCHOOL DISTRICTS REMAIN AT 10% OR GREATER AS A PLAN FOR THE FUTURE.

THE SPENDING AUTHORITY POSITION OF THE DISTRICT SHOULD NOT DECREASE BELOW 10%.

SO WE WANT TO HAVE THAT SAVINGS ACCOUNT IN PLACE BECAUSE WE ALL KNOW THERE'S A THERE WILL BE A TIME, I BELIEVE, IN THE NEAR FUTURE WHEN WE'RE NOT GOING TO GET MUCH SUPPLEMENTAL STATE AID FROM THE LEGISLATORS.

SO THAT'S IMPORTANT THAT WE ALWAYS JUST LIKE IN YOUR HOMES, YOU ALWAYS WANT TO HAVE A SAVINGS ACCOUNT.

SO IN EMERGENCIES, TIMES WHEN INCOME DROP, FOR WHATEVER REASON, YOU WANT TO HAVE THAT SAVINGS ACCOUNT.

AND THE DISTRICT, WE NEED TO MAKE SURE WE HAVE THAT THAT SAVINGS ACCOUNT AVAILABLE.

ANY PROPOSED NEW PROGRAM OR PROGRAM EXPANSION MUST BE VETTED BY DETERMINE HOW IT WILL BE SUSTAINED IN THIS ECONOMIC SITUATION.

SO NEW PROGRAMS MAKE SURE THAT WE HAVE A FUNDING SOURCE FOR THEM.

AND WHEN. I WILL ALSO SAY WE ARE CONSTANTLY LOOKING AT OUR CURRENT PROGRAMS AND HOW CAN THEY BE MODIFIED? HOW CAN THEY BE CHANGED? WHAT SOMETIMES IN EDUCATION, WE CONTINUE TO DO THINGS BECAUSE WE'VE ALWAYS DONE IT AND WE REALLY NEED TO LOOK AT THAT.

WHAT THINGS ARE WE CURRENTLY DOING THAT WE MAYBE SHOULDN'T BE DOING, OR MAYBE SHOULD BE MODIFIED OR CHANGED TO BETTER SERVE THE STUDENTS? RECRUITMENT AND RETENTION OF STAFF SHALL BE A FOCUS OF THE BUDGETING PROCESS.

THAT'S SOMETHING THAT HAS BEEN BROUGHT UP CONSISTENTLY THROUGH THE FORUMS. THAT'S SOMETHING THAT IS ACTUALLY ONE OF MY PROFESSIONAL GOALS WITH THIS SCHOOL DISTRICTS.

AND ONE OF THE FOCAL POINTS FOR THE BOARD IS THAT RECRUITMENT AND RETENTION.

WE WANT TO KEEP GOOD STAFF, WE WANT TO KEEP GOOD TEACHERS.
