AND WHAT I WAS HOPING TO DO THIS EVENING IS I KNOW YOU'VE COME OFF OF A VERY FORMAL TRAINING AND LEARNING WITH THE IOWA ASSOCIATION OF SCHOOL BOARDS, BUT I THOUGHT WHAT I WOULD DO IS JUST OFFER YOU KIND OF PUT MYSELF OUT THERE FROM MY EXPERIENCE OF WHAT SOME OF THE HIGHLIGHTS ARE OF THESE FIVE ITEMS THAT WE HAVE ON OUR AGENDA.

AND I THINK IT WILL BE A REFRESHER COURSE FOR THE EXISTING DIRECTORS AND FOR THE NEWER DIRECTORS, THE NEWLY ELECTED DIRECTORS, I THINK IT MIGHT BE WELL WORTHWHILE.

SO, WE'RE JUST IT'S INFORMAL, BUT WE'RE GOING TO DO OUR BEST TOYS ACTUALLY HERE TO BE VERY TRANSPARENT WITH YOU, TO CORRECT ANY STATEMENTS I MAKE THAT MIGHT NOT BE QUITE ACCURATE. AND ALSO, WE'RE GOING TO DIVIDE SOME OF THIS UP.

SO, MY FIRST ITEM IS CITIZEN INPUT PROCESS.

AND WHAT I WANT TO POINT OUT THERE IS KEEP IN MIND THAT YOUR BOARD MEETING IS YOUR BOARD MEETING.

IT'S FOR THE BOARD OF DIRECTORS.

AND THE PUBLIC CAN PARTICIPATE.

THEY'RE ALLOWED TO PARTICIPATE ON AGENDA ITEMS. BUT ON THE CITIZEN INPUT, YOU'LL NOTE THAT THE PRESIDENT EACH MEETING WILL STAY THAT IF IT'S AN ITEM THAT'S NOT ON THE AGENDA, WE WILL ACCEPT CITIZEN INPUT FORM HAS TO BE FILLED OUT GIVEN TO THE BOARD SECRETARY SEANIECE.

SO STAY ON TOPIC AND THEN WATCH EVEN EVEN ON CLOSED SESSIONS THAT WILL NOT GO PUBLIC WHERE YOU CAN'T LISTEN TO YOU'RE NOT ALLOWED OR YOU WON'T BE ABLE TO OBTAIN A RECORDING OF THE CLOSED SESSION.

ALWAYS TREAT CLOSED SESSIONS AS IF EVERYBODY IN THE WORLD IS LISTENING IN.

AND WHEN. THE REASON WHY I SAY THAT IS BECAUSE YOU WANT TO STAY ON TOPIC.

IF YOU'RE TALKING ABOUT PERSONNEL MATTERS OR YOU'RE TALKING ABOUT A PERSON, STICK WITH THAT PERSON.

DON'T GO OFF THE PATH AND START TALKING ABOUT OTHER PEOPLE AND BRINGING UP OTHER, UM, OTHER ISSUES.

THE OTHER THING I WANT TO REMIND YOU OF THAT'S ALSO A TEMPTATION IS NO MOTIONS CAN BE MADE IN A CLOSED SESSION, SO NO MOTIONS AT ALL.

SO, IF SOMEBODY SAYS, WELL, I MOVE THAT AND THERE'S A SECOND, YOU JUST THAT'S THE PRESIDENT NEEDS TO RULE THAT OUT OF ORDER.

AND WE CAN'T TAKE ANY KIND OF MOTIONS IN A CLOSED SESSION.

YOU NEED TO COME BACK INTO OPEN SESSION AND THAT'S WHEN YOU CAN TAKE UP.

SO, WHEN YOU COME OUT OF A CLOSED SESSION, WHAT IS SAID IN A CLOSED SESSION IS CONFIDENTIAL.

IT STAYS IN THAT ROOM WHERE YOU'VE HAD YOUR CLOSED SESSION.

PLEASE DON'T COME OUT AND CALL A FRIEND OR CALL ANYONE AND TALK ABOUT THE TOPIC OF WHAT YOUR CLOSED SESSION WAS ABOUT.

THAT WOULD BE A VIOLATION OF THE CLOSED SESSION AND ACTUALLY THE PURPOSE OF THE CLOSED SESSION.

THERE ARE GENERALLY ABOUT FIVE REASONS THAT WOULD ALLOW SCHOOL DISTRICTS TO GO INTO CLOSED SESSION.

THAT, UM, STATUTORY REASON HAS TO BE STATED IN OPEN SESSION.

AND THEN YOU GO INTO CLOSED SESSION.

SO, IT'S VERY IMPORTANT TO STAY ON TASK FOR THAT REASON AS WELL.

I'M GOING TO TALK OH, THE OTHER THING.

SO, I'M GOING TO TALK ABOUT BOARD POLICIES.

WE'RE MOVING ON.

AND UM, BOARD POLICIES, IF YOU HAVEN'T ALREADY, GET TO KNOW YOUR BOARD POLICIES.

THEY'RE ON THE INTERNET.

UM, UNDER THE BOARD OF DIRECTORS' TAB, THERE WILL BE A POLICIES TAB.

JUST CLICK ON IT AND YOU'LL SEE THE MENU FOR THEM.

I'LL DIRECT YOUR ATTENTION SPECIFICALLY TO THE 200 SERIES.

THAT'S THE BOARD OF DIRECTORS TAB.

SO, THAT WILL HAVE ALL THE BOARD POLICIES RELATED TO BOARD OF DIRECTOR MATTERS.

POLICIES ARE BASICALLY THE BOARD'S GUIDELINES FOR HOW THE DISTRICT OPERATES.

WITH A LOT OF POLICIES, THERE ALSO BE WHAT'S CALLED ARES.

THOSE ARE ADMINISTRATIVE REGULATIONS.

THOSE ARE A LITTLE MORE DETAILED, A LITTLE MORE SPECIFIC.

AND THEY ARE THE SUPERINTENDENTS AND THE DEPARTMENT DIRECTORS' MECHANISMS FOR IMPLEMENTING THE BOARD'S POLICIES.

SO, WHEN YOU SEE THAT POLICY, THEN YOU SEE THAT'S JUST A LITTLE DIFFERENTIATION THERE.

SOME POLICIES ARE MANDATED BY STATE LAW.

SO, IF YOU SOME POLICIES, THEY'RE THERE BECAUSE THEY'RE, THE DISTRICT'S REQUIRED TO HAVE THOSE POLICIES THERE.

OTHERS ARE JUST DISTRICT CHOICE TO HAVE THEM THERE JUST TO GUIDE THE DISTRICT AND THEIR OPERATIONS.

FOR EXAMPLE, THE CITIZEN INPUT, THERE'S A BOARD POLICY ON CITIZEN INPUT.

IF YOU WEREN'T AWARE, IT'S 204.15 UNDER THAT 200-DIRECTOR SERIES CLOSED SESSION.

THERE'S A BOARD POLICY ON CLOSED SESSIONS.

THAT'S UNDER 204.9.

SO, ANYTHING YOU WANT TO KNOW ABOUT HOW YOU NEED TO OPERATE AS A BOARD OF DIRECTOR.

SO THAT SETS UP THE PROCESS FOR WHAT HOW THE BOARD IMPLEMENTS AND DEVELOPS OUR POLICY.

AND THAT'S 202.1, BASICALLY ANYBODY, IF THEY WANT A NEW POLICY, THEY CAN PROPOSE IT.

AND THE MECHANISM USUALLY IS TO GO TO THE SUPERINTENDENT'S OFFICE TO GET IT ON THE AGENDA FOR THE BOARD POLICY COMMITTEE.

WHEN THEY MEET, THAT'S KIND OF THE GENERAL PROCESS.

AND THE BOARD POLICY COMMITTEE MEETS AND THEN CHANGES MAY BE MADE, AMERICAN RECOMMENDATIONS WILL BE MADE, AND THEN IT GOES OUT FROM THE BOARD POLICY COMMITTEE.

IF APPROVED TO THE FULL BOARD FOR A VOTE, EVERY POLICY MUST GO THROUGH TWO VOTES.

SO, IT GOES THROUGH THE FIRST READING AND SECOND READING BEFORE IT'S FINALIZED.

POLICIES BY STATE STATUTE ARE REQUIRED TO BE REVIEWED AT LEAST EVERY FIVE YEARS.

UM, MOST OF THE POLICIES, I THINK, DO COME UP MORE FREQUENTLY THAN THAT, EITHER BECAUSE OF, UM, SOME OF THEM MIGHT BE ANNUAL REVIEWS LIKE THE DISTRICT CALENDAR AND THINGS LIKE THAT THAT REQUIRE ANNUAL REVIEW.

THERE JUST MIGHT BE A PRACTICE OF UNDERSTANDING THAT THINGS ARE CHANGING, AND THEY NEED TO BE REVIEWED MORE FREQUENTLY THAN FIVE YEARS.

SEANIECE KEEPS A TRACK OF THE POLICIES AND WHEN THEY'RE UP FOR THEIR MANDATORY REVIEW, AND THEN THAT'S WHAT STARTS THE PROCESS.

SO, ALL OF YOUR AGENDA ITEMS IN AN OPEN FORUM MEETING THAT YOU HAVE A BOARD MEETING NOTICE MUST BE PUBLISHED AND GIVEN TO THE PUBLIC ABOUT WHAT THAT AGENDA ITEM IS.

AND SO IT'S VERY IMPORTANT THAT THAT IS DONE.

I DON'T THINK I CAN REMEMBER MAYBE 1 OR 2 OCCASIONS WHERE REMEMBER WHEN WE'RE EITHER WHEN WE'RE SELLING REAL ESTATE, I NEED TO GET A NOTICE IN THE PAPER 10 TO 20 DAYS IN ADVANCE OF WHEN YOU'RE HEARING IS.

AND I REMEMBER ONE TIME I HAD DIFFICULTY GETTING THE NOTICE PUBLISHED.

AND SO, I CAME BACK TO THE BOARD, AND I SAID, COULD WE SET RESET THE HEARING DATE BECAUSE I'VE MISSED THE DEADLINES WITH THE HEARING.

SO THAT WAS EASY TO CORRECT.
