[00:00:05]

GOOD EVENING.

WELCOME TO THE REGULAR SCHOOL.

REGULAR SCHOOL BOARD MEETING OF THE SIOUX CITY COMMUNITY SCHOOL BOARD DISTRICT IS MONDAY, DECEMBER 11TH, 2023, AT 6:07.

I NOW CALL THE REGULAR MEETING TO ORDER.

WILL EVERYONE PLEASE STAND AND RECITE THE PLEDGE OF ALLEGIANCE? I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.

SEANICE, WILL YOU PLEASE CALL THE ROLL?

[IV. Approval of Agenda]

BOARD MEMBERS, IT IS TIME TO APPROVE THE AGENDA FOR THIS MEETING.

IS THERE A MOTION TO APPROVE THE AGENDA? SO MOVED. SECOND.

BOARD MEMBERS, IS THERE ANY DISCUSSION? NO DISCUSSION.

ALL THOSE IN FAVOR OF APPROVING THE AGENDA, PLEASE SAY AYE.

AYE. ALL THOSE OPPOSED, SAY NAY.

AGENDA IS APPROVED.

AT THIS TIME, WE'LL HAVE CITIZEN INPUT.

[V. Citizen Input]

THE BOARD OF DIRECTORS INVITE INDIVIDUALS AND DELEGATION TO COME FORWARD AND SPEAK ON ANY ISSUE RELATED TO THE SCHOOL DISTRICT OPERATIONS THAT ARE NOT INCLUDED ON TODAY'S MEETING AGENDA.

JUST A REMINDER TO STATE YOUR NAME AND ADDRESS.

YOU'LL HAVE FIVE MINUTES.

BOARD MEMBERS MAY ASK CLARIFYING CLARIFICATION QUESTIONS, BUT NO DISCUSSION OR ACTION WILL TAKE PLACE.

SEANIECE IS THERE ANY CITIZEN INPUT? YES. TRICIA RIVERS.

WELCOME. GOOD EVENING.

TRICIA RIVERS, MY ADDRESS IS 3290 NORTH MARTHA STREET TRAILER, 108 SIOUX CITY.

I AM HERE TO TALK IN REGARD TO OUR RESOLUTION TO CLEAN ENERGY.

SO, THE BIDEN-HARRIS ADMINISTRATION HAS PASSED THE BIPARTISAN INFRASTRUCTURE LAW INFLATION REDUCTION ACT AND CHIPS AND SCIENCE ACT IN ITS FIRST YEAR, ALL OF WHICH AIM TO ALLEVIATE INFLATION, REDUCE THE NATION'S CARBON FOOTPRINT AND CREATE JOBS.

IOWA WAS ONCE AS BIOLOGICALLY DIVERSE AS A RAINFOREST, BUT NOW IS CONSIDERED TO BE A DESERT.

IOWA. IOWA IS ACTUALLY, UH, ONE OF THE MAJOR CONTRIBUTORS TO THE DEAD ZONE IN THE GULF OF MEXICO.

ALTHOUGH ENVIRONMENTALISTS AND SCIENTISTS HAVE BEEN WORKING TO SOLVE THIS PROBLEM, IT IS NOWHERE NEAR TO BEING CLOSE TO BEING ELIMINATED.

OUR SCHOOL DISTRICT HAS NOT PASSED A RESOLUTION SINCE 2012, IN REGARD TO CLEAN ENERGY.

OUR SCHOOL DISTRICT SHOULD LEAD BY EXAMPLE AND BEING VERY INTENTIONAL WITH KNOWING HOW OUR ACTIONS IMPACT TRIBAL NATIONS AND COMMUNITIES DOWNSTREAM AND MAKE IT A PROMISE TO LEAVE THE NEXT SEVEN GENERATIONS WITH A HEALTHY AND SUSTAINABLE ENVIRONMENT.

EVIDENCE SHOWS THAT STUDENTS ARE ABLE TO FOCUS AND ACHIEVE HIGHER ACADEMIC SUCCESS WHEN THE ENVIRONMENT AROUND THEM IS CLEAN, SUSTAINABLE AND HEALTHY. OUR STUDENTS DESERVE AN ENVIRONMENT TO THRIVE IN.

I WOULD LIKE TO SEE OUR SCHOOL DISTRICT TAKE THE LEAD IN PASSING A RESOLUTION THAT ACTIVELY FOCUSES ON REDUCING OUR CARBON FOOTPRINT BY OFFERING EDUCATIONAL AND CAREER PATHWAYS FOR OUR STUDENTS.

WE WILL NEED SCIENTISTS, ENVIRONMENTALISTS, AND CRITICAL THINKERS TO CONTINUE ON WORKING SOLUTIONS.

WE WILL NEED BUILDERS TO HELP TRANSITION OUR NATION TO CLEANER ENERGY.

WE WILL PROVIDE TOOLS THAT ALLOW STUDENTS TO ADVOCATE AND BE STEWARDS OF THE LAND.

MOST IMPORTANTLY, WE NEED LEADERS WHO TRULY CARE ABOUT THE FUTURE OF OUR CITY AND ENVIRONMENT, EVEN AFTER WE ARE NO LONGER HERE TO SEE THE BIGGER PICTURE.

HERE ARE SOME OF MY RECOMMENDATIONS.

THEY'RE JUST MINE.

STUDENTS ARE TO OR STUDENTS TO RECEIVE COLLEGE CREDITS.

IF PURSUING ANY STEM RELATED COURSES AND HAVE A DESIRE TO ENTER AN ENVIRONMENTAL FIELD.

THIS COULD MEAN WORKING WITH LOCAL COMMUNITY AND TRIBAL COLLEGES, WORK WITH LOCAL LABOR UNIONS SO THAT STUDENTS ARE GAINING HANDS ON EXPERIENCES OR EXPERIENCES, POTENTIALLY LEADING TO A PRE-APPRENTICESHIP, APPRENTICESHIPS, JOURNEYMAN POSITION WHICH KEEPS OUR LOCAL ECONOMY STRONG.

ESTABLISH AN ONGOING RELATIONSHIP WITH THE AMES NATIONAL LABORATORY, WHICH IS A US DEPARTMENT OF ENERGY LABORATORY THAT LEADS IN DISCOVERY, SYNTHESIS, ANALYSIS AND APPLICATION OF NEW MATERIALS, NOVEL CHEMISTRIES AND TRANSFORMATIVE TRANSFORMATIONAL ANALYTICAL TOOLS.

PROVIDE ADEQUATE RESOURCES AND SUPPLEMENTARY MATERIALS, MAKING SURE THAT EQUITY IS AT THE FOREFRONT BY MAKING OPPORTUNITIES AND EDUCATION AVAILABLE TO

[00:05:01]

ALL STUDENTS.

APPROVE AND UTILIZE ELECTRIC SCHOOL BUSSES AND VEHICLES.

APPROVE AND UTILIZE SOLAR ENERGY.

LEARNING MORE ABOUT IOWA'S OWN HISTORY OF PRAIRIES AND HOW THAT CAPTURES CARBON NATURALLY.

CREATE AN ADVISORY COMMITTEE OF STAKEHOLDERS SUCH AS LOCAL GRASSROOTS ORGANIZATION SCIENTISTS, ENVIRONMENTAL GROUPS, AND INDIVIDUALS WHO HAVE ADVOCATED AND ARE DOING THE WORK ALREADY IN THE COMMUNITY.

I WOULD LIKE TO ENCOURAGE THE BOARD TO PASS A RESOLUTION THAT PROMOTES CLEAN ENERGY AND A PLAN THAT REFLECTS.

ARE THERE ANY CLARIFYING QUESTIONS? NO. OKAY. THANK YOU FOR YOUR TIME AND YOUR CONSIDERATION.

THANK YOU, THANK YOU.

SEANIECE, ARE THERE ANYMORE? YES. KAY ZEDIKER.

DID I SAY THAT WORD? OKAY. GOOD EVENING.

MY NAME IS KAY ZEDIKER.

I LIVE AT 3105 GLEN OAKS BOULEVARD.

I'M HERE MORE ON A PERSONAL, UH, AGENDA.

I'M A PRODUCT OF THE SIOUX CITY COMMUNITY SCHOOL SYSTEM.

I'M A RETIREE OF THREE YEARS AT WHAT THEY CALLED CENTRAL CAMPUS.

AND THEN I WAS 24 YEARS OUT AT WEST HIGH SCHOOL.

I BELIEVE THAT I'M ONE OF THOSE SPECIAL PEOPLE THAT I LOVE.

THE JOB THAT I DID EVERY YEAR.

I LOVED THE PEOPLE THAT I WORKED FOR MY PRINCIPALS, MY TEACHERS, I CALL THEM MY BECAUSE IT WAS FAMILY, AND I LIKE THE AGE OF THE STUDENTS THAT I HELP FIND IF THEY WERE LOST.

I WAS AN ATTENDANCE SECRETARY.

MY SITUATION IS THAT WHEN I DECIDED TO RETIRE, I WAS AWARDED AND GIVEN AS A GIFT THIS RETIREE CARD.

IT'S A GOLD CARD.

AND IT'S VERY SPECIAL TO ME.

AND IT MEANS A LOT OF THINGS TO ME.

IT MEANS THAT I DID A GOOD JOB, THAT I WAS APPRECIATED, AND I WAS RESPECTED.

ABOUT THREE WEEKS AGO I GO TO A FOOTBALL GAME.

I SHOW MY CARD LIKE I ALWAYS DO.

THEY'VE NEVER SEEN THIS CARD BEFORE.

UM, THEY CANNOT USE THIS CARD.

AND I EXPLAIN, I, I'VE WORKED VERY HARD FOR THESE 27 YEARS.

THIS WAS A GIFT.

YOU DON'T GIFT.

GIVE GIFTS OUT AND THEN TAKE THEM AWAY.

I WAS HUMILIATED, THAT'S HOW I FELT I FELT HUMILIATED.

I TALKED TO SOME PEOPLE, AND THEY SAID, NO, THAT CARD'S GOOD.

THEY GOT RID OF THE YELLOW AND THE GREEN SENIOR CITIZEN CARDS.

AND I SAID, OH, THEN MAYBE THIS IS GOOD.

SO, ABOUT A COUPLE OF WEEKS AGO, I GO TO A BASKETBALL GAME THINKING, THIS IS GOING TO WORK.

I WALK IN AGAIN.

I'VE NEVER SEEN THIS CARD BEFORE.

WHAT DO YOU MEAN? I'VE BEEN USING IT FOR QUITE A FEW YEARS.

MY HUSBAND AND I, WE LOVE SPORTS.

WE LOVE ACTIVITIES.

MY HUSBAND'S 83.

I'M GOING TO BE 80 THIS SPRING.

I HAVE A LOT OF YEARS THAT I WANT TO KEEP USING THIS CARD.

I'M DISAPPOINTED THEY DID NOT KNOW MY CARD.

AGAIN, I FELT.

HUMILIATED. THERE'S A LINE BEHIND ME.

THEY'RE IN A HURRY.

UM, I'M HERE TO SAY I WANT MY CARD BACK.

I WANT THAT RESPECT.

I WANT THAT GIFT THAT THEY GAVE ME, AND THEY GAVE IT TO ME, UM, WITH A LOT OF LOVE BACK TO ME, I FELT IT.

IT MEANT SOMETHING TO THEM, GIVEN IT TO ME.

AND IT MEANS SOMETHING TO ME THAT I GOT IT.

I THANK YOU VERY MUCH.

I BELIEVE THAT I DID A GOOD JOB.

I ACHIEVED WHAT I WANTED TO DO AND I THINK I WAS SUCCESSFUL.

THANK YOU. I DON'T KNOW.

IS THERE ANY QUESTIONS? OTHERWISE? I'VE SAID MY PIECE.

PRESIDENT GEORGE, I HAVE A CLARIFYING QUESTION.

CAN YOU TELL ME WHAT YOU GET WITH THE GOLD CARD IN THE PAST? IS IT FREE ADMISSION? IS IT? YES.

OKAY. IT SAYS ALL ACTIVITIES.

IT TRULY WAS GIVEN TO ME WITH A LOT OF RESPECT.

I REALLY DID FEEL THAT.

[00:10:01]

THANK YOU.

SUPERINTENDENT EARLEYWINE, I THINK WE ADDRESSED THIS ISSUE EARLY ON THAT THOSE CARDS FROM RETIREES WERE TO BE HONORED. AND I THINK MAYBE WE NEED TO MAKE IT SEND OUT A NOTICE AGAIN.

THEY DON'T SEEM TO RECOGNIZE IT.

THERE'S A CONFUSION OUT THERE.

I THINK, OF WHAT'S GOOD AND WHAT ISN'T.

I WILL SAY, I HAVE BEEN TOLD THAT THERE'S A PACKAGE FOR $30.

IT'S NOT THE MONEY.

I CAN TELL YOU THAT IT'S THE LOVE THAT I FELT THAT I GOT WHEN I RECEIVED IT.

AND THERE WAS A LOT OF LOVE THAT WENT OUT FROM ME.

THE PEOPLE THAT I WORKED WITH.

YOUR PRESIDENTS.

ONE OF THEM. THANK YOU.

WE WILL MAKE SURE THAT WE COMMUNICATE THIS.

THIS SHOULD NOT HAPPEN.

AND I AND I AM SORRY FOR THAT I APPRECIATE THAT.

SO, WE WILL MAKE SURE WE GET THIS TAKEN CARE OF THAT IT GETS COMMUNICATED OUT TO EVERY EVENT.

SO, WHEN THEY SEE THAT CARD, THEY KNOW THAT, UM WHAT TO DO.

I DON'T KNOW HOW MANY OTHERS ARE OUT THERE, RIGHT? I DON'T EITHER, BUT THEY WERE GIVEN.

AND YOU'RE RIGHT, THE PRESENCE SHOULD NOT BE TAKEN BACK.

SO, THANK YOU.

JUST TO MENTION I GOT A WHITE CARD.

SHE'S GOT THE BETTER CARD.

I THINK WE SHOULD ALL MAKE THEM ALL GOLD CARDS, I REALLY DO.

WHEN I RETIRED, YES, I HAD THE PRIVILEGE OF WORKING WITH KAY FOR MANY OF THOSE YEARS UP AT WEST HIGH.

AND YOU DID ALL THOSE THINGS AND MORE.

THANK YOU. YOU KNOW, YOU REALLY DID.

UM, YOU'RE ONE OF THE.

WHEN I TALKED TO PEOPLE RAN INTO DICK LILY TALKED ABOUT JUDY AS WELL, AND JUST THOSE WERE THE TIMES WE ARE FAMILY.

YOU'RE RIGHT. DEFINITELY.

AND AGAIN, FROM MY HEART TO YOURS, I APOLOGIZE.

WE'RE BETTER THAN THAT.

OUR DISTRICT IS.

SEANIECE. IS THERE ANYTHING ELSE? NO? OKAY, LET'S GO ON TO THE NEXT ITEM.

THAT'S A COMBINED BOARD.

AND WAS ABLE TO PARTICIPATE AND PROVIDE SOME ACTION ON THAT.

ON THE 2ND OF DECEMBER, WE HAD THE EDUCATION LEGISLATION FORUM IN THIS ROOM WHERE WE HAD THREE REPRESENTATIVES AND ONE SENATOR, AND IT WAS ENLIGHTENING.

AND I LEARNED SOME THINGS, AND I HOPE THEY LEARN SOME THINGS FROM US AS WELL.

AND THEN ON THE SEVENTH, WE JUST HAD OUR READY SET, GOVERN TRAINING FOR THOSE NEW BOARD MEMBERS.

SO, IT'S BEEN A WHIRLWIND.

LANCE, YOU'RE UP.

THANK YOU.

IN THE TIME SINCE OUR LAST BOARD MEETING, I DID HAVE AN OPPORTUNITY TO PARTICIPATE WITH THE IOWA SCHOOL BOARD TRAINING SESSION THAT WE HAD HERE OUT AT WHAT USED TO BE THE OLD SOUTH CENTER AND IS NOW THE CENTER AT THE AIRPORT.

I THOUGHT IT WAS A VERY GOOD SESSION.

SO, I'M LOOKING FORWARD TO SERVING AND THANK YOU ALL.

AND I'M UP LAST.

I ATTENDED THIS SESSION TO THE IASB.

READY, SET, GOVERN.

A LOT OF GREAT THINGS.

SEISMIC SHIFT IN MY HEAD, SO TO SPEAK, ON SOME ITEMS THOUGHT DIFFERENTLY, PRESENTED DIFFERENTLY, MADE MORE SENSE TO ME.

AS WE MOVE FORWARD AGAIN, I WELCOME ALL THE NEW BOARD MEMBERS.

I DID HAVE COFFEE WITH DIRECTOR MEYER.

GOT TO KNOW HIM A LITTLE BIT MORE.

AND I ENCOURAGE ALL THE BOARD MEMBERS TO REACH OUT TO EACH OTHER AND HAVE THOSE MEETINGS SO THAT YOU CAN KIND OF DEVELOP THAT RELATIONSHIP.

BECAUSE I TRULY, HONESTLY BELIEVE WE HAVE A GREAT TEAM SETTING UP HERE THAT'S GOING TO MOVE THIS DISTRICT FORWARD.

AND WE HAVE TO BELIEVE IN THAT.

AND BUT WE HAVE TO GET TO KNOW EACH OTHER, FIND OUT WHAT WORKS FOR US AND WHAT WORKS FOR THEM AND WORK TOGETHER SO THAT OUR ADMINISTRATION, OUR TEACHERS, OUR STAFF, ALL OUR STAFF AT EVERY LEVEL FEEL SUPPORTED.

AND WITH THAT, I CONCLUDE MY REPORT.

FROM THERE ON, I'M GOING TO TELL YOU WHAT'S ON THE DOCKET HERE.

AND RIGHT NOW, WE'RE GOING TO GO TO ITEM EIGHT, SUPERINTENDENT'S REPORT.

[VIII. Superintendent’s Report - Dr. Rod Earleywine]

DOCTOR EARLEYWINE.

THANK YOU. JUST A FEW THINGS.

I, UM, HAD THE OPPORTUNITY TO ATTEND THE NATIONAL ASSOCIATION FOR CAREER TECH EDUCATION CONFERENCE IN PHOENIX

[00:20:02]

WITH A COUPLE OF TEACHERS, GUIDANCE COUNSELOR, PRINCIPAL.

SO GOOD CONVERSATION, GOOD CONFERENCE.

YOU GO TO THOSE, YOU JUST KIND OF REAFFIRM SOME OF THE THINGS YOU'RE DOING AND KIND OF OPENS UP YOUR EYES ON SOME THINGS MAYBE WE SHOULD BE DOING.

SO THAT'S ALWAYS THAT'S ALWAYS GOOD.

UM, SHARED CABINET MEETING WITH THE TEACHER'S ASSOCIATION.

WE MET WE ALSO WE ALWAYS THAT'S A SHARED AGENDA.

THEY HAVE SOME CONCERNS.

WE MIGHT HAVE SOME CONCERNS WE GET TOGETHER; WE TALK THROUGH THEM.

AND IT'S JUST A REALLY GOOD TIME TO COMMUNICATE WITH BETWEEN THOSE TWO GROUPS.

BOARD, FINANCE AND FACILITIES MEETING.

ATTENDED A BUILDING LEADERSHIP MEETING AT UNITY ELEMENTARY.

IT'S ALWAYS GOOD TO GO TO THOSE.

AND BECAUSE IT'S DIALOG, IT'S REALLY FOCUSED ON WHAT'S GOING ON IN THE BUILDING AND HOW EACH INDIVIDUAL BUILDING CAN ARE LOOKING FOR WAYS TO IMPROVE WHAT'S GOING ON AND REALLY IMPROVE INSTRUCTION FOR OUR STUDENTS.

SO, I ALWAYS LIKE TO BE INVITED TO THOSE AND ATTEND THOSE.

ALSO ATTENDED A SIOUXLAND METRO SUPERINTENDENTS MEETING.

AGAIN, THAT'S A MEETING BETWEEN LOCAL SUPERINTENDENTS, HINTON LAWTON-BRONSON, SERGEANT BLUFF-LUTON, SIOUX CITY, OF COURSE, SOUTH SIOUX AND DAKOTA VALLEY.

WE MEET ONCE A MONTH AND JUST TALK ABOUT COMMON PROBLEMS, COMMON ISSUES, AND COMMON SOLUTIONS ON WHAT'S REALLY GOING ON IN THEIR DISTRICT.

THAT'S ALWAYS A GOOD MEETING.

AND AGAIN, THANK THE MEMBERS THAT THE NEW BOARD MEMBERS THAT ATTENDED THE ONBOARDING SESSION.

THANK YOU FOR YOUR TIME AGAIN.

I AGREE WITH JAN.

MORE TIME WE CAN SPEND TOGETHER AND GET TO KNOW EACH OTHER AND REALLY BUILD THAT RELATIONSHIP.

THAT'S GOING TO MAKE THIS BOARD STRONGER AS AS I GET TO KNOW YOU AND WORK WITH YOU.

SO THANK YOU FOR ATTENDING.

WITH THAT, I'LL END MY REPORT.

THANK YOU.

DOCTOR EARLEYWINE, ITEM NINE.

[IX.A. Iowa School Performance Presentation - Amy Denney]

ITEMS OF PRESENTATION, DISCUSSION AND OR ACTION.

UH, THE FIRST ITEM BEING THE IOWA SCHOOL PERFORMANCE PRESENTED BY AMY DENNY.

AMY, YOU HAVE THE FLOOR.

THANK YOU.

AND FOR NEW BOARD MEMBERS.

THERE'S A LITTLE SWITCH OFF TO YOUR RIGHT DOWN ON THE BOTTOM THAT WILL CHANGE YOUR SCREEN TO WHAT MISS DENNY IS.

THAT WAY, YOU DON'T HAVE TO CRANK YOUR NECK BACKWARDS AND THEN GO TO A CHIROPRACTOR TOMORROW.

THANK YOU, PRESIDENT GEORGE.

THANK YOU, BOARD, FOR LETTING ME PRESENT TONIGHT.

SO GOOD EVENING.

I'M AMY DENNY. I'M THE DIRECTOR OF CURRICULUM, INSTRUCTION, ASSESSMENT AND PROFESSIONAL DEVELOPMENT FOR THE DISTRICT, AND I'M IN MY SECOND YEAR OF THAT POSITION.

SO, THIS TIME AROUND, I UNDERSTAND THIS EVEN BETTER.

BUT TONIGHT, I WANTED TO VISIT WITH YOU A LITTLE BIT ABOUT OUR STUDENT ACHIEVEMENT REPORT CONCERNING THE IOWA SCHOOL PERFORMANCE PROFILES.

SO, TO GET STARTED, JUST A LITTLE BIT OF BACKGROUND ON WHAT THIS IS.

SO IOWA AND OTHER STATES, UM, THEY HAVE TO HAVE ACCOUNTABILITY FOR EVERY STUDENT SUCCEEDS ACT.

THIS IS THE K-12 LAW THAT REPLACED NO CHILD LEFT BEHIND.

AND ESSA REQUIRES THAT SCHOOL DISTRICTS AND STATES HAVE ACCOUNTABILITY FOR MEETING ALL OF THE FEDERAL REQUIREMENTS OF ESSA, THAT WE FOCUS OUR ATTENTION AND RESOURCES ON THE AREAS THAT NEED IT MOST, UM, AND SCHOOLS THAT NEED IT MOST.

IT'S DESIGNED TO SUPPORT SCHOOLS, NOT PUNISH THEM.

AND IT WAS CREATED WITH BROAD STAKEHOLDER INPUT.

THE IOWA SCHOOL PERFORMANCE PROFILES IS A REPORT CARD ESSENTIALLY, AND SO IT'S A REPORT CARD THAT GIVES INFORMATION TO ALL OF THE CONSTITUENTS OF THE STATE ON HOW DISTRICTS ARE PERFORMING AND HOW SCHOOLS ARE PERFORMING.

AND SO TONIGHT, I GET TO SHARE WITH YOU JUST A LITTLE BIT ABOUT HOW SIOUX CITY SCHOOL DISTRICT IS PERFORMING.

IN THE IOWA SCHOOL PERFORMANCE PROFILES.

THERE IS INFORMATION IN THERE REGARDING SCHOOL IDENTIFICATION.

SO IOWA SCHOOLS ARE IDENTIFIED FOR SUPPORT AND IMPROVEMENT BASED ON THESE MEASURES.

SO, WHILE THEY WHILE THE STATE INTENDS FOR THIS TO BE A PROGRAM TO SUPPORT OUR SCHOOLS, THEY STILL DO IDENTIFY SCHOOLS WHO NEED ADDITIONAL SUPPORT AND IMPROVEMENT.

AND SO THEY LOOK AT CERTAIN MEASURES, INCLUDING PARTICIPATION ON STATE ASSESSMENTS.

THIS IS AN AREA THAT YOU'LL SEE AS I GET INTO THE DATA THAT SIOUX CITY HAS DONE A REALLY NICE JOB IN, WE HAVE MADE SURE THAT WE ARE TESTING EVERY STUDENT POSSIBLE. WE ALSO ARE MEASURED ON ACADEMIC ACHIEVEMENT, INCLUDING PROFICIENCY AND SCALE SCORES.

STUDENT GROWTH IS AN ADDITIONAL AREA AS WELL AS GRADUATION RATE FOR HIGH SCHOOLS.

PROGRESS IN ACHIEVING ENGLISH LANGUAGE PROFICIENCY CONDITIONS FOR LEARNING, WHICH IS OUR SURVEY THAT WE CONDUCT FOR ALL OF OUR STUDENTS,

[00:25:06]

GRADES UM, FOUR THROUGH 12, TO MAKE SURE THAT STUDENTS FEEL SAFE AND SUPPORTED IN OUR SCHOOL ENVIRONMENTS AND THEN POST-SECONDARY READINESS FOR HIGH SCHOOLS. SO COMPREHENSIVE AND TARGETED SCHOOLS.

THIS IS SOMETHING THAT YOU MAY HAVE ALREADY HEARD ABOUT.

FORTUNATELY, SIOUX CITY DOES NOT HAVE ANY COMPREHENSIVE SCHOOLS, SO COMPREHENSIVE SCHOOLS ARE THOSE SCHOOLS WHO FALL IN THE BOTTOM 5% OF THE STATE.

AND THOSE SCHOOLS ARE IDENTIFIED FOR SIGNIFICANT SUPPORTS THAT THAT THEY, THE SCHOOL AS A WHOLE, HAS FALLEN IN THE BOTTOM 5%.

SO, WE DO NOT HAVE ANY SCHOOLS IN THAT CATEGORY.

WE DO HAVE SOME SCHOOLS WHO ARE IDENTIFIED AS TARGETED.

AND WHAT THAT MEANS IS THAT SOME OF OUR SCHOOLS HAVE SUBGROUP POPULATIONS THAT HAVE FALLEN IN THE BOTTOM 5% OF THOSE SUBGROUP POPULATIONS WITHIN THE STATE OF IOWA. SO WE DO HAVE SOME SCHOOLS WHO HAVE BEEN IDENTIFIED.

I SUMMARIZE THE ELEMENTARY AND MIDDLE SCHOOL WEIGHTING AND THE HIGH SCHOOL WEIGHTING.

AND YOU CAN SEE THAT THEY'RE JUST A LITTLE BIT DIFFERENT.

I SUMMARIZE THIS AS WELL STRAIGHT FROM THE DEPARTMENT OF EDUCATION.

BUT IT CLARIFIES THAT WE'RE MEASURED IN BOTH MATH AND ELA FOR PARTICIPATION PROFICIENCY GROWTH AS WELL AS AVERAGE SCALE SCORE.

AND THEN ADDITIONALLY ENGLISH LANGUAGE PROGRESS, THE CONDITIONS FOR LEARNING AND THEN AT THE SECONDARY AT THE HIGH SCHOOL LEVEL, GRADUATION RATE AND POST-SECONDARY READINESS ALSO FIGURE IN.

SO, IF YOU'RE LOOKING AT THIS, YOU MIGHT WONDER, WELL, WHERE IS SCIENCE? WHERE IS SOCIAL STUDIES? SCIENCE IS ONLY MEASURED IN THREE GRADES.

IN A SNAPSHOT ASSESSMENT CALLED THE EYE OR THE IOWA STATEWIDE ASSESSMENT OF STUDENT PROGRESS.

AND THAT'S ADMINISTERED IN APRIL.

AND THAT IS NOT A REQUIREMENT OF ESA FOR MEASUREMENT.

SO THAT IS WHY SCIENCE IS NOT INCLUDED IN SOCIAL STUDIES AS WELL.

SCHOOL RATINGS.

THIS IS THE RATING SCALE THAT THE STATE HAS USED FOR THE PAST TWO YEARS.

WE DID LEARN THAT THEY ARE UPDATING THIS RATING, UM, THE RATING SCALE IN THE COMING YEAR.

SO, IT COULD INCLUDE MORE SCHOOLS, OR IT COULD INCLUDE LESS FEWER SCHOOLS.

THE LAST TIME THEY UPDATED IT, THEY DID WIDEN THE RANGE FOR THE PRIORITY AND COMPREHENSIVE SCHOOLS AS WELL AS THOSE NEEDING IMPROVEMENT.

SO, WE'VE SEEN THEM EXPAND THE NUMBER OF SCHOOLS THAT FALL INTO THOSE TWO CATEGORIES.

SO I WOULD LOOK FOR IN THE COMING YEAR SOME MORE INFORMATION ABOUT THOSE RATINGS.

THE SCHOOL RATINGS. JUST SOME FURTHER INFORMATION AS WE GET INTO THIS.

SO, AS I MENTIONED, WE DO NOT HAVE ANY COMPREHENSIVE SCHOOLS, WHICH IS A REALLY POSITIVE NEWS FOR SIOUX CITY OR EXTENDED COMPREHENSIVE.

THE TARGETED SCHOOLS ARE THOSE SCHOOLS, LIKE I SAID, WHO HAVE THE LOWEST PERFORMING OF THE 5% OF TITLE ONE SCHOOLS IN THE STATE? NON-TITLE ONE SCHOOLS CAN ALSO BE IDENTIFIED.

THEY JUST LACK THE FUNDING TO BE ABLE TO SUPPORT THOSE AREAS OF DEFICIT.

SO, IT'S UP TO THE SCHOOL DISTRICT AND THE BUILDING TO PROVIDE THOSE SUPPORTS WITHOUT HAVING TITLE ONE FUNDING EXTENDED TARGETED.

THAT'S FOR A SCHOOL THAT'S BEEN PREVIOUSLY IDENTIFIED.

SO, FOR INSTANCE, WE'VE PREVIOUSLY HAD SCHOOLS IN OUR DISTRICT WHO ARE IDENTIFIED AS TARGETED, AND THEY CARRY THAT STATUS FOR A PERIOD OF THREE YEARS.

DURING THOSE THREE YEARS, THOSE SCHOOLS WORK TO IDENTIFY THOSE AREAS OF DEFICIT.

AND THEY MAKE IMPROVEMENTS.

AND THEN IF THEY MEET THE REQUIRED SCORING, IF THEY SHOW IMPROVEMENT, THEN THEY ARE NO LONGER IDENTIFIED AS TARGETED.

BUT ONCE YOU'RE TARGETED, YOU KEEP THAT STATUS FOR THREE YEARS.

SO, WE DO HAVE SOME SCHOOLS THAT WERE IDENTIFIED AS TARGETED LAST YEAR, AND THEY HAVE MET THEIR GOALS, BUT THEY CONTINUE TO HAVE THE STATUS OF EXTENDED TARGETED BECAUSE IT'S A THREE YEAR.

COMMITMENT, WE'LL SAY.

THE NEXT SLIDE IS REALLY TINY.

AND I TRIED TO SUMMARIZE FOR YOU.

SO YOU HAD A BETTER UNDERSTANDING OF EACH SCHOOL IN OUR DISTRICT, INCLUDING THEIR SCHOOL INDEX SCORE.

THE RATING CATEGORY THAT THAT SCHOOL RECEIVED THEIR ESSER SUPPORT STATUS.

THAT INCLUDES WHETHER THEY ARE TARGETED OR EXTENDED, TARGETED AND THE YEAR THAT THEY ARE IDENTIFIED FOR OR NO SUPPORT REQUIRED BECAUSE THEY MET THEIR GOALS.

ALL OF OUR SCHOOLS MET THE COMPREHENSIVE DECISION, LIKE I SAID EARLIER.

AND THEN AGAIN, THE TARGETED DECISION WITH THE TARGETED SUBGROUPS OFF TO THE FAR RIGHT.

SO, THE FAR-RIGHT COLUMN IDENTIFIES THOSE SUBGROUPS THAT SCHOOLS WERE IDENTIFIED FOR FALLING IN THE BOTTOM 5% IN THE STATE.

[00:30:05]

SO, AS YOU'RE LOOKING AT THIS DATA, YOU MIGHT NOTICE SOME THINGS THAT ARE SCHOOLS HAVE IN COMMON.

MANY OF OUR SCHOOLS HAVE FALLEN IN THE BOTTOM 5% FOR A COUPLE OF SUBGROUPS.

OUR STUDENTS WHO ARE BEING SERVED BECAUSE THEY ARE ELIGIBLE FOR SPECIAL EDUCATION, THEY HAVE LEARNING DISABILITIES.

AND SO, THEY ARE STUDENTS WITH DISABILITIES.

THOSE ARE STUDENTS WITH IEPS, AS WELL AS STUDENTS WHO ARE IDENTIFIED AS ENGLISH LANGUAGE LEARNERS.

AND SO THOSE ARE THE TWO LARGEST SUBGROUPS THAT WE HAVE IN SIOUX CITY THAT OUR SCHOOLS ARE BEING IDENTIFIED FOR.

WE DO HAVE SOME SCHOOLS WHO HAVE ADDITIONAL SUBGROUPS SUCH AS HISPANIC, MULTIRACIAL, NATIVE AMERICAN, LOW SOCIOECONOMIC STATUS.

THOSE MAKE UP SOME OF THE OTHER SUBGROUPS THAT WE WERE IDENTIFIED FOR.

OUR DEMOGRAPHICS.

THIS IS JUST A SNAPSHOT OF OUR STATE, WHAT THE STATE CAPTURED FOR OUR DISTRICT IN DEMOGRAPHICS.

SO LAST YEAR, FOR OUR REPORTING YEAR, THIS REPRESENTS OUR DISTRICT.

IT SHOWS THAT 40.6% OF OUR STUDENTS WERE WHITE, WITH THE REST OF THE DISTRICT BEING MADE OF OTHER RACES.

IT ALSO SHOWS STUDENTS WITH DISABILITIES REPRESENT 14% OF OUR POPULATION.

ENGLISH LANGUAGE LEARNERS REPRESENT 22% OF OUR POPULATION, AND STUDENTS WITH LOW SOCIOECONOMIC STATUS REPRESENT 67% OF OUR POPULATION.

THE NEXT SLIDE SHARES THE PERFORMANCE IN EACH AREA.

SO, AS I SHARED PREVIOUSLY, WE ARE MEASURED IN A NUMBER OF AREAS.

THE DATA THAT I HAVE FOR YOU TONIGHT IS THE DATA THAT IS CAPTURED FROM THE DISTRICT.

EACH SCHOOL HAS THEIR OWN UNIQUE DATA, AND THAT UNIQUE DATA ALLOWS SCHOOL PRINCIPALS.

IT ALLOWS YOU IT ALLOWS ANYONE IN THE COMMUNITY TO GO INTO THE WEBSITE.

AND YOU CAN DRILL DOWN INTO THE DATA TO SEE WHAT THAT DATA LOOKS LIKE FOR EACH SCHOOL.

BUT WE AS COMPARED TO THE STATE.

SO, THE STATE'S DATA IS REPRESENTED IN THE BLACK WITH THE LITTLE TRIANGLE.

SO THAT'S WHERE THE STATE AVERAGE IS.

AND THEN YOU CAN SEE OUR DISTRICT AVERAGE.

SO, YOU CAN SEE OUR PARTICIPATION FOR MATH AND ENGLISH LANGUAGE ARTS ASSESSMENTS IS VERY HIGH.

IT'S ALMOST 100%.

AND THEN IT TAKES INTO CONSIDERATION OUR SCHOOL ACHIEVEMENT SCORES FOR ENGLISH LANGUAGE ARTS AS WELL AS MATHEMATICS.

AND WE ARE JUST BELOW THE STATE AVERAGE.

THE STATE AVERAGE IS 50 AND WE'RE AT 47.

AS WELL AS THE CONDITIONS FOR LEARNING COMPOSITE SCORE, WE'RE AT ALMOST 46 AND THE STATE IS ABOUT 49.

THE GRADUATION RATE AGAIN, WE'RE RIGHT THERE AT THE STATE AVERAGE AT 89.91, AND THE STATE IS 89.86.

AND THEN THE GRADUATION FIVE-YEAR RATE, THAT IS 88.55 AND THE STATE IS 92.51.

CONTINUING ON, AND I'M NOT GOING TO GO THROUGH EACH LINE, BUT I DID WANT YOU TO JUST BE ABLE TO HAVE THIS DATA SO THAT YOU CAN BETTER UNDERSTAND THAT THIS IS WHAT DOCTOR ERLEWINE'S GOALS ARE BASED ON, AS WELL AS EACH OF OUR SCHOOL'S WORK.

SO, WHEN HE TALKED ABOUT GOING TO THE BUILDING LEADERSHIP TEAM, EACH SCHOOL HAS A PLAN THAT HAS THEIR DATA THAT'S UNIQUE TO THEIR SCHOOL, SO THAT THAT SCHOOL CAN WORK TOWARDS THOSE GOALS.

AND EACH SCHOOL HAS GOALS SET TO SHOW GROWTH IN MATH, SHOW GROWTH IN ENGLISH LANGUAGE ARTS TO SHOW GROWTH IN CONDITIONS FOR LEARNING IN ATTENDANCE, REDUCING CHRONIC ABSENTEEISM.

SO EACH SCHOOL HAS THEIR OWN UNIQUE PLAN, AS WELL AS OUR DISTRICT HAVING A PLAN THAT INCLUDES ALL OF THOSE SCHOOL GOALS.

SO A COUPLE OF AREAS THAT I JUST WANTED TO HIGHLIGHT HERE, WHICH IS REALLY POSITIVE, WOULD BE OUR POST-SECONDARY READINESS INDEX FOR COLLEGE LEVEL OR ADVANCED COURSEWORK.

AND WE ARE AHEAD OF THE STATE AVERAGE IN THAT AREA.

IN SIOUX CITY, WE ARE ALSO AHEAD OF THE STATE AVERAGE IN POST-SECONDARY READINESS FOR CAREER AND TECHNICAL EDUCATION.

AND THOSE ARE TWO AREAS THAT WE HAVE WORKED REALLY HARD ON.

SO, WE'RE EXCITED ABOUT THAT.

YOU MIGHT BE THINKING, WELL, WHAT ARE WE GOING TO DO ABOUT MATH AND ENGLISH LANGUAGE ARTS? AND I'LL TELL YOU WHAT, WE ARE REALLY COMMITTED TO THOSE AREAS, AND WE ARE SEEING GROWTH.

THIS IS A REPORT AS COMPARED TO THE STATE.

IF WE WERE TO COMPARE TO OTHER URBAN EDUCATION NETWORK SCHOOLS, YOU WOULD SEE THAT WE'RE PERFORMING POSITIVELY.

BUT WE, THAT ISN'T TO SAY WE HAVE WORK TO DO, THAT THAT LEVEL OF PROFICIENCY IS NOT ACCEPTABLE FOR US.

AND WE'RE COMMITTED TO OUR STUDENTS AND GETTING ALL OF OUR STUDENTS TO BE EXCEEDING OUR EXPECTATIONS.

THE CONDITIONS FOR LEARNING SURVEY.

THAT'S THE SURVEY THAT I MENTIONED THAT IT ASSESSES OUR STUDENT'S SAFETY AND WELL-BEING, THEIR SOCIAL EMOTIONAL WELL-BEING, AND HOW THEY FEEL ABOUT BEING IN OUR SCHOOL DISTRICT.

[00:35:03]

AND SO, THIS REALLY GATHERS INFORMATION IN APRIL.

IT'S A ONCE-A-YEAR SNAPSHOT SURVEY, AND IT'S ADMINISTERED FOR STUDENTS IN GRADES THREE THROUGH 12.

AND THEY IT'S JUST PERCEPTION DATA.

AND SO, THEY'RE ASKED A SERIES OF QUESTIONS ABOUT 40 QUESTIONS.

AND STUDENTS RESPOND TO THOSE QUESTIONS IN CERTAIN DOMAINS.

AND SO, THIS DATA JUST REALLY CAPTURES HOW OUR STUDENTS ARE FEELING ACCORDING TO THE CONDITIONS FOR LEARNING SURVEY COMPARED WITH THE STATE AVERAGE. AMY, CAN I ASK A QUESTION REGARDING THOSE QUESTIONS? ABSOLUTELY. IS IT STATE GENERATED QUESTIONS? QUESTIONS? OR IS IT OR IS IT US? NO. THEY'RE THE SAME QUESTIONS THAT ARE USED THROUGHOUT THE ENTIRE STATE OF IOWA.

WE DO MAKE THEM AVAILABLE TO ALL OF OUR FAMILIES PRIOR TO THE SURVEY.

THEY'RE POSTED ON OUR WEBSITE, AND WE SEND OUT ADDITIONAL COMMUNICATION.

THE SURVEY QUESTIONS FOR ELEMENTARY ARE DIFFERENT THAN THEY ARE FOR HIGH SCHOOL.

SO, THE HIGH SCHOOL QUESTIONS INCLUDE ALL OF THE ELEMENTARY QUESTIONS.

BUT THE HIGH SCHOOL ACTUALLY HAS QUITE A FEW MORE QUESTIONS THAN THE ELEMENTARY JUST THINKING OUTSIDE THE BOX BECAUSE YOU MENTIONED THE 40 QUESTIONS.

THE STATE PROBABLY DOESN'T TAKE INTO ACCOUNT TESTING FATIGUE WHEN IT COMES TO 40 QUESTIONS.

THEY SAY THAT THEY DO. WE DO PROVIDE PROCTORS WHO READ THE QUESTIONS AND THAT IS ACCESSIBLE.

THAT MAKES THE TEST MORE THE SURVEY MORE ACCESSIBLE TO STUDENTS.

SO, WE DO FOLLOW THEIR ACCOMMODATIONS.

OUR TEACHERS ARE REALLY GOOD ABOUT, UM, GAUGING THE STUDENTS' INTERESTS.

YOU CAN TAKE A BREAK IN THE MIDDLE OF IT, BUT WE DO WANT OUR STUDENTS TO BE ABLE TO ANSWER ACCURATELY TO SO THAT IT HELPS US HAVE, YOU KNOW, ACCURATE DATA.

SO YES, YOU ARE RIGHT.

ANSWERING A 40-QUESTION INTEREST INVENTORY ABOUT YOUR SAFETY AND EMOTIONAL WELL-BEING IS SOMETIMES A LOT FOR LITTLE CHILDREN.

SO, WE DO GIVE THEM BREAKS.

THANK YOU. YOU'RE WELCOME.

AMY, I HAVE A QUESTION TOO ABOUT THE DATA THAT WAS COLLECTED.

YES. AND THE SLIDES BEFORE.

IS THAT DATA AS OF THE END OF THE LAST SCHOOL YEAR, WHICH WOULD HAVE BEEN MAY OF 2023.

CORRECT. SO, ALL OF THE DATA WAS EFFECTIVE LAST YEAR.

THE GRADUATION DATA IS ACTUALLY A YEAR DELAYED FROM THAT.

THE FOUR-YEAR RATE IS FROM 2022 DATA, AND THE FIVE-YEAR RATE IS 2021 DATA.

OKAY. THANK YOU. YOU'RE WELCOME.

SO, OUR ENGLISH LANGUAGE LEARNERS, I WANTED TO POINT THIS OUT BECAUSE THEY ARE WE'RE NOT ONLY KEEPING TRACK OF THEIR PROGRESS TOWARDS ENGLISH PROFICIENCY, BUT THEY'RE ALSO REPRESENTED IN EVERY SINGLE OTHER CATEGORY.

SO, OUR ENGLISH LANGUAGE LEARNERS ARE ACTUALLY REPRESENTED MULTIPLE TIMES IN THIS DATA.

THEY'RE REPRESENTED IN MEETING THEIR GROWTH ON MATH AND ELA.

THEY'RE REPRESENTED IN THE SCALE SCORES.

AND THEN THEY HAVE THEIR OWN CATEGORY AS WELL TO MAKE SURE THAT THEY ARE MAKING PROGRESS TOWARDS THE 21.

AND THOSE DOMAINS ARE ASSESSED INCLUDE LISTENING, READING, SPEAKING AND WRITING.

AND SO OUR DISTRICT HAS MADE SIGNIFICANT EFFORTS TO MAKE SURE OUR STUDENTS ARE DOING THIS IN EACH CLASS.

THEY'RE ENGAGING IN THOSE FOUR DOMAINS.

AGAIN, YOU ASKED ABOUT THE GRADUATION RATE, AND I DO JUST REMIND YOU THAT THIS IS FROM THE GRADUATION RATE FOR FOUR YEARS.

THIS IS FROM 2022 AND THE FIVE YEAR RATE WAS FROM 2021.

FOR THE AVERAGE GROWTH OF STUDENTS COMPARED TO THEIR ACADEMIC PEERS.

THIS IS LOOKING AT JUST ENGLISH LANGUAGE ARTS AND MATHEMATICS, AND IT'S LOOKING AT EACH OF OUR OUR LARGEST SUBGROUPS AND OUR COMPARISON WITH THE STATE AVERAGE. SO YOU CAN SEE THERE THAT IN ENGLISH LANGUAGE ARTS WE ARE JUST BELOW THE STATE AVERAGE IN EACH OF THOSE AREAS, IN ALL STUDENTS, ENGLISH LANGUAGE LEARNERS, LOW SOCIOECONOMIC STATUS AS WELL AS STUDENTS WITH DISABILITIES.

AND THEN IN THE AREA OF MATHEMATICS, WE ARE NOT AS FAR BEHIND THE STATE AVERAGE WITH REGARDS TO ALL OF THOSE SUBGROUPS.

OUR PARTICIPATION RATE, I SAID WAS HIGH AND IT ABSOLUTELY IS.

THIS IS SOMETHING THAT WE'VE WORKED ON IN OUR DISTRICT TO MAKE SURE THAT WE ARE ASSESSING ALL OF OUR STUDENTS.

AND THEN OUR POST-SECONDARY READINESS.

THIS JUST HIGHLIGHTS A LITTLE BIT OF THE SUCCESS THAT I SHARED EARLIER.

WE DO ALLOW ALL OF OUR JUNIORS TO TAKE THE ACT AND WE PAY FOR THAT.

SO THAT IS SOMETHING THAT OUR DISTRICT PROVIDES IN APRIL, AS WELL AS, THOSE CAREER PATHWAYS, WHICH IS SOMETHING THAT THE STATE MEASURES US ON, ARE WE PROVIDING OPPORTUNITIES FOR STUDENTS TO ACCESS CAREERS OUTSIDE OF SCHOOL AND BE PREPARED FOR THE WORKFORCE? OUR PROFICIENCY IS AGAIN HIGHLIGHTED HERE, THAT THE STATE AVERAGES IN THE BLACK WITH THE DIAMOND.

[00:40:06]

AND OUR AVERAGE IS IN THE BLUE BARS.

SO, WE ARE PERFORMING BELOW THE STATE AVERAGE WITH REGARDS TO PROFICIENCY ON ENGLISH LANGUAGE ARTS AND MATHEMATICS, WE'RE COMPARING COMPARABLE OR ABOVE ALL UN SCHOOL DISTRICTS.

BUT AGAIN, THOSE ARE AREAS THAT WE'RE WORKING ON.

ATTENDANCE IS ANOTHER AREA, SO THE STATE OF IOWA HAS A 95% AVERAGE DAILY ATTENDANCE RATE.

YOU CAN SEE THAT EVEN THE STATE AVERAGE IS NOT MEETING THAT.

AS WELL AS OUR DISTRICT DOES NOT MEET THAT.

SO THAT IS THAT HAS ALSO BEEN AN AREA OF FOCUS.

OUR PRINCIPALS ARE DOING A LOT TO PREVENT STUDENTS FROM MISSING SCHOOL.

AND THEN WE'RE ALSO CONDUCTING ATTENDANCE HEARINGS AND WORKING WITH DIFFERENT AGENCIES IN SIOUX CITY TO SUPPORT OUR FAMILIES AND HAVING REGULAR ATTENDANCE.

CHRONIC ABSENTEEISM IS AN AREA THAT AS A PRINCIPAL, I DID NOT SPEND A LOT OF TIME FOCUSING ON, BUT NOW I WISH I WOULD HAVE.

I KNOW A LOT MORE NOW, AND THIS REALLY SPEAKS TO THOSE STUDENTS WHO ARE MISSING 10% OR MORE OF THE SCHOOL YEAR.

AND SO THESE STUDENTS MAKE UP 28.2% OF ALL OF OUR STUDENTS ARE MISSING MORE THAN 10% OF THEIR SCHOOL YEAR.

AND THAT IS REALLY, REALLY CONCERNING BECAUSE THAT SIGNIFICANTLY IMPACTS WHAT TEACHERS ARE TRYING TO TEACH IT.

IT SLOWS DOWN THE LEARNING PACE OF OUR CLASSROOMS, AND THOSE STUDENTS ARE NOT PREPARED FOR WORK OR LIFE OUTSIDE OF OUR SCHOOL DISTRICT.

SO, THIS IS AN AREA THAT OUR DISTRICT IS PARTNERING WITH DIFFERENT COMMUNITY AGENCIES SUCH AS THE UNITED WAY.

WE ARE ADDITIONALLY PRIORITIZING PREVENTION AND IN EARLY YEARS IN PRESCHOOL, MAKING SURE PARENTS UNDERSTAND THE IMPORTANCE OF REGULAR ATTENDANCE IN SCHOOL, AS WELL AS FORMING RELATIONSHIPS WITH FAMILIES SO THAT THEY UNDERSTAND THAT WHEN STUDENTS ARE MISSING AT SCHOOL, THEY AREN'T LEARNING.

AMY, ON THE PREVIOUS SLIDE, YOU MENTIONED ATTENDANCE HEARINGS.

WHEN DID WHEN DO THOSE KICK IN? WHO CONDUCTS THEM AND HOW DOES THAT IMPACT THIS DATA? GREAT QUESTION. SO, WE HAVE BOARD POLICY THAT GOVERNS THAT WORK.

AND THEN EACH OF OUR PRINCIPALS ARE VERY GOOD ABOUT WORKING THROUGH THAT PROCESS.

SO, THE FIRST LEVEL IS A LEVEL ONE.

IT'S JUST A CONNECTING WITH THE FAMILY.

AND IT'S GENERALLY AFTER THEY MISS A CERTAIN NUMBER OF DAYS.

SO, 5 TO 7 IS SORT OF THE GUIDELINE.

AND IT'S AND THOSE AREN'T JUST UNEXCUSED DAYS.

THEY COULD BE EXCUSED DAYS AS WELL.

SO, THE PRINCIPAL OR TEACHERS CONNECT WITH THE FAMILY.

JUST TO CHECK IN, LET THEM KNOW, YOU KNOW, HEY, YOUR CHILD REALLY MATTERS TO US.

WE WANT THEM HERE.

THEN FROM THERE, IF THEY CONTINUE TO MISS ADDITIONAL DAYS BEYOND THAT, THEN IT'S A LEVEL TWO ATTENDANCE HEARING.

AND THAT'S A PROBLEM-SOLVING HEARING TO SAY, WHAT ARE THE BARRIERS TO YOUR CHILD COMING? UM, IT COULD BE THAT A FAMILY MEMBER HAS TROUBLE GETTING THEM THERE, OR SOMEONE IN THE FAMILY IS SICK A LOT OR, YOU KNOW, OR A CHILDCARE ISSUE.

THERE'S A VARIETY OF REASONS, AND THEY PUT DIFFERENT MEASURES IN PLACE.

LEVEL THREE IS WHEN IT JUST CONTINUES TO BE A PROBLEM, AND THEN WE'RE WORKING WITH THEM TO PUT A PLAN, AN ACTION PLAN IN PLACE TO SAY YOUR CHILD'S ATTENDANCE HERE IS CRITICAL.

YOU'RE FALLING WAY BEHIND, AND WE WANT TO DO EVERYTHING WE CAN TO SUPPORT YOU.

AND THEN LEVEL FOUR IS GOING TO COURT.

SO YES, WE HAVE A NUMBER OF MEASURES AND THERE'S LOTS AND LOTS AND LOTS OF COMMUNICATION IN BETWEEN ALL OF THOSE LEVELS.

THANK YOU. YOU'RE WELCOME.

JUST TO BE CLEAR, TO BE CLEAR, THE DEFINITION OF CHRONIC ABSENTEEISM IS 10% OR MORE.

CORRECT. SO, IF YOU GOT 45% OF A STUDENT POPULATION MISSING MORE THAN 10%, THAT'S FAIRLY SUBSTANTIVE.

EXACTLY. NO, IT'S EXTREMELY IMPORTANT THAT WE ADDRESS THAT BECAUSE IF THEY ARE NOT HERE, THERE'S NO WAY THEY'RE MAKING PROGRESS, WHICH SPEAKS TO OUR STUDENT ACHIEVEMENT.

I'M ASSUMING THERE'S A DIRECT CORRELATION.

THERE IS ACTUALLY, YES.

DIRECT CORRELATION.

I'M NOT SURE EITHER.

I THINK I KNOW THE ANSWER TO THIS, BUT JUST LET ME CHECK.

SO, IF THIS YEAR A KID, A KID GETS TO LEVEL FOUR OR LEVEL THREE OR LEVEL TWO OR WHEREVER WHEN THE SCHOOL STARTS NEXT YEAR IN AUGUST, ARE THEY AT LEVEL 3 OR 4 TO START OR ARE THEY BACK TO SQUARE ONE? A LEVEL THREE AND FOUR TRIGGERS AN ACTION PLAN, AN AGREEMENT THAT'S PUT IN PLACE WITH THE DISTRICT AND THE COUNTY ATTORNEY'S OFFICE, AND THAT CARRIES OVER FOR A YEAR.

YES. OKAY. THANK YOU.

AMY, WHAT ABOUT PEOPLE MOVING IN AND OUT? THAT IS A GREAT QUESTION.

SO, THE STATE DOES MONITOR THAT, OR WE WORK WITH OUR TECHNOLOGY DEPARTMENT, AND WE RUN REPORTS TO SEND TO THE STATE.

SO, IF A STUDENT HAS NOT BEEN HERE FOR SIX WEEKS OF INSTRUCTION, THEY ARE NOT CAPTURED IN THIS DATA.

[00:45:02]

BUT IF THEY HAVE BEEN HERE FOR SIX WEEKS, EVEN IF THEY'VE MOVED AROUND BETWEEN SCHOOLS IN OUR DISTRICT, THEY ARE CAPTURED IN THIS DATA.

IF THEY MOVE BETWEEN ONE DISTRICT AND ANOTHER, OR PERHAPS WITHIN ONE STATE AND ANOTHER, THEY ARE NOT CAPTURED.

YEAH. IF THEY IF THEY HAVE NOT BEEN IN OUR DISTRICT FOR SIX WEEKS CONSECUTIVELY, THEY ARE NOT CAPTURED IN THIS DATA.

AND WE DO HAVE SOME OF WHOM HAVE VERY HIGH MOBILITY.

YES. SO, THE LAST SLIDE I PROVIDED FOR YOU, IS THERE JUST DIRECT LINKS SO THAT IF YOU, UM, YOU KNOW, HAVE A LOT OF TIME ON YOUR HANDS, YOU BETWEEN ALL OF YOUR COMMITTEE MEETINGS, YOU CAN DIG INTO SOME OF THE DATA, AND I DO ENCOURAGE YOU TO DO SO.

THEY'VE MADE IT VERY USER FRIENDLY.

YOU CAN CLICK ON LOTS OF DIFFERENT THE DATA, LOTS OF DIFFERENT WAYS TO LOOK AT IT.

YOU CAN FIND EVERY SCHOOL IN THE ENTIRE STATE.

YOU CAN COMPARE SCHOOLS BETWEEN EACH OTHER.

AND I ENCOURAGE YOU TO REACH OUT TO ME IF YOU HAVE ANY QUESTIONS AT ANY TIME.

I'M HAPPY TO HELP.

I DO WANT TO STRESS, THOUGH, THAT THIS IS AN ONGOING WORK WITH THE STATE.

MR. MOSHER AND MR. VAN DER LOO ARE WORKING WITH OUR PRINCIPALS AT THOSE LEVELS TO BRING THEM TOGETHER TO CREATE ACTION PLANS.

WE'RE WORKING WITH OUR AREA EDUCATION AGENCY, AND ALL OF THEIR STRATEGISTS ARE COMING RIGHT ALONGSIDE US TO PROVIDE SUPPORT SO THAT WE CAN PUT PLANS IN PLACE AND, AND REALLY FOCUS ON THOSE AREAS THAT WE NEED TO IMPROVE.

ANY OTHER QUESTIONS? JUST A JUST A QUICK COMMENT.

UM, BACK ON SLIDE SIX, THE MAJORS AND THE WEIGHTING, THOSE WILL CHANGE NEXT YEAR.

SO, THERE'S HOW WE'RE GRADED, HOW SCHOOLS, INDIVIDUAL SCHOOLS AND SCHOOL DISTRICTS ARE GRADED WILL CHANGE NEXT YEAR. THEY'RE PUTTING SOME THINGS IN PLACE.

THEY, MEANING THE STATE DEPARTMENT OF EDUCATION, THEY WILL GET THAT INFORMATION OUT TO US FOR PUBLIC COMMENT.

THEY WILL TAKE THE PUBLIC COMMENT.

AND THEN THEY ARE GOING TO REWORK, SO TO SPEAK, THE MAJOR AND THE WEIGHTING ON EXACTLY WHETHER YOU'RE A COMPREHENSIVE, TARGETED, EXCEPTIONAL, YOU KNOW, AND SO ON.

SO JUST SO YOU KNOW, THERE WILL BE A CLEAN SLATE STARTING NEXT YEAR.

MY UNDERSTANDING IS EVERYBODY WILL BE MOVED, A CLEAN SLATE AND CHIPS WILL FALL WHEREVER THEY FALL WITH THE NEW MEASUREMENTS NEXT YEAR. SO, DO YOU HAVE AN IDEA OF WHAT THEY MIGHT BE CHANGING? I KNOW THEY REALLY DIDN'T GET INTO THE DETAILS, TO BE HONEST WITH YOU.

THEY DID NOT.

SO, IT'LL BE INTERESTING.

ANY OTHER QUESTIONS? DIRECTORS. THANK YOU VERY MUCH.

THANK YOU, THANK YOU AMY.

IT IS A RECOMMENDATION THAT THE BOARD OF DIRECTORS ACKNOWLEDGES THE STUDENT ACHIEVEMENT REPORT OF THE IOWA PERFORMANCE PROFILES.

AND SO, WE HAVE ACKNOWLEDGED THE NEXT UP ITEM B SUBSTITUTE TEACHER FILL RATES BY DR.

[IX.B. Substitute Teacher Fill Rates - Dr. Jen Gomez]

JANE GOMEZ.

DOCTOR GOMEZ, YOU ARE YOU HAVE THE FLOOR AT THIS.

OH, THAT DOES IT OKAY.

SO. YEAH, IT WAS BIGGER BEFORE.

KEEP IT LIKE THAT. YEAH.

ALL RIGHT. SO, BEFORE YOU, OUR SIX YEAR LOOK AT OUR SUB SUBSTITUTE TEACHER FILL RATES. SO, FROM 2018 THROUGH ALMOST THE ENTIRE CALENDAR YEAR 2023.

SO YOU CAN SEE THAT OBVIOUSLY OUR NUMBERS WERE GREAT BEFORE COVID AND AFTER COVID, WE'VE HAD TO KIND OF BUILD OURSELVES BACK UP.

AND WE HAVE MADE SOME PROGRESS OVER THE LAST TWO YEARS.

UM, FOR THE NEW MEMBERS ON THE BOARD, IF YOU REMEMBER, IN 2022, JANUARY 2022 IS WHEN THE BOARD PASSED A KIND OF AN INCENTIVE PROGRAM FOR SUBSTITUTE TEACHERS.

SO, I THINK THAT CLEARLY HAS HELPED AS WE'VE MOVED FORWARD OVER THE LAST TWO YEARS.

COULD YOU JUST REVIEW THE CURRENT PAY RATE? YES, THE CURRENT PAY RATE IS.

SO, FOR TIER ONE, THAT'S 1 TO 20 DAYS OF SUBSTITUTE TEACHING.

IT'S $150 A DAY.

FOR 21 TO 50 DAYS, THAT'S AT 190.

AND THEN THE LAST TIER IS 51 OR MORE DAYS.

YOU'LL START EARNING $215 A DAY.

AND OUR RETIRED TEACHERS STARTED 215 AT THE AT THAT TIER THREE.

AND DOES THAT START OVER EACH YEAR, OR DO YOU CONTINUE ON IF YOU SUBSTITUTED THE YEAR BEFORE? USUALLY, WE'LL PICK UP IF YOU'RE ON YEAR TWO THEN YOU'LL, YOU'LL CONTINUE OTHERWISE.

SO, YOU DON'T RESET AT THE BEGINNING OF DAY ONE.

YOU'RE AT THE YOU'RE AT TIER TWO, YOU WON'T RESET.

[00:50:02]

WELL, YOU RESET.

YOU STAY AT THE PAY RATE, BUT YOUR DAYS RESET.

DOES THAT MAKE SENSE? SURE.

THAT YOU DON'T START AT THE BEGINNER'S RATE.

YOU START AT THE EXPERIENCED, MORE EXPERIENCED RATE.

CORRECT? OKAY. ANY QUESTIONS? I PROBABLY DO HAVE LOTS OF QUESTIONS, BUT HOW DO YOU CALCULATE THE PERCENTAGE? IS IT PER CLASS, PER BLOCK, PER DAY, PER CLASSROOM? PER IT'S PER VACANCY.

SO, THERE'S JOBS THAT REQUIRE VACANCIES.

SO, THEN WE TAKE THOSE THAT ARE UH THAT HAVE BEEN FILLED, THE VACANCIES THAT HAVE BEEN FILLED.

AND THEN THERE'S ALSO JOBS THAT DON'T REQUIRE VACANCY.

SO THAT GOES ON TO THAT THAT HELPS THAT FILL RATE OF, FOR LACK OF A BETTER WORD, I DON'T KNOW.

THAT'S A GOOD QUESTION. SO, IF EIGHT TEACHERS CALL IN SICK IN A SCHOOL, THOSE ARE EIGHT VACANCIES FOR THAT DAY.

CORRECT. AND YOU COUNT IT FOR THE DAY.

YES. NOW GOING BACK TO THE PAY AND STUFF AND I BECAUSE LIKE I SAID, I KNOW WHAT HAPPENS DURING THE SECONDARY LEVEL.

UM, IF A VACANCY IS NOT PICKED UP.

WHICH YOU CAN'T MAKE SOMEONE PICK UP A VACANCY IF THEY DON'T CORRECT, YOU KNOW, DO THAT.

SO, TEACHERS HAVE TO GIVE UP PART OF THEIR PLAN, PERIOD.

YES. OKAY.

HOW IS THAT? HOW ARE THEY COMPENSATED? I KNOW HOW THE SECONDARY WORLD IS NOT I'M NOT SO, SO KEEN ON THE ELEMENTARY SIDE OF THINGS.

IT'S THE SAME WAY AS IN SECONDARY.

SO, IN OUR TEACHER CONTRACT, THERE'S LANGUAGE IN THERE THAT STATES IF YOU SUB OVER YOUR PLAN TIME SO YOU LOSE YOUR PLAN TIME, YOU'LL GET PAID FOR THAT.

AND I DON'T REMEMBER THE AMOUNT OFF MY OFF THE TOP OF MY HEAD.

AND THEN IF YOU SUB 3.5 HOURS OUT OF THAT DAY, YOU GET ANOTHER, YOU GET A DIFFERENT PAY RATE ADDITIONAL TO YOUR OWN PER DIEM.

ALTHOUGH SOMETIMES IN THE ELEMENTARY LEVEL THE CLASSES ARE DIVIDED UP AMONGST THE.

ARE THOSE TEACHERS COMPENSATED IN SOME? NOT BECAUSE IT'S NOT IN THE CONTRACT LANGUAGE, SO WE CANNOT COMPENSATE THEM.

NOT EVEN A SNICKERS CANDY BAR.

I SUPPOSE WE COULD DO THAT.

JEN, IS THIS TEACHERS ONLY, OR IS THIS ENTIRE STAFF? THIS IS TEACHERS ONLY.

OKAY, THANKS.

AND OUR RATES? OUR RATES ARE EQUAL TO OR GREATER THAN MOST OF THE DISTRICTS AROUND.

IS THAT CORRECT? YES.

IF YOU REMEMBER CORRECTLY, WE INCREASED OUR RATES AT THE BEGINNING OF THE SCHOOL YEAR.

RIGHT. AND IF YOU HAVE AN OPENING AND A TEACHER HAS TO COVER IT DURING THEIR PLANNED TIME, ARE THEY ASKED OR ARE THEY REQUIRED TO COVER IT? CAN THEY SAY NO? THEY CAN SAY NO. I MEAN, WE ASKED FOR VOLUNTEERS AND USUALLY SOMEONE DOES VOLUNTEER.

WE ALSO HAVE TEACHERS THAT ARE NOT CLASSROOM TEACHERS LIKE OUR THAT ARE IN THE CLASSROOM.

SO, LIKE OUR TITLE TEACHERS OR OUR ELL TEACHERS THEY'LL BE ON A ROTATING BASIS.

SO, THE SAME TEACHERS AREN'T BEING USED OVER AND OVER.

SO, THEY'RE TRYING TO BE EQUITABLE WITH THAT.

AND THAT KIND OF GOES HAND IN HAND, TOO, IN THE SECONDARY WHEN, UNLESS IT'S CHANGED.

WHEN I WAS TEACHING, WE WOULD ALL BE ON A ROTATING BASIS WHERE THERE'S DAYS THAT WE HAD TO TAKE, HAD TO SUB HALF A DAY, HALF OF THE PERIOD.

YOU'RE IN THAT ROTATION. YEAH.

YEAH. SO, AND CONSULTING TEACHERS ARE ALSO PART OF THAT ROTATION.

AND WHAT'S THE PRICE? LET'S SAY I HAVE A DEGREE.

WHAT'S THE PROCESS OF GETTING A SUBSTITUTE LICENSE? SURE. SO, IF YOU DON'T HAVE A TEACHING LICENSE, OR IF YOU HAVE A TEACHING DEGREE AND YOU DON'T HAVE A TEACHING LICENSE, MAYBE A RETIRED TEACHER LET THEIR LICENSE EXPIRE.

THEY CAN GET A SUBSTITUTE LICENSE.

OTHERWISE, IF YOU HAVE AN ASSOCIATE'S DEGREE OR A FOUR-YEAR DEGREE IN A DIFFERENT FIELD, YOU CAN GET A SUBSTITUTE AUTHORIZATION.

SO, WITH THAT.

SO, YOU HAVE TO HAVE THE EDUCATION EITHER THE ASSOCIATE OR A BACHELOR'S DEGREE.

AND THEN YOU HAVE TO TAKE A SUB AUTHORIZATION COURSE THROUGH THE AEA.

AND THEN ONCE YOU COMPLETE THAT COURSE, THEN YOU SUBMIT YOUR TRANSCRIPTS.

YOU'VE COMPLETED APPLICATION WITH THE BOARD OF EDUCATIONAL EXAMINERS.

GET YOUR AUTHORIZATION.

YEAH. WE DON'T ISSUE THOSE THAT NO DOE ISSUES THOSE AUTHORIZATIONS AND ENDORSEMENTS.

CORRECT. THE DOE DOES THAT FOR US.

ARE THERE ANY OTHER QUESTIONS? DIRECTORS FOR DR.

GOMEZ? I'D ALSO JUST ADD THAT SUB AUTHORIZATION COURSE IS VIRTUAL.

SO, IT'S VERY SOMEONE COULD DO IT IN THE EVENING.

YOU KNOW, THERE'S ALSO A SELF-PACED COURSE OUT THERE AS WELL THROUGH THE AEA.

SO. IT IS THE RECOMMENDATION THAT THE BOARD OF DIRECTORS ACKNOWLEDGES THE SUBSTITUTE FILL RATES.

THANK YOU VERY MUCH FOR GIVING US AN UPDATE, AND WE'LL PROBABLY CALL YOU UP TOWARDS THE END OF THE SCHOOL YEAR AGAIN AND SOUNDS GOOD.

[00:55:02]

THINK WE'RE DOING OKAY.

ON TO THE NEXT AGENDA ITEM.

[IX.C. Appointment of Board Member to Woodbury County Conference Board - President George]

APPOINTMENT OF A BOARD MEMBER TO THE WOODBURY COUNTY CONFERENCE BOARD.

THE RECOMMENDATION IS, THE BOARD OF DIRECTOR APPOINTS A BOARD MEMBER TO SERVE ON THE WOODBURY COUNTY CONFERENCE BOARD UNTIL THE NEXT ANNUAL MEETING OF THE BOARD OF DIRECTORS.

WHO WOULD LIKE TO STEP FORWARD.

SO JUST THAT, JUST SO EVERYBODY KNOWS, THAT IS DIFFERENT THAN THE SIOUX CITY CONFERENCE BOARD.

CORRECT. THIS MEETS LIKE TWICE A YEAR, RIGHT? YEAH. BUDGET PURPOSES UP IN THE COLDEST PART OF THAT BUILDING AT THE VERY TOP.

LITERALLY. SO, IS THERE ANY MEMBER THAT WOULD LIKE TO BE THAT MEMBER? I'D VOLUNTEER FOR IT.

ANYBODY ELSE WANTS TO? IS THERE A MOTION TO APPOINT JOHN MEYER TO THE WOODBURY COUNTY? SO MOVED. SECOND.

DON'T LET IT GET COLD. BOARD MEMBERS, IS THERE ANY DISCUSSION? DOES NOT APPEAR TO BE ANY DISCUSSION.

ALL THOSE IN FAVOR OF APPOINTING JOHN MEYER TO THE WOODBURY COUNTY CONFERENCE BOARD SAY AYE.

AYE. ALL THOSE OPPOSED SAY NAY.

NAY. LET THAT REFLECT 6 TO 1.

WE'LL MAKE IT SEVEN ZERO. THAT'S.

JOHN CHANGES HIS VOTE TO AYE.

OKAY, NOW WE HAVE TO CLEAR THIS NEXT ONE UP A LITTLE BIT.

[IX.D. Sioux City Conference Board - President George]

SIOUX CITY CONFERENCE BOARD.

I MEAN, I'M GOING TO TURN THIS OVER TO SEANIECE SO SHE CAN EXPLAIN THE WHOLE PROCESS HERE.

YEAH. SO, I JUST THIS IS ON THE AGENDA RIGHT NOW, JUST AS A DISCUSSION TOPIC TO EXPLAIN TO THOSE WATCHING THE PUBLIC AND BOARD MEMBERS AT THE LAST MEETING, THE ORGANIZATIONAL MEETING, YOU SELECTED TWO TO SERVE ON THE SIOUX CITY CONFERENCE BOARD.

THAT WAS DIRECTOR EARL MILLER AND DIRECTOR JOHN MEYERS.

AS CLARIFICATION TO EVERYBODY, ALL SEVEN OF YOU ACTUALLY ARE ON THAT BOARD.

WE JUST WANTED TO SELECT TWO TO AT LEAST BE THERE.

AS THE VOTING MEMBERS.

ANY OF YOU CAN SHOW UP AT THOSE SIOUX CITY CONFERENCE BOARD, UM, MEETINGS.

WE JUST WANTED TO CLARIFY THAT WE HAVE AT LEAST TWO THAT ARE GOING TO VOLUNTEER TO SHOW UP EACH TIME.

SO JUST FOR A HYPOTHETICAL SITUATION, LET'S SAY SOMETHING.

MR. MILLER IS OUT OF TOWN, AND THEY NEED TWO MEMBERS.

ANY ONE OF THE OTHER MEMBERS CAN SHOW UP AND BE THAT SECOND VOTING MEMBER.

YEAH, IT'S NOT A PERMANENT STANDING.

HOPEFULLY BETWEEN THOSE TWO MEMBERS, THEY LET OTHER BOARD MEMBERS KNOW THAT THEY WON'T MAKE IT, AND HOPEFULLY SOMEBODY CAN FILL IN FOR THEM.

OKAY. YEAH.

JUST TO CLARIFY. SO THAT WAS A DISCUSSION ITEM.

SO, WE ARE ON TO ITEM E FIRST READING OF BOARD POLICIES.

[IX.E. First Reading of Board Policies - Dr. Rod Earleywine]

ON THE FIRST READING OF THE BOARD POLICIES 4431 .05 EMPLOYEE TRAVEL, TRANSPORTATION EXPENSE REIMBURSEMENT.

BOARD MEMBER. IS THERE A MOTION TO APPROVE THIS POLICY FOR FIRST READING? SO MOVED SECOND.

BOARD MEMBER. THERE IS.

THERE IS A MOTION AND A SECOND.

IS THERE ANY DISCUSSION? ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.

AYE. ALL THOSE OPPOSED SAY NAY.

AYES HAVE IT.

THE FIRST READING IS APPROVED.

POLICY IS APPROVED.

IT'S THAT TIME OF THE NIGHT TO ADJOURN.

IS THERE A MOTION FOR ADJOURNMENT? SO MOVED. SECOND.

IS THERE ANY DISCUSSION ABOUT ADJOURNMENT? ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.

AYE. ALL THOSE OPPOSED SAY NAY.

THE AYES HAVE IT. WE ARE ADJOURNED.
