THANK YOU. JUST A FEW THINGS. CONGRATULATIONS TO ALL OF OUR RECENT GRADUATES. WE HAD THREE SEPARATE GRADUATIONS ON MONDAY AND TUESDAY, AND WEDNESDAY EVENINGS. SO VERY, VERY WELL ATTENDED. A GREAT NIGHT TO CELEBRATE FOR ALL OF OUR STUDENTS AND THEIR FAMILIES. I APPRECIATE ALL THE TIME, EFFORT, ENERGY THAT WENT INTO HAVING THOSE GRADUATIONS. THERE'S A LOT OF WORK THAT'S DONE BEHIND THE SCENES. THANK YOU AND THANK YOU, BOARD MEMBERS, WHO WERE ABLE TO ATTEND THOSE IMPORTANT EVENINGS. END OF THE SCHOOL YEAR WITH PD FOR OUR STAFF. WE HAD TWO DAYS OF PD ON THE 28TH AND 29TH, AND THEN WE HAD A ONE-HALF WORK DAY ON THE 30TH, WHICH WE ALLOWED THE STAFF TO LEAVE EARLY ON THAT DAY, ON THE 30TH. WE APPRECIATE ALL THE WORK THAT WENT INTO ORGANIZING THAT PD. THAT PD WAS MADE AVAILABLE BECAUSE THEY WERE ACTUALLY THE SNOW MAKEUP DAYS FOR OUR STAFF. A LOT WAS ACCOMPLISHED ON THOSE DAYS. WE DO APPRECIATE THE TIME, EFFORT, AND ENERGY ASSOCIATED WITH THAT, AND TRULY APPRECIATE THE STAFF AND ANOTHER GREAT SCHOOL YEAR. WITH THAT, I'LL END MY REPORT. THANK YOU. >> THANK YOU, DR. ROD EARLEYWINE. ITEM 9, ITEMS OF PRESENTATION, DISCUSSION, INTERACTION. [VI.B. Human Resources Report(s) - Dr. Jen Gomez] WE'RE GOING TO JUMP AND DO THE ITEMS S AND T TO GET THOSE OUT OF THE WAY. THEN WE'LL GO RIGHT BACK TO THE TOP. ITEM S IS A HUMAN RESOURCE REPORT. DO WE JUST TAKE A VOTE ON THAT THEN SINCE WE MOVED IT OUT, OR DO WE HAVE TO HAVE A MOTION FOR THAT? >> YES. WE'LL HAVE TO HAVE A FIRST AND A SECOND. >> IS THERE A MOTION TO APPROVE? >> SO MOVED. >> SECOND. >> WE HAVE A FIRST AND WE HAVE A SECOND. BOARD MEMBERS, ANY DISCUSSION ABOUT THE HUMAN RESOURCE REPORT? >> PRESIDENT GEORGE, I'D LIKE TO REQUEST A FEW MOMENTS TO JUST GO THROUGH THIS IN A LITTLE BIT MORE DETAIL. COULD YOU JUST GIVE US LIKE A MINUTE OR TWO JUST TO MAKE SURE WE DON'T MISS ANYTHING? >> SURE, YOU'RE ON THE CLOCK. >> I'M GOOD WITH THE CLOCK. THANK YOU. >> PRESIDENT GEORGE? >> YES, DIRECTOR GREENWELL. >> I NOTICED THAT WE DID HIRE AN ROTC OFFICER. IS THAT CORRECT? >> YES. ANGELA BEMUS. >> THEY PASSED THE BACKGROUND CHECK. WE DID INTERVIEW, AND RIGHT NOW WE ARE PLANNING ON HIRING THEM. >> LET'S MAKE SURE THAT WE GRAB THE MICS AND TALK INTO THAT SO THAT EVERYONE CAN [OVERLAPPING] >> IT SHOULDN'T BE ON HR REPORT YET. >> NO, THAT ONE'S NOT ON THAT. >> THAT'S NOT CORRECT. >> BUT JUST WHEN YOU'RE ASKED THE QUESTIONS, JUST WANT TO MAKE SURE EVERYONE CAN HEAR. >> TEST. >> MR. VANDERLOO HAS CONDUCTED THE ALL-INCLUSIVE TEST. >> THANK YOU. >> THANK YOU. >> YOU'RE WELCOME. >> DIRECTOR GEORGE. >> YES, MILLER. >> CAN WE CLARIFY THE ROTC POSITION THAT'S ON THE HR REPORT IS NOT A NEW HIRE, IT'S THE EXISTING STAFF PERSON? I DON'T HAVE THAT HR REPORT IN FRONT OF ME. WHY WAS SHE ON THAT? >> HI. HER SALARY WAS NOT ON MAY'S BOARD REPORT, SO THAT'S WHY IT'S ON THIS BOARD REPORT. >> WHEN IS HER LAST DAY? [00:10:01] >> THIS IS HER SALARY FOR THIS UPCOMING SCHOOL YEAR. >> HER SALARY FOR THE UPCOMING SCHOOL YEAR, BUT I THOUGHT WE DIDN'T HAVE ANYBODY TO TEACH ROTC THE UPCOMING SCHOOL YEAR. >> THE ROTC PROGRAM TAKES TWO TEACHERS. WE HAVE THIS TEACHER WHO'S BEEN WITH US FOR 4 OR 5, 6 YEARS NOW, AND HER CONTRACT WAS NOT ON THE LAST BOARD, BUT WE HAVE TO HIRE AN ADDITIONAL ROTC TEACHER SO THERE'S TWO OF THEM. THAT PERSON HAS NOT COME THROUGH THE HR REPORT YET. >> I THOUGHT WE OPERATED WITH ONE TEACHER. WE HAD AN EXCEPTION TO DO ONE TEACHER, AND WE WERE GOING TO ASK FOR ANOTHER TEACHER, BUT THE CONCERN THAT WE HAD WAS WE WERE GOING TO HAVE ZERO TEACHERS THIS COMING FALL. IS THAT NOT THE REPORT THAT WE HAD WHEN WE TALKED ABOUT IT A FEW MONTHS AGO? >> THE PERSON ON THE HR REPORT TONIGHT HAD ORIGINALLY RESIGNED AND WAS NOT GOING TO COME BACK BECAUSE WE COULDN'T FIND THE SECOND TEACHER. THEN WE FOUND THE OTHER TEACHER. WE WERE WAITING FOR THEIR BACKGROUND CHECK TO BE CLEARED. SHE CAME BACK, AND THAT'S WHY HER CONTRACT'S IN THE HR REPORT NOW. NOW WE'RE WAITING FOR THE SECOND PERSON'S HIRE TO COME THROUGH WITH THE NEXT HR REPORT. WE WILL HAVE TWO TEACHERS FOR NEXT YEAR'S ROTC PROGRAM. >> THANK YOU. >> IF I'M CORRECT, THAT EVERYTHING WAS BASED ON GETTING THAT SECOND TEACHER HIRED, RIGHT? >> THAT'S CORRECT. THE AIR FORCE HAS GIVEN US SOME LENIENCY ON WHETHER THAT PERSON HAD TO BE AN OFFICER OR ENLISTED. WE NOW HAVE TWO ENLISTED PEOPLE RUNNING OUR PROGRAM WHEN THE PAST REQUIREMENT WAS, ONE HAD TO BE AN OFFICER AND ONE HAD TO BE ENLISTED. >> THANK YOU. >> THANK YOU. [BACKGROUND] >> WE'VE HAD SOME DISCUSSION ON HR. IS THERE ANY FURTHER DISCUSSION ON THE HR? AT THIS TIME, I ASSUME WE SHOULD DO A ROLL CALL VOTE ON THIS SINCE I'M GOING TO ABSTAIN. >> MR. EHMCKE. MR. GEORGE? >> I ABSTAIN. >> MR. GREENWELL? >> YES. >> MS. LEE? >> YES. >> MR. MEYERS? >> AYE. >> MR. MICHAELSON? >> YES. >> MR. MILLER. >> YES. >> THE MOTION PASSES. ITEM B, NOW ITEM S IS NOW APPROVED. WE'RE GOING TO GO ON AND DO ITEM T, [VI.F. MOU between Catholic Charities of the Diocese of Sioux City and the SCCSD - Dr. Dora Jung] WHICH WAS ITEM F ON THE CONSENT ACTION ITEM, THE MOU BETWEEN CATHOLIC CHARITIES OF THE DIOCESE OF SIOUX CITY AND THE SIOUX CITY COMMUNITY SCHOOL DISTRICT. IS THERE A MOTION TO APPROVE? >> SO DO. >> WE HAVE A FIRST AND WE HAVE A SECOND. BOARD MEMBERS, ANY DISCUSSION BETWEEN THE MOU BETWEEN THE CATHOLIC CHARITIES OF THE DIOCESE OF SIOUX CITY AND SIOUX CITY COMMUNITY SCHOOL DISTRICTS? NO DISCUSSION. AT THIS TIME, PLEASE CALL A ROLL VOTE ON THIS AS WELL SEANIECE. >> MR. EHMCKE. MR. GEORGE? YES. >> MR. GREENWELL? >> YES. >> MS. LEE? >> YES. >> MR. MEYERS? >> AYE. >> MR. MICHAELSON? >> ABSTAIN. >> MR. MILLER? >> YES. >> MOTION APPROVED. WE'RE GOING TO START AT THE BACK OF THE TOP. WE HAVE ITEM A DISCUSSION, EARLY RETIREMENT DISCUSSION. [IX.A. Early Retirement Discussion - President George] I'VE HAD A COUPLE OF EMAILS REGARDING SOME THINGS THAT HAVE COME OUT OF THE POLICY COMMITTEE REGARDING WHETHER THE EARLY RETIREMENT INCENTIVE SHOULD BE ELIMINATED OR NOT. WE THOUGHT THAT THIS WOULD BE A GREAT TIME TO ALLOW THE BOARD MEMBERS TO DISCUSS. I KNOW DIRECTOR GREENWELL HAS HIS DOCUMENT. I'M NOT SURE IF IT WAS INCLUDED IN THE PACKET OR NOT. > IT WAS. >> IT WAS? IF YOU IF YOU HAVEN'T DOWNLOADED IT, YOU CAN. DIRECTOR GREENWELL, WOULD YOU LIKE TO KICK THIS DISCUSSION OFF OR DR. ERWINE, ANYONE? >> SURE. YES. MY ORIGINAL CONCERN WAS REVIEWING THE MINUTES OF THE BOARD POLICY COMMITTEE WHERE IT WAS FIRMLY SUGGESTED THAT WE ELIMINATE THE EARLY RETIREMENT PROGRAM. I KNOW QUITE A BIT ABOUT IT BECAUSE I PUT A WHOLE ANALYSIS TOGETHER MULTIPLE EARLY RETIREMENT OPTIONS SEVERAL YEARS AGO. I THOUGHT IT'S TIME TO REVIEW IT AGAIN. BUT WHEN YOU LOOK AT THE PEOPLE THAT ARE POTENTIALLY ELIGIBLE TO TAKE OVER RETIREMENT AT AGE 62 WITH 25 YEARS OF EXPERIENCE, THAT'S VERY FEW PEOPLE. MOST DON'T TAKE IT, JUST A FEW TAKE IT EACH YEAR. BUT WHEN WE LOOK AT THE COST OF THE PROGRAM VERSUS WHAT I'LL [00:15:01] CALL THE UNINTENDED BENEFIT OF LOWER SALARIES, LOWER IPERS COST, LOWER PAYROLL TAXES, IT'S ACTUALLY A FINANCIAL BENEFIT TO US PROVIDING THAT WE CAN GET SOMEONE HIRED FOR THAT CLASSROOM AND THAT CLASSROOM DOESN'T SIT EMPTY, AND WE INCREASE CLASS SIZES. THIS EXAMPLE, WHEN YOU LOOK AT THE FOLKS, I JUST TOOK A CENSUS OF THE TEACHERS, NOT ALL OF THESE ARE ELIGIBLE, BUT I JUST TOOK A CENSUS OF TEACHERS 18 YEARS-PLUS AT THE BOTTOM IN THE PURPLE AND YOU LOOK AT THE PEOPLE WITH BACHELOR'S, BACHELORS WERE 15, MASTER'S 15, AND MASTERS 30, AND THAT'S JUST WITH 18 YEARS OF SERVICE. THAT'S THE MINIMUM. A LOT OF THOSE HAVE MANY MORE THAN 18 YEARS OF SERVICE, AND A FEW OF THEM QUALIFY. I THINK THERE'S 33 PEOPLE THAT QUALIFY. THERE'S 62 THAT HAVE 25 YEARS OF SERVICE. BUT JUST TAKING AN AVERAGE WEIGHTED AVERAGE SALARY, YOU GET ROUGHLY TO AROUND 84,000 DOLLARS. THEN YOU ADD THE IPERS CONTRIBUTION, 9.44 PERCENT, AND THEN THE FICA, THE MEDICARE COSTS, AND YOU CAN SEE THAT FOR ALL OF THAT GROUP, BASICALLY 40 PERCENT OF OUR TEACHERS ARE APPROXIMATELY 38.2 PERCENT OF OUR TEACHERS, AVERAGE SALARY PLUS BENEFITS WITHOUT INSURANCE, IS 98,000 DOLLARS. WHEN YOU LOOK AT OPTIONS FOR HIRING REPLACEMENTS FOR THOSE EARLY RETIREMENTS, YOU CAN SEE I PUT THREE DIFFERENT OPTIONS HERE, AN OPTION A, WHICH IS BASICALLY A BRAND NEW TEACHER, OPTION B, A TEACHER WITH SOME YEARS OF EXPERIENCE, SO PROBABLY ABOUT THREE WITH THAT SALARY, AND THEN OPTION C, YOU CAN SEE THAT TEACHER WITH PROBABLY 13 YEARS OF EXPERIENCE. LOOKING AT ANY ONE OF THOSE OPTIONS FOR REPLACEMENT TO THIS PERSON, THIS TEACHER THAT WOULD EARLY RETIRE, YOU CAN SEE THE ESTIMATED COST OF AT THE DIFFERENCE IN THE SALARY CALCULATION AND THE BENEFIT CALCULATION, FOR EXAMPLE, ON EXAMPLE A, SALARIES AND BENEFITS WITHOUT INSURANCE, ASSUMING THE INSURANCE IS THE SAME FOR BOTH, SO THERE'S NO DELTA, YOU HAVE ABOUT A 39,600 DOLLARS SAVINGS FOR HIRING A NEW TEACHER VERSUS AN EXPERIENCED RETIREE TEACHER. BUT IT'S GOING TO COST US ABOUT A MAXIMUM, IF YOU SAID THAT THEY'RE RETIRING WITH THREE YEARS, A MAXIMUM AMOUNT OF CONTRIBUTION PER QUARTER, THE MAXIMUM COST WOULD BE 14, FOUR. WHICH WOULD LEAVE YOU IN NET SAVINGS OF 25, TWO. THAT'S JUST FOR THE FIRST YEAR. THEN YOU ADD THE SECOND YEAR AND THE THIRD YEAR ON THERE, AND YOU GET AGGREGATE SAVINGS OF ABOUT A LITTLE BIT OVER 104,000 DOLLARS. YOU CAN GO THROUGH EXAMPLE B AND EXAMPLE C, AND YOU CAN SEE THE POTENTIAL SAVINGS. WHILE THIS IS NOT MEANT TO BE A PERK PROGRAM, IT'S MEANT TO REWARD TEACHERS WHO HAVE BEEN WITH THE DISTRICT QUITE SOME TIME, 25 YEARS OR GREATER AND ARE 62 YEARS OLDER, AND OBVIOUSLY, THE TEACHERS HAVE A LITTLE BIT LARGER BENEFIT. IF THEY HAVE A LOT OF SICK DAYS THAT WENT UNUSED. BECAUSE WHAT I ALSO WANT TO LOOK AT IS WHAT WE KNOW HAPPENS. WHEN IT LOOKS LIKE THE TEACHERS ARE GOING TO LOSE SOME SICK DAYS, THEY HAPPEN TO TAKE MORE SICK DAYS. JUST AN EXAMPLE OF THE SICK DAY COST, IF SOMEONE SAYS, I'VE GOT 120, 121-145 SICK DAYS LEFT, BUT IF YOU'RE GOING TO DO AWAY WITH THE EARLY RETIREMENT PROGRAM, I'M GOING TO USE MORE OF THOSE. THE COST OF REPLACING ONE OF THESE SENIOR TEACHERS WITH A SUBSTITUTE FOR A DAY IS ROUGHLY 600 DOLLARS, A LITTLE BIT OVER 600 DOLLARS A DAY, WITHOUT FICA, WITHOUT IPERS COST, THAT TYPE OF THING IT'S 600 DOLLARS A DAY, FOR EXAMPLE, IF THE TEACHER SAID, I'M GOING TO LOSE THOSE, AND I'M JUST GOING TO TAKE 60 DAYS OFF, WHICH MAY HAPPEN, OR SOME DAYS OFF, EVEN 10 DAYS OFF, EXTRA DAYS OFF, I'M GOING TO USE MY SICK BANK, SOME OF MY SICK BANK. YOU CAN SEE OVER 600 DOLLARS A DAY IF THEY DO THAT. IF THE TEACHER SAYS, YOU KNOW WHAT? YOU'RE TAKEN AWAY A RETIREMENT PROGRAM, I MIGHT USE SOME OF MY EXCESS SICK DAYS. TEN DAYS IS GOING TO COST YOU 6,000 DOLLARS. THAT'S REALLY WHAT IT'S GOING TO COST US. I THINK WHEN YOU LOOK AT THIS AND SAY, HEY, THE EARLY RETIREMENT PROGRAM IS COSTING US MONEY, AND WE'RE ENCOURAGING TEACHERS TO LEAVE. I DON'T THINK THE FACTS PLAY OUT IN THAT FASHION AT ALL. I GUESS MY DISCUSSION OF THIS IS THIS IS NOT A SIGNIFICANT COST OF THE DISTRICT, AND IN FACT, YOU'RE PROBABLY GOING TO GIVE IT UP IN ADDITIONAL SICK DAYS AND OR YOU'RE GOING TO MAKE IT UP IN SALARIES. I WOULD BE ADAMANTLY OPPOSED TO ELIMINATING THE EARLY RETIREMENT PROGRAM AS WE CURRENTLY HAVE IT SET BECAUSE I DON'T THINK THE FINANCIAL NUMBERS WORK THAT WAY, NOR DO I THINK IT WAS WELL THOUGHT OUT WHEN PEOPLE SUGGESTED THAT WE DO IT. THEY DON'T UNDERSTAND THE SICK DAY BANK, THEY DON'T UNDERSTAND WHAT IT'S LIKELY TO COST, AND THE NET COST BENEFIT IS LARGELY IN THE DISTRICT'S FAVOR ON THIS. [00:20:04] THE ONLY DOWNSIDE POTENTIAL IS YOU'RE LOSING SOME EXPERIENCED TEACHERS, BUT IF THEY WANT TO RETIRE EARLY AND GET A WALKING 14,400 FOR THREE YEARS OF COST. I DON'T THINK THAT'S A SIGNIFICANT BURDEN ON THE DISTRICT. JUST FOR CLARIFICATION, THE COST OF THE EARLY RETIREMENT PROGRAM IS NOT IN THE GENERAL FUND, IS IN THE MANAGEMENT FUND, AND WE HAVE OVER 2.6 MILLION DOLLARS IN THE MANAGEMENT FUND THAT'S BASED FOR RESERVE FOR EARLY RETIREMENT COSTS SHOULD WE EVER WANT TO IMPLEMENT A BIG PLAN LIKE WAS DONE SEVERAL YEARS AGO. THE BALANCE OF THE MANAGEMENT FUND HOLDS OVER 2.6 MILLION DOLLARS ASSOCIATED WITH EARLY RETIREMENT. HOW DO I KNOW THAT? BECAUSE I PUT IT TOGETHER SEVERAL YEARS AGO, AND WE DID THE ANALYSIS SEVERAL YEARS AGO WHEN WE LOOKED AT THE LARGE BALANCES IN THE MANAGEMENT FUND BALANCES AND LARGELY THAT WAS SECURE FUND FOR A MAJOR GROW RETIREMENT PROGRAM. THAT'S THE SUMMARY AS I KNOW IT, AS I UNDERSTAND IT AND PUT THIS TOGETHER, SO HAPPY TO TAKE ANY QUESTIONS OR HAVE ANY FURTHER DISCUSSIONS. >> DIRECTOR MILLER. >> DIRECTOR GEORGE, I'M NOT SURE HOW THIS BECAME AN AGENDA ITEM SINCE THE POLICY COMMITTEE IS ACTIVELY WORKING IT, AND WE HAD AGREED NOT TO ELIMINATE IT, BUT TO EDIT IT AND MOVE IT FORWARD AT THE NEXT POLICY MEETING. I THINK THIS WAS PERHAPS PREMATURE, AND I'M NOT SURE WHY WE'RE HAVING THIS DISCUSSION IN THIS CONTEXT TODAY. >> I DID. >> I DID MAKE THE RECOMMENDATION TO ELIMINATE THE POLICY, AND IT DID NOT GET ELIMINATED, AND I MADE THE RECOMMENDATION BECAUSE WE'RE SHORT STAFFED. WE CAN'T HIRE TEACHERS AND WE ARE NOT ABLE TO HIRE ENOUGH SUBSTITUTES TO COVER OUR CURRENT CLASSROOMS. THAT WAS THE GIST OF WHY I WAS MAKING THE RECOMMENDATION TO CHANGE THE POLICY OR SUSPEND THE POLICY. AGAIN, THE POLICY COMMITTEE MET. WE TALKED ABOUT IT. WE ARE NOT GOING TO ELIMINATE IT, BUT WE THINK THAT THERE COULD BE SOME EDITS TO IT. IT'S INTERESTING TO HAVE THIS, BUT I'M NOT SURE WHY THIS IS COMING BEFORE THE POLICY IS EVEN PRESENTED TO THE BOARD. >> WELL, I CAN SAY THAT I WANTED TO HAVE A DISCUSSION ON IT BASICALLY BECAUSE AS RECEIVING EMAILS FROM TEACHING STAFF, I THINK THIS IS SOMETHING THAT THEY NEEDED TO HEAR THE DISCUSSION FOR IT AND REASONS FOR IT OR REASONS NOT TO SUPPORT IT ARE THINGS I THINK ARE IMPORTANT TO THE EDUCATORS. IT WENT THROUGH LEADERSHIP, AND WE ALL THOUGHT IT WAS OUT. I KNOW I THOUGHT IT WAS A GOOD IDEA TO DISCUSS IT. >> I SIMPLY READ THE MINUTES OF THE BOARD POLICY COMMITTEE, AND I THINK THE MINUTES WERE CLEAR AS TO WHAT DIRECTION SOME FOLKS WERE TUNED IN TO GO. CLEARLY, I DON'T THINK THEY HAD THE FACTS IN FRONT OF THEM. I THINK THEY MADE SOME RUSH JUDGMENTS AND I THINK THE FACTS NEED TO BE PRESENTED CLEARLY BEFORE ANY OTHER INFORMATION WENT FORWARD. I GOT CALLS FROM STAFF AS WELL. >> I KNOW THAT I DIDN'T HEAR ANYTHING ABOUT THE TWEAKING PART OF IT THE STAFF HEARD. >> WELL, THAT WAS IN THE MINUTES, IF YOU GUYS READ THE MINUTES AS WAS JUST ALLUDED TO. >> I MAY HAVE OVERREAD THAT, DIRECTOR MILLER. >> I SEE THE MINUTES AND THE MINUTES DON'T SAY. I THINK DIRECTOR LEE SUGGESTED SOMETHING LIKE THAT. MR. MILLER, YOUR STATEMENT WAS VERY CLEAR. >> DIRECTOR MEYERS. >> MR. PRESIDENT, [NOISE] GOD HELP US ALL. WOULD IT BE APPROPRIATE TO HAVE A MOTION TO DELETE THIS ITEM FROM THE AGENDA? I'M NOT SURE WITH KINSONS, IT'S ALREADY ON IT, SINCE WE'RE ALREADY DISCUSSING IT. >> APPROVED. >> HAD BEEN MADE. NOW, THIS ISN'T TO OVER OVERSHADOW THE DISTRICT POLICY COMMITTEE'S WORK. I DON'T WANT YOU TO TAKE THAT THE WRONG WAY. >> NOT SOMEBODY GOING OUTSIDE THEIR LANE? >> WHEN IT'S IN THE MEETING, MINUTES, I SHOULD SAY, AND YOU HAVE A BOARD MEMBER THAT DID REQUEST IT, YOU DID HAVE SEVERAL STAFF MEMBERS EMAIL US, SO I GUESS THIS IS WHERE YOU AND I WILL DISAGREE TO AGREE. >> AGREE TO DISAGREE? >> AGREE TO DISAGREE. ANYTHING ELSE? ANY OTHER DISCUSSION ON THIS? >> I DO NEED TO STATE THAT THERE WAS DISCUSSION IN THE POLICY MEETING TO REVIEW THIS. DIRECTOR GREENWELL, THANK YOU FOR CLARITY. IT WAS MY POSITION TO LOOK AT OTHER DISTRICT RETIREMENT POLICIES TO SEE IF WE COULD [00:25:04] ENHANCE OUR CURRENT POLICY TO MAKE IT MORE BENEFICIAL TO OUR RETIREES. I JUST NEED TO MAKE SURE THAT THAT IS CLEAR. >> PRESIDENT GEORGE. >> DIRECTOR GREENWELL. >> I THINK IT'S GOING TO LOOK AT THE POLICIES BUT THE QUESTION IS, IS OUR POLICY BROKEN AND DO WE NEED TO FIX IT? I THINK THE ANSWER IS NO, IT IS NOT BROKEN. IT'S ALWAYS GOOD TO LOOK AT OTHERS POLICIES. BUT I'M STRUGGLING TO SEE WHAT ANY SUGGESTIVE CHANGES WE WOULD HAVE. CERTAINLY THE MINUTE THERE WHERE PEOPLE HAVE LEFTOVER SICK DAYS. I WOULD NOT RECOMMEND TAKING THAT AWAY AT ALL OR REDUCING THOSE AMOUNTS. I JUST THINK THAT'S SOMETHING YOU SHOULD NOT TAKE AWAY FROM TEACHERS WHO SHOW UP AND HAVE ACCESS TO SICK DAY BANK. WE SHOULD NOT TAKE THAT AWAY AT ALL. I THINK THE AMOUNT OF MONEY THAT WE'RE PAYING OUT ON THIS IS A FRACTION OF WHAT IT WOULD HAVE COST US HAD THOSE PEOPLE TAKEN A LOT MORE SICK DAYS. JUST 10 EXTRA DAYS ON ONE OF THOSE SENIOR FEATURES IS $6,000. FIFTEEN EXTRA DAYS, YOU'RE BASICALLY DONE, YOU TAKEN OVER 144. I THINK IN TWEAKING THAT, I WOULD NOT LOOK TO FAVOR DOING THAT. SIXTY TWO YEARS AND 25 YEARS IS A SUBSTANTIAL COMMITMENT TO THE DISTRICT. IF SOMEBODY IS READY TO RETIRE FOR WHATEVER REASON, SPOUSE IS SICK, THEY JUST ARE ABSOLUTELY EXHAUSTED, THEIR HEALTH IS IN DANGER, SOMETHING LIKE THAT, OR THEY JUST WANT TO SPEND TIME WITH THEIR GRANDKIDS. AFTER SOMEBODY PUT IN 25 YEARS OF SERVICE AND A 62-YEARS-OLD, I CAN'T SEE WHY WE WOULD WANT TO TAKE SOMETHING AWAY FROM THEM. QUITE FRANKLY, I WOULD NOT BE SUPPORTIVE OF THAT AT ALL. >> WELL, I CAN SAY WE'RE NOT MAKING THE DECISION ON IT NOW BUT I DO THINK WE NEED TO ALLOW THE POLICY COMMITTEE TO DO IT, STUDY IT, IF THEY WANT TO MAKE SOME RECOMMENDATIONS, BRING IT FORTH. >> DIRECTOR, PRESIDENT GEORGE, I NEED TO MAKE SURE THAT THIS IS CLEAR. AS A NEW BOARD MEMBER, I AM NOT FAMILIAR WITH WHAT THE RETIREMENT POLICY WAS OR WASN'T OR GOOD OR BAD OR INDIFFERENT BUT I THINK IT IS IN MY INTEREST TO JUST LOOK ACROSS OUR STATE TO SEE WHAT THE RETIREMENT POLICY CONSISTS OF AND LOOK AT THOSE POLICIES IN COMPARISON TO WHAT WE'RE DOING. IT IS IN MY BEST INTEREST TO BE EDUCATED AND INFORMED ON POLICIES BECAUSE THAT'S THE COMMITTEE I SERVE ON AND TO LOOK TO SEE IF THERE'S OPPORTUNITY TO DO SOMETHING DIFFERENT OR BETTER, NOT ELIMINATE. I JUST NEED TO MAKE SURE THAT EVERYONE KNOWS THAT I WILL DO MY DUE DILIGENCE TO ENSURE THAT I AM EDUCATED AND INFORMED BEFORE I MAKE ANY DECISIONS. THANK YOU. >> I GUESS IF YOU DO LOOK ACROSS THE STATE RIGHT NOW, THE ONE DISTRICT THAT I HAVE CONCERN, WELL, NOT CONCERNS ABOUT WHAT'S GOING ON IS, YOU'VE GOT MASON CITY, WHO I BELIEVE STILL DOES NOT HAVE A TEACHING CONTRACT. BECAUSE THEY ARE IN THE PROCESS OF, I BELIEVE, ELIMINATING THEIR EARLY RETIREMENT POLICY. OF COURSE, THEIR RETIREMENT POLICY IS NOTHING LIKE OURS BUT FOR CONCERNS, I THINK AS A FORMER TEACHER, I WANT TO LET MY FORMER COLLEAGUES KNOW THAT NOTHING'S CHANGING RIGHT NOW. POLICY COMMITTEE IS GOING TO BE GOING THROUGH IT. LOOKING AND SEE IF IT NEEDS TO BE CHANGED OR IF IT DOESN'T NEED TO BE CHANGED. THEN I'M SURE IT WE'LL COME BACK TO A FULL DISCUSSION AND APPROVAL. THAT WAS ITEM A. ANY OTHER QUESTIONS ON THAT? DIRECTOR MILLER, ANYTHING? >> NO, I'M GOOD. >> ITEM B, FISCAL YEAR '24, [IX.B. FY24 Protective & Safety Equipment Resolution - Patty Blankenship] PROTECTIVE AND SAFETY EQUIPMENT RESOLUTION. PATTY BLINKENSHIP, DO YOU WISH TO SAY ANYTHING? BOARD MEMBERS, THE RECOMMENDATION IS TO APPROVE THE FISCAL YEAR '24 PROTECTIVE AND SAFETY EQUIPMENT FUNDING RESOLUTION. THAT THE BOARD OF DIRECTORS OF THE SIOUX CITY COMMUNITY SCHOOL DISTRICT APPROVES THE TRANSFER OF $15,000 FROM THE GENERAL FUND TO THE STUDENT ACTIVITY FUND FOR THE EXPENDITURES THAT OCCURRED BETWEEN JULY 1, 2023 AND JUNE 30, 2024, FOR PURCHASES AND/OR RECONDITIONING OF PROTECTIVE AND SAFETY EQUIPMENT REQUIRED FOR EXTRACURRICULAR ATHLETICS. IS THERE A MOTION? >> SO MOVED. >> SECOND. >> THERE'S THE FIRST AND THE SECOND. BOARD MEMBERS, IS THERE ANY DISCUSSION? >> QUESTION. IS THIS $5,000 PER SCHOOL? [00:30:05] I JUST READ IT, NEVER MIND. IS THERE A MOTION? >> SO MOVED. >> SECOND. >> WE HAVE A FIRST AND WE HAVE A SECOND. BOARD MEMBERS, IS THERE ANY DISCUSSION? >> YES. PLEASE EXPLAIN TO ME WHERE THIS IS, HOW WE'RE FINDING THIS. >> BEING FUNDED FROM THE GENERAL FUND AND IT WILL BE, I GUESS, THE FIRST THING TO DO IS FIND A MICROPHONE THAT LIKES ME. IT'S IN THE GENERAL FUND, IT WILL BE PAID FOR FROM THE GENERAL FUND RESERVES. THE OFFSET OF THAT, THERE'S ROUGHLY 1,000,003 COMING TO THE DISTRICT FROM FUNDS THAT WOULD OTHERWISE HAVE GONE TO THE AEA IN PRIOR YEARS. THAT'LL BE IN THE GENERAL FUND SO IT COVERS THAT. THE REMAINDER OF IT WOULD BE USED TOWARDS THE GENERAL FUND USE OF RESERVES IN THE YEAR IN FISCAL 24/25. DO THAT MAKE ANY SENSE AT ALL? >> ANY OTHER DISCUSSION? >> PRESIDENT GEORGE. OUR BUDGET IS WHOLE AND GETTING THIS 1.3 MILLION WILL HAVE US NOT OPERATING IN A DEFICIT THIS COMING SCHOOL YEAR. >> THE $1.3 MILLION WILL GO TOWARDS THE $4,000,000 DEFICIT, WHICH WAS THE BUDGET THAT HAS BEEN APPROVED SOMETIME BACK. IT WOULD REDUCE THE DEFICIT. THERE STILL WILL BE ONE. THE BOARD WILL HAVE TO DEAL WITH THAT IN FUTURE YEARS. >> IF I UNDERSTAND IT RIGHT. THE 1.3 >> IT MAY BE APPLIED TOWARDS THE DEFICIT, YES. >> IN THE ORIGINAL BUDGET THAT WE ADOPTED, THE $4.1M, $4.2M DEFICIT, THE LAW HADN'T PASSED BY THE STATE LEGISLATURE YET, AND THAT 1.3 AND THE OTHER ADA MONEY WAS 100% CHANNELED TO THEM. WE DIDN'T NEED ANY OF THAT MONEY. [00:35:03] NOW THAT WE KNOW THAT MEDIA SERVICES IS COMING BACK TO US, WE HAVE THE 4.1 MINUS THE 1.3, BUT YOU'RE GOING TO SEE A LITTLE BIT LATER ON WE HAVE SOME ADDITIONAL COST INCREASES ON SOFTWARE AND THINGS LIKE THAT. WE'RE ALREADY EATING SOME OF THAT $1.3M MEDIA SERVICES UP WITH ADDITIONAL COST INCREASES. IT'LL BE SOMEWHERE LESS THAN $1.3M NET BENEFIT THAT WE WILL GET. >> I HAVE ANOTHER QUESTION. THEN HOW ARE WE GOING TO SUPPORT THE SERVICES NEED THROUGH MEDIA USE FOR SPECIAL EDUCATION? WE'RE GOING TO SPEND THAT MONEY SINCE WE'RE ALREADY IN A DEFICIT IS WHAT I'M UNDERSTANDING. >> THE DEFICIT WILL BE LESS THAN THE $4,000,000. WE ANTICIPATED IN ANY EVENT, BUT SOME OF THE 1.3 WE'LL HAVE TO PAY FOR THINGS THAT THE AEA PROVIDED WITHOUT ADDITIONAL COST IN PRIOR YEARS. >> WHAT WAS YOUR SPECIFIC QUESTION I GUESS? >> WE'RE FORECASTING THAT THIS MONEY IS GOING TO BE THERE, WE'RE GOING TO USE THAT TO COME AND PAY FOR THIS POSITION. >> IT WILL BE THERE. >> THEN WE DON'T KNOW WHAT OTHER NEEDS WE ARE GOING TO NEED FOR SPECIAL EDUCATION MEDIA RESOURCES. I MEAN, WHEN WE THINK MEDIA. >> IT'S MEDIA, AND THEN IT'S SEPARATE, SPECIAL EDUCATION SEPARATE FROM THAT. WE WILL STILL SUPPORT OUR STUDENTS, WHATEVER NEEDS THEY HAVE, WHETHER ASSISTED TECHNOLOGY OR WHATEVER IT IS, THAT'S ALREADY BUILT INTO THE SPECIAL EDUCATION BUDGET. THEY WILL CONTINUE TO RECEIVE THOSE SERVICES. MEDIA, WE WENT THROUGH A LONG PROCESS TO FIGURE OUT WHAT NEEDS DO WE HAVE WITH THE MEDIA AND THE MONEY THAT THE AEA IS KEEPING THIS YEAR MORE THAN COVERS OUR NEEDS FOR MEDIA SERVICES. AND THE REASON A LOT OF PEOPLE WERE PROPONENTS OF, MAKING THE CHANGES OR RESTRUCTURE OF THE AEA, WELL WE DID THE ANALYSIS FOR MEDIA SERVICES, WE PAID A LOT OF MONEY BUT DIDN'T REALLY GET THE AMOUNT OF SERVICES ASSOCIATED WITH THE AMOUNT OF MONEY WE WERE PAYING. ITEM H, THE 2023, [IX.H. 2023-2024 Recruitment and Retention Strategy - Dr. Jen Gomez & Leslie Heying] 2024 RECRUITMENT AND RETENTION STRATEGY, DR. GOMEZ AND LESLIE HEIN. LOOKS LIKE YOU GUYS ARE GOING TO BE SPEAKING ON THIS? [00:40:02] >> CORRECT. GOOD EVENING. DOCTOR GOMEZ AND I ARE PLEASED TO BE HERE THIS EVENING TO GIVE YOU A RECAP OF WHAT WE'VE BEEN DOING IN TERMS OF RECRUITMENT AND RETENTION STRATEGIES OVER THE PAST THREE YEARS, BUT IN PARTICULAR OVER THE PAST YEAR. OUR WORK COLLABORATIVELY STARTED THREE YEARS AGO WHEN OUR TWO TEAMS STARTED MEETING BIWEEKLY TO FORMULATE A PLAN FOR HOW WE'RE GOING TO ADDRESS RECRUITMENT AS WELL AS RETENTION. OUR GOAL WAS TO ATTRACT AND RETAIN A HIGHLY QUALIFIED AND DIVERSE TEAM OF TEACHERS, LEADERS, AND STAFF. FIRST THING THAT WE DID BEFORE WE GOT STARTED ON DEFINING OR IDENTIFYING ANY TACTICS OR STRATEGIES WAS TO IDENTIFY OUR TARGET AUDIENCES. AND THAT'S REALLY THE BEST AND MOST EFFECTIVE WAY TO COME UP WITH A MARKETING STRATEGY. WE IDENTIFIED FOUR TARGET AUDIENCES. THESE PEOPLE THAT WE'RE TRYING TO IDENTIFY AND RECRUIT TO OUR DISTRICT. THE FIRST ONE BEING JACOB. HE'S OUR FIRST YEAR TEACHER. HE'S EAGER TO GET INTO THE TEACHING FIELD AND JUST COMING STRAIGHT OUT OF COLLEGE. OUR NEXT TARGET AUDIENCE WAS ASHLEY. SHE IS A TEACHER THAT HAS A FEW YEARS OF TEACHING UNDER HER BELT, AND SHE'S REALLY LOOKING FORWARD TO BECOMING A HIGH SCHOOL PRINCIPAL ONE DAY. WE ALSO HAVE JENNIFER. SHE'S A 38-YEAR-OLD MOM. SHE'S A STAY AT HOME MOM RIGHT NOW, BUT SHE'S REALLY HOPING TO GET BACK INTO THE WORKFORCE A LITTLE BIT, BUT NEEDS TO HAVE A CAREER THAT ALIGNS WITH HER KIDS SCHEDULES. SHE MAY BE LOOKING FOR A SUBSTITUTE TEACHING POSITION. THEN WE HAVE MICHAEL. MICHAEL IS OUR NEW RETIREE, 62. HE LOVES RETIREMENT, BUT AT THE SAME TIME, HE'S LOOKING TO MAYBE TIP HIS TOES BACK INTO THE WORKFORCE JUST A LITTLE BIT, PICK UP A LITTLE EXTRA INCOME, AND ALSO JUST THAT SOCIAL PART OF WORKING. ONCE WE HAD IDENTIFIED OUR FOUR KEY TARGET AUDIENCES THREE YEARS AGO, WE IDENTIFIED THE DIFFERENT TACTICS THAT WE ARE GOING TO USE. NOW WE HAVE A NUMBER OF DIFFERENT TACTICS LISTED HERE. WE DID NOT USE ALL OF THESE TACTICS FOR ALL OF THOSE AUDIENCES, AND THAT'S THE BEAUTY OF IDENTIFYING WHO YOU'RE TARGETING. SOME OF THESE WORK BETTER FOR CERTAIN AUDIENCES THAN OTHER TACTICS. BUT WE USED EVERYTHING FROM CAREER FAIRS, WHICH DR. GOMEZ WILL TALK THROUGH IN JUST A MOMENT, TO DIGITAL ADVERTISING. WE HAD THREE SEPARATE CAMPAIGNS OVER THIS PAST YEAR, ONE FOR CERTIFIED STAFF, ONE FOR CLASSIFIED STAFF, AND THEN ALSO ONE FOR CAREER FAIR SUPPORT. WE USE SOCIAL MEDIA. WE ALSO USED AN EMAIL ACQUISITION CAMPAIGN, WHICH I'LL SHOW YOU AN EXAMPLE OF. WE HAD OUR WEBSITE, WHICH HAS DONE VERY WELL. FOR US, WE HAVE SCHOOL NEWSLETTERS. USING THOSE TOOLS AND RESOURCES THAT WE HAVE ACCESS TO ALREADY THAT WE CAN PROMOTE OUR POSITIONS IN. WE USE YARD SIGNS, WE HAVE OUTREACH AND PARTNERSHIPS AND TRADITIONAL MEDIA. >> WITH OUR CAREER FAIRS, WE TARGET ALL EMPLOYEE GROUPS ESSENTIALLY. THE TWO THAT WE HOSTED INTERNALLY, THOSE WERE FOR OUR CLASSIFIED POSITIONS, SO OUR FOOD SERVICE, OUR BUS DRIVERS, OUR INSTRUCTIONAL ASSISTANTS. IN ADDITION, FOR THOSE CLASSIFIED POSITIONS WITH WESTERN IOWA TECH, I WORK [INAUDIBLE] CAREER. THEN FOR OUR CERTIFIED STAFF, WE GO OUT TO THE UNIVERSITIES AND COLLEGES AND ATTEND THOSE CAREER FAIRS THAT THOSE SCHOOLS ARE HOSTING TO RECRUIT OUR TEACHERS. YOU WILL NOTICE THAT THESE CAREER FAIRS THAT WE ATTENDED AT THE COLLEGE AND UNIVERSITIES ARE FROM THE TRI STATE AREA. WHEN WE LOOK AT OUR APPLICANT TRACKING DATA, THAT'S WHERE THE MAJORITY OF OUR APPLICANTS ARE COMING FROM. THEY'RE COMING FROM NEBRASKA, IOWA AND SOUTH DAKOTA. THOSE THAT WE FOCUSED ARE OUR EFFORTS ON THOSE INSTITUTIONS. THE NUMBER OF DIGITAL MARKETING TACTICS WERE USED. AMONG THOSE WERE GOOGLE PAGE SEARCH. IF YOU'RE UNFAMILIAR WITH THAT, THERE'S AN EXAMPLE THERE ON THE SLIDE. IF YOU WOULD GO IN AND TYPE TEACHING JOBS NEAR ME, SIOUX CITY COMMUNITY SCHOOL SHOULD PULL UP TO THE TOP OF THE LIST. IF YOU ARE IN OUR GEOGRAPHIC AREA, NOW, IF YOU ARE IN MISSOURI, YOU WOULD GET SOMETHING DIFFERENT. BUT HERE IN THE SIOUX AREA, YOU WOULD SEE OUR JOBS PULL UP FIRST. WE ALSO USE GOOGLE VIDEO, WE USED FACEBOOK ADS TARGETED DISPLAY. WE USE PRE-ROLL VIDEO. THAT'S THE VIDEO THAT YOU SEE SOMETIMES IF YOU GO TO THE JOURNALS WEBSITE, FOR INSTANCE, AND YOU CLICK ON A STORY OR KTV'S WEBSITE. YOU MIGHT SEE A VIDEO THAT PULLS UP FIRST BEFORE YOU CAN GET TO THE ACTUAL STORY. WE USE STREAMING AUDIO, AND THEN WE ALSO USED SOME ADVERTISING ON THE SIOUX JOURNALS WEBSITE. AGAIN, NOT ALL THESE TACTICS WERE USED FOR EVERY AUDIENCE. AND SO IN THE PAST, I'VE HEARD PEOPLE COMMENT THAT THEY HAVEN'T SEEN ALL OF THESE BEFORE. I HAVEN'T EITHER, TO BE HONEST WITH YOU BECAUSE I'M NOT IN THE TARGET AUDIENCE FOR ALL OF THESE. [00:45:03] IF YOU HAVEN'T SEEN THESE WHEN YOU'RE OUT ONLINE, THERE'S A REASON FOR THAT. OUR DIGITAL ADVERTISING PERFORMED VERY WELL. THE ADVERTISING AGENCY OR THE DIGITAL ADVERTISING AGENCY THAT WE'VE BEEN USING, OVER THE PAST COUPLE OF YEARS, HAS REALLY HELPED US FINE TUNE OUR DIGITAL ADVERTISING TACTICS, AND THEY'RE PERFORMING WELL ABOVE INDUSTRY AVERAGE IN ALL DIFFERENT CATEGORIES. FOR EXAMPLE, THE GOOGLE PAGE SEARCH, WHICH IS WHAT I SHOWED YOU AN EXAMPLE OF IN THE SLIDE BEFORE, OUR CLICK THROUGH RATE, WHICH IS THE NUMBER OF PEOPLE THAT ARE CLICKING, THE PERCENTAGE OF PEOPLE CLICKING ON SIOUX COMMUNITY SCHOOLS IS 12.8%. THE INDUSTRY AVERAGE IS AROUND 4-5%. OUR GOOGLE VIDEO AND YOUTUBE ADVERTISING HAS BEEN AVERAGING AROUND A 53.5% VIDEO VIEW RATE. THE INDUSTRY AVERAGE IS 32%. THEN OUR SOCIAL ADS FOR CERTIFIED POSITIONS, THOSE ARE THOSE ADS THAT YOU MAY SEE ON FACEBOOK OR INSTAGRAM, WE HAVE A CLICK THROUGH RATE OF 2.8%. THE INDUSTRY AVERAGE IS BELOW 1% AT 0.9%. ANOTHER REASON I BELIEVE PERFORMING SO WELL IS THAT WE DID THE WORK AHEAD OF TIME, THE HOMEWORK TO IDENTIFY OUR TARGET AUDIENCES, AND SO WE KNOW WHO WE'RE TARGETING, AND WE'RE ABLE TO USE THE TACTICS THAT ARE MOST EFFECTIVE FOR THOSE TARGET AUDIENCES. THIS NEXT SLIDE IS AN EXAMPLE OF OUR E MAIL ACQUISITION CAMPAIGN. WE CREATED THIS IN COLLABORATION WITH THE HR TEAM, SO THAT WHEN WE HAVE STAFF MEMBERS GO OUT TO DIFFERENT CAREER FAIRS, WE COLLECT THAT INFORMATION FROM THOSE PEOPLE OR STUDENTS THAT ARE COMING TO OUR BOOTH, THE HR TEAM GOES BACK, PUTS IT INTO A FREE PLATFORM THAT WE'RE USING CALLED HUBSPOT, AND THEN WE CAN ACTUALLY SEND OUT CUSTOMIZED E MAILS TO THOSE POTENTIAL APPLICANTS. WE CAN DO EVERYTHING FROM TALKING ABOUT THE REASONS THAT YOU SHOULD LOOK TO OUR DISTRICT, TO TAKING A TOUR WITH US. WE ALSO ADDRESS SALARY, AND THEN WE CAN EVEN GET MORE CUSTOMIZED THAN THAT, AND SEND OUT BIRTHDAY CARDS OR CONGRATULATORY CARDS WHEN THEY GRADUATE FROM SCHOOL. OUR WEBSITE, AS I MENTIONED EARLIER, HAS PERFORMED VERY WELL. TWO YEARS AGO, WE ACTUALLY REDID OUR CAREER SITE, AND WE'VE ACTUALLY RECEIVED QUITE A FEW ACCOLADES ON OUR CAREER SITE. I JUST JOINED AN ADVISORY BOARD OF ABOUT 15 DIFFERENT COMMUNITY RELATIONS AND COMMUNICATIONS DIRECTORS FROM ACROSS THE COUNTRY. LAST FRIDAY, WE HAD OUR FIRST CALL AND ONE OF THEM ACTUALLY SAID THAT THEY USED OUR CAREER SITE FOR INSPIRATION FOR THEIRS. IT'S BEEN DOING REALLY WELL. HERE TO DATE, WE HAVE ABOUT 40,000 VIEWS AND ABOUT 14,000 UNIQUE USERS WHO VISIT OUR CAREERS PAGE. WE'RE ALSO DOING OUTREACH AS FAR AS ATTEMPTING TO GROW YOUR OWN PROGRAM. OUR FIRST PROGRAM, WE HAD THE PARAEDUCATOR TO TEACHER APPRENTICESHIP PROGRAM. THAT WAS A TWO-YEAR PROGRAM. WE JUST HAD 19 STRUCTURAL ASSISTANTS IN THAT PROGRAM, AND THEY ALL JUST GRADUATED IN MAY FROM MORNINGSIDE UNIVERSITY, AND OF THOSE 99 HAVE BEEN HIRED IN THE DISTRICT AS TEACHERS. MORE THAN WHAT WE TALKED ABOUT LAST WEEK BECAUSE I HAD TWO WERE JUST HIRED ON FRIDAY. THAT PROGRAM HAS BEEN VERY SUCCESSFUL. THEN WE ALSO HAVE OUR EDUCATION PATHWAY FOR OUR STUDENTS. OVER THE PAST FEW YEARS HAVE HAD TARGETED CONVERSATIONS WITH THOSE STUDENTS. MYSELF, OTHER ADMINISTRATORS AND TEACHERS GO AND SPEAK WITH THOSE STUDENTS, ANNUALLY ENCOURAGE THEM TO CONTINUE THE COURSES IN THE EDUCATION PATHWAY, AND THEN OF COURSE, TAKE THEIR EDUCATION COURSES AT THE COLLEGE LEVEL. HOPEFULLY IN A COUPLE OF YEARS, WE'LL BE ABLE TO SEE THAT PROGRAM COME TO FRUITION WHERE, OUR HIGH SCHOOL STUDENTS ARE FINISHING COLLEGE AND THEN COMING BACK HERE TO TEACH. WE ALSO USED A NUMBER OF DIFFERENT TRADITIONAL ADVERTISING TACTICS. WE USE PRINT. IN FACT, WE HAVE A NUMBER OF DIFFERENT PUBLICATIONS THAT WE'VE ADVERTISED IN. EVERY TYPE OF PUBLICATION FROM HBCU CAREERS TO MUNDO LATINO AND THE SIOUX JOURNAL. WE'VE ALSO USED RADIO AND DIGITAL BILLBOARD. DIGITAL BILLBOARD IS A TACTIC THAT WE TRIED THIS PAST YEAR, AND I THINK IT'S BEEN VERY SUCCESSFUL, NOT ONLY FROM A RECRUITMENT STANDPOINT, BUT WE'VE ALSO USED IT FOR RECOGNITION OF OUR STAFF. JUST A RECAP. RECRUITMENT BY THE NUMBERS. THE MAJORITY OF OUR APPLICANTS ARE FROM IOWA, NEBRASKA, FOLLOWED BY SOUTH DAKOTA. THE DISTRICT'S WEBSITE IS OUR TOP REFERRAL SOURCE, FOLLOWED BY EMPLOYEE REFERRALS AND ONLINE SOURCES. THEN, WE HAVE INCREASED STAFF DIVERSITY EACH YEAR SINCE 2021, WHICH IS THE FIRST YEAR THAT WE STARTED WORKING COLLABORATIVELY TOGETHER ON THIS STRATEGY, AND I KNOW THAT DR. GOMEZ WILL GO THROUGH A FEW MORE OF THEIR STATISTICS IN HER NEXT PRESENTATION, FOLLOWING THIS ONE. WE'VE DONE A LOT OF WORK WITH RECRUITMENT, [00:50:01] BUT WE KNOW THAT'S JUST ONE PIECE OF THE PIE. IF YOU DO ALL THIS TO INVEST IN RECRUITING, YOU ALSO HAVE TO INVEST IN RETENTION. ALONG WITH THAT, WE'VE PUT A NUMBER OF STRATEGIES AND TACTICS INTO PLACE, TO MAKE SURE THAT WE'RE KEEPING OUR EMPLOYEES HERE, THAT WE'VE PUT SO MUCH WORK INTO RECRUITING. WE HAVE A NUMBER OF DIFFERENT RECOGNITION PROGRAMS, EVERYTHING FROM STAFF MEMBER OF THE MONTH TO KUDOS. WE'VE DONE MORE TO REALLY REVAMP AND RAMP UP OUR TEACHER OF THE YEAR PROMOTION. WE DO THINGS FOR STAFF APPRECIATION WEEK AND OUR RETIREMENT APPRECIATION DINNER. IT IS INTERESTING TO NOTE THAT KUDOS ARE SOMETHING THAT CAN BE SUBMITTED PEER TO PEER. WE'VE ALSO RECEIVED KUDOS FROM FAMILY MEMBERS TO OUR STAFF MEMBERS. LAST SCHOOL YEAR, WE HAD 30 KUDOS ALL SCHOOL YEAR LONG. THIS SCHOOL YEAR, WE HAD 130, SO QUITE THE INCREASE. WE ALSO HAVE A PRETTY ROBUST WELLNESS PROGRAM THAT KIM SMITH, MY BENEFITS MANAGER LEADS. WE OFFER DIFFERENT MONTHLY CHALLENGES, AND THERE IS QUITE A VARIETY TO MEET THE VERY INTERESTS OF OUR EMPLOYEES. WE ALSO HAVE BOOSTED OUR AWARENESS TACTICS FOR THE EMPLOYEE ASSISTANCE PROGRAM. WE'VE CREATED STICKERS, MAGNETS, WE'VE SENT OUT FLYERS. I'M ENCOURAGING STAFF TO ACCESS THE SERVICES IN THAT PROGRAM. WE HAVE SELF CARE POSTERS THROUGHOUT THE DISTRICT, AND THEN ALSO KIM DOES TAKE TIME TO SEND GET WELL CARDS TO OUR STAFF THAT ARE ON MEDICAL LEAVES OF ABSENCE. WE ALSO KNOW THAT [NOISE] EMPLOYEES SHOULD FEEL SAFE AT WORK, AND THAT'S PART OF RETENTION. WE'VE DONE A NUMBER OF THINGS TO ENHANCE EMPLOYEE SAFETY. ONE OF THOSE IS THE IMPLEMENTATION OF EMERGENT 3. IT'S A CAN BE A TEXT OR IT CAN BE A PLATFORM THAT'S ON THE PC OR LAPTOP OF EMPLOYEES, BUT IT'S SOMETHING THAT THEY CAN ALERT OTHERS TO IF THERE'S AN ISSUE IN THE BUILDING. WE ALSO HAVE IMPLEMENTED SAFE TRAINING FOR OUR STAFF THAT'S DONE IN THE FALL. WE'VE IMPROVED OUR WORK COMP REPORTING PROCESSES WITH THE ADDITION OF THE COMPANY NURSE HOTLINE AND DISTRICT LANYARDS, ALL HAVE THIS BREAKAWAY CLIP, WHICH I'M SURE MOST OF YOU HAVE ON YOURS, [NOISE] TO PREVENT NECK INJURIES. WE'VE ALSO ENHANCED COMMUNICATION AND OPPORTUNITIES FOR FEEDBACK AMONGST OUR EMPLOYEES. OUR STAFF E-NEWSLETTER IS SENT OUT EVERY MONTH TO OUR EMPLOYEES. A YEAR OR TWO AGO, WE NOTICED THAT THE NUMBER OF OPEN OUR STAFF NEWSLETTER HAD DECREASED. DURING COVID, IT HAD INCREASED QUITE A BIT. THAT'S WHERE EMPLOYEES WERE GETTING THEIR INFORMATION, AND THEN OVER THE LAST YEAR OR TWO IT HAD DECREASED. WE REALLY LOOKED AT THAT AGAIN, TRYING TO COME UP WITH WAYS THAT WE COULD INTRIGUE AND INTEREST EMPLOYEES INTO OPENING THAT, BECAUSE IT REALLY DOES CONTAIN IMPORTANT INFORMATION THAT THEY SHOULD BE GETTING ON A MONTHLY BASIS. WE REVAMPED IT, AND NOW WHEN EMPLOYEES OPEN IT, THERE'S A SECTION FOR THINGS THAT EMPLOYEES SHOULD KNOW FOR THINGS THAT THEY SHOULD DO AND THINGS THAT THEY SHOULD SHARE. I KNOW IT SOUNDS REALLY SIMPLE, BUT IT HAS WORKED MAGICALLY. MY OPEN RATE IS AROUND 2,400 OPENS PER NEWSLETTER AND WE HAVE APPROXIMATELY 2,500 EMPLOYEES. IT'S VERY HIGH. WE ALSO SENT OUT TEXT MESSAGE TO LET OUR EMPLOYEES KNOW THAT THE NEWSLETTER IS SITTING IN THEIR INBOX IF THEY'VE MISSED IT, AND I THINK THAT'S HELPED AS WELL. WE ALSO USE THE DISTRICT CLIMATE SURVEY, WHICH I KNOW, I CAN BELIEVE ALL OF YOU RECEIVED RESULTS OF THAT THIS PAST SPRING, AND THEN WE'VE ALSO CONDUCTED A NUMBER OF RETENTION SURVEYS WITH NEW TEACHERS, TRANSPORTATION, AND FOOD SERVICE. >> SOME ADDITIONAL THINGS THAT WE HAVE IMPLEMENTED INCLUDE THE FLEX DAY FOR TEACHERS. THIS '23-'24 SCHOOL YEAR WAS THE FIRST TIME THAT WE'VE DONE THAT, AND WE HAD A LOT OF POSITIVE FEEDBACK. WE'RE GOING TO CONTINUE THAT PRACTICE FOR '24-'25. AS YOU KNOW, NEXT SCHOOL YEAR, THERE'S THE ADDED WORK TIME ON FRIDAYS, SO WE'LL BE SPLIT BETWEEN PROFESSIONAL DEVELOPMENT AND WORK TIME FOR TEACHERS THOSE EXTRA HOURS. WE ALSO HAVE A PARTNERSHIP WITH MORNINGSIDE UNIVERSITY FOR OUR EXISTING TEACHERS TO EARN THAT ESL ENDORSEMENT. WE HAVE SOME TEACHERS THAT ARE IN THAT PROGRAM NOW AND I KNOW MORNINGSIDE UNIVERSITY IS WORKING ON ADDITIONAL GRANT MONIES TO CONTINUE THAT PROGRAM. THEN WE ALSO RECENTLY JOINED A PARTNERSHIP WITH BUENA VISTA UNIVERSITY, AND THEY OFFER A DISCOUNT TO EMPLOYEES AND FAMILY MEMBERS IF THEY WANT TO CONTINUE THEIR EDUCATION. THEN SOME ADDITIONAL PERKS, GYM MEMBERSHIP, VERIZON, OUR UNITED HEALTHCARE. ALSO, YOU CAN EARN REWARDS THROUGH DIFFERENT ACTIVITIES THROUGH THE INSURANCE COMPANY. [00:55:01] THAT BEING SAID, THAT IS OUR PRESENTATION AND IF YOU HAVE ANY QUESTIONS FOR US? >> BOARD IS THERE ANY DISCUSSION, AND I'M GOING TO ASK THE FIRST QUESTION. WHEN IT COMES TO THE PARA-EDUCATION TO TEACHER APPRENTICE PROGRAM, DO WE GUARANTEE ALL THOSE WHO GO THROUGH THIS AN INTERVIEW? >> YES. I BELIEVE EVERY APPRENTICE OR PARAEDUCATOR THAT HAS APPLIED HAS RECEIVED AN INTERVIEW. >> OKAY. >> ARE YOU DONE? >> YEAH, I'M DONE. >> YOU'RE DONE? I GOT A COUPLE OF QUESTIONS, YOU GUYS. THIS LOOKS A LOT DIFFERENT THAN IT DID TWO YEARS AGO. YOU'VE MADE A LOT OF CHANGES OVER THE YEARS. EVERYTHING THAT YOU HAVE HERE FOR RECRUITMENT AND RETENTION, IF YOU WERE TO PICK WHAT YOU'RE MOST EXCITED ABOUT JUST ON THE RECRUITMENT SIDE AND THEN ON THE RETENTION SIDE OF WHAT YOU HAVE HERE, WHAT ARE THE ONES THAT YOU FEEL LIKE IF YOU HAD TO PICK ONE THAT WOULD BE MOST EFFECTIVE? >> DIRECTOR MICHAELSON, I GUESS ONE, I WOULD SAY, HONESTLY, THE COLLABORATION BETWEEN COMMUNICATION HR TEAMS. I THINK TOGETHER, THAT'S BEEN EXCITING TO SEE WHAT WE CAN DO TOGETHER, AS A TEAM. FROM A RECRUITMENT STANDPOINT, I'VE BEEN REALLY EXCITED ABOUT THE DIGITAL MARKETING THAT WE'VE BEEN ABLE TO DO. IT'S PERFORMED REALLY VERY WELL. NOW, THIS NEXT YEAR, WE'RE GOING TO HAVE TO BE A LITTLE MORE CREATIVE BECAUSE WE DON'T HAVE SR FUNDING. SOME OF THAT WE'RE GOING TO HAVE TO SCALE BACK. BUT I THINK WE'VE LEARNED A LOT OVER THE LAST THREE YEARS THAT WE CAN TAKE AND I THINK SOME OF THAT WE CAN TAKE IN HOUSE AND DO AS A TEAM. >> IF YOU COULD HAVE YOUR WISH LIST, SAY YOU HAD UNLIMITED FUNDS. WHAT WOULD BE ONE RECRUITMENT TECHNIQUE AND ONE RETENTION TECHNIQUE THAT YOU'D LIKE TO PUT ON THE TABLE IF YOU HAD THAT OPPORTUNITY? >> ACTUALLY, I SPOKE ABOUT THIS WHEN I PRESENTED TO THE EQUITY COMMITTEE FOR THE AFFIRMATIVE ACTION PLAN, AND I THINK ONE OF MY DREAMS WOULD BE THAT WE TAKE ONE OF OUR OLD BUILDINGS, CONVERT IT TO APARTMENTS AND HOUSE STUDENT TEACHERS FROM ACROSS THE COUNTRY. THE FOREIGN PARTNERSHIPS WITH UNIVERSITIES, THEY COME, THEY HAVE A PLACE TO STAY. THEY DO STUDENT TEACHING. THEY WORK IN THE DISTRICT FOR A YEAR OR TWO YEARS OR LONGER. HOPEFULLY, THEY STAY LONGER, BUT GET THEM TO COMMIT TO THE DISTRICT ONE OR TWO YEARS. THAT'S A HUGE THING. >> THAT IDEA JUST BLEW MY MIND. >> CURRENTLY ILLEGAL IN THE STATE OF IOWA, JUST SO NOT TO POUR COLD WATER ON IT. I THINK IT'S A GREAT IDEA. I WOULD LOVE TO BE ABLE TO PURSUE THAT. >>THEY CAN LIVE IN NEBRASKA AND WORK IN IOWA. NORTH DAKOTA. THERE'S NAVIGATE CRAY. I HAVE A QUESTION THOUGH. >> HAVE THE [INAUDIBLE] NOW. >> THANK YOU FOR THAT. I WILL SAY THAT THE PARAEDUCATOR TEACHER APPRENTICESHIP PROGRAM, THAT WAS WONDERFUL. I HAD THE OPPORTUNITY TO MEET SEVERAL OF THOSE INDIVIDUALS AND ASKED THEM IF THEY WERE APPLYING FOR JOBS. I REALLY LIKE THAT, AND I THINK THAT WE NURTURED THAT VERY WELL FROM WHAT I COULD TELL FROM THEIR FEEDBACK. >> I WOULD BE REMISSIVE IF I DIDN'T THANK THE COOPERATING TEACHERS THAT TOOK ON THOSE PARAEDUCATORS IN THEIR ROOMS BECAUSE IT WAS MORE THAN JUST HAVING A STUDENT TEACHER. THEY HAD TO SWAP ROLES WITH AN INSTRUCTURAL ASSISTANT. OUR TEACHERS THAT TOOK ON THOSE 19 APPRENTICES ARE AMAZING AS WELL. >> MY OTHER QUESTION, IT RELATES BACK AND I APPRECIATE THE EFFORT HERE. BUT THE ADVERTISEMENT AT HISTORICALLY BLACK COLLEGES AND UNIVERSITIES. IS THAT AN EFFORT TO JUST CHECK THE BOX TO SAY THAT WE'RE DOING THAT DIVERSITY RECRUITING EFFORT BECAUSE REALISTICALLY, OUR CLOSEST HISTORICALLY BLACK COLLEGE UNIVERSITY IS JEFF CITY, MISSOURI. >> WE DID MORE THAN THE '22-'23 SCHOOL YEAR THAN WE DID THIS YEAR. PART OF IT WAS JUST THAT THE DATA WASN'T SHOWING THAT WE WERE GETTING THOSE APPLICANTS. >> WE ACTUALLY WENT AND DID GEOFENCING OR GEOTARGETING AROUND A LOT OF HBCUS NATIONWIDE, AND THEY WERE A LOT THAT OUR HR TEAM WAS GOING OUT TO CAREER FAIRS TO. THEY WOULD GO TO CAREER FAIR, AND THEN WE WOULD GEOFENCE THAT AREA AND FOLLOW UP WITH ADS FOR SEVERAL MONTHS LATER, AND WE JUST DIDN'T SEE THE TREND, THE TRACTION. >> DR. MILLER. >> I DON'T EVEN KNOW WHERE IT WAS. RECRUITING, [01:00:03] HOW MANY OPEN POSITIONS DO WE HAVE? HOW MANY APPLICANTS HAVE WE HAD? HOW MANY HIRES HAVE WE HAD? IF WE TALK ABOUT THE LAST COUPLE OF YEARS, WHAT RETENTION RATES DO WE HAVE? SPECIFICALLY, IF WE'RE LOOKING AT OUR CAREER PAGE, LESLIE, WHEN YOU SAY THAT YOU'RE REALLY PROUD OF IT, AND IT LOOKS VERY NICE. BUT HOW MANY PEOPLE DO WE ACTUALLY HIRE FROM THAT AND DO THEY STAY MORE THAN A YEAR? THEN OUR DIGITAL MARKETING THE SAME QUESTION. >> I WOULD HAVE TO CIRCLE BACK AND GET ALL THAT INFORMATION FOR YOU, WHICH I CAN DO TOMORROW. >> THEN AS LONG AS I'M ASKING, SO THE RETENTION, DR. GOMEZ, YOU'VE SUPPLIED ME WITH SOME RETENTION INFORMATION A YEAR AGO, AND IF YOU COULD SUPPLY THAT SAME INFORMATION FOR THIS CURRENT SCHOOL YEAR, THAT'D BE AWESOME. >> SURE. WE DON'T HAVE THAT DATA YET FOR THE CURRENT SCHOOL YEAR BECAUSE WE'RE NOT OVER YET. >> END OF JUNE? >> YEAH. >> THANK YOU. >> DIRECTOR MILLER, WHEN IT COMES TO DIGITAL ADVERTISING, JUST TO FOLLOW UP ON YOUR QUESTION SO I'M CLEAR ON WHAT YOU'RE ASKING IN TERMS OF DIGITAL ADVERTISING. >> CLICK THROUGHS AND TOUCHES AND OPENS AND ALL THOSE THINGS ARE IMPORTANT. BUT THE PROOF IN THE PUTTING IS, HOW MANY OF THOSE PEOPLE ACTUALLY THEN APPLIED FOR A JOB? WERE THEY QUALIFIED CANDIDATES? DID YOU HIRE THEM? IF WE HIRED THEM A YEAR AGO, DID THEY RESIGN THIS YEAR? THE SAME FOR THE CAREER PAGE. >> WE WILL PULL WHAT WE CAN IN TERMS OF THAT. THERE ARE TAGS THAT WE CAN PUT ON SOME OF OUR PAGES. WE HAVE THOSE ON SOME OF OUR PAGES, AND SOME OF THEM, WE DON'T. I CAN GET YOU INFORMATION. I CAN'T SAY IT'S 100% ACCURATE FOR THAT REASON. >> IF IN THE FUTURE YOU MIGHT WANT TO BUILD THAT INTO YOUR HIRE SURVEY, WHAT DO YOU TO US? ALMOST EVERY JOB SAYS, HOW DID YOU FIND US? WAS IT FACEBOOK? WAS IT GOOGLE? WAS IT WHATEVER? >> WE HAVE STARTED COLLECTING THAT INFORMATION. >> JUST AS AN FYI, I GOOGLED CHOIR TEACHERS NEAR ME, SPECIFICALLY SIOUX CITY, AND THE ONLY ONE THAT COMES UP IS SUAN CHRISTIAN. DIRECTOR GREENWELL. YOUR MICS IS MUTED. YES. I'M JUST CURIOUS HAVE WE HEARD ANY SALARIES THAT WE'RE COMPETING WITH GOING ABOVE THE 47,500, AND ARE WE LIKELY TO SEE THAT PEOPLE OFFERING MORE THAN THE NEW MM OR EVERYBODY IN AREA OR THE REGION, EVERYBODY STICKING TO THAT? I HAVEN'T HEARD OF ANY SCHOOL DISTRICTS GOING HIGHER THAN THE 475 FOR FIRST YEAR. I HAVE NOT EITHER. IN MY CONVERSATIONS, THAT'S WHERE EVERYBODY GOT TO. SOME PEOPLE WERE ALREADY THERE. WE WERE PRETTY CLOSE, AS YOU KNOW, BUT I HAVEN'T HEARD ANYBODY JUMPING RIGHT FROM THAT 47 TO 50 OTHER THAN MAYBE A VAN METER SCHOOL DISTRICT, THEY MADE THAT COMMITMENT A COUPLE OF YEARS AGO. THEY WANTED TO START AT 50 A COUPLE OF YEARS AGO. SURE. THANK YOU. ANY OTHER QUESTION, DIRECTORS? JANICE, IS THERE ANY CITIZEN INPUT? NO. THE BOARD ACKNOWLEDGES THE RECRUITMENT AND RETENTION STRATEGY UPDATE. THANK YOU. ITEM I EQUAL EMPLOYMENT OPPORTUNITY AFFIRMATIVE ACTION PLAN, [IX.I. Equal Employment Opportunity/ Affirmative Action Plan - Dr. Jen Gomez & Dr. Dora Jung] DR. GOMEZ, AND DR. DORA YOUNG, IF YOU WISH TO SPEAK ON THIS ITEM. THE AFFIRMATIVE ACTION EQUAL EMPLOYMENT PLAN IS SOMETHING THAT WE RENEW OR REVIEW EVERY TWO YEARS. IT WAS PRESENTED TO THE BOARD BACK IN 2022. THE PRESENTATION IS GOING TO BE A HIGHLIGHT OF THE PLAN. YOU PROBABLY HAVE THE PLAN AS WELL, WHICH WILL BE PUBLISHED ON THE WEBSITE AFTER TONIGHT. THE AFFIRMATIVE ACTION PLAN, THESE ARE THE COMPONENTS THAT ARE INCLUDED IN THE AFFIRMATIVE ACTION PLAN, BOARD POLICIES, QUANTITATIVE AND QUALITATIVE ANALYSIS, QUANTITATIVE GOALS, AND QUALITATIVE GOALS. THE BOARD POLICIES THAT ARE IN THE PLAN INCLUDE 103 NON DISCRIMINATION, 401.3 EQUAL EMPLOYMENT, 403.5 WORKPLACE BULLYING, 431 EMPLOYEE COMPLAINTS, AND 504.4 ANTI BULLYING HARASSMENT AND HAZING. THE RATIONALE FOR THE AFFIRMATIVE ACTION PLAN IS ULTIMATELY TO CULTIVATE AN INCLUSIVE SCHOOL CULTURE. ONE OF THE GOALS, OBVIOUSLY IS THAT WE WANT OUR STAFF TO BE REPRESENTATIVE OF OUR STUDENT BODY. [01:05:06] OUR STAFF DIVERSITY FOR THE 23, 24 SCHOOL YEAR IS ON THIS SLIDE. I WILL GET TO HOW OUR DIVERSITY HAS INCREASED OVER THE YEARS. THIS IS ALL EMPLOYEES, NOT JUST TEACHERS. FOR THIS, YOU CAN SEE THAT WE'VE SLOWLY INCREASED OUR DIVERSITY OVER THE YEARS. THIS IS A SLIDE FROM THE IOWA DEPARTMENT OF ED. THE REASON WHY I HAVE THIS HERE IS I WANT TO SHOW. OF COURSE, THEIR DATA IS A LITTLE BIT BEHIND THAN WHAT WE CAN PULL INTERNALLY. BUT THE AVERAGE PERCENT FOR MINORITIES FOR IOWA TEACHERS IS 3% WHERE OUR CURRENT DATA IS AT 6.8%. IN 2021, WE WERE AT 3.22, 2022, 6.5, AND NOW WE ARE AT 6.8. HERE'S THE DEMOGRAPHICS OF OUR APPLICANTS. THIS IS SHOWING OUR STUDENT BODY DIVERSITY. THIS IS IOWA STUDENT ENROLLMENT. AS YOU CAN SEE, OUR STUDENT BODY IS MORE DIVERSE THAN THE AVERAGE STUDENT BODY IN THE STATE OF IOWA. HERE IS SOME DATA ON OUR CAREER ACADEMY EDUCATION PATHWAY. THIS IS SPECIFICALLY THE EDUCATION PATHWAY. WHEN WE'RE LOOKING AT THE AFFIRMATIVE ACTION PLAN, WE'RE ALSO NOT JUST LOOKING AT ETHNICITY WE'RE LOOKING AT GENDER AS WELL. YOU CAN STILL SEE EVEN OUR TEACHING STAFF IS MORE FEMALE. THEN YOU CAN ALSO LOOK HERE AT THE CAREER EDUCATION PATHWAY DATA WHERE IT SHOWS THAT MOST STUDENTS ARE FEMALE. PROFESSIONAL DEVELOPMENT THAT DR. YOUNG HAS ADMINISTERED TO OUR ADMINISTRATORS INCLUDES CULTURAL COMPETENCY AND MULTICULTURAL AWARENESS, PRESENTATIONS SPECIFICALLY AFRICA, PACIFIC ISLANDERS, DAY OF THE DEAD, PEOPLE FROM LATIN AMERICA. JA TRELLA COMMUNITY HOUSE HAS COME AND SHARED IMMIGRANT EXPERIENCES AND MACRO CULTURE GUIDELINES. THERE SHE HAS SHARED CULTURAL LINGUISTIC DIVERSITY INFORMATION WITH OUR ADMINISTRATORS, MIGRANTS VERSUS IMMIGRANT INFORMATION. S HE'S ALSO DONE PROFESSIONAL DEVELOPMENT ON HOW TO USE A INTERPRETER. WHEN WE LOOK AT OUR PLAN AND WE'RE EVALUATING OUR DATA, THIS IS BASED OFF THE EEO REPORT THAT WE HAVE TO POLL EVERY YEAR. YOU CAN SEE THAT OUR NUMBER OF MINORITY STAFF HAVE INCREASED AS FAR AS TEACHERS, INSTRUCTIONAL ASSISTANTS, OTHER PROFESSIONALS, OUR SERVICE WORKERS, AND OUR CLERICAL STAFF. OVERALL, WE'VE HAD A INCREASE OF 189 TO THERE'S SOMETHING. >> A HUNDRED AND EIGHTY-NINE STAFF TO 222 EMPLOYEES WHO ARE OF DIVERSE BACKGROUND. WITH THAT BEING SAID, WE STILL HAVE THE GOAL TO INCREASE CONTINUE TO INCREASE THE NUMBER OF STAFF, SO THEY'RE MORE REFLECTIVE OF OUR STUDENT POPULATION. INCREASING THE NUMBER OF MINORITY TEACHING STAFF AT BOTH THE ELEMENTARY AND SECONDARY LEVELS, INCREASING THE NUMBER OF MINORITY STUDENTS AND MALE STUDENTS ENROLLING IN OUR CAREER EDUCATION PATHWAY. QUALITATIVE ANALYSIS. WE ARE CONTINUING TO PROVIDE PROFESSIONAL DEVELOPMENT ACTIVITIES RELATED TO DIVERSITY, EQUITY, INCLUSIVITY. WE PROVIDE TRAINING AND ASSISTANCE WITH THE HIRING PROCESS FOR OUR ADMINISTRATORS AND SUPERVISORS. [01:10:02] WE PROVIDE SUPPORT TO COMMITTEES AND TEAMS DEVOTED TO DIVERSITY, EQUITY, INCLUSIVITY. WE ARE ATTENDING IN PERSON CAREER AFFAIRS. WE'RE TRYING TO DO OUTREACH TO HBCUS. THEN, AS YOU HEARD, OUR MARKETING AND ADVERTISING CAMPAIGN WITH THE COMMUNICATIONS. GOALS. AGAIN, TO INCREASE RECRUITING EFFORTS TO REACH DIVERSE POPULATIONS, SUPPORTING OUR PROFESSIONAL DEVELOPMENT ACTIVITIES RELATED TO DIVERSITY, EQUITY, INCLUSIVITY, AND CONTINUE TO PROVIDE TRAINING ASSISTANCE WITH THE HIRING PROCESS. THAT BEING SAID, I ASK THAT THE BOARD OF DIRECTORS ACKNOWLEDGES THE EEO AFFIRMATIVE ACTION PLAN. >> DIRECTOR, IS THERE ANY DISCUSSION? DIRECTOR MILLER. >> DIRECTOR GOMEZ, ON THE EDUCATION PATHWAY, I DON'T KNOW THIS, SO IT'S A TRUE QUESTION HERE. DO THEY GET TO SAVE A YEAR OF COLLEGE IF THEY FOLLOW OUR EDUCATION PATHWAY? WHAT IS THE BENEFIT TO THOSE STUDENTS AND HOW DO WE ENCOURAGE THEM TO FOLLOW THAT PATHWAY IF THERE TRULY IS BENEFIT? >> SURE. I MIGHT DEFER TO MR. VANDERLOO, BUT I BELIEVE THOSE COURSES ARE COLLEGE CREDIT COURSES. >> THAT IS CORRECT. >> SPECIFICALLY, DO THEY SPEND TWO YEARS ON THE PATHWAY, AND IT SAVES THEM ONE YEAR OF COLLEGE? DOES IT SAVE THEM THREE CLASSES IN COLLEGE? WHAT'S THE BENEFIT? >> MOST OF OUR COURSES ARE THREE CREDIT COURSES, OBVIOUSLY TO BE A FULL TIME STUDENT AT THE COLLEGE, YOU NEED TO BE EITHER 12 OR 15 SO IT WOULD NOT COMPLETE A FULL YEAR, BUT IT WOULD DEFINITELY TAKE CARE OF THE INTRO CLASSES INTO THAT PATHWAY. THEY ARE ALLOWED TO TAKE OTHER COLLEGE COURSES ALONG WITH THAT, SOME JET E REQUIRED COURSES. A LOT OF OUR STUDENTS ARE COMPLETING AT LEAST A FULL YEAR OF COLLEGE COURSES, BUT WITHIN A CERTAIN MAJOR OR MINOR, THEY MAY BE ONLY GETTING NINE OR 12 HOURS WITHIN THAT MAJOR FIELD THAT THEY'RE GOING INTO. >> IS THE EDUCATION PATHWAY TWO YEARS? >> HERE IT'S TWO YEARS. IT'S FOUR COURSES. ALL FOUR OF THOSE COURSES TRANSFER, EACH ONE OF THOSE COURSES IS A THREE-HOUR COURSE. THAT'S 12 HOURS WITHIN THE EDUCATION MAJOR. OBVIOUSLY, THERE'S QUITE A FEW MORE HOURS TO COMPLETE TO BECOME AN EDUCATION MAJOR, BUT IT'S A GREAT START. >> THANK YOU. >> DOES IT DEPEND UPON WHAT COLLEGE YOU GO TO OR IS ALL COLLEGE IN IOWA ACCEPT THOSE CREDITS? >> WE HAVE NOT FOUND A COLLEGE IN THE TRI-STATE AREA THAT HAS NOT TAKEN THOSE FOUR COURSES. THEY'RE ALL INTRO COURSES, 100 LEVEL COURSES AS YOU TRANSFER THEM IN. WE HAVE NOT HAD ONE TURN DOWN THOSE COURSES YET. WE TEND TO RUN INTO PROBLEMS WHEN THERE ARE 200, 300, 400 LEVEL COURSES, BUT ALL THE 100 LEVEL COURSES ARE ALL BEING TRANSFERRED WITHOUT ANY QUESTION. > DIRECTORS, ANY OTHER QUESTIONS? THE BOARD ACKNOWLEDGES THE EQUAL EMPLOYMENT OPPORTUNITY AND AFFIRMATIVE ACTION PLAN AS PRESENTED. WE ARE ON TO ITEM J, [IX.J. Klett World Languages - Dr. Dora Jung] KLETT WORLD LANGUAGES, DIRECTOR DORA YOUNG. IS THERE A MOTION TO APPROVE THE PURCHASE OF REPATORALS HIGH SCHOOL SPANISH CURRICULUM RESOURCES FROM KLETT WORLD LANGUAGES FOR 2024/2025 SCHOOL YEAR FOR THE TOTAL AMOUNT OF $27,623.51. IS THERE A MOTION? >> SO MOVE. >> SECOND. >> FIRST AND WE HAVE A SECOND. BOARD MEMBERS, IS THERE ANY DISCUSSION? JANICE, IS THERE ANY CITIZEN INPUT? >> NO. >> ALL THOSE IN FAVOR SAY AYE. >> AYE. >> THOSE OPPOSED SAY NAY? >> NAY. >> MOTION IS APPROVED 5-1. ITEM K. CENTRAL KITCHEN FOOD SERVICE AGREEMENT FOR NUTRITION SERVICES, [IX.K. Central Kitchen Food Service Agreements for Nutrition Services - Tim Paul & Rich Luze] TIM PAUL AND RICH LOOS. IS THERE A MOTION TO APPROVE THE AGREEMENTS FOR NUTRITION SERVICES THROUGH THE A MENTIONED ENTITIES? >> SO MOVE. >> SECOND. >> A FIRST, AND WE HAVE A SECOND. IS THERE A DISCUSSION? DIRECTOR LEE. >> JUST A POINT OF CLARITY, I KNOW WE'RE DOING THOSE LAUNCHES OR SOMETHING AT THE SCHOOLS IN THE SUMMER, HOW DOES THAT PLAY INTO OUR FOOD PROGRAM? >> IS IT A SEPARATE THING? >> PLEASE COME TO THE MIC. YOU'RE FAMOUS TODAY. >> I'M JUST CURIOUS. I HAVE NO IDEA. >> IT'S A FEDERAL FUNDED PROGRAM SEPARATE FROM THE NATIONAL SCHOOL LUNCH PROGRAM. THE SUMMER FEEDING IS WHAT THEY CALL IT, TOTALLY SEPARATE, BUT FUNDED BY THE USDA. ANY CHILD 1-18, NO MATTER WHERE THEY COME FROM ALASKA, RIGHT NEXT DOOR, AS LONG AS THEY SHOW UP, THEY'RE ENTITLED TO A FREE MEAL. [01:15:01] >> ANY QUESTION? ANY OTHER DISCUSSION DIRECTORS? JANICE, IS THERE ANY CITIZEN INPUT? >> NO. >> BOARD MEMBERS, ALL THOSE IN FAVOR SAY AYE. >> AYE. >> ALL THOSE OPPOSED SAY NAY. MOTION CARRIES 6-0. FOOD AND NUTRITION FIVE YEAR RFP YEAR 2 RENEWAL, RICH LOOS. [IX.L. ITEM M, FOOD AND NUTRITION FIVE YEAR RFP YEAR 5 RENEWAL, RICH LOOS, [IX.M. ITEM N, CLASSROOM TECHNOLOGY TV CHAT FANGO. [IX.N. Classroom Technology - TV - Chad Fengel] IS THERE A MOTION TO APPROVE THE RECOMMENDATION TO SELL CELL PHONES TO EMPLOYEES THAT CURRENTLY HAVE THEM? I WAS ON. SORRY, MY FAULT. WE'LL START OVER HERE. I WENT RIGHT DOWN. I CHECKED TWICE. OH MY GOSH. CLASSROOM TECHNOLOGY TV CHAT FANGO, IS THERE A MOTION TO APPROVE THE RECOMMENDATION? WELL, IT'S THERE TWICE. THAT'S WHY. NO MY IDEAL. WELL, THAT CAN'T BE. HOLD ON HERE A SECOND HERE. WE'LL GET IT STRAIGHT BECAUSE IT WAS ON THERE TWICE. IS THERE A MOTION TO APPROVE THE RECOMMENDATION TO PURCHASE TVS FROM BEST BUY AT THE CURRENT PRICE OF AND I HAVE TO FIND OUT. >> IT'S 230 TOSHIBA TVS, A PRICE OF $592.07 EACH, A TOTAL PRICE OF $136,176.10. >> SO I NEED TO STATE THAT. THE BOARD OF DIRECTOR, IS THERE A MOTION TO APPROVE THE PURCHASE OF 230 TOSHIBA TVS, [01:20:05] $592.07 EACH FOR MIDDLE SCHOOL CLASSROOM FOR THE TOTAL OF $136,176.10 FROM BEST BUY? >> SO MOVED. >> SECOND. >> WE HAVE A FIRST, WE HAVE A SECOND. BOARD MEMBERS, IS THERE ANY DISCUSSION? >> YES. MY CONCERN WITH THIS ONE IS THERE ARE A NUMBER OF TEACHERS WHO'VE CONTACTED ME WHO HAVE THE PROJECTION SYSTEMS IN THEIR ROOMS, AND THEY'RE, I GUESS, WOULD SAY THEY'RE COMFORTABLE WITH THEM, THEY'RE EFFECTIVE FOR THOSE TEACHERS. I'M WONDERING AND ASKING, ARE THEY GOING TO SHOW UP FOR SCHOOL IN AUGUST AND THAT STUFF GOING TO BE GONE, OR ARE THEY GOING TO HAVE AN OPTION AS TO WHETHER OR NOT TO USE WHAT THEY WANT TO USE? >> THE PLACEMENT OF THE TVS WOULD BE WHERE THOSE PROJECTORS WERE PROJECTING TO. WE'RE PUTTING TOGETHER SUPPORT DOCUMENTATION ON HOW TO CONNECT TO THE TV. ONCE THEY CONNECT TO IT, THEY WOULD BE USING THE SAME TECHNIQUES THAT THEY DO RIGHT NOW WITH THE PROJECTORS, WITH THE CAVEAT OF IF THEY WERE WRITING ON THE WHITEBOARD, SO YOU WERE PUTTING SOMETHING UP AND YOU ARE USING THE WHITEBOARD, WE WOULD ALSO HAVE TO GIVE THEM SOME HELP WITH THE WHITEBOARD APP SO THEY WOULD BE ABLE TO DO THAT. >> FOR EXAMPLE, WHEN THE TEACHERS PROJECT UP ON TO THE WHITEBOARD, THEY MIGHT PUT MATH QUESTIONS UP 1, 2, 3, 4, 5, AND THE KID COULD GO UP AND WORK THE PROBLEMS AT THE WHITEBOARD. >> WHAT THEY WOULD BE ABLE TO DO IN THAT SITUATION IF THEY WANTED THE STUDENT TO GO UP TO THE WHITEBOARD IS THE WHITEBOARD WOULD BE POSITIONED NEXT TO THE TV SO THAT THEY COULD DO IT RIGHT THERE. WE DON'T HAVE IT SET UP SO THAT THE STUDENTS CAN CONNECT TO THE TVS BECAUSE THERE'S OPPORTUNITIES OF IT TO GET USED FOR INAPPROPRIATE THINGS. >> OUR KIDS DON'T DO THAT. GOING BACK TO MY INITIAL QUESTION. DO THE TEACHERS HAVE THE CHOICE? IF TEACHER A IS IN THIS BUILDING AND THAT TEACHER WANTS TO HAVE THE EQUIPMENT THAT'S ALREADY THERE AND BEEN PAID FOR, WILL IT BE THERE WHEN THEY GET BACK IN AUGUST? JUST BEFORE YOU ANSWER, IF THAT'S GOING TO BE THE CASE, THEY NEED TO KNOW AHEAD OF TIME, AND MAYBE THEY ALREADY DO. >> FAIR ENOUGH. I THINK ONE OF THE BIG BIGGEST KEY COMPONENTS TO THIS, AND JIM AND I DISCUSSED THIS TODAY IS THE O&M PIECE AND ACTUALLY BEING ABLE TO GET THEM INSTALLED AND HOW THAT WILL WORK. THE CONVERSATION WITH THE MIDDLE SCHOOL PRINCIPALS IS, WE WILL WORK THIS AND ROLL THIS OUT IN A PROCESS THAT MAKES EVERYBODY FEEL COMFORTABLE. OBVIOUSLY, FROM A TECHNOLOGY STANDPOINT, WE WANTED TO ROLL IT OUT FASTER BUT BECAUSE OF THE DISCUSSION AND CONCERN, WE WILL OBVIOUSLY DO THIS IN A LITTLE BIT SLOWER ROLE. BUT I THINK WHAT WE'RE GOING TO FIND OUT, THOSE OF YOU THAT ATTENDED STUDENT ACHIEVEMENT AND BOARD FINANCE, I ACTUALLY HAD A TV IN HERE. RIGHT NOW, TO ACTUALLY SEE THAT PROJECTOR, I NEED TO SHUT THE LIGHTS OFF SO THAT YOU CAN SEE MR. GREENWELL. BUT WITH THE TVS, YOU WON'T HAVE TO DO THAT. I THINK ONCE WE GET THEM IN, PEOPLE ARE GOING TO BE, OH, WOW, WHEN CAN I GET MINE? BUT TO ANSWER YOUR QUESTION, DR. MICHAELSON, WE WILL DO THIS IN A MANNER WITH WHICH TO EASE THE COMFORT LEVEL OF ALL OF THOSE THAT ARE AFFECTED. >> IF TEACHER A WANTS TO KEEP THEIR PROJECTOR. >> WE DO NEED TO MOVE ON IN TECHNOLOGY ON THE OLDER TECHNOLOGY, SO THAT'S THE REASON THAT WE WENT WITH THE MIDDLE SCHOOLS, IS BECAUSE THEIR PROJECTORS WERE UP FOR REPLACEMENT. WHAT WE WENT THROUGH, WE DECIDED THAT THE TV WAS A BETTER ALTERNATIVE FOR BEING ABLE TO VIEW, THE CRISPNESS, BEING ABLE TO HAVE THE LIGHTS ON IN THE ROOM. >> I COULD INTERJECT REAL QUICK. I THINK WE ALSO DISCUSSED AS, IF THEY'RE WORKING GREAT, BUT ONCE THEY DIE, THERE'S NOT A CHOICE. >> CORRECT. >> BECAUSE THEY ARE HALF THE PRICE. >> THAT'S WHAT I'M GETTING AT. CAN THEY USE THEM UNTIL THEY DIE? >> THAT'S WHAT WE HAD DISCUSSED. >> WE DO HAVE TO SET SOME PARAMETERS, SO IT'S NOT DRAGGING AND DRAGGING ON. >> WHAT ARE THE PARAMETERS? >> WELL, WE WOULDN'T WANT TO SAY THAT THEY COULD USE IT. WE GET A DEVICE THAT WANTS TO LAST FOREVER BECAUSE WE HAVE TO SUPPORT THAT TECHNOLOGY IN THE CLASSROOM AS WELL, [01:25:01] SO WE WOULDN'T WANT TO HAVE 80% OF A BUILDING, TVS, AND 20% PROJECTORS, AND THEY KEEP DRAGGING ON. I BELIEVE PART OF DOING IT IS THE PD AND THE EDUCATION WITH THE TEACHERS AND TO SHOW THEM WHAT THEY CAN DO WITH THE NEW DEVICE. >> DIRECTOR MILLER. >> I HAVE THREE EASY QUESTIONS. WHY TOSHIBA, OVER A VIZIO? WHAT WARRANTY DO WE HAVE? >> WE DID REQUEST FOR QUOTE FROM FIVE DIFFERENT PLACES, AND THIS ONE CAME BACK AS THE LOWEST PRICE. WE ACTUALLY HAVE A TOSHIBA THAT WE'VE TESTED. WE HAD HISENSE IN, TO BEGIN WITH, FOR A PILOT, AND WE HAD CONNECTIVITY ISSUES, AND WE CHANGED THE REQUEST FOR QUOTE ON THE CONNECTIVITY METHOD, AND THE TOSHIBA THAT WE HAD, IT JUST HAPPENED TO BE THAT WAS THE ONE BEST BUY QUOTED US WAS ONE THAT WORKED. >> WHAT KIND OF WARRANTY DO WE HAVE ON THESE TVS? >> I WOULD HAVE TO GET THAT FOR YOU. >> MY CONCERN, AND IT'S NOT THAT HUGE OF A CONCERN IS THAT MOST TOSHIBA'S AND SHARP'S AND THOSE HAVE A ONE-YEAR WARRANTY WHERE YOU CAN GET A VIZIO BULK BILL THAT'S USUALLY A THREE-YEAR WARRANTY? IF THE TV IS GOING TO BREAK [INAUDIBLE] YEARS. IS IT BEST BUY CORPORATE OR IS IT BEST BUY SIOUX CITY THAT YOU'RE BUYING THESE FROM? >> CORPORATE. >> THEN WHAT DO WE DO WITH THE OLD TECHNOLOGY IF IT'S STILL WORKING? WE'RE GOING TO TAKE OFF THE PROJECTORS, DO WE DONATE THEM? DO WE THROW THEM AWAY? >> IF THEY'RE STILL WORKING, THEY CAN BE USED AS REPLACEMENT LIKE IN THE HIGH SCHOOLS. IF THEY'RE AGED FAR ENOUGH, THEN THEY ARE RECYCLED, AND THAT'S WHERE WE'RE GETTING AT WITH THE MIDDLE SCHOOL DEVICES. IS THEY ARE AGED FAR ENOUGH IN OUR LIFE CYCLE THAT WE HAVE DEEMED THAT IT'S TIME FOR THEM TO COME OUT OF CIRCULATION. >> ANY OTHER DISCUSSION? SEANIECE, IS THERE ANY CITIZEN INPUT? >> NO. >> BOARD MEMBERS. ALL THOSE IN FAVOR SAY AYE. >> AYE. >> AYE. >> ALL THOSE OPPOSED, SAY NAY. MOTION CARRIES 6-0. NOW, WE'RE ON THE FISCAL YEAR 24: CELL PHONE DISPOSAL. MR. FENGEL. [IX.O. FY24 Cell Phone Disposal - Chad Fengel] IS THERE A MOTION TO APPROVE THE RECOMMENDATION TO SELL THE CELL PHONES TO THE EMPLOYEES THAT CURRENTLY HAVE THEM AND USE GOV DEALS TO DISPOSE OF THE ONES NOT PURCHASED BY EMPLOYEES? IS THERE A MOTION? >> MOVED. >> SECOND. >> WE HAVE A FIRST, WE HAVE A SECOND. BOARD MEMBERS, IS THERE ANY DISCUSSION? DIRECTOR MILLER. >> HOW MUCH WERE WE SELLING THEM FOR? >> WHAT I DID IS I WENT OUT TO THREE DIFFERENT WEBSITES TO SEE WHAT THE CURRENT VALUE OF THE MODELS WE HAD, AVERAGE THAT, AND THEN AS A LEADERSHIP TEAM, WE SAT DOWN AND CAME UP WITH AN AMOUNT FOR EACH OF THOSE THREE CATEGORIES. WE LUMPED THEM TOGETHER. THE LOWEST CATEGORY, WHICH COULD BE OUR IPHONE 6 AND 7, THAT'S LIKE $50, OUR UPPER CATEGORY IS $150. >> THANKS. >> ANY OTHER DISCUSSION, BOARD MEMBERS? >> SEANIECE, ANY CITIZEN INPUT? >> NO. >> BOARD MEMBERS, ALL THOSE IN FAVOR SAY AYE. >> AYE. >> AYE. >> AYE. >> ALL THOSE OPPOSED, SAY NAY. MOTION PASSES 6-0. ITEM P, [IX.P. FY25 Software Licenses - Chad Fengel] FISCAL YEAR SOFTWARE LICENSES. MR. FENGEL, YOU ARE AT THE PODIUM AGAIN. IS THERE A MOTION TO APPROVE THE PAYMENT OF SOFTWARE LICENSE FOR THE PRODUCT THAT ATTACH THE ATTACHED PRODUCTS FOR FISCAL YEAR 25 FOR A TOTAL OF $1,411,690.35? IS THERE A MOTION? >> SO MOVED. >> SECOND. >> WE HAVE A FIRST, WE HAVE A SECOND. BOARD MEMBERS, ANY DISCUSSION? >> MEMBERS OF THE FINANCE COMMITTEE, IF YOU TAKE A LOOK AT THIS, I DID REWORK IT A LITTLE BIT TO MAKE IT A LITTLE BIT EASIER TO DO COMPARISON OF YEAR OVER YEAR. MR. GREENWELL, IN MY HASTE, I LEFT OFF LAST YEAR'S AMOUNT IN THAT COMPARISON. BUT IF YOU LOOK AT WHAT WE'RE PROPOSING, WE'RE ASKING YOU TO PROVE THE RENEWAL OF LAST YEAR, THAT WAS 1.2 MILLION, AND THIS YEAR, THOSE SAME PRODUCTS THAT WE'RE RENEWING AT 1.4 MILLION. ALSO ON THE EXACT SUM, YOU CAN SEE WHERE WE DID PAY FOR SOME SOFTWARE UPFRONT FOR MULTI-YEARS, WHICH IS ANOTHER 465,000 AND SOFTWARE THAT WE CHOSE NOT TO RENEW IS ANOTHER 549,000. IF YOU LOOK AT LAST YEAR OVERALL, IT WAS A $2.2 MILLION INVESTMENT IN SOFTWARE. [INAUDIBLE] LOOK AT OVERALL, BUT DOING THE FAIREST COMPARISON IS YOU WOULD WANT TO LOOK AT WHAT WE'RE RENEWING THIS YEAR COMPARED TO WHAT WE PURCHASED LAST YEAR, SO THAT'S 1.4 VERSUS 1.2. >> MR. MEYERS. >> I'D SIMPLY POINT OUT THAT HOWEVER YOU COUNT, THE STAFF WENT THROUGH AND CUT SOMEWHERE [01:30:01] BETWEEN $250,000-500,000 FROM WHAT WE HAD BEEN USING, SO I REALLY APPRECIATE THE WORK THAT THEY DID. >> I THINK I WAS IMPRESSED.
