[00:00:07]
GOOD EVENING. IT'S AUGUST 12TH, 2024 AT 6:05.
[I. Call to Order]
I NOW CALL THE REGULAR MEETING TO ORDER.PLEASE JOIN ME IN THE PLEDGE OF ALLEGIANCE.
SEANIECE, WILL YOU PLEASE CALL THE ROLL? MR. EHMCKE.
PRESENT. MR. PRESIDENT. MR. GREENWELL. I HAVE NO AUDIO NOW.
WE'RE WORKING ON IT TESTING. TESTING.
SO, OBVIOUSLY DIRECTOR GREENWELL CAN'T HEAR US, I ASSUME.
I CAN HEAR YOU. MR. GREENWELL.
I GOT ON MY IPAD, SO I'M READY.
OKAY. MR. GREENWELL CAN JUST FOR ATTENDANCE.
I DIDN'T HEAR, I DIDN'T SAY IT SO.
BOARD MEMBERS IS THERE A MOTION TO APPROVE THE AGENDA?
[IV. Approval of Agenda]
SO MOVED. PRESIDENT GEORGE, CAN WE MOVE THE HR REPORT OUT OF THE CONSENT AGENDA? I WOULD ASSUME, YES, WE CAN.SO WE'RE GOING TO MOVE THAT OUT OF THE CONSENT AGENDA, AND WE'RE GOING TO MAKE THAT ITEM SEVEN B.
MR. CHAIRMAN, COULD I HAVE A POINT OF ORDER? SO I UNDERSTAND WHAT'S HAPPENING.
WHAT WE'RE DOING IS WE'RE TAKING THERE'S MR. MILLER IS MOVED TO TAKE THE HR REPORT OUT OF THE CONSENT AGENDA, WHICH WE CAN DO NOW.
OR WE COULD, AT THE CONSENT AGENDA, MOVE TO AMEND IT TO INCLUDE THAT.
WHICH ARE WE DOING? I THINK THE EASIEST THING WOULD BE TO DO IT WHEN WE COME UP TO IT.
OKAY. YOU'RE ACTUALLY REMOVING IT FROM THE CONSENT AGENDA SO THERE CAN BE DISCUSSION HELD ON IT.
YES. DO WE NEED A SECOND ON THAT OR DO OR IS THAT I WAS THINKING BY OUR NEW POLICY OR WHATEVER WE DON'T NEED THAT.
WITHOUT THE I CALL IT SEVEN B RIGHT AFTER THE CONSENT ACTION OR SHOULD WE MOVE IT TO ITEMS OF PRESENTATION.
MOVE IT DOWN THERE. SO, WE WOULD GO UNDER SIX ITEM OF PRESENTATION DISCUSSION AND OR ACTION ITEM.
NINE. YEAH, WE'LL MAKE THAT, WE'LL MAKE THAT RIGHT OFF THE BAT.
OKAY, SO I STILL NEED TO APPROVE THE AGENDA.
DOES THE BOARD MEMBERS IS THERE ANY DISCUSSION WHICH WE KIND OF ALREADY HAD? ALL THOSE IN FAVOR OF APPROVING THE AGENDA SAY AYE.
AT THIS TIME, WE HAVE CITIZEN INPUT.
THE BOARD OF DIRECTORS INVITES INDIVIDUALS OR DELEGATIONS TO COME FORWARD AND SPEAK ON ANY ISSUES RELATED TO SCHOOL DISTRICT OPERATION THAT ARE NOT INCLUDED ON TODAY'S MEETING AGENDA. CITIZEN INPUT ON ACTION AND DISCUSSION ITEMS WILL BE ACCEPTED AT THIS TIME OF DISCUSSION AT THE TIME OF DISCUSSION ON EACH AGENDA ITEM. SEANIECE IS THERE ANY CITIZEN INPUT?
[00:05:01]
NO. WE'RE UP TO SPECIAL PRESENTATION.[VI. Special Presentation]
THE ANNUAL SIOUX CITY SCHOOL OF PUBLIC FOUNDATION, KAREN HARRISON, JOHN STUSE, AND SKIP PERLEY.I'M GOING TO TURN THIS OVER TO KAREN FOR YOUR SPECIAL PRESENTATION.
WELL, FIRST OF ALL, I WANT TO INTRODUCE JOHN STEWART.
JOHN IS OUR INCOMING PRESIDENT, AND I'LL LET HIM START OFF BY SPEAKING.
SKIP SENDS HIS WELL, REGARDS TO EVERYBODY.
HE'S UNABLE TO BE WITH US THIS EVENING, SO.
AND SKIP IS STILL ON THE BOARD BUT HE NOW MOVES TO PASS PRESIDENT.
WELL, I JUST WANT TO SAY THANK YOU FOR HAVING US TONIGHT.
WE LOOK FORWARD TO SHOWING YOU THE GREAT THINGS THAT THE FOUNDATION IS UP TO.
I LOOK FORWARD TO ALSO MEETING ALL OF YOU AND GETTING TO KNOW ALL OF YOU AS WELL.
SO LOOK FORWARD TO THE PARTNERSHIP AS WELL.
DO YOU WANT TO CLICK OR, OKAY.
AND I'M JUST GOING TO SUMMARIZE, YOU'LL HAVE THESE AVAILABLE FOR YOUR PACKETS.
SO, THE FIRST SLIDE IS GOING TO BE OUR BOARD MEMBERS.
AND AGAIN, THE BIGGEST CHANGE BEING THAT SKIP MOVES TO PAST PRESIDENT.
JOHN MOVES TO PRESIDENT AND DOCTOR MICHAEL MOLINA OVER AT WIT MOVES UP TO VICE PRESIDENT.
WE HAD TO, WE HAD OUR FORMER TREASURER HAD TO STEP OUT OF THAT POSITION.
THE FIRST THING IS OUR MISSION.
OUR MISSION CONTINUES TO BE TO HELP THE DISTRICT.
SO, WE'RE HERE TO HELP YOU ENGAGE AND ACHIEVEMENT THAT CAN'T BE DONE THROUGH THE LIMITED.
SO, WE'RE HERE TO FILL THAT GAP THAT EXISTS.
ONE OF THE CHANGES I'M LOOKING FORWARD TO AND THIS THIS COMES TO VOTE THIS WEDNESDAY AT OUR BOARD MEETING, IS ADDING THE TRADES AS A FOURTH PILLAR TO OUR CURRENT COLOR.
SO RIGHT NOW, WE HAVE ARTS AND EDUCATION.
BUT I WOULD I'M MAKING A MOTION TO THE BOARD THAT WE ADD THE TRADES AS WELL.
WE'VE DONE A LOT WITH THE TRADES BUILDING.
WE HAVE SUPPORTED THAT PROGRAM.
WE'RE LOOKING AT THIS YEAR EXPANDING THE PRE-ENGINEERING OR WELDING PROGRAM.
AND SO I THINK THE TRADES NEEDS TO STAND ON ITS OWN.
IT CAN FIT IN A LOT OF THE OTHER AREAS TOO.
AND SIOUX CITY IS KNOWN FOR A STRONG LABOR FORCE.
SO I THINK THAT NEEDS TO JUST STAND ON ITS OWN.
AND WE CAN SHOW PEOPLE THAT NOT ONLY ARE WE EDUCATING KIDS BUT WE'RE GETTING KIDS SO READY FOR WORK.
SO THOSE KIDS THAT WANT TO GO TO WORK, WE'RE WORKING ON STILL HAVING THEM GOING OUT THERE WITH THEIR DIPLOMA AND THEIR PLAN, BUT ALSO SENDING THEM OUT THERE WITH SOME TRAINING FOR THAT TOO.
SO I THINK WE NEED TO CELEBRATE THAT AND HIGHLIGHT THAT.
MOVING UNDER THE EQUITY PILLAR, WE STILL ARE DOING ADOPT A GRAD.
WE HAD A RECORD YEAR THIS LAST YEAR FOR THAT PROGRAM.
I'M REALLY EXCITED ABOUT THAT.
HOW IT BROKE DOWN IS 36 STUDENTS NORTH, IT'S PROBABLY A LITTLE BIT MORE IN THIS AREA, BUT WE WERE ABLE SO FAR TO GET NUMBERS WITH 18 GRADUATES THERE AND 46 AT WEST THAT NEEDED HELP WITH CAPS, GOWNS AND TASSELS.
THIS IS A PROGRAM, AND I FEEL VERY STRONGLY ON THIS.
THESE KIDS HAVE PUT IN THE WORK, THEY'VE DONE THE TIME THEY'VE DONE WHAT WE'VE ASKED THEM TO.
SO WE WERE REALLY EXCITED THAT AGAIN THIS YEAR WE HAD OVER 100 GRADS, THAT WILL BE HELPING.
WE'RE STILL REIMBURSING A COUPLE OF THE SCHOOLS AS THEY SEND THOSE IN.
ALSO UNDER EQUITY THAT WE'VE NOT CONSIDERED BEFORE.
PLAYGROUNDS FALL UNDER EQUITY.
SO WE ARE GOING TO HAVE TAKEN ON AND AGREED TO AS A BOARD TO DO OUR BEST TO RAISE 75,000 TO HELP THE DISTRICT WITH THAT PROGRAM THIS YEAR AND THE PLAYGROUNDS THAT ARE NEEDED. SO YOU'LL SEE A LOT MORE ON THAT TO COME.
SO IT'S NEEDED THAT EQUIPMENT AT LEAST.
FOR EXAMPLE, THAT'S FIRST UP OVER 20 YEARS OLD, SO WE'LL BE LAUNCHING A CAMPAIGN ON THAT.
MOVING INTO STEM UNDER STEM THIS YEAR.
[00:10:05]
ALSO UNDER THAT, WE HAD EIGHTH GRADE SCIENCE LABS CURRICULUM.THE SCIENCE LABS WERE CHANGING UNDER THAT.
AND IT'S NOT GOING TO JUST BE WHAT WE USED TO CALL SIT AND GET LABS.
THESE KIDS HAVE A CHANCE TO ENGAGE.
IT'S GOING TO IT AVERAGES OUT.
WE GAVE THE SCHOOL DISTRICT $18,000 FOR THOSE ENGAGEMENT LABS.
SO IF YOU BREAK THAT DOWN FOR AN INVESTMENT OF $2.25 PER STUDENT FOR THE NEXT 9 TO 10 YEARS.
SO WE'RE EXCITED TO HELP WITH THAT.
WE NEED OUR BUSINESS COMMUNITY TO START SEEING US AS A DISTRICT.
WE NEED THEM TO SEE HOW IMPERATIVE THEIR ROLE IS.
AND SO THERE IS A REASON WHY THEY SHOULD KNOW WHAT WE'RE DOING AND BE INVOLVED WITH US.
SO WE'RE GOING TO START WITH THAT MESSAGING ACROSS THE BOARD AS WE GO ON THIS YEAR.
I'VE BEEN SEEING THAT THROUGH.
SO THAT WAS VERY EXCITING FOR THEM.
WHENEVER WE DO WORK WITH VOLUNTEERS, WE DO DO BACKGROUND CHECKS AS WELL.
SO WE'RE EXCITED TO SEE THAT COME TO FRUITION TOO.
UNDER THE ARTS AND CULTURE CAMPAIGN THIS YEAR, WE DONATED $2,000 TO HUNT OUR A PLUS ARTS SCHOOL THAT IS GOING TO BE FOR THEIR PUTTING PERMANENT BOARDS IN THE SCHOOL SO THEY CAN DISPLAY THE STUDENT'S ARTWORK.
AND THAT WILL BE A PERMANENT FIXTURE.
SO I DIDN'T YET HAVE A PICTURE OF THAT.
I LOOK FORWARD TO SHARING THAT AND HAVING MORE WITH THAT.
I ALSO WE HAVE SOME THINGS UNDER SOME POTENTIAL MUSIC GRANTS AS WELL THAT ARE INTENDED FOR THAT.
THE FOUNDATION CAN APPLY FOR THE DISTRICT AND THE INTENTION OF THAT GRANT.
IT'S BEEN SOMETHING THAT WAS KIND OF ASSUMED IN THE PAST.
BUT AFTER SOME CLARIFICATION, IT IS TO INCREASE MUSIC PARTICIPATION.
UNDER THE ASSET MODEL, THERE'S 40 DEVELOPMENTAL ASSETS.
AND TYPICALLY ART AND MUSIC ARE THE TOP TWO MISSING FROM THAT.
SO WE I WOULD LIKE TO SEE US DOING MORE UNDER THAT COLOR AS WELL.
AS YOU KNOW, WE GAVE THE DISTRICT $100,000 FOR THE TRADES BUILDING AND WE'RE GETTING READY TO HAVE THE CELEBRATION OF THE LAUNCH THIS COMING WEDNESDAY. WE'RE REALLY EXCITED ABOUT THAT.
I'M SURE YOU GUYS ARE TOO. I'M SO EXCITED FOR THIS.
IT'S BEEN SO EXCITING TO WATCH THOSE STUDENTS IN THE PROGRAM AND TO GET TO TALK TO THEM.
PEOPLE STILL DON'T ALWAYS KNOW WE EXIST.
SO THIS IS ALL COMING BACK TO THAT COMMUNICATION AND GETTING PEOPLE TO, AGAIN, REALIZE THE IMPORTANCE OF THE FOUNDATION AND HELPING THE DISTRICT WHERE OUR TAX DOLLARS FALL SHORT.
ERIC CROUCH, WHO WAS A FORMER HEISMAN WINNER CAME AND LOOKED AT THE BUILDING AS WELL.
[00:15:02]
SO IT WAS REALLY NEAT TO SEE THEM COMING OVER AND SEEING THE FRUITS OF WHAT THEY HAVE DONE TO.ARE YOU SMARTER THIS YEAR? WE HAD SOME CHANGES WITH THAT NOW THAT I'M LOCATED AT THE DISTRICT, IT USED TO BE THAT WE HAD THIS EVENT AT NORTH HIGH EVERY YEAR, AND IT MADE SENSE BECAUSE I WAS OVER AT CLARK.
SO IF WE NEEDED THINGS, WE COULD JUST RUN BACK AND FORTH.
BUT NOW THAT WE'RE DOWN HERE AT THE DISTRICT, WE NEED TO CELEBRATE ALL OUR HIGH SCHOOLS.
AND BECAUSE I WENT TO EAST, I THOUGHT, WELL, WE'RE GOING TO WEST THIS YEAR.
ARE YOU SMARTER AT WEST HIGH THIS YEAR AND GOT TO HIGHLIGHT THAT BUILDING.
SO, FOR EXAMPLE, I'M LOOKING AT HAVING SOME DIFFERENT PEOPLE DO A BOOK SPONSOR.
SO THIS YEAR WE GAVE WITH EVERY PAID TICKET FOR A STUDENT.
WE GAVE AWAY A BOOK, A FREE BOOK, AND I'D LIKE TO CONTINUE DOING THAT.
SO I'M LOOKING TO ADD VALUES TO OUR CURRENT EVENTS.
WE NEED TO DO WHAT WE'RE CURRENTLY DOING BETTER.
SO THIS NEXT YEAR'S ARE YOU SMARTER WILL BE AT EAST HIGH.
IT'LL BE ON THURSDAY MAY 1ST AND AGAIN AT 6:00.
AND WE ALREADY HAVE SOME PEOPLE WHO HAVE ONBOARDED FOR CONTESTANTS THIS YEAR'S GOLF EVENT.
WE JUST HAD THAT ON MONDAY, JULY 29TH, AGAIN AT THE COUNTRY CLUB.
SO, WE HAD MANY OF YOU MAY REMEMBER MARCUS DUPREE.
HE WAS A REALLY BIG DEAL AT OKLAHOMA, AND HIS STORY IS WAS PRETTY REMARKABLE.
HE WAS SLATED TO OR, YOU KNOW, ANTICIPATED TO WIN THE HEISMAN HIMSELF.
THERE WAS A MISCOMMUNICATION WITH SWITZER.
HE WENT AWAY FROM FOOTBALL AND CAME BACK AND PLAYED FOR THE RAMS FOR A YEAR.
SO, MARCUS CAME AND JOINED US THIS YEAR, AND SO DID CHUCK LONG FROM IOWA.
AND THOSE TWO ACTUALLY PLAYED FOR THE RAMS TOGETHER.
THEN WE HAD TONY DAVIS, WHO WAS KNOWN AS TOUGH TONY.
HE COLLEGE WISE PLAYED FOR NEBRASKA, WENT ON TO PLAY PRO THE THREE NEBRASKA HEISMAN CAME OVER AND ANDRE ALLEN, A FRIEND OF MINE, A FORMER COWORKER THAT PLAYED FOR UNI, ALSO CAME OVER WHEN HE HEARD ABOUT IT.
SO WE HAD SOME GREAT PARTICIPATION IN THE NIGHT BEFORE OUR EVENT.
ALL OF A SUDDEN IT WAS 9:30 AT NIGHT.
SO, IF YOU HAVEN'T SEEN THAT PLEASE SEE THE FACEBOOK ON THAT.
I THOUGHT THAT WAS PRETTY AWESOME BECAUSE RIGHT NOW, HONESTLY, PRO COLLEGE CAMPS ARE GOING ON.
AND WE'RE LOOKING AT ACTUALLY DOING A FUNDRAISER WITH HIM.
IS THAT A 15 MINUTE CALL? IS IT 12 QUESTIONS? WHAT IS THAT? BUT THOSE KINDS OF THINGS CAN HELP US WITH OUR CAMPAIGNS AND BRING IN THOSE DOLLARS THAT WE NEED, ESPECIALLY WITH THE PLAYGROUNDS ALONE AND THEN TRYING TO EXPAND THE PRE-ENGINEERING BUILDING.
SO GOING FORWARD THIS NEXT YEAR, WE JUST CONTINUE TO LOOK FORWARD, DOING MORE AND MORE ADVOCACY, GETTING BETTER, GETTING THE WORD OUT AND LETTING EVERYBODY SEE WHAT WE'VE GOT GOING ON IN SIOUX CITY.
AND I THINK WE'RE REALLY HEADED IN THE RIGHT DIRECTION.
I FIND ADMINISTRATION TO BE EXTREMELY SUPPORTIVE, AND WE CONTINUE TO APPRECIATE YOUR SUPPORT.
AND I JUST APPRECIATE EVERYONE THAT WANTS TO BE ON BOARD.
AND YOUR GUYS' PASSION COMES THROUGH WITH THIS POWERPOINT AND WITH YOU TALKING.
I MEAN, I CAN HEAR IT IN YOUR VOICE.
I MEAN, THESE KIDS ARE WE HAVE GREAT KIDS IN SIOUX CITY, AND YOU GUYS ARE JUST HELPING US.
WE DO. AND YOU KNOW, THE END GOAL, OUR END GOAL IS YOUR END GOAL.
YOU KNOW, I THINK I YOU KNOW, I WANTED TO END IT WITH THIS.
I THINK THE BEST THING WE CAN GIVE OUR STUDENTS AS EXPECTATIONS, HIGH EXPECTATIONS, NO MATTER WHAT THEY DO, NO MATTER WHAT THEIR DREAMS. AND THERE'S NO WORSE THING WE COULD GIVE A CHILD THAN HAVING ZERO EXPECTATIONS OF THEM.
AND I REMEMBER BEFORE I GRADUATED FROM EAST, I GRADUATED EARLY.
NOW WHAT AM I GOING TO DO? AND I DON'T THINK IT WAS UNTIL YEARS LATER.
[00:20:01]
I FIGURED OUT WHAT I WANTED TO DO, BUT AND SO I LOOK AT ALL THE OPPORTUNITIES THEY HAVE.AND THAT'S THE BEST THING WE COULD EVER GIVE.
A CHILD IS HAVING HIGH EXPECTATIONS FOR THEM TO SUCCEED NO MATTER WHAT THEY DO.
SO I'M REALLY PROUD THAT WE CONTINUE TO DO THAT AS A DISTRICT.
SO WE'RE PROUD TO SUPPORT YOU IN THAT.
I THINK WE HAVE A COUPLE CANDIDATES FOR THAT SMARTER THAN A.
PERFECT. WELL, I'M GOING TO RECOMMEND VICE PRESIDENT LEE.
YEAH, SHE'S HAS DONE THERE SHE HAS BEEN THERE THREE YEARS AGO, I THINK IT WAS 3 OR 4.
YEAH. WELL, IT'S OBVIOUSLY IT'S MR. MICHAELSON. THAT'LL BE A TREAT.
BUT YOU ARE WELCOME TO JOIN US.
WE FORMED SOME REALLY GREAT PARTNERSHIPS WITH THAT.
[INAUDIBLE] CONTINUES TO BE ON BOARD WITH THAT, FOR EXAMPLE.
AND THEY'RE ALWAYS GREAT BECAUSE THEY LIKE THAT COMPETITIVE SPIRIT.
SO, WE'RE SEEING GREAT THINGS.
THE PROBLEM I HAD WITH IT BACK TO WHEN I WAS ON THE BOARD VERSUS IN THE IN THE RULE, IS THAT I THINK WE JUST AGAIN, WE HAD A LOT OF TEACHERS GOING TO THAT BUT PAYING FOR TICKETS AND THAT'S WHO WE'RE TRYING TO HELP.
SO, I THINK WE NEED TO OPEN IT UP TO A LOT MORE PEOPLE AND MAKE IT AFFORDABLE.
THANK YOU VERY MUCH. THANK YOU.
APPRECIATE IT ANY QUESTIONS? THANK YOU. THANK YOU.
NEXT ON THE AGENDA ARE CONSENT ACTION ITEMS.

I JUST WANT TO MAKE SURE I MENTIONED THAT AGAIN.
REGULAR SCHOOL BOARD MEETING 6 P.M., SEPTEMBER 9TH.
AT THIS TIME WE HAVE THE SUPERINTENDENT'S REPORT.
[X. Superintendent’s Report - Dr. Rod Earleywine]
DOCTOR EARLEYWINE, YOU ARE UP.AT THAT CONFERENCE ALSO HAD A URBAN EDUCATIONAL NETWORK MEETING WITH THE TOP, THE MOST POPULATED SCHOOL DISTRICTS IN THE STATE. GOOD DISCUSSION THERE ON A VERY A LOT OF TOPICS.
WE TODAY WE HAD NEW TEACHER ORIENTATION.
NICE TO SEE HOW MANY WERE THERE? 60, 80, 80 NEW TEACHERS.
TRIED NOT TO OVERWHELM THEM, BUT THEN ALSO HAD LUNCH AND A COUPLE OF BOARD MEMBERS DID SHOW UP.
SO WE ALLOW THE TEACHERS A FLEX DAY.
WE ALL KNOW TEACHERS PUT IN A LOT OF EXTRA TIME.
ALL TEACHERS ARE BACK ON THAT DAY.
ALSO, AUGUST 20TH IS BACK TO SCHOOL NIGHT, PRE-K BUILDINGS.
IT'S 5 TO 7 AND NINE, 12 BUILDINGS.
AUGUST 23RD IS THE FIRST DAY OF SCHOOL THIS YEAR.
REMEMBER, PER IOWA CODE, WE CANNOT START BEFORE AUGUST 23RD.
THIS YEAR. IT HAPPENS TO BE ON A FRIDAY, SO WE WILL START SCHOOL ON A FRIDAY THIS YEAR.
AND REMEMBER TO EVERYONE, ESPECIALLY THE PARENTS AND THE STUDENTS OUT THERE EVERY FRIDAY.
WE WILL HAVE A TWO HOUR EARLY OUT EVERY FRIDAY, AND THAT WILL BE SPLIT AS EVENLY AS WE CAN BETWEEN PROFESSIONAL DEVELOPMENT OPPORTUNITIES FOR OUR STUDENTS OR FOR OUR TEACHERS, AND JUST TIME FOR THEM TO CATCH UP ON WORK AND PREPARE LESSONS FOR THE NEXT WEEK. SO MANY SCHOOL DISTRICTS ARE DOING THAT, AND WE THOUGHT THAT WE WOULD WORK THAT INTO OUR SCHEDULES AND SEE IF IT DOES HELP OUR TEACHERS AND TRYING TO GIVE THEM A LITTLE BREATHING ROOM.
AS WE KNOW THAT IT GETS VERY HECTIC.
SO WITH THAT, I'LL END MY REPORT.
THANK YOU. THANK YOU VERY MUCH, DOCTOR EARLEYWINE.
NEXT UP, IT WILL BE THE HUMAN RESOURCE REPORT.
[VII.C. Human Resources Report(s) - Dr. Rod Earleywine]
IS THERE A MOTION TO APPROVE THE HUMAN RESOURCE REPORT? SO MOVED. SO MOVED.WE HAVE A SECOND. IS THERE ANY DISCUSSION? I THINK THAT WE GOT AN AMENDED REPORT, AND I WOULD LIKE TO KNOW WHAT THOSE CHANGES ARE SINCE WE HAVEN'T HAD TIME TO STUDY IT.
ABSOLUTELY. AND THANK YOU FOR THAT.
AND WE DO HAVE MS. [INAUDIBLE] IF YOU WOULD PLEASE KIND OF REVIEW THAT.
PASS THE MIC DOWN TO HER, PLEASE.
JUST ONE QUESTION. DO WE HAVE TO PHRASE IT TO HAVE AN AMENDED HR REPORT? I THINK THAT'S WHAT YOU'RE ADDRESSING.
SO, THE MOTION WOULD BE THEN TO APPROVE THE AMENDED HR REPORT.
MOTION TO SECOND. OKAY WITH THAT.
SO DO I NEED TO RESTATE THAT THEN.
BOARD MEMBERS IS THERE A MOTION TO APPROVE THE AMENDED HR REPORT? SO MOVED. SECOND.
FIRST. SECOND. NOW, IS THERE ANY DISCUSSION? YES DIRECTOR MILLER, YOU'RE BACKUP.
THE SAME QUESTION APPLIES WITH THE AMENDED REPORT THAT WE HAVE IN FRONT OF US, WHAT ARE THE CHANGES FROM WHAT WAS SENT OUT EARLIER? SURE. SO IF YOU LOOK AT THE FIRST PORTION OF IT WHERE WE HAVE NEW POSITIONS, THERE IS FOR LIBERTY ELEMENTARY SCHOOL, WE HAVE TWO INSTRUCTIONAL ASSISTANT POSITIONS FOR AT RISK THAT WERE ADDED.
WE ALSO HAVE WE ALSO HAVE IN THE NEW HIRE FOR CERTIFIED.
WE HAVE NORA GERARD, UNITY FIRST GRADE TEACHER WAS ADDED.
[00:30:07]
AND THEN IN THE NEXT ONE FOR THE NEW HIRE COACHING, WE HAVE TWO.ALISA SANCHEZ CLARK, SPECIAL ED INSTRUCTIONAL ASSISTANT.
SHANTE VERGA, WEST HILLS INSTRUCTIONAL ASSISTANT.
AND THAT WOULD BE CARRIE CAMERON AT EAST HIGH SCHOOL, INSTRUCTIONAL ASSISTANT AND LESLIE VERA, LES HILLS SPECIAL ED INSTRUCTIONAL ASSISTANT. MISS [INAUDIBLE] WAS ANTHONY HENDRICKS, WAS HE ON THE ORIGINAL HR REPORT? I BELIEVE SO, YES.
ANY OTHER QUESTIONS? NOT A QUESTION, BUT A POINT OF COMMENT.
PRESIDENT GEORGE, I THINK I AND OTHERS HAVE ASKED THAT WE SPLIT THIS REPORT OUT INTO MULTIPLE PAGES SO WE CAN ADDRESS A PAGE OR A TOPIC AT A TIME, AND NOT AN ENTIRE REPORT AS AN ALL ENCOMPASSING REPORT.
THEY CAN ALL STILL BE UNDER CONSENT AGENDA.
OKAY. I THOUGHT MAYBE WE WERE THINKING ABOUT NEED TO BE BIGGER PRINT.
THAT WOULD HELP. THAT'S WHY I HAVE THESE.
DIRECTOR MILLER JUST CALLED SOME OF US OLD, BUT THAT'S.
ANY OTHER QUESTIONS? DIRECTOR GREENWELL, DO YOU HAVE ANY QUESTIONS I ASSUME.
I CAN'T HEAR YOU, SO PLEASE PROCEED.
BASICALLY. DID YOU HAVE ANY QUESTIONS REGARDING THE HR REPORT? NO, WE HAD A FIRST.
WE HAVE A SECOND. WE'VE HAD A DISCUSSION.
IS THERE ANY CITIZEN INPUT? ALL THOSE IN FAVOR OF APPROVING THE AMENDED AIR REPORT ITEM REPORT, SAY AYE.
[XI.A. Iowa Testing Program - Angela Bemus]
AND MISS BEMIS IS HERE IN CASE MEMBERS HAVE QUESTIONS.YES. SO THAT IS A STATE MANDATED TEST.
WE GET BILLED TWICE. HOLD ON FOR THE MICROPHONE, PLEASE.
OUR IOWA ASSESSMENT, WE GET THAT BILL IN TWO DIFFERENT BILLING CYCLES.
AND I HAVE IN THERE THE LAST THREE YEARS OF THE BILL THAT WE'VE HAD, IT WILL BE AROUND $85,000.
WE HAVE NOT RECEIVED THE EXACT BILL AS OF YET, BUT IT IS IT COMES THIS TIME.
AND WITH THE WAY OUR BOARD MEETINGS ARE LANDING, I WANTED TO MAKE SURE IT WAS ON THERE.
BUT THAT IS A MANDATE, A STATE MANDATE THAT WE HAVE TO PAY THAT.
AND IT'S A STATE MANDATED TEST THAT WE HAVE TO TAKE.
YEAH. THAT'S WHAT. BOARD MEMBERS.
IS THERE A MOTION TO APPROVE THE PURCHASE OF THE 2024-2025 ISAP IOWA STATEWIDE ASSESSMENT FOR STUDENT PROGRESS FOR GRADES 3 TO 11, AND THE ESTIMATED AMOUNT OF 85,000. THE ISAP COST FOR THE 2020 FOR THE 2021 AND 2022 SCHOOL YEAR WAS 74,000, $119,000.75.
ISAP COST FOR THE YEAR 2022 AND 2023 SCHOOL YEAR WAS $80,399.75.
[00:35:01]
THE ISAP COST FOR THE SCHOOL YEAR OF 23-24 SCHOOL YEAR WAS 83,436, WITH THE APPROXIMATE COST THIS YEAR, 24-25 BEING 85,000.IS THERE A MOTION TO APPROVE? SO MOVED. IS THERE ANY DISCUSSION? WAS THE MOTION TO APPROVE UP TO $85,000 OR IS THE MOTION TO PAY FOR WHATEVER THE DOLLAR AMOUNT IS GOING TO BE? IT PROBABLY SHOULD, JUST MY OPINION.
IT SHOULD BE WHATEVER IT IS, BECAUSE THAT'S WHAT WE'RE GOING TO HAVE TO PAY.
BUT THAT'S A GOOD POINT OF CLARIFICATION.
IF IT'S 85,482, I MEAN, WHATEVER IT IS, WE'RE GOING TO HAVE TO PAY IT.
PLEASE. WHAT'S THE SOURCE OF FUNDS? IT'S JUST THE GENERAL FUND.
I THINK IN THE AGENDA REPORT, IT WAS REPORTED AS A DIFFERENT FUND.
NO, THE LPA IS A DIFFERENT FUNDING SOURCE.
IMAGINE LEARNING, MY OTHER ITEM IS A DIFFERENT FUNDING SOURCE THIS IS A, IT SAYS ON THE EXECUTIVE SUMMARY IT SAYS FUNDING SOURCE ASSESSMENT GENERAL.
GENERAL FUND, THE CATEGORIES ASSESSMENT.
BUT IT'S A GENERAL FUND EXPENSE.
IS THIS THE ONCE-A-YEAR TEST THE STUDENTS TAKE FOR THEIR WHERE THEY ARE FOR PROFICIENCIES? IN GRADES THREE THROUGH 11, THEY TAKE THIS THEY IT IS REPORTED TO THE STATE.
IT IS THE PRIMARY ASSESSMENT FOR OUR IOWA SCHOOL PERFORMANCE PROFILE.
CATEGORIZATION AND WHAT AND OUR HOW IT'S BASICALLY HOW THEY GRADE US.
WELL, SO IT LONG AGO, IT USED TO BE CALLED IOWA BASIC SKILLS.
IS THIS THEN IOWA ASSESSMENTS.
YEP. THEY'LL CHANGE IT HERE IN A YEAR OR TWO.
DON'T WORRY. SO, WHO DO WE GET BILLED BY? WHO DO WE GET BILLED BY? WHO DO WE PAY? THE IOWA ASSESSMENT, IOWA STATEWIDE ASSESSMENT OF STUDENT PROGRESS IS WHO WE PAY.
YES, THE DEPARTMENT OF EDUCATION, I WOULD GUESS.
SO, I BELIEVE WE NEED A MOTION TO AMEND THIS MOTION TO INCLUDE KIND OF A, AN OPEN TO MAKE THAT MOTION OR I CAN KIND OF READ ONE THAT I THREW TOGETHER HERE.
BASICALLY, IS THERE A MOTION TO APPROVE THE PURCHASE OF THE 2024-2025 ISAP IOWA STATE ASSESSMENT FOR STUDENT PROGRESS FOR GRADES 3 TO 11 AT THE ASSESSED COST BY ISAP.
IT NOW. ANY FURTHER DISCUSSION? IS THERE ANY CITIZEN INPUT? NO. ALL THOSE IN FAVOR SAY AYE.
AYE. ALL THOSE OPPOSED? SAY NAY. MOTION PASSES.
IMAGINE LEARNING, MISS BEMIS, YOU ARE AGAIN ON DECK.
[XI.B. Imagine Learning - Angela Bemus]
YES. BOARD MEMBERS.IS THERE A MOTION TO APPROVE THE PURCHASE AGREEMENT BETWEEN IMAGE LEARNING AND THE SIOUX CITY COMMUNITY SCHOOL DISTRICT FOR $70,750? THIS IS THE FOURTH INSTALLMENT OF A FIVE YEAR AGREEMENT.
73,000 WAS INVOLVED IN VOICE FOR YEAR 21 AND 22.
$70,750 WAS INVOICED FOR 2223, $70,750 WAS INVOICED FOR 23-24 FOR AND THE, AND $70,750 WILL BE INVOICED FOR 2425.
IS THERE A MOTION TO APPROVE? SO MOVED. SECOND.
IS THERE ANY DISCUSSION? THIS FUNDING SOURCE FOR THIS IS WHAT AT RISK.
AT RISK WHICH IS NOT THE SAME AS A GENERAL FUND.
CORRECT? NO IT'S NOT. THESE ARE WEIGHTED DOLLARS.
ANY FURTHER DISCUSSION? BOARD? ANY CITIZEN INPUT? NO. ALL THOSE IN FAVOR SAY AYE.
[00:40:06]
NEXT UP, ITEM C CAMBRIAN ASSESSMENT INVOICE FOR ALPHA 21.[XI.C. Cambium Assessment Invoice for ELPA21 - Dr. Mandi Bradford]
DOCTOR MANNY BRADFORD, YOU'RE ON DECK.IS THERE A MOTION TO APPROVE THE PAYMENT TO CAMBRIAN ASSESSMENT FOR $120,192.50.
IS THERE ANY DISCUSSION? YES. DIRECTOR EHMCKE.
WHAT FUNDING SOURCE FOR THIS IS THE GENERAL FUND AGAIN? IS THAT CORRECT? GENERAL FUND? YES.
IT'S AN ASSESSMENT FOR ENGLISH LANGUAGE LEARNERS.
WHAT I MY CONCERN IS, IS THAT WE ARE WE GET A LOT OF THESE REQUESTS FOR MONEY. AND WHERE THE FUNDING SOURCE IS MATTERS, BECAUSE EVERY TIME WE HAVE AN EXPENDITURE OUT OF THE GENERAL FUND, THAT ALSO IS GOING TO AFFECT OUR ABILITY, ABILITY TO HIRE AND PAY TEACHERS AND TO STAFF, WHICH IS OUR MOST FUNDAMENTAL NEED AND MY EYE.
IN FACT, I WAS LOOKING THROUGH THE MATERIALS THAT I GOT THROUGH MY MAILBOX OVER THE COURSE OF LAST YEAR, AND I REMEMBER GETTING THIS ONE A NICE WRITTEN NOTE FROM A STUDENT UP AT NORTH WHO WAS TALKING ABOUT HOW MANY TESTS THEY'RE TAKING AND WHETHER THEY'RE USEFUL OR NOT, AND HOW MUCH TIME THAT TAKES, AND WAS ESSENTIALLY PROTESTING THE NUMBER OF TESTS.
WE HAVE REORGANIZED OUR ELL DEPARTMENT WITH A NEW DEPARTMENT HEAD, AND I THINK WE NEED TO GIVE THEM TIME TO HAVE AN IMPACT BEFORE IT'S BENEFICIAL FOR OUR SCHOOL DISTRICT TO HAVE ANY TESTING OR EVALUATION REPORT.
SO, AS IT RELATES TO VALUE TO OUR SCHOOL DISTRICT, I SEE NONE IN THIS PARTICULAR TEST.
NOW, I KNOW THE ARGUMENT WELL.
AND FRANKLY, WE DON'T HAVE ENOUGH GENERAL FUND MONEY TO DO WHAT WE HAVE TO DO WITH THE GENERAL FUND, INCLUDING HIRING TEACHERS AND FILLING THE POSITIONS THAT ARE ESSENTIAL TO DELIVERING EDUCATION.
SO IF OUR JOB IS TO DECIDE HOW TO SPEND THE GENERAL FUND, I WOULD START HERE WITH LET'S SAVE 120,000 PLUS DOLLARS SO THAT WE HAVE IT AVAILABLE FOR GENERAL FUND EXPENDITURES.
AND TO THE EXTENT THAT THE STATE DEPARTMENT OF EDUCATION WOULD COME BACK AND SAY, TOO BAD WE'RE JUST ASSESSING THAT TO YOU, I'M SAYING WE'LL ALLOW YOU TIME TO DO YOUR TEST IF YOU ARE PAYING FOR IT, BUT YOU'RE CHARGING US TO PAY FOR A TEST THAT I DO NOT SEE ANY VALUE THIS YEAR IN DOING AT OUR SCHOOL.
AND I DO SEE A LOT OF VALUE IN RETAINING AN EXTRA $120,000 IN OUR GENERAL FUND FOR HIRING TEACHERS IN THE POSITIONS THAT WE NEED TO HAVE TEACHERS HIRED. I WOULD ENCOURAGE ALL ON THE BOARD TO VOTE AGAINST THIS REQUEST.
I IF I COULD JUST GO RIGHT AHEAD.
OKAY. THANK YOU. I BELIEVE THIS IS FOR SURFACES THAT ARE ALSO ALREADY RENDERED, RIGHT.
THIS IS FOR 23-24 ASSESSMENTS THAT HAVE ALREADY BEEN GIVEN NOT FOR THE CURRENT SCHOOL YEAR, WHICH IS DIFFERENT FROM THE ISAP YES. THAT'S ACCURATE.
AND WHAT WE REFER TO THIS AS AN UNFUNDED STATE MANDATE.
I DON'T KNOW THAT WE COULD TELL THE STATE WE'RE NOT GIVING THIS ASSESSMENT.
WELL, THAT WAS GOING TO BE MY QUESTION.
WHAT HAPPENS IF WE DON'T FUND IT? WELL, FROM MY POINT OF VIEW, YEAH, I THINK WE WANT TO AVOID THOSE, DON'T WE? OLIVER DIRECTOR MILLER.
I WAS UNDER THE UNDERSTANDING BECAUSE I THOUGHT WE HAD COVERED THIS SPECIFIC TOPIC A FEW MONTHS AGO, THAT THIS IS FOR THIS PAST YEAR'S ASSESSMENTS, AND THERE'S 3223 STUDENTS THAT HAVE BEEN TESTED UNDER THIS.
AND SO IT IS A BILL THAT WE HAVE TO PAY, AND IT'S NOT THE STATE THAT WE'RE PAYING ON THIS ONE.
THIS IS A COMPANY BASED OUT OF DALLAS OR CONNECTICUT OR SOMEPLACE.
AND SO I THINK THAT WE DO HAVE TO PAY FOR THIS PAST WORK.
I THINK THAT WHAT WE DO MOVING FORWARD, THOUGH, DIRECTOR EHMCKE, SHOULD BE TO UNDERSTAND WHAT IS THE MINIMUM ASSESSMENT REQUIREMENT AND IS IT AN ASSESSMENT WE CAN DO DIFFERENTLY FOR NOT $120,000 FOR THIS COMING SCHOOL YEAR? AND THAT'S WHERE WE SHOULD GET OUR ADMINISTRATORS TO PUT SOME ENERGY.
[00:45:06]
THIS VENDOR IS SELECTED BY THE STATE.THIS IS THE WE'RE BILLED BY THAT VENDOR, BUT WE DON'T SELECT THE VENDOR.
I'M NOT SURE WE CAN, AS A DISTRICT OR YOU AS A BOARD OR CAN FIGHT UNFUNDED MANDATES.
I MEAN, WE CAN SHARE OUR CONCERNS AND MAYBE THROUGH THE LEGISLATIVE PROCESS, MAKE SOME CHANGES.
BUT WHEN THE STATE TELLS US AS A DISTRICT AND AS EDUCATORS, YOU HAVE TO GIVE AN ASSESSMENT, AND THIS IS THE ASSESSMENT YOU'RE GOING TO GIVE TO THIS GROUP OF STUDENTS, THAT'S WHAT WE DO, WHETHER WE LIKE IT OR DON'T LIKE IT.
THIS COULD BE ONE OF OUR LEGISLATIVE PRIORITIES.
THAT'S WHAT WE THAT'S WHAT WE DO.
SO THIS ONE, THIS BILL IS FOR SERVICES ALREADY RENDERED AND WE CAN GATHER INFORMATION.
I WOULD LIKE TO ADD, IF YOU ALLOW ME A LITTLE BIT OF INFORMATION ON THE ASSESSMENT, AS MRS. BLANKENSHIP STATED, THE WHOLE NATION HAS TO HAVE ASSESSMENTS.
SOME STATES CHOOSE SOMETHING CALLED WIDA.
SOME STATES LIKE IOWA CHOOSE, SOUTH DAKOTA IS ONE OF THEM, WIDA.
THIS IS THE ASSESSMENT WE GIVE OUR STUDENTS TO PLACE THEM FOR INSTRUCTION.
THAT'S THE ASSESSMENT THAT WE'RE PAYING FOR.
THAT ASSESSMENT THEN TELLS US THIS STUDENT IS AT THIS LEVEL.
THEN WE ARE ABLE THEN TO PLACE THOSE STUDENTS IN DIFFERENT GRADES.
I'M GOING TO CALL IT OF INSTRUCTION, DIFFERENT LEVELS.
IF WE DON'T HAVE THIS ASSESSMENT, WE CAN'T PLACE THEM.
WE DON'T KNOW WHERE THEY ARE LINGUISTICALLY.
AND THE INFORMATION THAT WE RECEIVE FROM THE ASSESSMENT IS WHAT COUNTS TOWARDS THE LINGUISTIC DEVELOPMENT THAT GOES INTO THE GRADING OF THE ISSP CARDS.
SO IN OUR IOWA SCHOOL PERFORMANCE PROFILE CARDS, WE DO HAVE A PERCENTAGE THAT EVERY BUILDING IS GIVEN BASED ON THE DEVELOPMENT OF THAT LINGUISTIC SKILL, WHICH IS ONLY ASSESSED BY THE ELPA ASSESSMENT.
SO IT IS AT THE CORE OF THE WORK WE DO AS WE'RE DIRECTED BY THE STATE, TO GIVE STUDENTS ASSESSMENTS TO DETERMINE WHAT THEIR GROWTH AND PROFICIENCY IS IN THEIR LINGUISTIC DEVELOPMENT.
WE DON'T HAVE A CHOICE ON DO WE.
DO WE WANT TO GIVE IT OR NOT? WE HAVE TO GIVE IT TO THE STUDENTS, AND WE DON'T HAVE A CHOICE ON WHICH ONE IT IS.
WE JUST CHOOSE IT, WE JUST GRAB IT AND GIVE IT TO OUR STUDENTS.
THE BENEFIT IS WE ARE ABLE TO SEE THROUGH THAT WHAT THE GROWTH IS FOR STUDENTS.
WE'RE DOING THIS EVERY SINGLE YEAR, AND SO IS IT JUST NEW STUDENTS THAT WE HAVEN'T HAD EVALUATED BEFORE? IT'S EVERY SINGLE STUDENT.
WHEN THEY COME BACK TO US, IF THEY GO TO ANOTHER DISTRICT, COME BACK, THEY GET ASSESSMENT.
SO WE HAVE TO HAVE SOMETHING WHEN THEY COME IN.
WHERE DO WE PLACE THEM? UNLESS WE HAVE SOME DATA.
SO WHAT I'M HEARING IS, IS WE CAN'T GO ROGUE AND BRING OUR OWN AND GO WITH OUR OWN TEST.
WE HAVE TO GO WITH WHAT IOWA SAYS WE HAVE TO GO TO.
THE ISSUE IS THAT WE ARE IN THE BEGINNING OF THE LEGISLATIVE PROCESS.
AND HOW DO YOU EVER GET ATTENTION IF YOU LEAVE THESE BILLS AND ALLOW THIS RAIDING OF OUR GENERAL FUND, WHICH HAS A DIRECT INPUT ON THE NUMBER OF TEACHERS WE CAN HIRE AND PAY, AND SOMEHOW WE HAVE TO FIND A WAY TO GET THE MESSAGE.
[00:50:04]
JUST RUNNING UP AN EXTRA $120,000 BILL ON US.I'M NOT SAYING THE WORK ISN'T IMPORTANT.
I AM SAYING THAT WE HAVE A NEW ORGANIZATION FOR OUR ELL HANDLING AND THAT WE HAVE GREAT TEACHERS INVOLVED IN THAT, AND I'M PERFECTLY HAPPY BELIEVING THEM. AND I'M NOT SURE THAT I NEED TO PAY OR THAT THIS BOARD NEEDS TO PAY.
THIS BOARD NEEDS TO PAY FOR BILLS THAT WE ARE ALREADY STUCK WITH.
BUT SOMEHOW WE HAVE TO GET THE MESSAGE THAT YOU CAN'T DECIDE TO GIVE US LESS THE 2.5%, AND THEN JUST TAKE THE MONEY AWAY FROM US TO FAVOR YOUR VENDORS THAT YOU FAVOR.
DOWN IN DES MOINES OR ELSEWHERE, CONNECTICUT OR WHEREVER IT MAY BE FROM.
