SCHOOL YEAR HAS BEGUN, AS EVERYONE KNOWS.

OFF TO A GREAT START.

THANK YOU TO OUR STAFF.

OUR WONDERFUL STAFF.

MEANING EVERYONE FROM THE TEACHERS TO THE BUS DRIVERS TO THE LUNCH PEOPLE TO THE CUSTODIAL STAFF THAT WORKED SO HARD TO GET EVERYTHING READY OVER THE SUMMER AND ADMINISTRATION.

WE'RE OFF TO A VERY GOOD START IN MY OPINION.

I WAS ABLE TO VISIT SEVERAL OF THE SCHOOLS ALREADY MORNINGSIDE ELEMENTARY, NORTH MIDDLE SCHOOL, WEST HIGH, EAST HIGH, LEEDS RIVERSIDE AND HARRY HOPKINS.

AND SPEAKING OF HARRY HOPKINS THE HOUSE WAS MOVED THAT THE STUDENTS BUILT.

THAT WAS SOLD TO DAVE AND JUDY OBERG, AND THEY MOVED IT UP BY JEFFERSON.

SOUTH DAKOTA. SO THAT'S AWESOME.

JUST TO SEE THAT MOVE OUT OF THAT BUILDING WAS IT WAS AMAZING.

WE HAD LIKE THREE INCHES ON EACH SIDE OF THE BIG WIDE DOORS TO GET IT OUT BUT THEY'RE VERY EXCITED, VERY NICE PEOPLE.

SO IT WENT TO A, VERY GOOD HOME.

THE OTHER THING I WANT TO JUST MENTION IS WE STILL HAVE SEVERAL STUDENTS THAT ARE WORKING THEIR PARENTS, ARE WORKING ON GETTING IMMUNIZATIONS BECAUSE AS PER IOWA CODE STUDENTS HAVE TO HAVE A CERTAIN AMOUNT OF IMMUNIZATIONS BEFORE THEY CAN ATTEND SCHOOL, AND I KNOW THIS HAS BEEN HARD FOR SOME PARENTS.

WE HAVE BEEN COMMUNICATING SINCE LAST YEAR ON THE REQUIREMENTS FOR IMMUNIZATIONS.

THANK I'D LIKE TO THANK THE SIOUXLAND DISTRICT HEALTH.

THEY REALLY OPENED UP A LOT OF APPOINTMENTS TO GET AS MANY STUDENTS IMMUNIZED AS THEY COULD, ALONG WITH THE COMMUNITY HEALTH CENTER AND, OF COURSE, THE OTHER HEALTH CARE PROVIDERS IN THE GREAT CITY OF SIOUX CITY HAVE REALLY BEEN WORKING WITH FAMILIES AND WITH OUR SCHOOL DISTRICT TO GET THE STUDENTS IMMUNIZED.

LAST THING WE WANT IS STUDENTS MISSING SCHOOL FOR ANY REASON.

SO WE WANT THEM IN SCHOOL.

BECAUSE THAT'S WHERE THEY NEED TO BE.

I'M GOING TO LET DOCTOR EARLEYWINE KIND OF SPEAK TO THIS.

YES. JUST DID GET SOME INPUT FROM A COUPLE BOARD MEMBERS AND SOME OF THE INPUT THEY PROVIDED THAT THOSE ARE SOME REALLY DETAILS THAT I THINK WE CAN PRESENT AS MR. MEYERS GAVE ME PROVIDED ME SOME INFORMATION, AS DID MR. EHMCKE, AND A LOT OF THOSE DETAILS WHEN WE ACTUALLY PRESENT THIS INFORMATION TO OUR LEGISLATORS AT OUR MEETINGS THAT WE HAVE IN THIS ROOM, THAT'S WHEN WE CAN REALLY SHARE THE DETAILS WITH THEM ON THE WHYS AND I DO APPRECIATE THEY DID SOME WORK AND GOT US SOME DETAILS, BUT THESE ARE THE OVERALL PRIORITIES THAT I THINK ARE IMPORTANT FOR OUR SCHOOL DISTRICT.

AND MANY OF THESE WILL REFLECT WHAT THE OTHER SCHOOLS WILL BE ADVOCATING FOR AS WELL.

SO THAT'S WHAT IT IS.

THANK YOU. CAN YOU JUST KIND OF HIGHLIGHT MAYBE A COUPLE OF THEM JUST KIND OF SOME OF THE THINGS THAT.

YEAH, I SURE CAN.

OBVIOUSLY SUPPLEMENTAL STATE AID.

THAT'S THE INCREASE.

EVERY YEAR THAT WE RECEIVE FROM THE STATE FOR ADDITIONAL STATE AID.

IN THIS YOU KNOW, I THINK 5% IS IMPORTANT WHEN YOU LOOK AT THE INFLATION RATE OVER THE LAST FEW YEARS, AND WE'VE HAD LOW STATE AID OVER THE PERCENTAGE WISE OVER THE LAST FEW YEARS.

I REALLY THINK THEY NEED TO STEP UP PRESCHOOL EVERY DAY FULLY FUND PRESCHOOL AT 1.0 INSTEAD OF 0.5. THAT WAY WE COULD ALSO PROVIDE WRAPAROUND STUDENTS.

IT'S VERY DIFFICULT FOR PARENTS, WORKING PARENTS TO TRY TO PICK THEIR KID UP, YOU KNOW, AT NOON OR BRING THEIR SCHOOL CHILDREN TO SCHOOL AT NOON SO THEY CAN HAVE THAT HALF DAY OF PRESCHOOL.

IF WE GET FULL FUNDING, THEN WE CAN PROVIDE I THINK, BETTER SERVICES FOR THOSE STUDENTS AND BETTER SERVICES FOR OUR FAMILIES AND REALLY CAN PROVIDE, YOU KNOW, THE WRAPAROUND, THOSE DAY CARE SERVICES THAT PARENTS SO DESPERATELY NEED.

ELL JUST WE HAVE OVER AROUND 3600 ELL STUDENTS IN OUR SCHOOL DISTRICT, SO MORE THEY WE DO GET SOME SUPPLEMENTARY WAITING FOR THOSE, BUT ADDITIONAL DOLLARS IN THAT AREA WOULD CERTAINLY BE HELPFUL FOR OUR SCHOOL DISTRICT.

AND THE NUMBER OF AT RISK STUDENTS THAT WE SERVE IN THIS SCHOOL DISTRICT.

AGAIN, ADDITIONAL FUNDING TO LEVEL THE PLAYING FIELD.

MENTAL HEALTH IS ALWAYS SO IMPORTANT FOR OUR STUDENTS AND OUR STUDENTS DO STRUGGLE.

A LOT OF OUR STUDENTS, 1 IN 5 CHILDREN IN THE UNITED STATES HAS A MENTAL HEALTH MENTAL, EMOTIONAL OR BEHAVIORAL DISORDER.

SO WE STILL HAVE TO FOCUS ON THAT AND OUR TEACHERS ARE NOT MENTAL HEALTH PROVIDERS.

THEY'RE GREAT TEACHERS, BUT THAT'S NOT THEIR EXPERTISE.

SO THEY NEED WE NEED ADDITIONAL SUPPORT FOR THAT SPECIAL EDUCATION.

REALLY THIS IS MORE AT THE FEDERAL LEVEL.

WHEN THEY PASSED IDA IN, I BELIEVE, 1974.

THEY PROMISED TO FUND 40%.

THEY'RE AT 14% AND HAVE NEVER REALLY GOTTEN MUCH OVER THAT SO IF THEY WOULD FUND THAT 40%, THAT WOULD BE A LOT OF ADDITIONAL DOLLARS THAT WE COULD HAVE TO SUPPORT THOSE STUDENTS.

TEACHER RECRUITMENT AND RETENTION.

KUDOS TO THE LEGISLATORS FOR INCREASING THE STARTING PAY FOR TEACHERS AND TEACHERS THAT HAVE BEEN IN DISTRICTS FOR AT LEAST 12 YEARS. THAT'S A GREAT START.

BUT I DON'T THINK THAT'S THE FINISH LINE FOR IMPROVING STUDENT PAY OR TEACHER PAY ACROSS THIS GREAT STATE.

PRIVATE SCHOOL CHOICE STILL HAVE A BIG ISSUE WITH THAT.

WE HAVE A LOT OF DOLLARS GOING TO PRIVATE SCHOOLS, AND THERE'S ONLY SO MUCH MONEY AND NOW THAT WE TOOK A BIG SLICE OF THAT PIE AND ARE STARTING TO GIVE IT TO PRIVATE SCHOOLS IN THE FORM OF VOUCHERS, I JUST THINK THAT'S GOING TO MEAN LESS MONEY FOR PUBLIC SCHOOLS.

SO THAT'S CONCERNING AND THE OTHER IS JUST LOCAL ACCOUNTABILITY AND DECISION MAKING.

WHAT WE CALL HOME RULE IS JUST LEAVE A LOT OF THESE DECISIONS THAT THEY'RE MAKING AT THE STATE.

LEAVE IT TO THE LOCAL SCHOOL BOARDS.

THAT'S WHY WE HAVE ELECTED OFFICIALS THAT REALLY STUDY THE ISSUES.

THEY KNOW THE NEEDS OF OUR SCHOOL DISTRICT, THE LOCAL SCHOOL DISTRICTS.

SO LET'S LEAVE MORE ACCOUNTABILITY AND DECISION MAKING AT THE LOCAL LEVEL.

WHERE THE SHARKS WILL AGREE TO PAY FOR REPAIRS TO THE NORTH SWIMMING POOL. THE APPROXIMATE AMOUNT IS 213,532 AND TIM PAUL GOT THOSE NUMBERS, I BELIEVE, FROM ARCO, A COMPANY THAT DEALS WITH THE POOLS.

TIM, ALSO ON TOP OF THAT, THERE WILL ALSO BE SOME ENGINEERING OR ARCHITECT FEES.

BECAUSE OF THE AMOUNT WE HAVE TO GET A ENGINEER AND ARCHITECT TO SIGN OFF ON THOSE REPAIRS.

SO WE ESTIMATE THAT AMOUNT TO BE IN THE 15% RANGE TO DO THAT WORK.

SO OVERALL THAT DOLLAR AMOUNT WILL BE AROUND.

AGAIN, THIS IS KIND OF A BALLPARK, BUT $245,000 ROUGHLY FOR THOSE REPAIRS, INCLUDING THE ARCHITECT FEES AND ALSO, THEY HAVE AGREED IN THIS AGREEMENT THEY WOULD AGREE TO PAY FOR OPERATING EXPENSES FOR FIVE YEARS, ESTIMATED AT $45,000 A YEAR.

SO ANOTHER ADDITIONAL $225,000 THAT THEY WOULD PAY UPFRONT TO USE AND KEEP NORTH HIGH SCHOOL POOL UP AND RUNNING FOR THE NEXT FIVE YEARS.

SO THEY'RE GOING TO PAY THE OPERATING EXPENSES UP FRONT.

YES. EVERYTHING'S UPFRONT PER THE AGREEMENT SO OTHER THAN THAT, THAT'S AGAIN, I APPRECIATE CHRIS HOKE HIS PATIENCE WITH ME IN THE SCHOOL DISTRICT AND AS WE WORK THROUGH THIS AGREEMENT AND I THINK WE'RE AT A GOOD PLACE WITH IT NOW. BOARD MEMBERS, THE RECOMMENDATION IS THAT THE BOARD OF DIRECTORS APPROVE THE CONTRACT FOR SHARKS SWIMMING CLUB TO PAY TO THE DISTRICT A LUMP SUM PAYMENT OF $213,532 DUE ON SEPTEMBER 15TH, 2024, PLUS APPLICABLE ARCHITECT FEE DESIGNATED FOR ONLY THE NORTH HIGH POOL.

THE LUMP SUM PAYMENT SHALL ONLY BE EXPANDED BY THE DISTRICT FOR CAPITAL IMPROVEMENTS TO THE NORTH HIGH SCHOOL. $213,532 PLUS ARCHITECT FEE.

FURTHER, IN ANNUAL OPERATING EXPENSE, PAYMENT FOR THE NORTH HIGH POOL SHALL BE MADE TO THE DISTRICT FOR FIVE YEARS.

A FIVE YEAR TERM OF 45,000 PER YEAR TO ADD UP TO $225,000.
