IS AT THAT TIME, WE HAVE THE SUPERINTENDENT REPORT,

[VIII.Superintendent’s Report - Dr. Rod Earleywine]

DR. ROD EARLYON, YOU WERE UP.

>> THANK YOU. JUST A FEW THINGS.

I WAS ABLE TO VISIT A FEW SCHOOLS OVER THE LAST WEEK WEEK AND A HALF, IRVING, ELEMENTARY NORTH HIGH SCHOOL CLARK PRESCHOOL AND PERRY CREEK.

GOOD INFORMATION COMING OUT OF PERRY CREEK, I WAS WALKING OUT AND WALKING OUT WITH A PARENT.

SHE JUST STOPPED ME AND COMPLIMENTED THE STAFF AT PERRY CREEK.

HER STUDENT HAS SOME PRETTY SIGNIFICANT HEALTH ISSUES, AND SHE SAID THAT THE STAFF ADMINISTRATION AT PERRY CREEK THEY ARE GOING ABOVE AND BEYOND EXPECTATIONS.

SHE IS SO PLEASED ON HOW EVERYONE IN THE SCHOOL DISTRICT IS HELPING THEM AS HER STUDENT AND THEMSELVES AS A FAMILY, SO THAT'S ALWAYS GOOD TO HEAR.

OTHER THINGS, DIRECTOR SNOW WAS AT OUR NORTHWEST IOWA SUPERINTENDENT'S MEETING LAST THURSDAY, SPENT THE MORNING WITH US, JUST UPDATING US, ANSWERING QUESTIONS.

THEN SHE DID STOP BY THE HARRY HOPKINS, THE BUILDING TRADES AND TALKED TO STUDENTS THERE, AND SHE SPENT A LOT OF TIME AT THAT FACILITY, AND ALSO SPENT TIME WITH OUR EDUCATIONAL PATHWAY STUDENTS.

PROBABLY ABOUT 45 MINUTES WITH THAT GROUP OF STUDENTS,

[00:05:01]

JUST SITTING DOWN, I THINK THERE WERE EIGHT OR NINE STUDENTS THERE, GOOD CONVERSATION, ASKED GOOD QUESTIONS, AND THEY ASKED HER REALLY GOOD QUESTIONS ABOUT THE FUTURE OF EDUCATION, WHAT'S GOING ON.

WE DO APPRECIATE DIRECTOR SNOW COMING TO THE DISTRICT AND LISTENING TO US AND REALLY LEARNING MORE ABOUT THE SIOUX CITY COMMUNITY SCHOOL DISTRICT.

IT WAS REALLY A GOOD AFTERNOON.

WITH THAT, I WILL END MY REPORT. THANKS.

>> THANK YOU DR. EARLYON. DIRECTOR GREENWELL.

>> COULD WE POSE A QUESTION TO DR. EARLYON?

>> I BET YOU.

>> WITH THE NEW FRIDAY EARLY OUTS, HAS THERE BEEN ANY CHALLENGES OR ANY ITEMS ASSOCIATED WITH THAT THAT WE NEED TO SMOOTH OUT?

>> I DON'T KNOW IF THERE'S ANY CHALLENGES.

WHEN I'M AROUND AND TALKING TO TEACHERS, I DO BELIEVE THEY APPRECIATE THE OPPORTUNITY.

FIRST OF ALL, WE HAVE SOME EXTENDED PD, AND THEN HALF OF THOSE DAYS ARE JUST FOR TEACHER WORK TIME, GETTING CAUGHT UP, PREPARING.

WE HAD, LIKE, A MENU OF SUGGESTIONS THAT WE GAVE EVERYBODY WHICH I THINK WENT OVER VERY WELL, AND AGAIN, ALL THEY ARE SUGGESTIONS, THEY'RE NOT LIKE YOU HAVE TO DO THIS, THIS OR THIS.

BUT WE DID PROVIDE THAT MENU FOR THEM, SO OVERALL, IT'S GOING PRETTY WELL.

ONE THING WE DID ASK THEM TO DO JUST FOR ACCOUNTABILITY BECAUSE OUR GOAL IS 95% OF THE PARTICIPATION IN THOSE DAYS THAT WE HAVE A ATTENDANCE RATE OF AT LEAST 95% FOR OUR STAFF.

WE DO HAVE THEM SIGN OUT, AND THAT'S JUST SO I CAN BE ACCOUNTABLE TO THE BOARD FOR THAT GOAL.

OTHER THAN THAT, I BELIEVE IT'S GOING VERY WELL.

>> THANK YOU. ANY OTHER QUESTIONS OR WE'RE GOOD? ITEMS OF PRESENTATION, DISCUSSING ANNUAL ACTION A,

[IX.A. MOU Between SCEA and SCCSD - Angela Bemus]

MOU BETWEEN THE SIOUX CITY EDUCATION ASSOCIATION AND THE SIOUX CITY COMMUNITY SCHOOL DISTRICT.

THIS GOES TO ANGELA BEMAS.

IS THERE A MOTION TO APPROVE THE MEMORANDUM OF UNDERSTANDING BETWEEN THE SEA AND THE SIOUX CITY COMMUNITY SCHOOL DISTRICT FOR AN ADDITION OF THE HIGH SCHOOL TEAM LEADER POSITION WITH THE STIPEND OF $1,938 AND OR 0.050 OF THE BASE SALARY.

IS THERE A MOTION?

>> SO MOVED.

>> SECOND.

>> WE HAVE A FIRST, WE HAVE A SECOND.

BOARD, IS THERE ANY DISCUSSION? JANICE, IS THERE ANY CITIZEN INPUT?

>> YES. BRENDA ZHONOR?

>> ANY OTHER? YOU DID SIGN UP.

>> THANKS, BRENDA.

>> BRENDA ZHONOR, 604TH STREET SUITE 202 NUMBER 7.

I JUST WANTED TO TAKE THE OPPORTUNITY TO THANK THE DISTRICT FOR ENTERTAINING THE MOU.

WE WERE APPROACHED A COUPLE OF WEEKS AGO ABOUT THOSE SUPPLEMENTAL POSITIONS.

I JUST WANTED TO MAKE SURE THAT WE WERE FOLLOWING WITHIN THE BOUNDS, WE DON'T HAVE A PROBLEM WITH THE POSITION, BUT JUST TO MAKE SURE THAT WE WERE FOLLOWING WITHIN THE BOUNDS OF CHAPTER 20, IT SEEMED BEST TO ME TO HAVE AN MOU IN PLACE.

I HAD NO IDEA HOW ANY OF YOU FELT ABOUT IT, SO THAT'S WHY I SIGNED UP IN CASE THERE WAS ANY DISCUSSION AND I COULD ELABORATE ON ANYTHING. THANK YOU.

>> THANK YOU.

>> JANICE, ANY OTHERS? AT THIS TIME, BOARD MEMBERS, FOR ALL THOSE IN FAVOR, SAY AYE.

>> AYE.

>> ALL THOSE OPPOSED, SAY NAY. MOTION PASSES.

HR REPORT, DR. ROD EARLYON.

[IX.B. Human Resources Report(s) - Dr. Rod Earleywine]

BOARD MEMBERS IS THERE ARE A MOTION TO APPROVE THE HR RESOURCE REPORT?

>> MOVED.

>> SECOND.

>> WE HAVE A FIRST, WE HAVE A SECOND.

BOARD MEMBERS, IS THERE ANY DISCUSSION?

>> YES.

>> DIRECTOR MILLER.

>> CAN SOMEBODY EXPLAIN WHAT AN HORIZONTAL ADVANCEMENT MEANS, AND IF THOSE INCLUDE INCREASES OR DO NOT INCLUDE INCREASES?

>> I CAN SPEAK TO THAT.

HORIZONTAL, MEAN THEY MOVE OVER ON THE SALARY SCHEDULE.

BASED ON EDUCATION, THEY MIGHT HAVE GOT A PLUS 15, 15 CREDIT HOURS OR 30, OR THEY MIGHT HAVE GOT THEIR MASTER'S DEGREE OR MASTER'S PLUS, THEN THEY MOVE OVER ON WE CALL THAT THE HORIZONTAL.

WE HAVE THE VERTICAL WHERE THEY GO DOWN WITH YEARS OF EXPERIENCE, HORIZONTAL, THEY MOVE OVER ON THE SALARY SCHEDULE. THAT'S WHAT THAT IS.

>> THE REPORT DOESN'T SAY WHY THEY'RE MOVING OVER, BUT ONE OF THOSE REASONS THAT YOU JUST GAVE WOULD BE THE REASON?

>> YES, ONE OF THEM.

>> THANK YOU.

>> ANY OTHER DISCUSSION?

>> I HAVE ANOTHER QUESTION ABOUT A DIFFERENT TOPIC.

>> IN THE SAME MB?

>> REPORT. I THINK THAT WE HIRED A TEAM LEADER AT NORTH HIGH,

[00:10:01]

AND THEN WE FORCED HER BACK INTO THE CLASSROOM BECAUSE WE WERE SHORT A TEACHER.

WE OFFERED THE POSITION OF TEAM LEADER, DOES SHE GET THE STIPEND, OR DOES SHE NOT GET THE STIPEND WHEN WE FORCE HER BACK INTO THE CLASSROOM?

>> I GUESS I NEED A LITTLE BIT MORE CLARIFICATION ON THAT.

AS A TEAM LEADER, THEY'RE ACTUALLY IN THE CLASSROOMS, IT'S JUST A STIPEND THAT'S BEYOND THAT.

>> LET'S TALK SEPARATELY AND THEN WE CAN GO THROUGH THE SPECIFIC EXAMPLE.

>> OKAY.

>> THANKS.

>> ANY OTHER QUESTIONS? ANY CITIZEN INPUT ON THIS? ALL THOSE IN FAVOR, SAY AYE.

>> AYE.

>> ALL THOSE OPPOSED, SAY NAY, MOTION PASSES.

ITEM C. PRESIDENT DREAMER.

>> CAN I GO BACK TO THE LAST TOPIC.

IT TYPICALLY ISN'T THE POSITION OF BOARD MEMBERS TO GET INVOLVED IN DETAILED SALARY DISCUSSIONS OF INDIVIDUALS.

QUESTIONING WHAT'S IN OR WHAT'S OUT.

I THINK THAT'S A PRIVATE QUESTION WITH THE ADMINISTRATION AND NOT SOMETHING FOR A PUBLIC MEETING.

>> LET'S GO TO ITEM C, ISEA,

[IX.C. ISEA Courses & Licensure Renewal - Amy Denney]

COURSES AND LEISURE RENEWAL.

AMY DENNY, WOULD YOU LIKE TO SPEAK TO THIS? BOARD MEMBERS, IS THERE A MOTION TO APPROVE THE PURCHASE OF INDIVIDUAL PROFESSIONAL DEVELOPMENT COURSES AND LICENSURE RENEWAL CREDITS AND PARTNERSHIP WITH ISEA NOT TO EXCEED 80,000 FOR THE 2024 SCHOOL YEAR?

>> SO MOVED. [LAUGHTER].

>> SECOND.

>> WE HAVE A FIRST, WE HAVE A SECOND.

BOARD MEMBERS, IS THERE ANY DISCUSSION? JANICE, ANY CITIZEN INPUT?

>> NO.

>> BOARD, ALL THOSE IN FAVOR SAY AYE.

>> AYE.

>> ALL THOSE OPPOSED, SAY NAY, MOTION PASSES.

ITEM D, SOLUTION TREE,

[IX.D. Solution Tree - Amy Denney]

AMY DENNY, WOULD YOU LIKE TO SPEAK TO THIS? IS THERE A MOTION TO APPROVE THE AGREEMENT FOR HOLDING TWO WORKSHOPS WITH THE SOLUTION TREE FOR THE 2024/2025 SCHOOL YEAR? IS THERE A MOTION TO APPROVE?

>> SO MOVED.

>> SECOND.

>> WE HAVE A FIRST AND A SECOND.

BOARD MEMBERS, IS THERE ANY DISCUSSION? DIRECTOR MILLER.

>> IS ITEM D AND ITEM E REALLY THE SAME TOPIC, THE SAME MEETINGS, THE SAME EVERYTHING, BUT THE FUNDING FOR IT IS AN E?

>> CORRECT.

>> ITEM D IS THE AGREEMENT WITH SOLUTION TREE TO HOLD THE NATIONAL WORKSHOP ON OUR SITE.

ITEM E IS OUR PARTICIPATION IN 30 OF THE 100 SLOTS FOR THAT WORKSHOP.

>> SO D WE'RE GOING TO APPROVE THAT THEY CAN DO IT OR NOT, AND THEN E IS, WE'RE GOING TO APPROVE PAIN. I THOUGHT IT WAS 60.

>> I'M SORRY, 30 EACH.

THERE'S TWO SEPARATE WORKSHOPS, AND IT'S 30 PARTICIPANTS FOR THE FIRST TWO DAYS AND 30 PARTICIPANTS FOR THE SECOND TWO DAYS, CORRECT. YOU'RE WELCOME.

>> IF I UNDERSTAND IT RIGHT, THIS IS SOLUTION TREE IS GOING TO COME IN AND DO A PD FOR US, AND WE GET IT AT A REDUCED RATE BECAUSE WE'RE HOSTING, INSTEAD OF SENDING THEM OUT TO WHEREVER SOLUTION TREE IS.

>> CORRECT. THIS BOARD ASKED LAST YEAR, WE WERE SENDING A LOT OF OUR STAFF TO THIS GREAT PD.

IT'S IN ALIGNMENT WITH ALL OF OUR PLC WORK AT THE MIDDLE SCHOOLS AND HIGH SCHOOLS, AND IT COSTS A SIGNIFICANT AMOUNT OF MONEY TO SEND STAFF TO TRAINING OUTSIDE OF OUR DISTRICT.

WE HAVE TO PAY FOR REGISTRATION COST, AS WELL AS TRAVEL COSTS, MEAL REIMBURSEMENT, OR THE PER DM AMOUNT.

THIS IS A WAY FOR US TO BE ABLE TO BRING IN NATIONALLY KNOWN PRESENTERS TO SIOUX CITY TO SHOW THAT SIOUX CITY IS JUST AS MARKETABLE AS OTHER CITIES IN OUR NATION FOR BRINGING IN HIGH LEVEL PRESENTERS TO OUR COMMUNITY, THAT WE ARE A DESTINATION DISTRICT FOR BRINGING IN TOP TIER PD, AND THEN OUR STAFF IS ABLE TO SLEEP IN THEIR OWN BED AT NIGHT AND ATTEND THE PD THAT WE WOULD HAVE NORMALLY SENT THEM OUT OF TOWN TO ATTEND.

>> BOARD MEMBERS, ANY OTHER DISCUSSION?

>> I WOULD SHARE, IT'S ALSO GOOD FOR ECONOMIC DEVELOPMENT IN OUR CITY, MOTELS, RESTAURANTS, IT'S A GOOD DEAL. THANK YOU.

>> WE ARE VOTING, GO AHEAD.

[00:15:02]

>> ONE HUNDRED. THEY CAP THEIR ATTENDANCE AT ABOUT 100 BECAUSE IT'S VERY ENGAGING, THEY HAVE A LOT OF GROUP WORK.

THE PRESENTERS ARE VERY ENGAGED WITH THE PARTICIPANTS SO 100.

WE WOULD BE RESERVING 30 OF THOSE 100 POSITIONS SLOTS IN EACH SESSION SO THEY WOULD BE 70 PARTICIPANTS FROM OUTSIDE OF OUR DISTRICT COMING.

>> SPECIFIC TO NORTHWEST IOWA?

>> CORRECT. NO ONE IN NORTHWEST IOWA IS HOSTING THIS.

>> NO ONE EVER DOES. EVERYBODY GOES TO [INAUDIBLE].

>> CORRECT.

>> WE ARE VOTING ON ITEM D. THERE HAS BEEN A MOTION.

FIRST AND A SECOND, WE'VE HAD OUR DISCUSSION JANICE IS THERE ANY CITIZEN INPUT?

>> NO.

>> BOARD MEMBERS, ALL THOSE IN FAVOR SAY AYE.

>> AYE.

>> ALL THOSE OPPOSED SAY NAY, MOTION PASSES.

ITEM E IS SOLUTION TREE.

[IX.E. Solution Tree - PD - Amy Denney]

IS THERE A MOTION TO APPROVE THE PURCHASE OF PROFESSIONAL DEVELOPMENT WITH SOLUTION TREE FOR $36,540 FOR THE 2024/2025 SCHOOL YEAR?

>> SO MOVED.

>> SECOND.

>> WE HAVE A FIRST, WE HAVE A SECOND.

BOARD MEMBERS, IS THERE ANY DISCUSSION?

>> SHANICE, IS THERE ANY CITIZEN INPUT? BOARD MEMBERS, ALL THOSE IN FAVOR SAY AYE.

>> AYES.

>> ALL THOSE OPPOSED, SAY NAY. MOTION PASSES.

ITEM F. ENGAGE LEARNING LIFT CURRICULUM.

[IX.F. Cengage Learning Lift Curriculum - Dr. Mandi Bradford]

DR. MANDY BRADFORD, WOULD YOU LIKE TO SPEAK TO THIS?

>> THE LIFT CURRICULUM WAS IDENTIFIED BY THE ELL TASK FORCE.

IT'S A CURRICULUM THAT WE'D LIKE TO LOOK AT FOR SECONDARY.

WE APPROVED ELEMENTARY, IF YOU REMEMBER LAST TIME OR THE TIME BEFORE.

THIS IS A CURRICULUM THAT IS GROUNDED IN GOOD RESEARCH AND WOULD BE FOR OUR MIDDLE AND HIGH SCHOOL ELL TEACHERS.

>> IS THERE A MOTION TO APPROVE THE PURCHASE OF SECONDARY ELL LITERACY INTERVENTION RESOURCES FROM NATIONAL GEOGRAPHIC LEARNING FOR THE 2024, 2025 SCHOOL YEAR IN THE AMOUNT OF $2,288 [OVERLAPPING] WE HAVE FIRST, WE HAVE A SECOND.

BOARD MEMBERS, IS THERE ANY DISCUSSION?

>> I HAVE A QUESTION.

>> YES. DIRECTOR LEE.

>> WITH THE TASK FORCE, DO WE HAVE PARENTS INVOLVED IN THAT?

>> WE DO NOT AT THIS TIME.

THAT IS SOMETHING THAT WE WERE GOING TO LOOK INTO.

>> BUT WE DO AT THE ELEMENTARY LEVEL?

>> THE ELL TASK FORCE DOES NOT HAVE ANY PARENTAL INVOLVEMENT AT THIS TIME.

>> ARE WE GOING TO INCLUDE PARENTS?

>> THAT'S SOMETHING THAT WE'RE GOING TO LOOK AT INCORPORATING.

>> DO WE HAVE A TIME FRAME?

>> YES. THIS YEAR. SOON [LAUGHTER].

>> THIS YEAR 2025 YEAR, OR DECEMBER 24TH.

>> I HAVEN'T MET WITH THE TASK FORCE YET THAT WILL BE AN UPCOMING MEETING, AND WE'LL DETERMINE IT THEN.

BUT YES, WE WILL START THAT BEFORE 2025.

>> OKAY. THANK YOU.

>> WELCOME.

>> DIRECTOR GREENWELL.

>> IN THE FINANCE COMMITTEE, WE TALKED ABOUT THIS QUITE A BIT.

THIS IS A PILOT PROGRAM, AS I UNDERSTAND IT RIGHT NOW.

IF IT WORKS THE WAY YOU THINK IT'S GOING TO WORK, YOU'RE GOING TO COME BACK TO US PROBABLY NEXT YEAR OR SOMETIME LATER THIS YEAR FOR NEXT YEAR'S BUDGET TO TALK ABOUT EXPANDING THAT, AND THAT WOULD BE QUITE A BIT MORE THAN $2,000, BUT THAT'S WHAT THIS PIECE IS ABOUT.

THERE'S NO COMMITMENT TO FUTURE SPENDING, BUT IF IT WORKS OUT, THERE'S A FOLLOW ON PROGRAM THAT WILL LIKELY OCCUR.

>> IF I UNDERSTAND IT RIGHT, RIGHT NOW WE'RE CAPED IS ABOUT 30 OR 40 STUDENTS.

THAT'LL BE PILOTS IN THIS PROGRAM?

>> THERE WILL BE 200 STUDENTS IN THE PILOT.

>> I WAS A LITTLE BIT UNDER THAT. THEN NEXT YEAR WOULD INCLUDE THE ENTIRE DISTRICT.

>> IF THE PILOT MAKES SECONDARY ELL TEACHERS.

>> IF THE PILOT PROGRAM HAS A POSITIVE INPUT.

BOARD MEMBERS, IS THERE ANY FURTHER DISCUSSION? SHANICE, IS THERE ANY CITIZEN INPUT? BOARD MEMBERS, ALL THOSE IN FAVOR SAY AYE.

>> AYE.

>> ALL THOSE OPPOSED SAY NAY. MOTION PASSES.

ITEM G, CHAD EXPORT IMPORT, CHAD FANGO.

[IX.G. Xello Export/ Import - Chad Fengel]

MS. FANGO, WOULD YOU LIKE TO SPEAK TO THIS OR IF THERE'S A QUESTION.

IS THERE A MOTION TO APPROVE THE PURCHASE OF CHAD EXPORT IMPORT FOR $500 FOR THE 2024/2025 SCHOOL YEAR?

>> MOVED.

>> SECOND.

>> WE HAVE FIRST, WE HAVE SECOND.

BOARD MEMBERS, IS THERE ANY DISCUSSION? SHANICE, IS THERE ANY CITIZEN INPUT? BOARD, ALL THOSE IN FAVOR SAY AYE.

>> AYE.

>> ALL THOSE OPPOSED SAY NAY. MOTION PASSES.

ITEM H, FISCAL YEAR '25,

[IX.H. FY25 East High School Storm Water Detention Pond - Tim Paul]

EAST HIGH SCHOOL STORM WATER DETENTION POND.

MR. TIM PAUL, WOULD YOU LIKE TO SPEAK TO THIS OR WAIT FOR QUESTIONS?

[00:20:05]

[BACKGROUND] IS THERE A MOTION TO ACCEPT THE LOW BID FROM BARKAN INC OF SOUTH SIOUX CITY, NEBRASKA OF $59,273 FOR THE INSTALLATION OF A STORMWATER DETENTION POND AS REQUIRED BY CITY CODE AT THE EAST HIGH SCHOOL?

>> IT'S ALL MOVED.

>> SECOND

>> WE HAVE A FIRST AND WE HAVE A SECOND.

BOARD MEMBERS, IS THERE ANY DISCUSSION?

>> JUST A QUESTION.

>> DIRECTOR MCKEE.

>> WHERE IS IT GOING TO BE LOCATED?

>> IT'LL BE IN A PATCH OF LAND PARALLEL OF HIGHWAY 20 RIGHT OUT ALONG THE HIGHWAY THERE IS A LITTLE SPOT WHERE THEY'RE GOING TO BUILD THE POND.

>> DOWN NEAR THE PRACTICE FIELD?

>> CORRECT.

>> ANY FURTHER DISCUSSION? SHANICE, ANYTHING CITIZEN INPUT?

>> NO.

>> BOARD, ALL THOSE IN FAVOR SAY AYE.

>> AYE.

>> ALL THOSE OPPOSED SAY NAY. MOTION PASSES.

CONTRACTS FOR BOARD APPROVAL MR. [INAUDIBLE] IS THERE

[IX.I. Contracts for Board Approval - Jim Vanderloo/ Jarod Mozer]

A MOTION TO APPROVE AND EXECUTE THE CONTRACT TO SUPPORT STUDENT LEARNING AND ACTIVITIES? IS THERE A MOTION FOR APPROVAL?

>> ALL THOSE IN FAVOR SAY AYE.

>> AYE.

>> ALL THOSE OPPOSED, SAY, NAY.

MOTION PASSES.

FACILITY RENTAL CONTRACTS, MR. VAN, MR. MOSER.

[IX.J. Facility Rental Contracts - Jim Vanderloo/ Jarod Mozer]

IS THERE A MOTION TO APPROVE AND EXECUTE THE FACILITY RENTAL CONTRACTS FOR BOARD APPROVAL?

>> MOVED.

>> SECOND.

>> WE HAVE FIRST, AND WE HAVE A SECOND.

BOARD, IS THERE ANY DISCUSSION?

>> YES.

>> DIRECTOR MILLER.

>> CAN YOU EXPLAIN TO ME WHY [INAUDIBLE]

>> EACH ONE OF OUR HIGH SCHOOLS GETS ONE FREE WEEKEND USAGE AT ONE OF THEIR HOME FIELDS, AND THEN THE SECOND TIME THEY USE, THEY HAVE TO PAY FOR THAT USAGE SO THE NORTH STAR ONE THEY ALL USE TWO USAGES SO WHAT YOU'RE SEEING THERE IS ONE OF THEM WOULD BE FREE, AND THE SECOND ONE THEY'D HAVE TO PAY FOR.

>> BOARD ANY OTHER DISCUSSION? SHANICE ANY CITIZEN INPUT? BOARD. ALL THOSE IN FAVOR SAY AYE.

>> AYE.

>> ALL THOSE OPPOSED, SAY NAY.

MOTION PASSES. ITEM K. CONSTRUCTION OF NORTH HIGH INDOOR FACILITY, MR. VAN, MR.

[IX.K. Construction of North High Indoor Facility - Jim Vanderloo, Shawn Meth, and Tim Paul]

MATH AND MR. PAUL.

IS THERE A MOTION TO ACCEPT A LOW BID OF $184,399.27 FROM NELSON CONTRACTORS OF SIOUX CITY, NEBRASKA FOR THE CONSTRUCTION OF INDOOR BIKING CAGES, INCLUDING INDOOR GOLF SPACE TO BE LOCATED AT NORTH HIGH.

THERE'S A MOTION FOR APPROVAL?

>> MOTION MOVED.

>> SECOND.

>> WE HAVE FIRST, WE HAVE A SECOND BOARD.

IS THERE ANY DISCUSSION? DIRECTOR GREMA?

>> YEAH, THE QUESTION WE HAD IN FINANCE COMMITTEE IS, WELL, WHAT ABOUT THE OTHER SCHOOLS? I THINK WEST HIGH ALREADY HAS ONE.

AND I THINK EAST HIGH IS I CAN'T RECALL.

>> THAT'S WHY WE'RE BUILDING THE DETENTION PLAN.

>> EAST HIGH IS UNDER CONSTRUCTION.

>> IT'S UNDER CONSTRUCTION SO IF YOU WANT TO KNOW WHY IT'S ONLY FOR NORTH, WEST ALREADY HAS ONE, EAST IS UNDER CONSTRUCTION, AND NORTH IS BUILDING ONE SO THAT'S TO LET EVERYBODY KNOW EVERYBODY HAS ONE AFTER THIS.

>> ANY OTHER DISCUSSION? DOCTOR MILLER.

>> [INAUDIBLE]. IT'D BE TOUGH TO SAY YEAR IN AND YEAR OUT, BUT THEY'D HAVE THREE BASEBALL TEAMS, AND LET'S JUST SAY 15 KIDS ON A TEAM, SO 45-ISH.

THE GOLF TEAM, BOYS AND GIRLS GOLF MIGHT VARY BETWEEN 15 AND 25 GOLFERS PER.

>> SOFTBALL ALSO USES IT IS THAT CORRECT?

>> SAME THING WITH SOFTBALL, THREE TEAMS, ROUGHLY 12-15 PER TEAM SO IT JUST DEPENDS ON YEAR IN AND YEAR OUT, JUST DEPENDS, BUT THEY HAVE THREE FULL SCHEDULES FOR SOFTBALL AND BASEBALL.

>> ANY FURTHER DISCUSSION BOARD? SHANICE IS THERE ANY CITIZEN INPUT?

>> NO.

>> BOARD, ALL THOSE IN FAVOR SAY AYE.

>> AYE.

>> ALL THOSE OPPOSED, SAY NAY?

[IX.L. Donations from Stars Booster Club for North High Indoor Facility - Shawn Meth]

DONATIONS FROM STARS BOOSTER CLUB OR NORTH HIGH INDOOR FACILITY? MR. MATH? IS THERE A MOTION TO ACCEPT A DONATION FROM THE STARS BOOSTER CLUB? I'M GOING TO READ THAT AGAIN.

IS THERE A MOTION TO ACCEPT THE DONATION FROM THE STARS BOOSTER CLUB FOR THE CONSTRUCTION OF THE NORTH HIGH INDOOR FACILITY IN THE AMOUNT OF $73,399.27, IS THERE A MOTION FOR APPROVAL?

>> MOTION MOVED.

>> SECOND.

>> WE HAVE A FIRST AND WE HAVE A SECOND.

BOARD MEMBERS, IS THERE ANY DISCUSSION?

>> YES.

>> DIRECTOR MK.

>> I'D LIKE TO MAKE THE COMMENT THAT WHEN I FIRST READ THE MOTION THAT WE JUST APPROVED,

[00:25:05]

I THOUGHT IT WAS A PRETTY SUBSTANTIAL EXPENDITURE WHEN WE HAVE SO MANY OTHER NEEDS AND WAS CONCERNED ABOUT IMPACT ON GENERAL FUNDING MATTERS UNTIL I SAW THE COMMUNITY CONTRIBUTIONS THAT WE SEE IN THIS MOTION, WHICH ARE VERY SUBSTANTIAL AND LEAVING US WITH NOT A MUCH OF [INAUDIBLE] HIGH SCHOOLS EITHER ARE IN THE PROCESS OF HAVING THESE FACILITIES BUILT AT THEIR LOCATION AND THAT THIS WOULD BE COMPLETING THAT COMBINATION.

WHILE I'M CERTAINLY SUPPORTIVE OF SPORTS, I'M ALSO RECOGNIZING THAT WE'VE STRUGGLED WITH THE SUPPORT FOR OTHER ACTIVITIES AS RECENT AS LAST MAY THAT, [INAUDIBLE] BUT I WANT TO CERTAINLY NOTE FOR THE RECORD HERE AND FOR THOSE WHO MAY BE LISTENING THAT VERY MUCH APPRECIATE THE COMMUNITY SUPPORT THAT OUR DISTRICT AND OUR SCHOOLS IN THE DISTRICT RECEIVED.

IF ALL OF YOU IN THE COMMUNITY DIDN'T LOVE OUR CHILDREN.

YOU WOULDN'T DO THIS, AND I THINK THAT IT SPEAKS VOLUMES FOR US TO APPROVE UNANIMOUSLY, IF WE WILL, THIS AS A VOTER, THANK YOU.

>> PRESIDENT GEORGE, SUPERINTENDENT EARLY.

>> I COULD ALSO ADD THERE'S ALSO A SUBSTANTIAL AMOUNT OF IN KIND DONATIONS GOING INTO THIS PROJECT AND SUBSTANTIAL, IT'S TENS OF THOUSANDS OF DOLLARS OF IN KIND DONATIONS THAT ARE GOING INTO THIS PROJECT AS WELL.

THE DISTRICT DOLLARS THAT ARE GOING INTO OUR PHYSICAL PLANT AND EQUIPMENT LEVY THAT WE ALLOCATE TO EACH HIGH SCHOOL EACH YEAR OF $25,000.

THEY ARE USING, I BELIEVE, TWO YEARS OF THAT TO GO TOWARD THIS FUNDING, BUT AGAIN, LARGE DONATION FROM BOOSTER CLUB, LARGE IN KIND DONATION OF LABOR AND MATERIALS FROM VENDORS WITHIN OUR SCHOOL DISTRICT SO THANK YOU, NOT ONLY TO THE BOOSTERS, BUT ALSO TO THE IN KIND DONATIONS.

IT'S MUCH APPRECIATED. THANK YOU.

>> I DO THINK IT'S RIGHT TO ACKNOWLEDGE THE GENTLEMAN IN THE BACK WHO RAISED THESE DOLLARS.

THE THREE OF THEM. CLAP FOR YOURSELVES [APPLAUSE].

>> PLEASE STAND UP.

>> THANK YOU, GENTLEMEN.

>> THE COST OF THE DISTRICT IS $25,000 FOR THIS WHOLE FACILITY, AND IT COMES OUT OF OUR PEPPLE FUND.

>> YEAH. IT'S ACTUALLY 50, BUT IT'S 25 FROM ONE YEAR AND 25 FROM ANOTHER.

>> THEY SAVE THEIR PEPPLE MONEY THAT WE TYPICALLY GIVE TO FOR SPORTS ACTIVITIES.

THEY'VE SAVED IT FOR A COUPLE OF YEARS, AND THEY'RE GOING TO ALLOCATE IT TO THIS PROJECT.

>> THIS PROJECT. YES. THAT'S MY UNDERSTANDING.

>> WHAT YOU MEAN IN KIND, THAT TOTAL COST OF 184, THAT INCLUDES THE IN KIND, OR NOT?

>> THAT'S CORRECT. THAT COST IS THE TOTAL PROJECT, AND THEN THE IN KIND COMES OFF THE TOP OF THAT, YES.

>> AGAIN, IT'S HUGE. THANK YOU.

>> THANK YOU.

>> BOARD MEMBERS, SHANICE, IS THERE ANY CITIZEN INPUT?

>> NO.

>> ALL THOSE IN FAVOR SAY AYE.

>> AYE.

>> ALL THOSE OPPOSED SAY NAY.

MOTION PASSES 7, 0.

[IX.M. TAGG Fundraising Authorization - Jarod Mozer]

TAG FUNDRAISING AUTHORIZATION, JARED MOSER.

IS THERE A MOTION TO APPROVE THE PARTNERSHIP AND SIGN THE DEPOSIT AUTHORIZATION FORM WITH TAG AND LIBERTY ELEMENTARY? IS THERE A MOTION FOR APPROVAL?

>> MOTION MOVED.

>> SECOND.

>> FIRST, WE HAVE A SECOND.

BOARD, IS THERE ANY DISCUSSION? DIRECTOR GREMA.

>> THERE IS. WHEN I READ THIS AT THE FINANCE COMMITTEE MEETING, I WAS CONFUSED.

THE CONFUSION WAS, I THOUGHT WE WERE GOING TO GET 15%, AND THE COMPANY THAT WAS SPONSORING WAS GETTING 85%.

I THOUGHT THAT'S NOT FAIR, BUT IT COMES TO FIND OUT IT'S JUST THE OPPOSITE.

THE 15% GOES TO THE ADMINISTRATIVE FEE FOR THE COMPANY THAT MANAGES LIBERTY GETS 85% OF THOSE PARTICIPATING RECEIPTS.

FOR US, IT'S A GOOD THING FOR LIBERTY, BUT WHEN I READ IT, IT WASN'T CLEAR TO ME SO FOR ANYBODY WHO DOESN'T UNDERSTAND THAT, I DIDN'T EITHER, AND WE GOT CLARITY SO IT WAS MORE POSITIVE AFTER THAT.

>> THAT IS QUITE THE SET UP THERE.

I THINK LIBERTY WILL DO WELL.

>> ACTUALLY, IF I COULD CHIME IN, AND THAT'S POOR WRITING ON MY PART, SO I APOLOGIZE FOR THAT, BUT WE'RE ACTUALLY HOPEFUL THAT WE'LL HAVE OTHER BUILDINGS IN THE DISTRICT PARTICIPATE IN THIS.

THIS IS A PRETTY LOCAL INITIATIVE.

THIS ORGANIZATION IS ONLY PRESENT RIGHT NOW IN OMAHA COUNCIL BLUFFS, LINCOLN AND SIOUX CITY.

IT'S LOCAL BUSINESSES.

IF YOU'RE INTERESTED, I THINK THE ATTACHMENT IS IN THE BOARD PACKET,

[00:30:02]

BUT THERE'S LOCAL BUSINESSES, TRAIL KNOWS WHAT IT IS.

THERE'S LOCAL BUSINESSES THAT ARE GIVING BACK TO OUR SCHOOLS AND LOCAL NONPROFITS.

IT'S A GOOD CAUSE AND IT'S MINIMAL EFFORT ON OUR PART, IT'S JUST FAMILIES ENTERING RECEIPTS SO TO BASICALLY PROVE THEIR SHOPPING LOCAL AND THEN THOSE BUSINESSES GIVE THE MONEY BACK TO THE REMNANTS.

>> THAT'S FOR THE WHOLE SCHOOL.

>> FOR THIS WOULD ALL BE FOR LIBERTY.

THE REASON WE BROUGHT IT TO THE BOARD THOUGH IS THIS IS NOT A MISCELLANEOUS CONTRACT IS LIKE I SAID, WE'RE HOPEFUL.

WE'RE GOING TO TALK TO THE OTHER PRINCIPALS ABOUT IT HERE AT SOME FUTURE MEETINGS, AND WE'RE HOPEFUL THAT WE CAN GET THE MAJORITY OF OUR BUILDINGS TO PURSUE THIS BECAUSE AGAIN, IT'S MINIMAL EFFORT.

IT'S FAMILIES ENTERING RECEIPTS ON THEIR PHONE TO PROVE BASICALLY THAT THEY'RE SHOPPING AND SPENDING LOCAL AND BECAUSE THEY'RE DOING THAT, THOSE LOCAL BUSINESSES WILL KICK BACK.

EVEN MARTO. IF YOU'RE HUNGRY FOR LUNCH TOMORROW AND YOU WANT TO GO OVER TO MARTOS, YOU CAN SCAN THE RECEIPTS AND THE MONEY UP TO 5% OF THAT WOULD GO TO LIBERTY.

>> JUST WANT TO CLARIFY ONE THING.

ANYBODY CAN DO THIS FOR LIBERTY THIS YEAR, OR DO YOU THINK STUDENTS?

>> NO. YOU GET TO PICK YOUR BUILDING, SO WHEN YOU'RE SUBMITTING THE RECEIPT, YOU TAKE A PICTURE, YOU PICK THE ORGANIZATION YOU'RE GIVING TO IN THIS CASE, SO IT'D BE LIBERTY ELEMENTARY, AND THEN ONCE A MONTH ON THE 5TH, THEY CUT A CHECK AND DIRECTLY DEPOSIT IT TO LIBERTY.

THAT'S ACTUALLY THE ONLY FEE.

THERE'S A $2.50 CHARGE.

FOR THE ENTIRE YEAR, BE A $30 COST OF MONTHLY DEPOSITS.

>> WHAT I'M GETTING TO IS EVERYONE IN SIOUX CITY SHOULD BE CONTRIBUTING TO LIBERTY THIS YEAR.

>> YES.

>> MAYBE WE CAN THINK ABOUT GROW.

>> WE'RE HOPING TO GROW THE OTHERS. YES, THEY SHOULD.

I AGREE. HOPEFULLY THE REST OF OUR BUILDINGS HERE IN THE NEAR FUTURE.

>> THANK YOU FOR CLARIFYING BECAUSE I WAS THINKING, HOW MANY KIDS PARTICIPATE IN THIS? BUT TALKING ABOUT AS IT RELATES TO THIS, AND I DO KNOW SEVERAL SCHOOLS AND SEVERAL ATHLETIC PROGRAMS HAVE BENEFITED FROM THESE PROCEEDS THAT ARE DONATED THROUGH THIS.

>> TAG STANDS FOR TOGETHER A GREATER GOOD.

>> CORRECT.

>> THANK YOU VERY MUCH.

JANICE, IS THERE ANY DISCUSSION? I GOT LOST THERE FOR A MINUTE. [LAUGHTER] BOARD, ALL THOSE IN FAVOR SAY AYE.

>> AYE.

>> ALL THOSE OPPOSED SAY NAY.

>> MOTION PASSES.

>> SECOND AND FINAL READING OF BOARD POLICY,

[IX.N. Second & Final Reading of Board Policies - Dr. Rod Earleywine]

DR. ROWIN 303.5 ADMINISTRATOR DUTIES, 501.10 TRUANCY AND CHRONIC ABSENCES, 501.6 DISTRICT TO DISTRICT OPEN ENROLLMENT, 1001.10 SCHOOL COMMUNITY GROUPS.

IS THERE A MOTION TO APPROVE THE BOARD POLICY FOR THE SECOND AND FINAL READING?

>> SO MOVED.

>> SECOND.

>> WE HAVE A FIRST, WE HAVE A SECOND.

BOARD, IS THERE ANY DISCUSSION?

>> IT LOOKS WELL.

IT LOOKS LIKE WE CHANGED THE ADMINISTRATIVE ONE FOR THE LANGUAGE THAT THE BOARD'S NOT GOING TO HIRE HIM.

IT'LL ONLY BE HIRED UPON RECOMMENDATIONS OF SUPERINTENDENT.

>> SHANICE IS THERE ANY CITIZEN INPUT?

>> NO.

>> BOARD, ALL THOSE IN FAVOR, SAY AYE.
