[I. Call to Order] [00:00:05] >> GOOD EVENING. IT IS SEPTEMBER 23RD, 2024, AT 6:13 PM. I NOW CALL THE REGULAR MEETING TO ORDER. PLEASE JOIN ME IN THE PLEDGE OF ALLEGIANCE. >> SEANIECE, WILL YOU PLEASE CALL THE ROLL? >> MR. EHMCKE. >> PRESENT. >> MR. GEORGE. >> PRESENT. >> MR. GREENWELL. >> HERE. >> MS. LEE. >> PRESENT. >> MR. MEYERS. >> PRESENT. >> MR. MICHAELSON. >> HERE. >> MR. MILLER. >> HERE. >> BOARD MEMBERS, IS THERE A MOTION TO APPROVE THE AGENDA? [IV. Approval of Agenda] >> MOVED. >> SECOND. >> BOARD MEMBERS, IS THERE ANY DISCUSSION? ALL THOSE IN FAVOR OF APPROVING THE AGENDA, SAY AYE. >> AYE. >> THOSE OPPOSE, SAY NAY. THE AGENDA IS APPROVED. AT THIS TIME, THE BOARD OF DIRECTORS INVITE [V. Citizen Input ] INDIVIDUALS AND DELEGATIONS TO COME FORWARD AND SPEAK ON ANY ISSUES RELATED TO THE SCHOOL DISTRICT'S OPERATION THAT ARE NOT INCLUDED ON TODAY'S MEETING AGENDA. CITIZEN INPUT ON ACTION AND DISCUSSION ITEMS WILL BE ACCEPTED AT THE TIME OF THE DISCUSSION OF EACH AGENDA ITEM. SEANIECE, IS THERE ANY CITIZEN INPUT? >> YES. JASON SANDERS. >> JUST A REMINDER TO SAY YOUR NAME AND ADDRESS. >> JASON SANDERS, 105 WEST GILMAN TERRACE HERE IN SIOUX CITY. HOW ARE YOU GUYS DOING TODAY? >> YOU HAVE THREE MINUTES. >> I'D LIKE TO TOUCH ON A FEW ITEMS THAT CORRELATE WITH EACH OTHER. AS OF RECENTLY, THERE HAVE BEEN A LOT OF THREATS AND SO FORTH GOING ON IN OUR SCHOOLS. MY DAUGHTER GOES TO NORTH MIDDLE SCHOOL. THERE'S BEEN A LOT OF THREATS GOING ON AT THAT SCHOOL. I TAKE IT SERIOUSLY. SHE ALSO IS SUFFERING FROM ANXIETY. SHE'S DIAGNOSED WITH ANXIETY, AND SHE WASN'T FEELING SAFE GOING TO SCHOOL. I LET HER STAY HOME FRIDAY AND MONDAY AFTER THE SERIES OF THREATS. THAT WEEK, THERE WAS, I BELIEVE, THREE OR FOUR. I'M NOT GOING TO TELL HER NO IF SHE DOESN'T FEEL SAFE. I DON'T FEEL THAT SHE NEEDS TO BE IN THAT ENVIRONMENT. THE SECOND PART OF THAT IS THE NEW ATTENDANCE POLICY. NOW, IF I'M NOT MISTAKEN, THERE IS NO BENDING, NO NOTHING. EVERYTHING IS UNEXCUSED. IT DOESN'T MATTER IF YOU HAVE A DOCTOR'S NOTE OR ANYTHING LIKE THAT, IS THAT CORRECT? IS THAT HOW I'M READING THAT? >> DR. [INAUDIBLE] WOULD YOU LIKE TO CLARIFY? >> YES. THERE ARE SIMPLY ABSENCES. IT USED TO BE EXCUSED AND UNEXCUSED. BUT THEY ARE ALSO EXTENUATING CIRCUMSTANCES THAT ARE BUILD INTO THE IOA CODE AND OUR POLICY REFLEX IO CODE, OBVIOUSLY. >> I DIDN'T KNOW ABOUT THAT. I JUST KNEW THAT, THEY'RE NOT THERE. THEY'RE ABSENT. THERE'S NO EXCUSE FOR IT. I GUESS, I WAS PREPARED TO SPEND HOWEVER LONG IN JAIL TO MAKE SURE THAT MY DAUGHTER'S SAFE BECAUSE I CAN GET OUT IN A DAY. SHE CAN'T HAVE HER LIFE BACK. WHAT ARE WE DOING AS A SCHOOL BOARD AND WHATNOT TO MITIGATE WHAT'S HAPPENING WITH THE THREATS? ARE WE HOLDING PARENTS ACCOUNTABLE? I'M JUST LOOKING FOR ANSWERS TO CALM MY MIND. I'M SURE IT'S GOING THROUGH EVERYBODY ELSE'S MIND, TOO. BUT I WANT TO KNOW WHAT'S BEING DONE. I KEEP HEARING THAT IT'S NOT CREDIBLE. WELL, THE ONE IN KENTUCKY WASN'T CREDIBLE LAST YEAR AND GUESS WHAT, HERE WE ARE. I JUST WANT TO KNOW WHAT'S BEING DONE. ARE WE TAKING THIS SERIOUS? >> PROTOCOL IS NOT TO ANSWER A LOT OF QUESTIONS, BUT IF IT'S OKAY, I CAN ANSWER A COUPLE OF THESE QUESTIONS. FIRST OF ALL, WE TAKE EVERY THREAT VERY SERIOUSLY. EVERY ONE. WE DON'T SAY, IT'S NOT A BIG DEAL. IT IS A BIG DEAL, AND WE WORK VERY CLOSELY WITH LAW ENFORCEMENT. THEY ARE THE EXPERTS IN THIS AREA, AND IF THEY HAVE A THREAT, [00:05:04] WHETHER WE DEEM IT CREDIBLE OR NOT CREDIBLE, THEY SPEND A LOT OF TIME VISITING HOMES AND FOLLOWING UP AND CHECKING UP ON THE SOURCES OF THESE THREATS, THAT I CAN TELL YOU. I WAS ON A CONFERENCE CALL LAST FRIDAY WITH UEN, BIG SCHOOL DISTRICTS ACROSS THE STATE OF IOWA. THEY ARE FACING THE SAME THREATS, AND THERE'S A PATTERN TO THESE THREATS, AND THE BAD GUYS, JUST BAD STUDENTS, WHATEVER, TAKE THE NAMES, AND JUST FLIP THEM IN AND PUT IN NMS, NORTH MIDDLE SCHOOL, OR NHS VERSUS EHS AT MAYBE IN DES MOINES, EAST HIGH SCHOOL. IT'S ALL OVER THE COUNTRY, AND IT'S VERY FRUSTRATING TO US, BUT WHAT I CAN TELL YOU IS WE TAKE EVERY ONE SERIOUSLY, AND WE WORK VERY CLOSELY WITH LAW ENFORCEMENT. YOU MIGHT SEE WHERE A LOT OF OUR SCHOOLS ARE CLOSE TOGETHER, SO WE WORK WITH LAW ENFORCEMENT. IF IT'S WEST HIGH, FOR EXAMPLE, OR WEST MIDDLE AND THE SCHOOLS ARE CLOSE TOGETHER, DO WE ALWAYS HAVE THE SAME SCENARIO AS FAR AS A LOCKDOWN OR LOCKOUT AT THE BILLS, WE DON'T. IT DEPENDS ON THE SITUATION, THE INFORMATION THAT WE HAVE, AND THE FEEDBACK AND THE INFORMATION, THE DIRECTION WE GET FROM LAW ENFORCEMENT. THAT DICTATES WHAT WE DO. EVERY SINGLE TIME. >> NO, THAT'S GREAT INFORMATION. I'M GLAD YOU SPOKE ON THAT. BUT I'M SCARED AS A PARENT. MY DAUGHTER'S NOT AT GREAT PLACE UPSTAIRS. >> JASON AND I SPOKE ON THE PHONE, AND WHAT I SHARED WITH JASON IS I DON'T LOSE A LOT OF SLEEP AT NIGHT, BUT THINGS LIKE THIS KEEP ME AWAKE. THEY DO. IT BOTHERS ME. >> ME TOO. >> IT'S HARD FOR PARENTS, IT'S HARD ON STUDENTS, IT'S HARD ON OUR TEACHERS, OUR PRINCIPALS. IT'S HARD ON ALL THE SCHOOL COMMUNITIES BECAUSE YOU CAN NEVER SAY NEVER. THAT'S WHY WE TAKE EVERYTHING SERIOUSLY. WE FOLLOW UP ON EVERYTHING, AND WE DO THE VERY BEST WE CAN. >> I APPRECIATE THAT. I DO. I JUST WANT TO MAKE SURE THAT MY DAUGHTER'S SAFE, AND EVERYBODY ELSE'S DAUGHTERS AND KIDS ARE SAFE. SHE SEES ALL THIS STUFF HAPPENING ONLINE AND HER HEAD JUST, YOU CAN'T PULL HER OUT OF THIS AND SHE STARTS FIXATING. I APPRECIATE YOUR [OVERLAPPING] >> IF YOU CAN JUST WAIT ONE MOMENT. I DO WANT TO MAKE JUST AN ANNOUNCEMENT THAT OUR SILENCE UP HERE IS BECAUSE WE NORMALLY DO NOT GET INTO A DISCUSSION WITH THE SPEAKER BECAUSE IT IS YOUR TIME. ALTHOUGH THE BOARD MEMBERS MAY ASK CLARIFYING QUESTIONS AND I BELIEVE WE HAVE ONE. OUR SILENCE IS MORE OR LESS JUST OUT OF PROCESS AND PROCEDURE. >> I JUST WANT TO THANK YOU FOR COMING HERE AND TALKING WITH US AND PLEASE, KNOW THAT WE SUPPORT YOUR POSITION THIS EVENING. THANK YOU AND WE HEAR YOU. >> THANK YOU FOR LISTENING. I APPRECIATE YOU GUYS. >> SEANIECE, IS THERE ANY OTHER? >> NO. >> NEXT ON THE AGENDA ARE CONSENT ACTION ITEMS. [VI. Consent Action Item(s) ] THE CONSENT ACTION ITEMS ARE THE FOLLOWING: BOARD MEETING MINUTES FROM SEPTEMBER 9TH, 2024; FINANCE REPORT; AUDIT ENGAGEMENT LETTER FOR JUNE 30TH, 2024; EDUCATIONAL EQUITY COMMITTEE MEMBERSHIP. BOARD MEMBERS, IS THERE A MOTION TO APPROVE THE CONSENT ACTION ITEM? >> SO MOVED. >> SECOND. >> BOARD MEMBERS, IS THERE ANY DISCUSSION? MR. MILLER. >> PRESIDENT GEORGE, CAN WE MOVE EEC MEMBERSHIP OUT SO I CAN ABSTAIN FROM IT? >> YES. >> WE WILL NOW JUST GO TO VOTE ON BOARD MEETING MINUTES FROM SEPTEMBER 29TH, 2024, FINANCE REPORT, AND THE AUDIT ENGAGEMENT LETTER FOR JUNE 30TH, 2024. >> [INAUDIBLE] MOTION. >> I'M ACCEPTING AS A FRIENDLY AMENDMENT, AND AS A SECONDER WILL DO THE SAME, THEN WE CAN GO FORWARD WITH THE EEC MEMBERSHIP REPORT TAKEN OUT. >> AM I POISED TO GO AHEAD WITH THE VOTE? THAT'S A LOT OF LEGAL LINGO. ALL BOARD MEMBERS IN FAVOR, SAY AYE. >> AYE. >> ALL THOSE OPPOSE, SAY NAY. MOTION IS APPROVED. [00:10:02] NEXT ON THE AGENDA WILL BE THE MOTION ON THE EDUCATION EQUITY COMMITTEE MEMBERSHIP. [VI.D. Educational Equity Committee (EEC) Membership - Dr. Dora Jung] >> SO MOVED. >> SECOND. >> BOARD MEMBERS, ANY DISCUSSION? GO AHEAD. >> THIS WAS THE INTERVIEWS THAT [INAUDIBLE] >> ALL THOSE IN FAVOR, SAY AYE. >> AYE. >> ALL THOSE OPPOSE, SAY NAY. ALL THOSE WISHING TO ABSTAIN? >> I ABSTAIN. >> MOTION PASSES. >> QUESTION. >> QUESTION. >> HOW WAS THE INTERVIEW PROCESS? >> WELL, I'LL MAKE A COMMENT. I DIDN'T HAVE THE PLEASURE OF INTERVIEWING THE FIRST TWO CANDIDATES THAT WE APPROVED IN A PRIOR BOARD MEETING, BUT I DID HAVE THE PLEASURE OF INTERVIEWING THE GROUP FROM WHICH THESE CANDIDATES WERE PICKED. I WANT TO TELL YOU THAT I WAS EXCITED ABOUT THE CANDIDATES THAT CAME FORWARD WITH THEIR VIEW. WE HAD, WHAT I'LL CALL, SOME REALLY GREAT MOMS WHO HAVE THE RIGHT VIEW ABOUT MAKING IT WORK FOR EVERYBODY. I'M NOT JUST SELECTING OUT THE WOMEN. WE HAD OTHER INTERVIEWS. WE HAD MEN THAT WERE ALSO INTERVIEWING AND I WAS JUST IMPRESSED WITH THE LEVEL OF INTEREST AND THE COMMITMENT TO BEING THOUGHTFUL, LIKE PARENTS WOULD BE THOUGHTFUL ABOUT THE PROCESS. >> I WOULD CONCUR. I WAS ABLE TO BE IN THE FIRST TWO INTERVIEWS, MOST OF THE LAST INTERVIEWS. MY SON INTERVIEWED, WHICH IS WHY I ABSTAINED FROM THE VOTE, AND I SKIPPED THAT ONE, BUT EVERYBODY THAT CAME FORWARD THAT I WAS ABLE TO PARTICIPATE WITH IS ENGAGED AND THEY WANT TO PARTICIPATE AND ADD WHATEVER VALUE THEY CAN. I THINK OVER THE NEXT SCHOOL YEAR, WE HAVE A GREAT COMMITTEE. >> NEED JUST TO BACKTRACK JUST A LITTLE BIT. I FORGOT TO INCLUDE IT. WAS THERE ANY CITIZEN INPUT ON THESE MOTIONS? >> NO. >> YOU DO NOT HAVE TO REVOKE, CORRECT? FUTURE MEETINGS. [VII. Future Meetings] BOARD FINANCE AND FACILITY COMMITTEE MEETING, 3:00 PM, OCTOBER 7TH, 2024. BOARD STUDENT ACHIEVEMENT COMMITTEE MEETING, 12:00 PM, OCTOBER 9TH, 2024. EDUCATIONAL EQUITY COMMITTEE MEETING, 12:00 PM, OCTOBER 11TH, 2024. REGULAR SCHOOL BOARD MEETING, 6:00 PM, OCTOBER 14TH, 2024. BOARD POLICY COMMITTEE MEETING, 3:30 PM, OCTOBER 15TH, 2024. BOARD FINANCE AND FACILITY COMMITTEE MEETING, 3:00 PM, ON OCTOBER 21ST, 2024. CITY PUBLIC SCHOOL FINANCE CHECK PRESENTATION TO THE SCC, ACTUALLY THAT'S SCPSF. WHAT'S THAT? >> FOUNDATION [INAUDIBLE] >> I JUST WANTED TO MAKE SURE BECAUSE PUBLIC SCHOOL FOUNDATION CHECK PRESENTATION TO THE CC COMMUNITY SCHOOL DISTRICT, 11:30 AM, OCTOBER 23, 2024 AT LEEDS ELEMENTARY SCHOOL, 3919 JEFFERSON STREET. AGAIN, THAT IS OCTOBER 23RD AT 11:30 AM. BOARD STUDENT ACHIEVEMENT COMMITTEE MEETING 12:00 P.M. OCTOBER 23RD, 2024, AND REGULAR SCHOOL BOARD MEETING, 6:00 PM OCTOBER 28, 2024. IS THE REGULAR SCHOOL BOARD MEETING. AT THIS TIME, WE HAVE THE SUPERINTENDENT'S REPORT. [VIII. Superintendent's Report - Dr. Rod Earleywine] DR. ERWIN, YOU ARE UP. >> THANK YOU. HAD THE OPPORTUNITY TO VISIT SEVERAL SCHOOLS, NORTH MIDDLE SCHOOL, NORTH HIGH SCHOOL, UNITY, SPALDING, MORNINGSIDE, AND BRYANT HAD SOME GREAT CONVERSATIONS WITH SOME TEACHERS, WAS ABLE TO GET IN CLASSROOMS AND JUST WATCH THE GREAT WORK THAT OUR TEACHERS DO EVERY DAY. THAT IT'S VERY FULFILLING FOR ME TO GET INTO THE CLASSROOMS AND JUST WATCH WHAT A GREAT JOB OUR TEACHERS DO, BECAUSE THEY DO OUTSTANDING WORK. I WANT TO RECOGNIZE THEM AS WELL. VISIT WITH THE LOCAL CHAMBER HAD THE LEAGUE OF CITIES IN THIS LAST WEEK, AND THEY HAD SOME BREAKOUT SESSIONS. THEY CAME TO THE CREER ACADEMY AND VISIT HARRY HOPKINS, AND I HAD A CHANCE TO SPEAK WITH THEM FOR A LITTLE BIT. WERE THERE AT THE CREER ACADEMY AND WELCOME THEM TO OUR SCHOOL DISTRICT, SO THERE WAS PROBABLY ABOUT 30 OF THEM THERE IN THAT SESSION. SO THAT WAS GOOD. LASTLY, I HAVE INFORMED THE BOARD TONIGHT THAT I AM RESIGNING THE POSITION AS SUPERINTENDENT OF SCHOOLS, [00:15:01] EFFECTIVE JUNE 30TH, 2025. SO THIS WILL BE MY LAST YEAR TO SERVE AS A SUPERINTENDENT OF SCHOOLS IN SIOUX CITY. I TURNED 65 IN AUGUST, SO IT'S JUST GETTING TO BE THAT TIME. AFTER THIS IS MY 43RD YEAR IN EDUCATION. IT'S BEEN A GREAT RUN, A GREAT RIDE, BUT IT'S JUST TIME FOR ME TO DO SOMETHING DIFFERENT. WHAT THAT SOMETHING DIFFERENT IS, I'M NOT SURE, BUT I'LL FIGURE IT OUT. THANK YOU. >> DR. ERWIN, YOU HAVE DONE AN EXCEPTIONAL JOB OF LEADING OUR DISTRICT AND PROVIDING A BRIDGE TO OUR FUTURE. WE WE APPRECIATED HIS VISION AND ADVOCACY ON BEHALF OF THE SAUCY COMMUNITY SCHOOLS AND PUBLIC EDUCATION. HIS WORK HAS POSITIONED THE DISTRICT FOR FUTURE SUCCESS, AND WE ARE CONFIDENT WITH THE INPUT OF DISTRICT TEAM MEMBERS, STUDENTS, FAMILIES, AND COMMUNITY LEADERS, WE CAN IDENTIFY AN EXPERIENCED CANDIDATE TO LEAD THE DISTRICT FOR MANY YEARS TO COME. WE ARE COMMITTED TO CONDUCTING A COMPREHENSIVE AND TRANSPARENT SEARCH FOR OUR NEXT SUPERINTENDENT AND LOOK FORWARD TO STARTING THAT PROCESS SOON. AGAIN, DR. ERWIN, THANK YOU FOR THE YEARS YOU'VE GIVEN US. [APPLAUSE] >> AS PART OF THE PROCESS, WE WENT THROUGH TO HIRE DR. ERWIN A COUPLE OF YEARS AGO, FIRST AS AN INTERIM SUPERINTENDENT, AND THEN AS A PERMANENT SUPERINTENDENT. ONE THING THAT SEVERAL BOARD MEMBERS MENTIONED DURING THE PROCESS WAS, WE NEED A SUPERINTENDENT WHO WAS A HEALER. WE GOT ONE. HE'S REALLY HELPED TURN THIS DISTRICT AD AND MADE IT TRANSPARENT, REBUILD THE TRUST AND CREDIBILITY, AND FOR THAT, DR. ERWIN, I THANK YOU AND WISH YOU ALL THE BEST. >> DIRECTOR AKE. >> I'D LIKE TO TAKE A MOMENT TO ADD TO WHAT DIRECTOR GREENWELL SAID IN REGARD TO THE CONTRIBUTION THAT DR. ERWIN HAS GIVEN US. GRANTED, THIS IS NEARING THE TIME OF MY FIRST YEAR ON THIS BOARD, BUT I'VE BEEN IN THE COMMUNITY FOR A NUMBER OF YEARS. I'VE SEEN THE WORK OF OUR OTHER SUPERINTENDENTS. I FEEL LIKE I KNOW WHERE WE WANT OUR SCHOOL DISTRICTS TO GO. DR. ERWIN, YOU HAVE HELPED US MOVE IN THAT DIRECTION. HE'S HEARD ME SAY THIS BEFORE, SO I'M GOING TO SAY IT AGAIN, HE MAKES A TRAIN RUN ON TIME, WHICH IS REALLY GREAT THAT WE DON'T HAVE CONSTANT TURMOIL WITH THE DAY-TO-DAY ACTIVITIES, AND IT ALLOWS US TO BE CREATIVE AND THOUGHTFUL AND VISIONARY IN WHERE WE'RE GOING IN AREAS LIKE THE BENCHMARK PROCESS THAT YOU'RE SEEING IN THE ELEMENTARY SCHOOLS AND THE FOCUS ON PHONICS AND UNDERSTANDING LANGUAGE ALL THE WAY TO VOCABULARY AND THE SCIENCE OF MATH, AND THOSE THINGS AREN'T JUST GOING TO HAPPEN IF YOU HAVE A SCHOOL THAT'S NOT BEING WELL LED BY A SEASONED AND EXPERIENCED LEADER LIKE YOU HAVE BEEN DR. ERWIN. IT HAS BEEN A GREAT PLEASURE OF MIND PERSONALLY TO SERVE ON THIS BOARD WITH YOU AS OUR SUPERINTENDENT. I WANT TO THANK YOU FOR THE TIME THAT YOU HAVE SERVED. >> DIRECTOR LEE. >> FOR THE GOOD OF THE ORDER, YOU'RE STILL HERE TILL JUNE 30TH. BUT WITH THAT BEING SAID, IN MY SHORT TENURE, YOU HAVE BEEN THE BEST BRIDGE THAT WE HAVE HAD FOR OUR DISTRICT TO CARRY US OVER TO NEW BEGINNINGS. UNDER YOUR LEADERSHIP, I'VE HAD AN OPPORTUNITY TO LEARN AND TO GROW, AND I WANT TO CONTINUE TO RECEIVE THOSE BENEFITS FROM YOU UNDER YOUR LEADERSHIP, AND I THANK YOU IMMENSELY FOR WHAT YOU DO FOR OUR KIDS AND FOR OUR TEACHERS. I REMEMBER WHEN I MET WITH YOU AND I SAID, TELL ME WHAT IS THE MOST INTERESTING, WHAT IS THE BEST PART OF THIS JOB AND YOU SAID THE KIDS, AND THAT WAS SO COMPELLING. THANK YOU FOR YOUR LEADERSHIP, AND WE'LL CONTINUE TO GET THROUGH THIS YEAR. I APPRECIATE YOU. >> DIRECTOR MICHAELSON. >> I DIDN'T KNOW I WAS GOING TO GET THE OPPORTUNITY TO COMPLIMENT ROD AND THANK HIM TONIGHT, BUT I'LL GIVE IT A RIP REAL QUICK ANYWAY. I'M GOING TO HAVE PROBABLY A LOT MORE TO SAY WHEN WE GET CLOSER TO THE ACTUAL END OF DR. ERWIN'S TENURE. I REMEMBER CLEARLY WHEN WE WERE GOING THROUGH THE PROCESS AND WHEN WE WERE NARROWING DOWN CANDIDATES. THE THING THAT KEPT GOING THROUGH MY HEAD IS THIS IS A GIFT THAT JUST LANDED IN OUR LAP, [00:20:01] AND I THINK WHAT'S HAPPENED OVER THE LAST TWO OR THREE YEARS IS WE FOUND OUT THAT IT WAS A SPECTACULAR GIFT AND I REALLY APPRECIATE YOU, ROD. WE'RE GOING TO HAVE TO GO ON A SEARCH NOW. TO FIND SOMEONE AS GENUINELY GOOD IN ALL THE DIFFERENT WAYS THAT YOU ARE, PEOPLE SAY, YOU KNOW, WHAT'S ROD? HE'S GENUINE. HE'S VERY REAL WITH KIDS FIRST IN MIND, THANKS, MAN. I APPRECIATE YOU. >> HEY, DIRECTOR MILLER. >> I'M DISAPPOINTED THAT DR. ERWIN IS RETIRING FROM A FROM A PROFESSIONAL PERSPECTIVE AND BEING ABLE TO HAVE ONLY WORKED WITH ROD FOR ABOUT 10 MONTHS NOW. BUT I APPRECIATE PUTTING FAMILY AND LIFE FIRST AND MAKING SURE THAT YOU TAKE CARE OF YOURSELF. ROD, THANK YOU FOR ALL THAT YOU'VE DONE FOR THE SCHOOL DISTRICT AND BEST WISHES AS YOU CAN WRAP UP THIS LAST YEAR IN EDUCATION. >> DIRECTOR MEYER. >> ROD, I JUST SAY THANK YOU FOR WHAT YOU'VE DONE. I'VE ONLY BEEN ABLE TO WORK WITH YOU FOR ABOUT 10 MONTHS. IT'S BEEN A PLEASURE. THANK YOU SO MUCH. >> I THINK WE'VE ALL POURED OUR HEARTS OUT HERE A LITTLE BIT. WE'RE GOING TO MOVE ON TO SOME MORE PRESSING ISSUES SUCH AS ITEM OF PRESENTATION, [ IX.A. Substitute Teacher Pay - Dr. Rod Earleywine] DISCUSSION, AND OR ACTION. WE'RE GOING TO TALK ON THE FIRST PART, SUBSTITUTE TEACHER PAY. DR. ERWIN, UP AGAIN. >> THANK YOU. THIS IS SOMETHING WE REVIEW EVERY YEAR, AND I BELIEVE WE NEED TO INCREASE THE PAY TO BE COMPETITIVE. THE SUBSTITUTE TEACHERS SHORTAGE AND TRYING TO SECURE SUBSTITUTE. IT'S VERY COMPETITIVE, SO OUR PAY HAS TO BE COMPETITIVE. AND I WILL ADVOCATE BRING TO BOARD FINANCE THIS NEXT MONTH AND HOPEFULLY TO THIS ENTIRE BOARD AT THE NEXT BOARD MEETING A PAY INCREASE AND A DIFFERENT STRUCTURE TO HOW WE PAY OUR SUBSTITUTE TEACHERS. PAY INCREASE AND AGAIN, I WILL SHARE THAT WITH THE FINANCE. RIGHT NOW, WE PAY $150 A DAY FOR DAY 1 THROUGH 20, $190 A DAY FOR DAYS 21 THROUGH 50, AND $250 A DAY FOR 51 + DAYS. THEY DO NOT HAVE TO BE CONSECUTIVE DAYS, JUST CUMULATIVE DAYS. IF YOU'RE A RETIRED TEACHER FROM THE SCHOOL DISTRICT, YOU START AT THAT 215 IN DAY 1. YOU DON'T HAVE TO MEET THE MINIMUM DAYS, WHICH I THINK IS AWESOME THAT WE DO THAT. THERE ARE TWO TYPES OF WHICH I LAID OUT IN THE PACKET, THERE'S A SUBSTITUTE AUTHORIZATION THAT SO PEOPLE CAN SUB IF THEY HAVE MAYBE A BACHELOR'S DEGREE IN A FIELD OTHER THAN EDUCATION, AND THEY TAKE A ONLINE CLASS AA AND A FEW OTHER THINGS, AND THEY CAN BECOME A SUBSTITUTE TEACHER. OR IF YOU HAVE 60 HOURS OF COLLEGE CREDIT, THAT QUALIFIES YOU IF YOU TAKE THAT CLASS AND YOU CAN BE A SUBSTITUTE TEACHER THAT WAY AS WELL. THEN WE HAVE ANOTHER GROUP WHO HOLD A ACTUAL SUBSTITUTE LICENSE OR A REGULAR TEACHING LICENSE, A REGULAR PROFESSIONAL ADMINISTRATIVE LICENSE, PROFESSIONAL SERVICE LICENSE, FULL CAREER AND TECHNICAL AUTHORIZATION OR FULL NATIVE LANGUAGE TEACHER AUTHORIZATION. THOSE PEOPLE HAVE MORE EDUCATION AND IN MY MIND, ARE PROBABLY ARE NOT PROBABLY OUR HIGHLY SKILLED INDIVIDUALS THAT COME INTO OUR CLASSROOMS AND SUBSTITUTE TEACH. THEIR SKILL LEVELS ARE JUST DIFFERENT. I THINK WE NEED TO PUT A PAY STRUCTURE IN THAT RECOGNIZES THAT SKILL LEVEL. WE WOULD HAVE A TWO TIER, SO TO SPEAK, BUILT INTO THE PAY RATE, THE PAY SCHEDULE. IT'S STILL WHAT MIGHT BE ONE THROUGH 120 DAYS, MAYBE 150 FOR THE AUTHORIZATION, AND FOR EXAMPLE, 170 OR 75, I'M JUST THROWING OUT NUMBERS RIGHT NOW. THERE WOULD BE A DIFFERENCE AND WE WOULD RECOGNIZE THAT DIFFERENCE AND PUT THAT INTO PLAY SOONER THAN LATER. BUT THE FINANCE COMMITTEE HAS TO REVIEW THAT, MAKE THAT RECOMMENDATION TO THE BOARD, AND I SEE THAT COMING TO THE BOARD AT THE NEXT BOARD MEETING. WITH THAT, ANY QUESTIONS? >> I JUST THINK THAT THIS IS A GREAT IDEA. IF WE BELIEVE WE'RE THE BEST DISTRICT, WE SHOULD BE PAYING THE BEST. DIRECTOR GREENWELL. >> YEAH, I THINK JUST TO DO A LITTLE REMINISCING ABOUT THREE YEARS AGO, [00:25:03] WE FOUND OURSELVES WAY OUT OF MARKET, WE WERE 30 AND $40 BELOW THE MARKET. WE THOUGHT ABOUT BRINGING AN OUTSIDE FIRM IN TO HANDLE OUR SUBSTITUTE BUSINESS, TO TAKE OVER FROM US, OUTSOURCE IT. THAT WAS A TERRIBLE IDEA. FORTUNATELY, THE BOARD VOTED IT DOWN AND SAID, LET'S DO A MARKET STUDY. GET OURSELVES OUT THERE WHERE WE'RE PROBABLY A LITTLE BIT ABOVE THE MARKET. THE REASON WE CAME TO THE CONCLUSION BACK THEN WAS, WE HAVE PROBABLY THE MOST COMPLICATED OR COMPLEX DISTRICT IN THE AREA. CLASSROOM COMPLEXITY IS VERY COMPLEX AT OUR SCHOOLS, WHEREAS SOME OF THESE OTHER SMALLER SCHOOLS AROUND DO NOT HAVE THAT CLASSROOM COMPLEXITY. REFLECTING SUCH, WE PROBABLY NEED TO PAY MORE TO GET PEOPLE AND TO GET SUBSTITUTES TO COME IN TO KEEP OUR FILL RATES UP WHERE THEY NEED TO BE. BECAUSE WHAT WE FOUND OUT SEVERAL YEARS AGO, WE WERE DOUBLING UP CLASSES, SUPERSIZING, WHEN A TEACHER WAS ABSENT, WE HAD NO SERVE, WE SPLIT THOSE KIDS UP, SUPERSIZED TO CLASS, AND THAT JUST DIDN'T WORK. TEACHERS WERE VERY MUCH COMPLAINING ABOUT THAT. THAT WAS A MAJOR SOURCE SUBJECT FOR US. DR. ERWIN, I APPRECIATE AND I'M GLAD YOU CAME FORWARD WITH THIS RECOMMENDATION BECAUSE WE NEED TO BE ABOVE THE GENERAL MARKET RATE BECAUSE WE ARE A MORE COMPLEX ENVIRONMENT AND HAVE MORE COMPLEX CLASSROOMS AND THE AMOUNTS, OTHER DISTRICTS, AS I UNDERSTOOD, HAVE RAISED ABOVE WHERE WE ARE STARTING RATES RIGHT NOW, SO WE'RE ALREADY BEHIND THE MARKET ALREADY AND TRYING TO SECURE SUBS. I APPRECIATE THAT YOU'VE COME FORWARD, AND WE'LL GET AN OPPORTUNITY TO TAKE A LOOK AT THIS GOING FORWARD. THANK YOU. >> DIRECTORS, ANY OTHER COMMENTS OR DISCUSSION? DIRECTOR LEE. >> HOW OFTEN HAVE WE LOOKED AT. EVERY YEAR SINCE. >> THREE YEARS AGO. WE EVERY YEAR. WE HELD WERE STILL WE WERE STILL ABOVE THE MARKET, AND THEN THAT BELOW. IT'S TIME. >> THAT'S GOOD. I WAS GOING TO SUGGEST THAT WE DO THAT. THANK YOU. >> ANY OTHER COMMENTS, DIRECTORS? WE'RE GOOD. WE'RE GOING TO MOVE ON TO ITEM B, [ IX.B. Human Resources Report(s) - Dr. Rod Earleywine ] HUMAN RESOURCE CITIZEN INPUT. I GET SORRY. YOU GUYS ARE IMPORTANT. >> GOOD EVENING. MY NAME IS TANYA HEN. I LIVED AT 3115 COURT STREET. FIRST, I WANT TO ACKNOWLEDGE AND THANK THIS BOARD FOR YOUR SERVICE TO OUR COMMUNITY, AND TO OUR STUDENTS. I'M HERE TO DISCUSS THE REASONS WHY I'M ASKING YOU TO REVIEW THE BOARD POLICY ON SUBSTITUTE TEACHER PAY RATES FOR CURRENT IOA LICENSED EDUCATORS, AND THE POSSIBILITY TO CHANGE IT IN ORDER TO ATTRACT MORE SUBSTITUTES. >> I'M A WEST HIGH SCHOOL GRADUATE AND RECEIVED MY EDUCATION DEGREE FROM MORNINGSIDE COLLEGE. I HOLD A STANDARD TEACHING LICENSE AND I'M CERTIFIED TO TEACH K-6 ELEMENTARY, K-8 READING, AND K-8 SPECIAL EDUCATION. EVERY FIVE YEARS, I TAKE CLASSES TO RENEW MY LICENSE AND KEEP UP ON CURRENT EDUCATIONAL PRACTICES. I RECENTLY DECIDED TO SUBSTITUTE AS MY OTHER COMMITMENTS WILL ALLOW IN THE SCHOOL DISTRICT. I KNOW SUBSTITUTES ARE NEEDED AND ALREADY VERY DEDICATED TEACHERS HAVE TO CARRY THE BURDEN FOR EACH OTHER WHEN SUBSTITUTES ARE NOT AVAILABLE. I WOULD BE ABLE TO USE MY DEGREE, MY SKILLS, AND MY PASSION FOR EDUCATION IN ORDER TO SUPPORT STUDENT LEARNING EVEN WHEN TEACHERS ARE ABSENT. I WAS VERY SURPRISED TO LEARN THAT MY LICENSURE AND EXPERTISE WOULD NOT BE COMPENSATED AT THE TOP LEVEL OF PAY UNTIL I SUB 51 DAYS. IN OTHER WORDS, I'M NOT A RETIRED TEACHER. I STILL HAVE TO TEACH 51 DAYS AS IF I'M AN UNCERTIFIED TEACHER IN ORDER TO RECEIVE THE TOP PAY LEVEL. I HAVE TWO EXAMPLES TO SHARE, AND BEFORE I SHARE THEM, I MEAN NO DISRESPECT TO THOSE WHO ARE GIVING THEIR TIME TO SUB AND THEY ARE NOT CERTIFIED TEACHERS. AS A MATTER OF FACT, MY DAD IS A COLLEGE GRADUATE AND A RETIRED BUSINESSMAN. HE TOOK A TWO DAY AEA IN PERSON COURSE TO OBTAIN A SUBSTITUTE AUTHORIZATION. WE DISCOVERED THAT MY DAD AND I COULD BEGIN SUBSTITUTE TEACHING IN OUR SCHOOL DISTRICT AND RECEIVE THE SAME COMPENSATION, EVEN THOUGH I HAVE A CURRENT IO LICENSE AND EXPERTISE IN THE FIELD. ALSO, BECAUSE MY DAD HAS MORE AVAILABILITY TO SUB IN HIS RETIREMENT. THIS COULD MEAN THAT HE COULD MAKE UP TO $65 MORE PER DAY THAN A CERTIFIED TEACHER LIKE MYSELF. I LOVE AND ADMIRE MY DAD. HE WOULD BE A WONDERFUL HARDWORKING SUB. HOWEVER, HE OPENLY AGREED THAT [00:30:03] AN EXPERIENCED LICENSED IOWA EDUCATOR SHOULD BEGIN AT THE TOP TIER OF PAY. IN CLOSING, I'M ASKING THAT THE BOARD CONSIDER CHANGING THE PAY RATE POLICY TO ADD CERTIFIED IOWA EDUCATORS TO THE TOP TIER OF COMPENSATION JUST AS RETIRED TEACHERS. THANK YOU. >> ANY CLARIFYING QUESTIONS FROM THE BOARD? THANK YOU VERY MUCH. APPRECIATE THAT. LET'S MOVE ON TO THE HUMAN RESOURCE REPORT. DR. ERWIN, BOARD MEMBERS, IS THERE A MOTION TO APPROVE THE HUMAN RESOURCE REPORT? MOTION MOVED. >> SECOND. >> WE HAVE FIRST, WE HAVE A SECOND. BOARD MEMBERS, ARE THERE ANY DISCUSSION? SEANIECE, IS THERE ANY CITIZEN INPUT? >> NO. >> ALL THOSE IN FAVOR, SAY AYE. >> AYE. >> ALL THOSE OPPOSED, SAY NAY? >> NAY. >> MOTION PASSES 6-1. ITEM C, AMENDMENT OF TOWER LEASE AT WEST HIGH SCHOOL. [ IX.C. Amendment of Tower Lease at West High School - Tim Paul ] THIS IS TIM, TIM, IF YOU'LL BE AVAILABLE TO SPEAK. IS THERE A MOTION TO SET A PUBLIC HEARING TO AMEND A LEASE AGREEMENT WITH THE SIOUX CITY COMMUNITY SCHOOL DISTRICT IN WOODBURY COUNTY FOR PROPERTY LOCATED NORTHWEST OF 3301 WEST 19TH STREET FOR A PUBLIC SAFETY COMMUNICATION TOWER SITE. >> MOTION MOVED. >> SECOND. >> WE HAVE FIRST, WE HAVE A SECOND. BOARD MEMBERS, IS THERE ANY DISCUSSION? DO YOU HAVE ANY QUESTIONS? DIRECTOR GRUMO? >> YES. IN THE FINANCE COMMITTEE MEETING. THE POSED IS TO EXTEND NEW PROVIDERS COMING IN TOWN AND PUT ANOTHER POD ON THE TOWER, SO TO SPEAK. THEY HAVE CR APPROVAL FOR LIKE A YEAR EXTENSION AND THE QUESTION IS, IS WHAT DO WE GET $100 A YEAR? THAT SEEMS PRETTY 3 MINUTES OUR BUSINESS, AND WE GOT MORE THAN $100 A YEAR. I JUST ASKED IN THE FINANCE COMMITTEE. LET'S GO AHEAD AND SET THE HEARING, BUT I'D LIKE TO UNDERSTAND THE MARKET CONDITIONS WHAT'S WORTH TO US. DOLLARS ARE GOING RATE OR NOT. I'M NOT SAYING INCREDIBLY LOW TO ME FOR A 30 PLUS YEAR EXTENSION FOR US. >> WOULD THIS BE A TIME FOR US TO ASK IF HE'S GOTTEN ANY OF THAT INFORMATION? >> I BELIEVE SO YEAH. I DID GATHER THE INFORMATION THAT THE OTHER PEOPLE REQUESTED. THE THE MAJORITY OF THE TOWER IS LEASED BY WOODBURY COUNTY STARCOMM, WHICH IS A JOINT EFFORT WITH THE SIOUX CITY AND WOODBURY COUNTY FOR PUBLIC SAFETY RADIOS, WHICH ENGAGES MOTOROLA SOLUTIONS, WHICH IS THE GROUP THAT PROVIDES THOSE SERVICES TO THEM. THEY PAY $10 MONTH FOR RENTAL OF THAT SO THAT THE EQUIPMENT CAN BE USED FOR PUBLIC SAFETY. THE OTHER LEASE THAT, I THINK THE ONE MORE IN QUESTION, IT'S SINGULAR WIRELESS IS THE ONE THAT IS LOOKING TO EXTEND THAT LEASE. THE CURRENT LEASE EXPIRES SEPTEMBER 30TH OF 2034, THE NEW LEASE WOULD GO SEPTEMBER 30TH OF 2061. DIRECTOR GREENWELL, CURRENTLY, IT'S A $3,275.25 PER MONTH LEASE FOR SINGULAR TO UTILIZE THAT COW, WHICH WOULD BE FOR AT&T AS WELL. YOU HAD ASKED AT THE FINANCE COMMITTEE WHAT THE REVENUE GENERATED FROM THE NEW PROVIDER GOING ON THE TOWER WAS? >> HE DID. I DIDN'T HAVE THAT INFORMATION. >> I'M BRINGING IT. NO, NO, NO. THIS IS WHAT THE COUNTY RECEIVES FROM THE RENTAL OF THE TOWER LEASE FROM SINGULAR WIRELESS. >> WHAT'S THAT FOR US? >> IT'S IT'S STILL $100. THAT'S WHAT WE GET. THEY PAY US $100 ANNUALLY. THAT'S CURRENTLY HOW THE CONTRACT IS SET. IT'S UP FOR THE BOARD'S DECISION IF YOU WANT TO MODIFY THAT. >> IF I MIGHT ASK WHAT DOES THE COUNTY DO? WHAT DOES THE COUNTY PROVIDE TO EARN $3,000 A MONTH? >> WHOEVER THEM BEING THE OWNER OF THE TOWER. >> THEY OWN THE TOWER AND IT'S ON OUR LAND. >> YES. THAT'S CORRECT. >> OKAY. >> FOR $100 A YEAR, WE RENT LAND TO THEM? >> CORRECT. I MIGHT I ADD, ALSO, JUST IN FAIRNESS OF THE DISCUSSION, WE ALSO HAVE TOWER SPACE ON THE TOWER THAT WE UTILIZE FOR OUR TRANSPORTATION DEPARTMENT, FOOD SERVICE, AND OPERATIONS AND MAINTENANCE. >> WE WE GET SOME TYPE OF IN KIND RETURN. [00:35:04] >> I BELIEVE THE QUESTION THAT WAS ASKED IN FINANCE, DIRECTOR GREENWELL WAS, WHAT ARE THEY RECEIVING FROM IT AND THAT'S WHAT I HAD. WE HAVEN'T CHANGED ANYTHING WITH A $100. I WAS JUST BACK WHAT THEY WERE, SO COUNTING ADDITIONAL $3,200 A MONTH. >> COME ON AND WE'RE GETTING $100 A YEAR FOR EXTENDING HIS LEASE FOR 30 YEARS. >> THAT IS CORRECT. UNLESS YOU GUYS WOULD LIKE TO MODIFY THAT OUR LEADERSHIP TO GO BACK AND TRY TO NEGOTIATE. >> I JUST THINK IT'S IMBALANCED. I'LL SAY THAT. IMBALANCED. I DON'T KNOW WHAT IT COSTS TO OPERATE AND HAVE THE ADDITIONAL POD ON THE TOWER, BUT FOR A 30 YEAR LEASE EXTENSION FOR US GETTING $100 A YEAR, JUST DOESN'T SEEM QUITE BALANCED TO ME. >> I DON'T KNOW THIS, BUT I DOUBT THAT THE COUNTY MAINTAINS WHATEVER DEVICE IS ATTACHED TO THE TOWER FOR SINGULAR. >> RIGHT. >> I MEAN, THEIR COMPANY COMES IN AND DOES THAT. SO THEY'RE SUBLEASING THE SPACE OUT. >> CORRECT. >> BUT IT'S THEIR TOWER. I GET THAT, BUT IT'S OUR LAND. HOW MANY ACRES OF LAND DOES IT SIT ON? >> OH, IT TAKES UP A VERY SMALL FOOTPRINT. >> FOOTPRINT, YEAH. >> THE SIZE OF THE BUILD. >> VERY, VERY SMALL FOOTPRINT. >> NOW THEY HAVE A WINDFALL OF 3,200 A MONTH. I THINK THE DISTRICT SHOULD GET A SHARE OF THAT. THAT'S JUST MY OPINION. I'M NOT SAYING I DON'T KNOW WHAT THAT IS. I DON'T KNOW, BUT SOMEONE HERE MIGHT KNOW BETTER THAN I ON WHAT THAT MIGHT BE. >> FINANCE GURU. >> WELL I JUST BACK TO MY POINT, $100 A YEAR, $3,200 A MONTH. I DON'T KNOW WHAT THE RIGHT NUMBER IS, BUT I WOULD ASK ADMINISTRATION TO GO BACK AND ENGAGE IN NEGOTIATIONS AND FIND OUT WHY DO WE GET? >> WE ALREADY HAVE A MOTION MADE. PUBLIC HEARING WILL BE HELD AT 6:00 PM, LOCAL TIME AT THE EDUCATIONAL SERVICE CENTER 627 FOURTH STREET, S CDI ONE 14 OCTOBER 2024. DESCRIPTION OF THE AGREEMENT WILL BE AVAILABLE IN THE PURCHASING MANAGER'S OFFICE AT THE SAME ADDRESS. WE'VE HAD A FIRST AND WE HAD A SECOND DISCUSSION. THE QUESTION I HAVE IS, DO WE MOVE FORWARD WITH THIS AND VOTE ON IT OR? >> YES. >> IT'S NOT VOTING ON THE AGREEMENT, IT'S HAVING A HEARING. >> YES. GATHER THEIR INPUT AS WELL. >> WE CAN DISCUSS THIS AT THE HEARING, CORRECT? >> YES. >> THEN WE CAN VOTE THE HEARING UP OR DOWN IF WE. >> BOTH THE PROPOSAL UP OR DOWN. CORRECT. >> WHAT INFORMATION TO FIND? >> BECAUSE TECHNICALLY, WE'D BE LOCKED INTO THE $100 UNTIL 2034? >> WE ARE CURRENTLY LOCKED IN UNTIL 2034, WE WOULD BE LOCKED IN UNTIL 2061. >> IF WE VOTED IT. RIGHT NOW WE'RE LOCKED IN UNTIL. >> UNTIL 2034. >> I'M SORRY, BUT IS THAT IRREGARDLESS OF WHETHER THEY PUT SOMETHING ELSE ON THE SINGULAR ON THE TOWER. THEY DON'T NEED OUR PERMISSION TO ADD VENDORS TO THE TOWER. >> IF SINGULAR SAID, WELL, WE'LL ONLY GO TILL 2034, THEN THEY COULD PUT IT ON UNTIL THAT AMOUNT OF TIME. >> IS IT EVERY 30 YEARS? >> IT WAS SIGNED ORIGINALLY DIRECTLY IN 2002 SO I 2031. >> JOHN, WAS THIS DURING YOUR FIRST OR SECOND STINT ON THE BOARD? >> SOMEHOW, I DON'T RECALL THIS ONE. >> YES, THAT IS CORRECT, 30 YEARS. >> JUST TRYING TO UNDERSTAND BASICALLY, THEY HAVE A LAND LEASE. WELL, ESSENTIALLY, THEY OWN IT. NOT QUITE IN PERPETUITY, BUT LONG ENOUGH. $100 SOUNDS OVERLY MODEST. BUT THEN YOU HAVE TO FACTOR IN OUR RADIOS THAT ARE ON THEIR TOWER. I DON'T KNOW WHAT JUSTICE IS RIGHT NOW. I THINK I'D ASKED THE ADMINISTRATION TO SEE IF THEY CAN FIND EITHER A DEFINITION OF JUSTICE OR A BIT MORE THAN 100 BUCKS A MONTH. >> ANY OTHER COMMENTS OR QUESTIONS, DIRECTOR MILLER? >> TIM, YOU MIGHT KNOW THIS ANSWER, BUT I WAS LOOKING FOR OUT CLAUSES, AND DOES THIS LOCK US INTO THIS LEASE REALLY FOR [00:40:02] THE NEXT 40 YEARS BECAUSE I CAN'T FIGURE OUT TO GET OUT OF THIS LEASE TO SO ELSE. I WOULD HAVE TO ASK I DID HAVE DAN REVIEW THIS FOR A LEGAL OPINION. ASK HIS OPINION IF I DIDN'T SEE AN OUT CLAUSE, BUT I HAVE TO CHECK THAT. THERE'S 10 YEARS REMAINING OF 2034. YOU'RE GOING TO BOTH TO EXTEND IN ANOTHER 27 YEARS. THE ONLY WAY OUT A BAD LEASE AGREEMENT. >> WELL, THE ONLY QUESTION IS IF WE DIDN'T HAVE OUR EQUIPMENT ON THAT TOWER, THEN WHERE WOULD WE PUT THE EQUIPMENT AND WHAT WOULD THAT COST US? THAT'S THE ANALYSIS THAT I'M NOT QUALIFIED TO MAKE, BUT I THINK IT BE A HORSEBACK. >> GOING TO BE COMING. >> THAT'S FOR SURE. >> I DON'T WANT TO BE 40 YEARS FOR 100 BUCKS. I WILL DEFINITELY GO BACK AND NEGOTIATE WITH YOUR PERMISSION AND TRY TO. >> PLEASE, GO WORK ON THAT. YEAH. >> SEANIECE, BY CHANCE, IS THERE ANY CITIZEN INPUT ON THIS? >> NO. >> ALL THOSE IN FAVOR TO SET. TALK TO AN APPRAISER? >> LEASES AT COME. IF YOU WANT TO GO TO THAT EXTENT. >> SABER INDUSTRIES IS A GOOD PERSON TO TALK WITH. >> I WOULD SUGGEST, MR. CHAIRMAN, THAT WE FOCUS ON SETTING THE HEARING. THERE'S BEEN A LOT OF GOOD IDEAS BROUGHT UP, AND I KNOW THAT OUR SUPERINTENDENT, WORKING WITH HIS STAFF HAVE YEARS TO ALL OF THEM, AND I DON'T THINK THEY NEED OR BOARD COMMENTARY TO MOVE THEM IN THAT DIRECTION. I WOULD ENCOURAGE US TO GO FORWARD AND SET THE HEARING SO THERE'S A DEADLINE FOR MAKING A DECISION. >> WANTING TO LAND SUSPEND BOARD COMMENTARY. >> OH, NO. IF YOU WANT TO COMMENT, THAT'S FINE. WHAT I'M SAYING IS I SAYS, I THINK WE SHOULD BE SATISFIED WITH WHERE WE ARE IN TERMS OF THE QUESTION OF VOTING FOR A HEARING. >> WE HAVE HAD A MOTION FIRST AND A SECOND. WE'VE HAD DISCUSSION. NOTICE THIS INPUT. AS IN FAVOR, SAY AYE. >> AYE. >> AYE. >> ALL OPPOSED TO SAY, NAY. >> MOTION PASSES. >> MR. PRESIDENT, I WOULD POINT OUT AFTER DOING SOME QUICK MATH THAT THIS LEASE HAPPENED WHILE I WAS STILL WORKING FOR THE CITY. THAT WAS PRIOR TO MY INCARNATION WITH THE DISTRICT. >> [LAUGHTER] THANK YOU FOR THAT CLARIFICATION. JOHN MEYERS. ITEM D, DESIGN AGREEMENT WITH JEO FOR NORTH AND WEST HIGH POOL REPAIRS. [ IX.D. BUT GOING FORWARD, WE WILL HAVE REGULAR SCHEDULED MAINTENANCE? >> YEAH. WE WILL MAINTAIN ALL THE EQUIPMENT THAT WE CURRENTLY HAVE. IT'S BOILERS, CHEMICAL FEED PUMPS. WE HAVE SCHEDULED MAINTENANCE ON THOSE NOW AND THERE'S NO REASONABLE WILL HESITANT SOME OF THE DESIGN COULD CHANGE WHEN WE RENOVATE THOSE, BUT WHATEVER IT IS, WE'LL BUILD A SCHEDULED MAINTENANCE PLAN AROUND THOSE. >> TO MAKE A POINT, 33,000 OF THAT 76 HAS BEEN PAID BY THE CLUB THAT IS SUPPORTING US, THE SHARKS, THAT ARE SUPPORTING THE REPAIR TO THE NORTH POOL. >> THE REGULAR MAINTENANCE WILL TAKE PLACE ON THE TWO POOLS? >> SEANIECE, IS THERE ANY CITIZEN INPUT? IS THERE A MOTION TO APPROVE THESE BOARD POLICIES FOR FIRST READING? >> SO MOVED. >> MOVED. >> WE HAVE A FIRST, WE HAVE A SECOND. BOARD MEMBERS, ARE THERE ANY DISCUSSION? DIRECTOR GREENWELL? >> YES. TO MAKE A PEDANTIC PROCESS EVEN MORE PEDANTIC, THE POLICY ON NEPOTISM, AS I WAS GOING THROUGH THAT, SOMETHING DIDN'T QUITE READ RIGHT TO ME. DON'T MENTION AUNT AND UNCLE, NIECE AND NEPHEW AS FAMILY RELATIONSHIPS, SO I THOUGHT THAT NEEDED TO BE SPECIFIED VERSUS IMPLIED. THE SUPERINTENDENT CAN WAIVE SOMETHING. THERE'S AN INCONSISTENCY IN PARAGRAPH 2 BECAUSE IT SAYS IMMEDIATE FAMILY, AND THEN LATER ON, THE SECOND SENTENCE SAYS NO SPOUSE WITHIN DOWN BELOW IN DEFINITION, [00:50:03] IT SAYS SPOUSE, SO IT WAS SOME LANGUAGE IS MESSED UP, AND I THINK FAMILY SHOULD BE DIFFERENT THAN DOMESTIC PARTNER. YOU COULD HAVE FOLKS COHABITATING TOGETHER THAT ARE NOT RELATED AND WOULDN'T BE FAMILY. I THINK WE NEED TO ADD DOMESTIC PARTNER AND CONSENSUAL PARTNER IN THE SAME SECTION BECAUSE EFFECTIVELY THE SAME THING, EXCEPT ONE MAY OR MAY NOT HAVE SEX OR ROMANTIC. I HAVE A MARKUP THAT I WOULD SUGGEST THAT WE GO WITH. IT'S IN FRONT OF ALL THE BOARD MEMBERS, THE YELLOW HIGHLIGHTED, AND THEN THE LIGHT BLUE OR AQUA STRIKE TO MAKE THAT SECOND PARAGRAPH MORE CONSISTENT WITH THE MEETING. I WOULD SUGGEST THESE CHANGES GO IN PLACE, ALTHOUGH I CAN'T IMAGINE THE SUPERINTENDENT ALLOWING A SPOUSE TO REVIEW A PERFORMANCE REVIEW ON ANOTHER DIRECT FAMILY MEMBER, THAT STILL SEEMS TO ME, BUT MAYBE THERE'S AN INSTANCE WHERE THAT'S REQUIRED. I DON'T KNOW. THOSE ARE MY SUGGESTION CHANGES. I THINK IT PROVIDES MORE CONSISTENCY AND CLEARER DEFINITION OF DOMESTIC PARTNERS, AND CLARIFIES THE DEFINITION OF FAMILY BY INCLUDING AUNT, UNCLE, NIECE, AND NEPHEW. YOU CAN'T IMPLY THAT. [INAUDIBLE]. THIS IS TO PROVIDE ADDITIONAL CLARITY. I WOULD OFFER THESE AS CHANGES. >> MR. CHAIRMAN, DO WE NEED TO REFER THIS PARTICULAR POLICY THEN BACK TO THE COMMITTEE TO BRING FORWARD SEPARATELY? >> YES. THAT WOULD BE MY RECOMMENDATION THAT WE BRING IT BACK TO THE COMMITTEE FOR FURTHER REVIEW. >> DIRECTOR MILLER, MR. CHAIRMAN, I WOULD MOVE TO AMEND THE MOTION TO DEFER THE FIRST READING OF THE POLICY ON NEPOTISM AND TO REFER THAT BACK TO THE POLICY COMMITTEE. >> IS THERE A MOTION? YOU MAKE THE MOTION. >> I'LL SECOND. >> SECOND? WE HAVE FIRST, WE HAVE A SECOND. ANY OTHER DISCUSSION REGARDING REMAINING? >> MOVING ON THIS. >> MOVING JUST ON THIS ONE? WOULD THERE BE ANY CITIZEN INPUT ON THIS ONE THEN? >> [INAUDIBLE]. >> ALL THOSE IN FAVOR, SAY AYE. >> AYE. ALL THOSE OPPOSED SAY NAY. >> DISCUSSION, BECAUSE WE DIDN'T HAVE A CALL FOR A DISCUSSION. DIRECTOR GREENWELL, THANK YOU FOR YOUR FEEDBACK ON THAT BECAUSE THIS HAS BEEN A WORK IN PROGRESS ON THE POLICY COMMITTEE. >> [INAUDIBLE]. >> RIGHT. NO, AND I CAN APPRECIATE THAT, REALLY, BECAUSE THIS HAS BEEN AN EXTENSIVE PROCESS IN THE POLICY COMMITTEE SO TO HAVE THE THIRD EYE, IF YOU WILL, LOOK AT THIS, AND TO OFFER THAT SUGGESTION IN THOSE SUGGESTIONS AND FOR IT TO COME BACK TO POLICY COMMITTEE. I, FOR ONE, APPRECIATE IT, BECAUSE IT'S TAKEN US A WHILE TO GET TO THIS DOCUMENT, SO THANK YOU FOR YOUR FEEDBACK, AND WE'LL TAKE IT UNDER ADVISEMENT AND WORK WITH LEGAL. THANK YOU. >> WE'LL HAVE TO VOTE ON THAT OR DID WE VOTE? >> VOTE ON AMENDING THE MOTION. NOW WE HAVE THE AMENDED MOTION TO VOTE ON. >> JUST TO CONFIRM, DIRECTOR LEE, DID YOU OR YOU VOTING ON THE [INAUDIBLE]? >> I AM VOTING ON THAT, BUT ALSO WE DID HAVE A OF DISCUSSION AND I WANTED TO MAKE SURE THAT I WAS HEARD. >> OKAY. YOU WERE [INAUDIBLE]. >> YES. THANK YOU. >> NOW, WE'RE GOING TO MOVE FORWARD WITH THE AMENDED MOTION. LET'S HAVE A VOTE ON IT, CORRECT? >> DISCUSSION. >> DISCUSSION. ANY MORE DISCUSSION? >> IT'S AND ALREADY CONFUSING SITUATION. WE'RE REMOVING THE NEPOTISM POLICY AND REVERTING BACK THAT POLICY BACK TO THE POLICY COMMITTEE AS WE'RE VOTING ON ALL THE OTHERS. >> CORRECT. YES. >> RETURN TO [INAUDIBLE] THE COMMITTEE? >> YES. >> I WOULD ASSUME NO CITIZEN INPUT ON THIS. >> NO. >> ALL THOSE IN FAVOR SAY AYE. >> AYE. >> ALL THOSE OPPOSED, SAY NAY. MOTION PASSES. [00:55:09] ITEM K, DELETION OF BOARD POLICY 501.11. [ IX.K. IS THAT TIME OF THE NIGHT. IS THERE A MOTION. >> MAY I ASK, MR. CHAIRMAN, [Additional Item] JUST TO HAVE A MOMENT BEFORE WE MOVE TO THE ADJOURNMENT? >> YES. I WOULD LIKE TO ESPECIALLY ACKNOWLEDGE THAT TOMORROW KNOEPFLER MOTORS IS OFFERING A SPECIAL SESSION FOR OUR CAREER ACADEMY STUDENTS THAT ARE IN THE EMT OR THE EMERGENCY TEAM AND THE FIREFIGHTERS TO LEARN ABOUT HOW ELECTRIC VEHICLES ARE CONSTRUCTED AND WORKED, AND PARTICULARLY WHAT HAPPENS IF THEY HAVE A CRASH AND START A FIRE. THIS IS A DIFFERENT SITUATION THAN A GASOLINE VEHICLE. VERY IMPORTANT FOR OUR EMT PEOPLE AND FIREFIGHTERS TO KNOW, AND CERTAINLY A SIGNIFICANT COMMUNITY INVOLVEMENT AND COLLABORATION FROM OUR BUSINESS COMMUNITY WITH OUR SCHOOL DISTRICT. I WOULD LIKE TO TAKE THE OPPORTUNITY TO SALUTE KNOEPFLER MOTORS ON THE OFFER OF THIS CLASS THAT WILL OCCUR THIS WEEK AND TO THANK THEM FOR THE EFFORT TO MAKE OUR SUCCESS AS A SCHOOL EVEN BETTER. THANK YOU. >> IS THERE A MOTION FOR ADJOURNMENT? >> SO MOVED. >> SECOND. >> WE HAVE A FIRST, WE HAVE A SECOND. ALL THOSE IN FAVOR SAY AYE. >> AYE. >> ALL THOSE OPPOSED, SAY NAY.
