EARLEYWINE DURING HIS TIME IN SERGEANT BLUFF, AND WE EVEN SERVED ON A COMMUNITY BOARD TOGETHER.
HAVING SAID THAT, I AM INCREDIBLY CONCERNED ABOUT THE CURRENT SUPERINTENDENT SEARCH AND HOW CERTAIN BOARD MEMBERS HAVE BEHAVED DURING OUR LAST SEARCH ATTEMPT, AND THE RAMIFICATIONS IT WILL HAVE ON OUR ABILITY TO RECRUIT OUTSTANDING CANDIDATES TO BE OUR NEXT SUPERINTENDENT.
SESSIONS WERE HELD AT EAST, NORTH AND WEST WHERE THE PUBLIC WAS INVITED TO, QUOTE, PROVIDE THEIR FEEDBACK ON THE LEADERSHIP QUALITIES, COMMUNICATION STRATEGIES AND MANAGEMENT TRAITS MOST IMPORTANT IN A NEW SUPERINTENDENT.
NOWHERE IN THAT INVITATION DID IT SAY IN THAT YOUR COMMENTS IN AN OPEN SESSION MAY BE USED BY A CERTAIN SCHOOL BOARD MEMBER AS AN OPPORTUNITY TO TEXT YOU DIRECTLY TO ARGUE AGAINST YOUR VALID CONCERNS RAISED, THEN ULTIMATELY CONTACT YOUR EMPLOYER TO MAKE SURE YOU ARE KEPT IN LINE AND QUIET.

THE REASON I BRING THAT UP IS BECAUSE FOR THE TWO INPUT SESSIONS I ATTENDED, I HEARD PEOPLE FROM BOTH SIDES SAY THEY FEEL THIS WHOLE PROCESS IS JUST A BIG SHOW AND A FRIVOLOUS WASTE OF TAXPAYER DOLLARS BECAUSE THEY BELIEVE THE SCHOOL BOARD WILL JUST HIRE ANGELA BEMIS AS THE SUPERINTENDENT, OR AS THE INTERIM SUPERINTENDENT AND CERTAIN MEMBERS OF THE SCHOOL BOARD ASSERT THAT THERE WEREN'T ENOUGH QUALITY CANDIDATES.
THE NUMBER OF TEACHERS IN THIS DISTRICT, I HAVE ALSO HEARD THAT CONCERN FROM IS PERSONALLY SHOCKING.
TWO YEARS AGO WHEN WE WERE IN THIS VERY SAME SITUATION, I WAS HELPING ONE OF THE LOCAL STATIONS WITH CANDIDATE INTERVIEWS WHEN THE SIOUX CITY JOURNAL REPORTER AND THE CASEY REVIEW REPORTER PULLED OUT A PAPER WITH THE VERY SAME QUESTION FOR THE NON-LOCAL FINALIST CANDIDATE.
IT WAS A QUESTION REGARDING AN UNFLATTERING STORY WHILE HE WAS AN ADMINISTRATOR.

INTERESTINGLY, THIS INFORMATION WAS ALREADY DISCLOSED TO THE BOARD.SO I HAD TO ASK MYSELF, WHY THEN WOULD THE CITY AND SCHOOL BOARD PRESIDENT SEND THIS TYPE OF QUESTION TO THE LOCAL MEDIA THE NIGHT BEFORE THE ANNOUNCEMENT OF THE HIRE? IN THE LAST BOARD ELECTION, I HAD THE OPPORTUNITY TO ASK MR. GREENWELL IF HE SENT IT TO THE JOURNAL, AND AFTER MUCH GRUMBLING, HE DID IN FACT ADMIT IT.
WHICH BRINGS ME TO MY FINAL POINT.
THE IOWA DISTRICT COURT RULING ISSUED ON APRIL 19TH OF THIS YEAR JUDGE NEARY SAID, AND I QUOTE GREENWELL DISPLAYS AN ATTITUDE OF ARROGANCE TOWARD BEING CHALLENGED AS TO HIS MOTIVES, AND HE GOES ON TO SAY HE APPEARS TO BE A DOMINANT, IF NOT CONTROLLING, CONTROLLING PERSONALITY, CAPABLE OF IMPOSING HIS OPINIONS ON OTHERS IF UNCHALLENGED.
BY THE WAY, THE JUDGE USES THE WORD VINDICTIVE TO DESCRIBE MR. GREENWELL'S BEHAVIOR SEVERAL TIMES IN THE COURT RULING.
MR. GREENWELL, IT IS, IN MY OPINION, AND THAT OF MANY OTHERS WITH WHOM I HAVE CONFERRED, THAT IT WOULD BE IN THE BEST INTEREST OF OUR SCHOOL DISTRICT AND OUR COMMUNITY SEARCH FOR A NEW SUPERINTENDENT IF YOU WOULD RESIGN FROM THE SCHOOL BOARD AND IT WOULD GIVE SCHOOL EMPLOYEES AND THE COMMUNITY AT LEAST SOME HOPE THAT THEY WILL NOT BE RETALIATED AGAINST FOR HAVING AN OPINION THAT DIFFERS WITH YOURS.

JUST RECENTLY, A FELLOW COMMUNITY MEMBER, AFTER SPEAKING OUT AT THE ANONYMOUS SUPERINTENDENT SEARCH LISTENING SESSIONS, HAD HIS EMPLOYER CONTACTED BY THE BOARD IN AN EFFORT TO INTIMIDATE AND SILENCE.
AGAIN, USING INTIMIDATION TO TRY AND SILENCE THEIR WORK.
THERE HAVE BEEN INCIDENCES WHERE A DISTRICT COURT JUDGE HAS SCOLDED OUR BOARD MEMBERS, CHASTISING THEM, AND I QUOTE, FOR NOT ACTING IN GOOD FAITH, BUT RATHER WITH VINDICTIVE PURPOSE. WE HAVE A MAJOR PROBLEM.
TEACHERS AND ADMINISTRATORS ARE LEAVING ALL ACROSS OUR DISTRICT.
THE RETENTION OF QUALITY STAFF IS A MAJOR ISSUE, AS NOTED BY THE SEARCH FIRM.
INTIMIDATION AND RETALIATION IS A CONSISTENT AND PERVASIVE ISSUE.
YOU MAY SAY, WELL, WE NEVER HEAR SUCH THINGS, BUT OF COURSE YOUR FACULTY AND ADMIN WILL NEVER SPEAK UP BECAUSE THEY FEAR THEY WILL BE INVOLUNTARILY TRANSFERRED, INTIMIDATED, OSTRACIZED, GIVEN ADDITIONAL DUTIES, OR TREATED POORLY.
I WAS SO RELIEVED WHEN THE UPPER ADMINISTRATION RECOGNIZED THAT IT WAS NOT A PROBLEM, BUT A CRISIS.

SOME OF THEM LEAVE FOR LESSER PAYING JOBS, HAVING EXPERTLY LED INNOVATIVE BUILDINGS.
WHAT TIES TOGETHER ALL OF THESE DEARLY DEPARTED EDUCATORS? WELL, ALL OF THEM HAVE PUSHED BACK AND CHALLENGED THE STATUS QUO, ONLY TO BE MOVED OR RETALIATED AGAINST IN SOME WAY, SHAPE OR FORM.
BUT RATHER THAN USE THAT TO MAKE THE DECISION, THEY WERE TOLD TO SIT AND ACCEPT THEIR CONSEQUENCES.

THE STATE CONTROLS THE MAXIMUM AMOUNT A DISTRICT CAN SPEND.

THAT'S ADDITIONAL FUNDING THAT WE RECEIVED AS CASH AND SPENDING AUTHORITY.
THOSE WERE CHANGES AFTER WE THE FY 25 BUDGET ADOPTION.
THAT IS ALSO AFFECTS CASH AND SPENDING AUTHORITY, A CHANGE MADE AFTER THE BUDGET ADOPTION.
AND I ALSO ADJUSTED THE SPED DEFICIT.
FROM $750,000 TO $2 MILLION, SO AN INCREASE OF $1.2 MILLION.
THAT ADJUSTMENT AFFECTS SPENDING AUTHORITY, BUT THERE'S NO CASH THAT GOES WITH IT.
SO THOSE ARE THE ADJUSTMENTS THAT I MADE TO THE ANNUAL SPENDING AUTHORITY.
NOTE TWO SHOWS THE EXPENDITURES AT $198 MILLION.
THOSE THAT'S THE PRELIMINARY FY 25 EXPENDITURES ARE FROM THE FY 25 ADOPTED BUDGET.
THE ESTIMATED COST OF THOSE NEW POSITIONS IS ABOUT $1.9 MILLION.
WE WILL AGAIN, THIS IS A PRELIMINARY PROJECTION IN JANUARY I'LL PRESENT AN UPDATED SPENDING AUTHORITY PROJECTION, AND WHICH I WILL POTENTIALLY UPDATE THE FY 25 ESTIMATED EXPENDITURES BASED ON WHAT MY LINE ITEM BUDGETS ARE.
SO FOR FY 24 OUR SPENDING AUTHORITY.
OUR UNSPENT BALANCE INCREASED BY $14.2 MILLION.
WE HAD PROJECTED AN INCREASE OF ABOUT $6.7 MILLION.
THE INCREASE IS IS DUE TO REALLY THREE THINGS.
A POSITIVE BUDGET VARIANCE IN OUR INTEREST INCOME OF ABOUT $3 MILLION.
OUR SPED DEFICIT WAS POSITIVE ADJUSTMENT OF ABOUT $2.1 MILLION.
AND THEN WE HAD OPEN ABOUT 20 OPEN POSITIONS IN FY 24 THAT ACCOUNT FOR APPROXIMATELY $1.3 MILLION.
SO WHEN WE'RE TALKING BUDGET, I ALWAYS HAVE TO CAPTURE THOSE UNFILLED POSITIONS BECAUSE AND WE HAVE TO BUDGET AS IF THEY WERE ALL GOING TO BE FILLED. AND YOU CAN SEE FOR FY 25, I'M PROJECTING BASICALLY A BREAK EVEN THAT WE REALLY WON'T ADD TO OUR SPENDING AUTHORITY CARRYOVER OR DECREASE ITS RIGHT ABOUT EVEN. SO, THIS NEXT PAGE, PAGE SEVEN, IS I WON'T GO THROUGH ALL THIS.
I ONLY PUT THIS IN HERE SO THAT YOU CAN SEE THAT THERE.
THIS IS THE THE DETAIL, THE FORMULA BEHIND THE CALCULATION OF SPENDING AUTHORITY.
YOU CAN SEE IN THE FIRST COLUMN FOR FY 26 SSA 2.5% AND TARGETED EXPENDITURES 2.5%.
WHAT THIS WOULD GENERATE IN FY 26 IF WE HAD A TARGETED EXPENDITURE INCREASE TO 2.5%, WE COULD INCREASE OUR EXPENDITURES BY ABOUT $4.8 MILLION.
THIS DOES LEAD TO A DEFICIT SPENDING.
WE WOULD BE USING SOME RESERVES, ABOUT $1.1 MILLION OF RESERVES.
AND AND HOW WE CALCULATE THAT IS BASICALLY OUR ANNUAL SPENDING AUTHORITY AGAIN, STUDENT ENROLLMENT TIMES COST PER STUDENT IS WHAT ANNUAL SPENDING AUTHORITY. THAT'S THE BASIC FORMULA.
SO IF YOU TAKE THAT OUT TO FY 30 OVER OVER FIVE YEARS TIME, UNDER THIS SCENARIO, WE WOULD BE USING $10 MILLION OF SPENDING AUTHORITY. ALTHOUGH OUR RATIOS ARE STILL DECENT YOU GET OUT TO FY 30 AND YOU STILL HAVE A 25% UNSPENT BALANCE.
SO STILL A DECENT FUND BALANCE OR STILL A DECENT CARRYOVER BALANCE.
IN YEAR ONE, WHICH IS FY 26 WE WOULD BE USING $3 MILLION OF SPENDING AUTHORITY.
AND WE AND IF YOU CARRY THAT OUT, EVERYTHING IS THE SAME IN THE FIRST SCENARIO EXCEPT THAT 1% DIFFERENCE, AND ONLY IN YEAR ONE WE WOULD BE USING $20 MILLION IN SPENDING AUTHORITY.

AND THAT'S WITH A 1% DIFFERENCE IN ONE YEAR.

SO THE RECOMMENDATION IS THAT THE BOARD OF DIRECTORS ACKNOWLEDGES THE INFORMATION PRESENTED REGARDING THE FY 26 PRELIMINARY SPENDING AUTHORITY PROJECTIONS AND THE BUDGET PRESENTATION CALENDAR.

YOU WOULD SEE THAT WE HAVE $583.
SO IT LOOKS LIKE WE HAVE SIGNIFICANT DEFICIT SPENDING.
WELL, IN FACT THAT WAS MADE UP PRIMARILY THROUGH THE ESSER FUNDING.
SO WHILE WE DID HAVE TECHNICAL DEFICIT SPENDING, THE SSA WASN'T COMPLETELY REPRESENTATIVE OF THE FUNDS THAT WE RECEIVED IN BECAUSE WE GOT $59 MILLION FROM FROM ESSER.
THAT IS GONE AND THAT IS GONE FROM, YOU KNOW, 25 ON.
IF THIS NEXT YEAR WE SPENT 1% MORE IN EXPENDITURES THAN REVENUE THAT COMPOUNDING EFFECT WOULD CARRY ON EVERY SINGLE YEAR AND WOULD COMPOUND EVEN IF WE SPENT RIGHT AT THE 2.5%.
SO IT WOULD CONTINUE TO CONTINUE TO COMPOUND AND GROW.
SO THIS YEAR'S BUDGETING IS PROBABLY GOING TO BE A BIT MORE TIGHT, PARTICULARLY WITH THE POSITIONS THAT WE'VE ADDED AS WE AS WE GO FORWARD WITH MAINTAINING SSA AND SPENDING OR SPENDING IN PARALLEL.
EXCEEDING SPENDING WITHOUT ESSER ANYMORE IS GOING TO BE A DIFFICULT, DIFFICULT PROJECT.
PATTY, YOU NOTED THAT WE HAD A DECREASE IN 106 AND A FRACTION AMOUNT OF STUDENTS.
