THE EDUCATIONAL STUDENT LIAISONS SERVE STUDENTS AT THE HIGH SCHOOLS. THE TUTOR SERVE STUDENTS AT HUNT LIERY, AND LOWES HILLS ELEMENTARY BUILDINGS. WE PROVIDE MENTORING, TUTORING, STUDENT ACTIVITIES, HOME VISITS AND FAMILY SUPPORT SERVICES. OUR BUDGET FROM LAST SCHOOL YEAR 24 25, WE GOT AWARDED 104,067. IT WAS ULTIMATELY AROUND 105,000. THEY ADJUSTED A LITTLE BIT SOMETIMES. FOR THE 25 26 SCHOOL YEAR IS 89,369. THE ALLOCATION IS BASED ON THE FUNDING AVAILABLE AND ALSO ON THE STUDENT COUNT. LAST TIME WHEN WE BROUGHT IT THE FIRST TIME TO SET THIS HEARING, YOU GUYS WERE ASKING ABOUT THE NUMBERS CHANGING, AND WE DID PROJECT AND CONTINUE TO PROJECT THE NUMBERS TO GO DOWN FOR VARIOUS REASONS. THE BIGGEST REASON FOR US FROM LAST YEAR TO THIS YEAR COUNT WAS THE GRADUATION. [00:10:02] WE HAD 40 STUDENTS THAT GRADUATED AND WE ONLY HAD TWO KINDERGARTEN STUDENTS COMING INTO THE SYSTEM. THAT IS ONE OF THE REASONS. THE OTHER REASON, AND WE WILL CONTINUE TO SEE THAT FOR A WHILE UNTIL IT ALL ENDS, I GUESS, IS THE BLOOD COUNT, WHICH IS A FACTOR THAT THE TRIBES ARE KEEPING TRACK OF TO DETERMINE WHO THEY ACCEPT AS MEMBERS OF THE DIFFERENT TRIBES AND BASED ON THAT IS WHERE THEY GIVE THEM THE CERTIFICATES AND THINGS LIKE THAT TO BE CONSIDERED PART OF THOSE GROUPS. AS THAT PERCENTAGE CONTINUES TO GROW AS A REQUIREMENT FOR THEMSELVES, IF THE RACES CONTINUE TO MIX, LESS STUDENTS WOULD BE THEN COUNTED UNDER THOSE SPECIFIC GROUPS. THAT WE WILL SEE THAT INEVITABLY. BUT FOR US, THIS LAST YEAR IS MORE OF HOW MANY STUDENTS CAME INTO THE SYSTEM AND HOW MANY STUDENTS GRADUATED. FOR THE LONGEST TIME, WE HAVE KEPT TRACK OF THE SUCCESS WE'VE HAD WITH THIS INTERVENTION PROGRAM TO HELP NATIVE AMERICAN STUDENTS REACH THE END LINE WITH THE GRADUATION, AND EVERY YEAR WE HAVE IMPROVED THAT PERCENTAGE, SO WE'RE VERY PLEASED THAT WE HAVE SO MANY THAT ACTUALLY ENDED UP GRADUATING. THAT'S A GREAT THING. ON THE OTHER SIDE, WELL, WE HAVE LESS STUDENTS COMING IN. THAT'S PART OF THE REASON. THE CHILDREN ARE ELIGIBLE TO RECEIVE SERVICES THEY MEET THE DEFINITION OF INDIAN AS DEFINED IN SECTION 61-51 OF THE SAA, AND HAVE COMPLETED INDIAN STUDENT ELIGIBILITY CERTIFICATION FORM, WHICH IS WHAT WE CALL OR FORM 506. THESE ARE FORMS THAT WE TAKE WHEN THE STUDENTS ENROLL AND THOSE CONTINUE FOR THE REST OF THE TIME THAT THEY ARE WITH US, SO THEY DON'T HAVE TO UPDATE THEM EVERY SINGLE YEAR. THAT'S A GOOD THING. AND THE 506 FORM, INDIAN STUDENT ELIGIBILITY CERTIFICATE IS A FORM COMPLETED BY THE PARENTS OR GUARDIANS TO DOCUMENT ELIGIBLE INDIAN STUDENTS. THIS FORM SERVES AS THE OFFICIAL RECORD OF ELIGIBILITY DETERMINATION FOR EACH INDIVIDUAL CHILD INCLUDED IN THE STUDENT ACCOUNT. FOR AUDIT PURPOSES, WE DO KEEP IN OUR SYSTEMS THE FORMS THAT ARE PROVIDED BY THE FAMILIES, SO WE CAN JUSTIFY THE GOVERNMENT, THE NUMBER OF STUDENTS THAT WE REPORT TO THEM EVERY YEAR. JUST TALK ABOUT THE NEEDS AND THE WANTS. OBVIOUSLY, OUR FOCUS IS ON THE SCHOOL DISTRICT AND OUR STUDENTS. WE'LL BE ADVOCATING AGAIN THIS YEAR FOR UNIVERSAL FREE SCHOOL MEALS FOR ALL OF OUR STUDENTS. AS WE KNOW, IT'S GETTING TOUGHER AND TOUGHER WITH INFLATION FOR OUR FAMILIES TO MAKE ENDS MEET AND TO FEED THEIR KIDS. WE DO A VERY GOOD JOB OF THAT AT THE SCHOOL DISTRICT PROVIDING BREAKFAST AND LUNCH WHEN WE'RE IN SESSION. SOME MEALS WHEN WE'RE OUT OF SESSION, AND IT'S JUST IMPORTANT THAT THEY UNDERSTAND THE NEED FOR PROVIDING REALLY FREE MEALS FOR ALL OF OUR STUDENTS IN ALL OF OUR SCHOOLS. THE OTHER THING WE'LL BE ADVOCATING FOR IS FOR THE FEDERAL GOVERNMENT TO FULLY FUND THE INDIVIDUALS WITH DISABILITIES EDUCATION ACT THAT WAS PASSED IN 1975, AT THE TIME THEY AGREED TO FUND 40%, OF THAT, AND RIGHT NOW THEY ARE FUNDING ABOUT 10%. THE HIGHEST THEY HAVE EVER FUNDED IS 18%, AND IT'S BECOMING A REAL BURDEN ON SCHOOL DISTRICTS IN IOWA AND ACROSS THE NATION. I'M JUST GOING TO GIVE YOU SOME EXAMPLES OF THAT. RIGHT NOW, WE HAVE SCHOOL DISTRICTS SUCH AS DES MOINE. THEY HAVE A NEGATIVE BALANCE, SPECIAL EDUCATION, BALANCE OF LAST YEAR OF 16 MILLION. IOWA CITY, ALMOST 11 MILLION. CEDAR RAPIDS, NINE MILLION. WATERLOO, FOUR MILLION. WAUKEE, SEVEN MILLION. MASON CITY, FOUR MILLION. DUBUQUE, FOUR MILLION. DAVENPORT, SEVEN MILLION. AKONEE, ALMOST SEVEN MILLION. YOU CAN SEE THE SCHOOL DISTRICTS, WHAT DO WE DO? WHERE DO THEY GET THAT MONEY? WELL, THEY GO TO THE TAXPAYERS AND THEY ASK FOR IT? >> FOR SIOUX CITY, IT'S ABOUT 2.8 MILLION. THOSE ARE THE DOLLARS. WE HAVE TO SUPPORT OUR SPECIAL NEEDS STUDENTS. WE DON'T GET TO DECIDE WHETHER WE CAN AFFORD OR NOT. IF IT'S INCLUDED IN THE IEP AND IT'S ALL AGREED TO, THEN WE NEED TO PROVIDE WHATEVER SERVICES AS JUST PRESCRIBED IN THE IEP. WHAT HAPPENS IS THAT BECOMES A REAL TAX BURDEN ON OUR INDIVIDUAL TAXPAYERS BECAUSE THAT'S WHERE THE MONEY COMES FROM. WE BELIEVE THAT THE FEDERAL GOVERNMENT SHOULD FUND WHAT THEY HAD PROMISED AND THAT WOULD BE THAT 40%. THIS NEXT PAGE GIVES SOME BACKGROUND INFORMATION ON WHAT IS INCLUDED IN EACH OF THOSE FUNCTIONS. THIS IS THE PROPOSED BUDGET BY FUNCTION. ON THE NEXT PAGE, I'LL SHOW IT BY FUND. IF I LOOK AT WHAT WE'VE PAID FOR THE FIRST SEMESTER AND TAKE THAT NUMBER TIMES TWO, I'M WORRIED THAT I MIGHT BE A LITTLE BIT SHORT THERE. THEN ANOTHER REASON IS WE HAD ABOUT A $300,000 INCREASE IN OUR SUBSTITUTE TEACHER PAY, NOT DUE TO VOLUME OF SUBSTITUTES, BUT DUE TO THE CHANGE IN THE INCREASE IN THE RATES. TOTAL SUPPORT SERVICES, THE CURRENT BUDGET IS 63.8 MILLION, PROPOSING AN $8.19 MILLION INCREASE. THAT IS ALMOST ALL FOUR GRANTS THAT WE RECEIVED, THE EV BUS GRANT EXPENDITURES AND ALSO THE SCHOOL SAFETY IMPROVEMENT GRANT EXPENDITURES. NON-INSTRUCTIONAL PROGRAMS IS THE SCHOOL NUTRITION PROGRAM, AN AMENDMENT OF ABOUT 110,000 RELATED TOO. WE RECEIVED THIS ADDITIONAL STATE AID FOR HOURLY EMPLOYEES, THIS WAS PAID OUT IN NOVEMBER. ABOUT 75,000 OF THOSE DOLLARS WENT TO THE FOOD SERVICE HOURLY EMPLOYEES. [00:35:05] THEN TOTAL OTHER EXPENDITURES, WHICH INCLUDES DEBT SERVICE, ALL CONSTRUCTION, SO MOST OF SALES TAXES IN THERE, AND EPA FLOW THROUGH PROPOSING TO INCREASE THAT BY 1,475,000, AND THAT IS FOR ESSER CAPITAL PROJECT THAT EXTENDED BEYOND JUNE 30 OF 2024. WHEN WE DID OUR BUDGET FOR 2025, A YEAR AGO, WE THOUGHT ALL OF OUR ESSER DOLLARS WOULD BE SPENT BY JUNE 30, BUT THAT HIGH SCHOOL AIR CONDITIONING PROJECT HELD OVER SOMETIME AROUND THE END OF SEPTEMBER. >> THEN WHAT I'M DOING HERE AT THE BOTTOM OF THE PAGE IS SHOWING THAT I'M PROPOSING A $10.3 MILLION BUDGET ADJUSTMENT. HOW ARE WE FUNDING THAT? AS YOU CAN SEE, ALMOST ALL OF IT, THE BUS GRANT WAS 5,925,000, THE SCHOOL SAFETY IMPROVEMENT GRANT THAT WAS FOR SECURITY CAMERAS IN THE SCHOOL BUILDINGS, 751,000. THESE ARE ALL THINGS THAT WE DIDN'T HAVE THE REVENUE AND WE DIDN'T HAVE THE EXPENDITURE AND THE BUDGET A YEAR AGO BECAUSE WE EITHER DIDN'T KNOW ABOUT THEM OR THE GRANTS MIGHT HAVE BEEN IN PROCESS BUT HADN'T BEEN AWARDED. THE 75,000 FOR THE HOURLY WAGES, AND THEN THE SR FUNDING. OF THE TOTAL PROPOSED AMENDMENT, 8.2 MILLION. WE HAVE A SPECIFIC FUNDING SOURCE FOR, AND THEN THERE'S ABOUT TWO MILLION THAT WOULD BE FUNDED OUT OF EITHER UNRESTRICTED OR SOME CATEGORICAL FUNDING COULD BE TITLE 1 OR NOT NECESSARILY ALL UNRESTRICTED. THEN THIS IS THE SAME DOLLARS, THE BUDGET AMENDMENT COLUMN IS THE SAME AMOUNT OF DOLLARS, JUST TO GET A BETTER PERSPECTIVE, BECAUSE SOMETIMES IT'S HARD TO SEE THINGS BY FUNCTION. THIS IS SHOWING IT BY FUND. WHERE ARE THE BUDGET AMENDMENTS? WHERE ARE THEY AND SEE THE GENERAL FUND REALLY HAS A PRETTY SMALL BUDGET AMENDMENT, AND THEN SALES TAX FUND IS TWO MILLION, AND THIS DOESN'T INCLUDE TRANSFERS OUT BECAUSE MOST SALES TAX FUND, THE BUDGET IS MUCH HIGHER THAN 2.5 MILLION, BUT IT DOESN'T INCLUDE THE TRANSFERS OUT IN THE AMENDMENT.
