CONGRATULATIONS TO ALL OF OUR RECENT GRADUATES.

WE HAD THREE SEPARATE GRADUATIONS ON MONDAY AND TUESDAY, AND WEDNESDAY EVENINGS.

SO VERY, VERY WELL ATTENDED.

A GREAT NIGHT TO CELEBRATE FOR ALL OF OUR STUDENTS AND THEIR FAMILIES.

I APPRECIATE ALL THE TIME, EFFORT, ENERGY THAT WENT INTO HAVING THOSE GRADUATIONS.

THERE'S A LOT OF WORK THAT'S DONE BEHIND THE SCENES.

THANK YOU AND THANK YOU, BOARD MEMBERS, WHO WERE ABLE TO ATTEND THOSE IMPORTANT EVENINGS.

WE HAD AN EXCEPTION TO DO ONE TEACHER, AND WE WERE GOING TO ASK FOR ANOTHER TEACHER, BUT THE CONCERN THAT WE HAD WAS WE WERE GOING TO HAVE ZERO TEACHERS THIS COMING FALL.

IS THAT NOT THE REPORT THAT WE HAD WHEN WE TALKED ABOUT IT A FEW MONTHS AGO?

I'VE HAD A COUPLE OF EMAILS REGARDING SOME THINGS THAT HAVE COME OUT OF THE POLICY COMMITTEE REGARDING WHETHER THE EARLY RETIREMENT INCENTIVE SHOULD BE ELIMINATED OR NOT.

WE THOUGHT THAT THIS WOULD BE A GREAT TIME TO ALLOW THE BOARD MEMBERS TO DISCUSS.

I KNOW DIRECTOR GREENWELL HAS HIS DOCUMENT.

I'M NOT SURE IF IT WAS INCLUDED IN THE PACKET OR NOT.

I KNOW QUITE A BIT ABOUT IT BECAUSE I PUT A WHOLE ANALYSIS TOGETHER MULTIPLE EARLY RETIREMENT OPTIONS SEVERAL YEARS AGO.

I THOUGHT IT'S TIME TO REVIEW IT AGAIN.

BUT WHEN YOU LOOK AT THE PEOPLE THAT ARE POTENTIALLY ELIGIBLE TO TAKE OVER RETIREMENT AT AGE 62 WITH 25 YEARS OF EXPERIENCE, THAT'S VERY FEW PEOPLE.

MOST DON'T TAKE IT, JUST A FEW TAKE IT EACH YEAR.

BUT WHEN WE LOOK AT THE COST OF THE PROGRAM VERSUS WHAT I'LL

CALL THE UNINTENDED BENEFIT OF LOWER SALARIES, LOWER IPERS COST, LOWER PAYROLL TAXES, IT'S ACTUALLY A FINANCIAL BENEFIT TO US PROVIDING THAT WE CAN GET SOMEONE HIRED FOR THAT CLASSROOM AND THAT CLASSROOM DOESN'T SIT EMPTY, AND WE INCREASE CLASS SIZES.

THIS EXAMPLE, WHEN YOU LOOK AT THE FOLKS, I JUST TOOK A CENSUS OF THE TEACHERS, NOT ALL OF THESE ARE ELIGIBLE, BUT I JUST TOOK A CENSUS OF TEACHERS 18 YEARS-PLUS AT THE BOTTOM IN THE PURPLE AND YOU LOOK AT THE PEOPLE WITH BACHELOR'S, BACHELORS WERE 15, MASTER'S 15, AND MASTERS 30, AND THAT'S JUST WITH 18 YEARS OF SERVICE.

THAT'S THE MINIMUM. A LOT OF THOSE HAVE MANY MORE THAN 18 YEARS OF SERVICE, AND A FEW OF THEM QUALIFY.

I THINK THERE'S 33 PEOPLE THAT QUALIFY.

THERE'S 62 THAT HAVE 25 YEARS OF SERVICE.

BUT JUST TAKING AN AVERAGE WEIGHTED AVERAGE SALARY, YOU GET ROUGHLY TO AROUND 84,000 DOLLARS.

THEN YOU ADD THE IPERS CONTRIBUTION, 9.44 PERCENT, AND THEN THE FICA, THE MEDICARE COSTS, AND YOU CAN SEE THAT FOR ALL OF THAT GROUP, BASICALLY 40 PERCENT OF OUR TEACHERS ARE APPROXIMATELY 38.2 PERCENT OF OUR TEACHERS, AVERAGE SALARY PLUS BENEFITS WITHOUT INSURANCE, IS 98,000 DOLLARS.

WHEN YOU LOOK AT OPTIONS FOR HIRING REPLACEMENTS FOR THOSE EARLY RETIREMENTS, YOU CAN SEE I PUT THREE DIFFERENT OPTIONS HERE, AN OPTION A, WHICH IS BASICALLY A BRAND NEW TEACHER, OPTION B, A TEACHER WITH SOME YEARS OF EXPERIENCE, SO PROBABLY ABOUT THREE WITH THAT SALARY, AND THEN OPTION C, YOU CAN SEE THAT TEACHER WITH PROBABLY 13 YEARS OF EXPERIENCE.

LOOKING AT ANY ONE OF THOSE OPTIONS FOR REPLACEMENT TO THIS PERSON, THIS TEACHER THAT WOULD EARLY RETIRE, YOU CAN SEE THE ESTIMATED COST OF AT THE DIFFERENCE IN THE SALARY CALCULATION AND THE BENEFIT CALCULATION, FOR EXAMPLE, ON EXAMPLE A, SALARIES AND BENEFITS WITHOUT INSURANCE, ASSUMING THE INSURANCE IS THE SAME FOR BOTH, SO THERE'S NO DELTA, YOU HAVE ABOUT A 39,600 DOLLARS SAVINGS FOR HIRING A NEW TEACHER VERSUS AN EXPERIENCED RETIREE TEACHER.

BUT IT'S GOING TO COST US ABOUT A MAXIMUM, IF YOU SAID THAT THEY'RE RETIRING WITH THREE YEARS, A MAXIMUM AMOUNT OF CONTRIBUTION PER QUARTER, THE MAXIMUM COST WOULD BE 14, FOUR.

WHICH WOULD LEAVE YOU IN NET SAVINGS OF 25, TWO.

THAT'S JUST FOR THE FIRST YEAR.

THEN YOU ADD THE SECOND YEAR AND THE THIRD YEAR ON THERE, AND YOU GET AGGREGATE SAVINGS OF ABOUT A LITTLE BIT OVER 104,000 DOLLARS.

YOU CAN GO THROUGH EXAMPLE B AND EXAMPLE C, AND YOU CAN SEE THE POTENTIAL SAVINGS.

WHILE THIS IS NOT MEANT TO BE A PERK PROGRAM, IT'S MEANT TO REWARD TEACHERS WHO HAVE BEEN WITH THE DISTRICT QUITE SOME TIME, 25 YEARS OR GREATER AND ARE 62 YEARS OLDER, AND OBVIOUSLY, THE TEACHERS HAVE A LITTLE BIT LARGER BENEFIT.

IF THEY HAVE A LOT OF SICK DAYS THAT WENT UNUSED.

BECAUSE WHAT I ALSO WANT TO LOOK AT IS WHAT WE KNOW HAPPENS.

WHEN IT LOOKS LIKE THE TEACHERS ARE GOING TO LOSE SOME SICK DAYS, THEY HAPPEN TO TAKE MORE SICK DAYS.

JUST AN EXAMPLE OF THE SICK DAY COST, IF SOMEONE SAYS, I'VE GOT 120, 121-145 SICK DAYS LEFT, BUT IF YOU'RE GOING TO DO AWAY WITH THE EARLY RETIREMENT PROGRAM, I'M GOING TO USE MORE OF THOSE.

JUST FOR CLARIFICATION, THE COST OF THE EARLY RETIREMENT PROGRAM IS NOT IN THE GENERAL FUND, IS IN THE MANAGEMENT FUND, AND WE HAVE OVER 2.6 MILLION DOLLARS IN THE MANAGEMENT FUND THAT'S BASED FOR RESERVE FOR EARLY RETIREMENT COSTS SHOULD WE EVER WANT TO IMPLEMENT A BIG PLAN LIKE WAS DONE SEVERAL YEARS AGO.

THE BALANCE OF THE MANAGEMENT FUND HOLDS OVER 2.6 MILLION DOLLARS ASSOCIATED WITH EARLY RETIREMENT. HOW DO I KNOW THAT? OUR WORK COLLABORATIVELY STARTED THREE YEARS AGO WHEN OUR TWO TEAMS STARTED MEETING BIWEEKLY TO FORMULATE A PLAN FOR HOW WE'RE GOING TO ADDRESS RECRUITMENT AS WELL AS RETENTION.

OUR GOAL WAS TO ATTRACT AND RETAIN A HIGHLY QUALIFIED AND DIVERSE TEAM OF TEACHERS, LEADERS, AND STAFF.

FIRST THING THAT WE DID BEFORE WE GOT STARTED ON DEFINING OR IDENTIFYING ANY TACTICS OR STRATEGIES WAS TO IDENTIFY OUR TARGET AUDIENCES.

AND THAT'S REALLY THE BEST AND MOST EFFECTIVE WAY TO COME UP WITH A MARKETING STRATEGY.

WE IDENTIFIED FOUR TARGET AUDIENCES.

THESE PEOPLE THAT WE'RE TRYING TO IDENTIFY AND RECRUIT TO OUR DISTRICT.

THE FIRST ONE BEING JACOB.

HE'S OUR FIRST YEAR TEACHER.

HE'S EAGER TO GET INTO THE TEACHING FIELD AND JUST COMING STRAIGHT OUT OF COLLEGE.

OUR NEXT TARGET AUDIENCE WAS ASHLEY.

SHE IS A TEACHER THAT HAS A FEW YEARS OF TEACHING UNDER HER BELT, AND SHE'S REALLY LOOKING FORWARD TO BECOMING A HIGH SCHOOL PRINCIPAL ONE DAY.

WE ALSO HAVE JENNIFER.

SHE'S A 38-YEAR-OLD MOM.

SHE'S A STAY AT HOME MOM RIGHT NOW, BUT SHE'S REALLY HOPING TO GET BACK INTO THE WORKFORCE A LITTLE BIT, BUT NEEDS TO HAVE A CAREER THAT ALIGNS WITH HER KIDS SCHEDULES.

ONCE WE HAD IDENTIFIED OUR FOUR KEY TARGET AUDIENCES THREE YEARS AGO, WE IDENTIFIED THE DIFFERENT TACTICS THAT WE ARE GOING TO USE.

NOW WE HAVE A NUMBER OF DIFFERENT TACTICS LISTED HERE.

WE DID NOT USE ALL OF THESE TACTICS FOR ALL OF THOSE AUDIENCES, AND THAT'S THE BEAUTY OF IDENTIFYING WHO YOU'RE TARGETING.

SOME OF THESE WORK BETTER FOR CERTAIN AUDIENCES THAN OTHER TACTICS.

BUT WE USED EVERYTHING FROM CAREER FAIRS, WHICH DR. GOMEZ WILL TALK THROUGH IN JUST A MOMENT, TO DIGITAL ADVERTISING.

WE HAD THREE SEPARATE CAMPAIGNS OVER THIS PAST YEAR, ONE FOR CERTIFIED STAFF, ONE FOR CLASSIFIED STAFF, AND THEN ALSO ONE FOR CAREER FAIR SUPPORT.

YOU WILL NOTICE THAT THESE CAREER FAIRS THAT WE ATTENDED AT THE COLLEGE AND UNIVERSITIES ARE FROM THE TRI STATE AREA.

WHEN WE LOOK AT OUR APPLICANT TRACKING DATA, THAT'S WHERE THE MAJORITY OF OUR APPLICANTS ARE COMING FROM.

THEY'RE COMING FROM NEBRASKA, IOWA AND SOUTH DAKOTA.

THOSE THAT WE FOCUSED ARE OUR EFFORTS ON THOSE INSTITUTIONS.

THE NUMBER OF DIGITAL MARKETING TACTICS WERE USED.

OUR GOOGLE VIDEO AND YOUTUBE ADVERTISING HAS BEEN AVERAGING AROUND A 53.5% VIDEO VIEW RATE.

MORE THAN WHAT WE TALKED ABOUT LAST WEEK BECAUSE I HAD TWO WERE JUST HIRED ON FRIDAY.

THAT PROGRAM HAS BEEN VERY SUCCESSFUL.

THEN WE ALSO HAVE OUR EDUCATION PATHWAY FOR OUR STUDENTS.

OVER THE PAST FEW YEARS HAVE HAD TARGETED CONVERSATIONS WITH THOSE STUDENTS.

MYSELF, OTHER ADMINISTRATORS AND TEACHERS GO AND SPEAK WITH THOSE STUDENTS, ANNUALLY ENCOURAGE THEM TO CONTINUE THE COURSES IN THE EDUCATION PATHWAY, AND THEN OF COURSE, TAKE THEIR EDUCATION COURSES AT THE COLLEGE LEVEL.

HOPEFULLY IN A COUPLE OF YEARS, WE'LL BE ABLE TO SEE THAT PROGRAM COME TO FRUITION WHERE, OUR HIGH SCHOOL STUDENTS ARE FINISHING COLLEGE AND THEN COMING BACK HERE TO TEACH.

WE ALSO USED A NUMBER OF DIFFERENT TRADITIONAL ADVERTISING TACTICS.

WE USE PRINT. IN FACT, WE HAVE A NUMBER OF DIFFERENT PUBLICATIONS THAT WE'VE ADVERTISED IN.

WE REALLY LOOKED AT THAT AGAIN, TRYING TO COME UP WITH WAYS THAT WE COULD INTRIGUE AND INTEREST EMPLOYEES INTO OPENING THAT, BECAUSE IT REALLY DOES CONTAIN IMPORTANT INFORMATION THAT THEY SHOULD BE GETTING ON A MONTHLY BASIS.

WE REVAMPED IT, AND NOW WHEN EMPLOYEES OPEN IT, THERE'S A SECTION FOR THINGS THAT EMPLOYEES SHOULD KNOW FOR THINGS THAT THEY SHOULD DO AND THINGS THAT THEY SHOULD SHARE.
